All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. 2. Particula s concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of noi less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. X O X s. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas t the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written oil one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. 13. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discover)' ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo j roperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Information to Mr. John Smith, 500, Victoria Street, West- minster, by whom the above reward will be paid for the recovery of the watch. [ Insert name and address of the Printer.] £ 50 REWARD- * STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment. — JAMES MANCES, alias MANES and CAMPBELL ( see Case No. 32, 20th December, 1901), an American, age 46, height 5 ft. 8 in., stout build, square shoulders, com- plexion fresh, hair and moustache ( turned up at ends) brown. A card sharp. The warrant for the apprehension of Mances is still in existence, and will be executed if he is found in the United Kingdom, but extradition will not be applied for. The reward offered for his arrest ( vide Notices dated 5th December, 1901) has been withdrawn. 2— Criminal Investigation De- partment. — For forging and uttering a cheque — JAMES AUGUSTUS COVINGTON, age 29, height 5 ft. 11£ in., complexion fresh, hair light brown, eyes blue, perpendicular scars front of neck. A native of Westbourne, Hants. Warrant issued. 3.— F Division.— For obtaining money by false pretences— WILLIAM HORATIO IN- WARD, age 37, height 5 ft. 11 in., well built, complexion fresh, hair brown, clean shaved, eyes steel grey, very plausible manner : wearing black coat and vest, black hard felt hat. Supposed a native of London. He represents himself as a publisher and canvassing agent, calls upon hotel and boarding house proprietors, from whom he obtains money by stating he will advertise their business in a blotting or writing pad, circulated at hotels, & c., gives as his address, the Standard Printing Works, 3 Broadway Parade, Leyton. Is believed to be committing similar frauds at sea- side resorts on the East Coast. Accompanied by his wife, age about 30, height 5 ft. 6 in., com- plexion fair, in delicate health. Warrant issued. 4.— N Division.— For obtaining food and lodging to the amount of £ 1 10s. by fraud— — SCHMIDT, alias BAUER, age 30 to 35, height 5 ft. 7 in., complexion ruddy, hair ( bald on top) and heavy moustache ( turned up at ends) light, eyes blue, peculiar shaped head ; dresB, dark grey suit, blue overcoat, spotted tie, black hard felt hat, lace boots ; a native of Leipsic, Germany. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 5.— Holyhead ( County).— For fraudulently converting £ 270 to his own use, 13th ult., on H. M. S. " Resolution "— JAMES NEVIL USHER, age 38. hen lit 5 ft. 9 or 10 in., complexion sallow, hair ( inclined to curl), moustache ( curly) and eyes dark, rather nervous, slightly knock- kneed; dress, blue serge suit ( much worn). Warrant issued. Information to Deputy Chief Constable Jones, Holyhead. BEDFORDSHIRE. 6.— Luton( Borough).— For attempted murder on the Midland Railway between London and Luton, 4th inst.— A MAN, age about 35, height 5 ft. 8 or 9 in., stout build, complexion sallow, full face, hair black, moustache brown, eyes sunken; dress, black jacket suit, blue and white spotted scarf, billycock hat. Information to the Chief Constable, Luton. CA MB RIDGESHIRE. 7 — Cambridge ( Borough).— For obtain- ing 4s. 9d. by false pretences, 2nd inst.— A MAN, who gave the name of G. THOMAS, age 40 to 45, height 5 ft. 8 or 9 in., slight build, complexion sallow, slight moustache, left leg shorter than right, bends left knee inwards when walking, very talkative ; dress, dark grey mixture morning coat and trousers, new light check tie, cap. Absconded 2nd inst. Supposed accompanied by a woman, age about 35 ; dress, black skirt, fawn colour coat, black sailor hat; and a girl, age about 18 months, wearing red cloak and hat. Warrant issued. Information to Chief Constable Holland, Cam- bridge. CA RNA R VONSHIRE. 8.— Conway ( County).— For obtaining 30s. by false pretences, 24th ult.— A. C. HEMMINGS ( supposed false), age about 35, height 5 ft. 5 or 6 in., high shoulders, complexion auburn, oval face, hair dark brown, moustache light, eyes brown; dress, dark blue lounge suit, dark and white striped tie, black hard felt hat, lace boots. He represented himself as a civil engineer, and stated that he had recently returned from South Africa. He called upon a house agent at Llandudno, agreed to rent a house, and obtained the above amount by a worthless cheque made payable to self, for £ 4, at the Metropolitan Bank, which was returned marked " no account." DERBYSHIRE. 9.— Chesterfield ( County). — For non- pavment of maintenance arrears — EDWARD MAYNELL CLAY, age 64, height 5 ft. 8 in., complexion pale, hair brown, wears a wig on top hair of which is of rather different colour to his own, full beard and moustache, turniug grey, eyes blue. DURHAM. 11.— Darlington { County). — For failure to report— Licence holder THOMAS MORAN, alias JOHN ROONEY and THOMAS MARRIN, MARRON, MALONEY, MORRISON, RILEY and BROWN, Office No. 2713- 02, age 70, height 5 ft, 2} in., complexion fresh, hair grey ( thin on top), eyes blue, bracelet each wrist, ring on each left and on 2nd and 4th right fingers, two large scars left of forehead, one on bridge of nose, which has been broken ; inner angle left eyelid deformed. Sentenced, at Northallerton Sessions, 5th July, 1900, to 3 years penal servitude for receiving stolen property. Licenced 6th October last. M a 142. Davison, Darlington. 12.— South Shields ( Borough). — For bigamy— JOHN WILLIAM CRABTREE, age about 41, height about 5 ft. 5 in., bow- legged, complexion and moustache dark, small tuft of beard on chin, boil scar right jaw ; dress, dark suit, silk hat. A dyer; recently employed as a life insurance agent. Is well known in Brad- ford and Leeds. Warrant issued. Information to the Chief Constable, South Shields. ESSEX. 13.— Brentwood ( County).— For obtaining food and lodgings by false pretences, between 3rd and 6th inst.— B. E. SPILLER, age 34, height 5 ft. 6 in., stout build, complexion fresh, full face, hair, heavy moustache, and eyes brown ; dress, black jacket and vest, light trousers. Warrant issued. 14.— Brentwood ( County),— For stealing, 9th inst., at Shenfield, a nickel plated alarm clock ( recovered) ; 1 razor, one side of handle black, other white ; 1 old brown violin, 2 strings and bridge mi- sing, damaged at back, piece of rag gummed thereon— A MAN, age about 60, height 5 ft. 6 or 7 in., hair and whiskers turning grey, eyes brown ; wearing brown dust coat. Allen, Brentwood. 15. — Chelmsford ( County). — For em- bezzlement— Expiree GEORGE JOHNSON, alias WITHERS and JACKSON, Offics No. 2204- 01, age 36, height 5 ft. 8} in., complexion dark, hair dark brown ( turning grey), eye3 grey, scar bridge of nose, left thumb, forefinger, and between 3rd and 4th left fingers, " SARAH" and dot left fore- arm, and dct left wrist. Sentenced at Central Criminal Court, 25th October, 1897, to 5 years penal servitude for robbery. X 444. Has also been convicted at other London Courts. Warrant issued. Information to Deputy Chief Constable Somer- set, Chelmsford. 16.— Epping ( County).— For obtaining by false pretences, 20th ult.. at Chipping Ongar, a pair of boots, size 8, marked " 10s. 6d."; 1 do., size 9, marked " 83. lid."; 3 pairs girls' boots, sizes 11,12, and 13 ( 1 pair button, marked '- 5s. 6d."; 1 pair lace, marked " 4s. lid."; 1 do., marked " 3s. 7d.")— A MAN, age 36 to 40, height 5 ft. 9 or 10 in., hair and moustache dark, carried one arm in a sling; wearing light dust coat and cap. Appearance of a mechanic. He called at a boot shop and produced a letter purporting to have come from a vicar, requesting that boot3 may be Bent to him by bearer. Warrant issued. Information to Supt. Pryke, Epping, or to Inspector Burrell, Ongar. 17 — Romford ( County). — For failing to appear to a summons for wilful damage— GEORGE SMITH, age about 22, height 5 ft. 6 in., com- plexion fair, hair and moustache light; dress, dark overcoat, light trousers, coloured neckerchief, check cap. He travels the country in an old van, " S. Smith" thereon, accompanied by a woman, age 61, an elderly man, and several children.— HENRY SMITH, age about 32, height 5 ft. 9 in., complexion, hair and slight moustache dark; dress, long dark overcoat, brown trousers, old neckerchief and cap, lace boots; travels the country in a covered van, top painted chocolate colonr, body green, " S. Smith " thereon. Warrants issued. Information to Supt. Creasy, Romford. GLOUCESTERSHIRE. 18.— Gloucester ( County).— For stealing a pony, cart and harness ( recovered)— JOSEPH WRIGHT, alias HUGHES, age 44, height 5 ft lj in., complexion fresh, hair ( bald on top) dark brown, eyes brown, right side, pockmarked shoulder blade, several white spots on chest, scar back of head, left side, faint scar side of forehead, scar eyebrow, 2 small moles inside forearm, 3 on outside upper arm, scar inside wrist, top of little finger deformed, burn scar back of hand; dress, grey jacket, trousers and cap, muffler, heavy boots, wore an imitation gold ring. A native of Man Chester. Has been convicted at Liverpool, Hull, Bristol, Chester and Gloucester. Warrant issued. Information to Deputy Chief Constable Harri- son, Gloucester. HAMPSHIRE. 19.— Gosport ( County).— For stealing, 5th inst., a silver watch, J- plate, " Henry Murray " scratched on plate and case; a South African War medal, Henry Murray, No. 5220 I Com- pany, Rifle Brigade," on rim ; 1 brown coat and vest ; 1 polo collar; 1 black and white tie— THOMAS ORTON, age 22, height 5 ft. 4* in., slightly round shoulders, complexion fresh, hair light brown, eyes grey, scar on chest and right arm, carries his head forward ; dress ( supposed), brown coat, vest, and cap, regimental trousers, shirt, socks and boots. A deserter from the Rifle Brigade. Information to Supt. Silver, Gosport. 20.— Portsmouth { Borough).— For failure to report— Licence- holder JAMES BLOW, alias JOHN SHIELDS, JAMES MALONE, MALONEY, DORAN, and McCARTHY, Office No. 2019- 02, age 55, height 5 ft, 8£ in., com- plexion fresh, hair and eyes grey, scar back of right thumb and top of right forefinger, dot back left wrist. Sentenced at Hants County Sessions, 19th October, 1898, to 5 years penal servitude for receiving stolen property. Licenced 19th July last, z N T Y 907. Has also been con- victed at Lewes, Hastings, Maidstone, Newport ( I. of W.) and Brighton ( 6th November last, failure to report, 2 months hard labour, being released from Lewe3 Prison 5th January). Warrant issued. 21.— Portsmouth ( Borough).— For obtain- ing £ 25 by false pretences, 25th February, 1902— A. DOUGLAS, age about 40, slight build, com- plexion and hair ( turning grey) dark. She poses as an invalid, stays at hotels and boarding houses, and endeavours to make the acquaintance of Anglo- Indians, especially those visiting this country from Calcutta. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HER TFORDSHIRE. 22.— Ware ( County).— For stealing from his lodgings at High Cross, 21st ult., a nearly new cotton shirt with blue lines forming squares; 1 blue serge cap; and 3s. 2d.— A MAN, age 28 to 30, height about 5 ft. 7 in., stiff build, complexion fresh, hair and moustache dark brown; dress, light tweed jacket and cap, cord trousers, lace boots. A farm labourer; is believed to have served in the Army. A Scotchman. Warrant issued. Information to Supt. Duke, Ware. KENT. 23.— Ashford ( County).— For housebreak- ing, 5th inst., and stealing a gold watch, old- fashioned, gold face chased, gold hands, key attached to bow with a piece of narrow black braid or small cord : 1 black leather oblong purse with clasp and elastic band, containing a £ 5 Bank of England note. " National Bank. Killarney, Ireland," stamped thereon ; and £ 3— A MAN, age about 30. height 5 ft. 5 or 6 in., slight build, complexion sallow, very thin face, hair and moustache dark : wearing light dust coat, black soft felt hat, light boots with fancy toe- caps, supposed white muffler. Information to Supt. Bailey, Ashford. 24.— Maidstone ( Borough).— For neglect- ing to maintain his wife and children— SPENCER STARR, age 41, height 5 ft. 6 in., whiskers and moustache dark ; dress, black jacket and vest, brown plaid trousers, blue Melton overcoat with velvet collar, hard hat, light lace boots. A coach painter. Warrant issued. Information to the Chief Constable, Maidstone. LANARKSHIRE. 25. — Glasgow [ City). — For embezzling £ 85 16s.— JOHN C. MUNDELL, age 23, height 5 ft. 8 in., complexion fresh, hair ( inclined to curi on top) dark, clean shaved, eyes brown ; dress, checked tweed jacket suit, dark blue over- coat with velvet collar, wears a curb link chain with a Kruger sovereign as appendage. Native of Glasgow. He left Wigan, on 8th iust., stating he was going to Manchester or Liverpool. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 26.— Bolton( County).— For obtaining money by false pretences at Farnworth— A MAN, age 35 to 40, height 5 ft. 8 or 9 in., complexion, hair, and moustache ( waxed at ends) dark ; wearing dark clothes, soft felt hat. long dark grey mackintosh, carried a brown leather hand bag. He represents himself as an agent for a well- known firm of pill manufacturers, and induces small shopkeepers to purchase a number of boxes, which are after- wards found to have been opened and other pills substituted. May be found selling cheap medi- cines at market places. Warrant issued. Information to Supt. Leeming, Bolton. 27.— Skerton { County).— For stealing from his lodgings at Morecambe, an English lever watch and chain ( recovered) ; 1 pair brown pig- skin leggings ; 1 brown leather handbag ; 1 dark mixture overcoat with velvet collar ; 1 pair deer- skin gloves; 1 pipe ; 1 muffler— A MAN, age 17, height 5 ft, 6 in., complexion pale, hair brown, eyes supposed brown, wearing dark clothes, white tie, light cap with large peak, tan colour boots, and the stolen overcoat and leggings. A native of Leeds. Information to Supt. Barnett, Skerton. 28.— Rochdale ( Borough).— For embezzle- ment— WILLIAM J. PARRY, age 40, height 5 ft. 5 in., slight build, complexion fresh, hair light brown, moustache ( thin) sandy, eyes brown, narrow features, of good address ; dress, navy blue jacket suit, light overcoat, black hat. A printer's clerk ; supposed a native of Manchester. Absconded 17th January last. Warrant issued 2%.— Rochdale { Borough).— For obtaining money by false pretences— WALTER TAYLOR, age 30, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue, scar over right eye, fore- head and top of left shoulder, birthmark left elbow and below right knee. A private of the Royal Irish Rifles ; wearing plain clothes. Native of Rochdale. Warrant issued. 30 — Rochdale ( Borough).— For attempting to carnally know a girl under 13 years of age, and cruelty to a child— BAMFORD STOTT, age 34, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue, cut mark right wrist, white dot on both forearms. A butcher ; native of Rochdale. Warrant issued. Informationito Chief Constable Barry, Rochdale. LINCOLNSHIRE. 31.— Stamford ( Coutity).— For embezzling £ 16 13s., 28th ult.— JOHN JAMES CARNE, age 34, height about 6 ft., stout build, hair ( turning grey) dark, slight moustache, eyes blue, 1 front upper tooth missing; dress, light grey jacket suit, black hard hat, low shoes. A native of Mousehole, Paul, Cornwall. Has been employed as clerk and storekeeper to a firm of coach builders. Absconded 2nd inst. Warrant issued. Information to Insp. Swaby,' Stamford. MIDLOTHIAN. 32.— Edinburgh I ( City).— For failure to « report— Licence- holder JAMES MUIRHEAD alias PETER SMITH and " SCOTCH JIMMY,' Office No. 48736, age 50, height 5 ft. 4| in., complexion fresh, hair ( curly) brown, eyes hazel, hairy mole left forearm and 2 below right eye, dot between right thumb and forefinger. Native of Edinburgh. Sentenced at Glasgow High Court 9th May, 1896, to 7 years penal servitude for theft. Licenced 17th September, 1901. Has also been convicted at Belfast, in London, and at Edinburgh ( 9th January, 1902, P. of C. Act, 12 months hard labour, being released 9th January last). A tailor's pressor; native of Warsaw. States he has been in this country about 18 months, and until about a mouth ago he was employed at Lower Chapman Street, Commercial Road, London. METROPOLITAN POLICE DISTRICT. 34.— H Division.— For being concerned with Arthur Renvoize and others in custody, for leceiving the prcceeds of a van larceny in the City of London, and the proceeds of another on J Division— EDWARD WOOD, alias HALLI- DAY and FLOOD, Office No. 839- 97, age 25, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, scar over right eyebrow, rims of ears thickened and malformed, rather thick lips, short chin number of dots between each thumb and fore- finger : dress, dark jacket suit, black overcoat, and hard felt hat. One of the above men offered a horse for sale for a certain sum; a confederate then offered to repurchase same for a larger sum, at the same time showing a quantity of gold ; the dupe then gave the former a cheque, which he afterwards cashed.
