I POLICE GAZETTE PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, FEBRUARY 27, 1903. VOL. XX., No. 2000. 2. BGrUL All communications tor insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of os. should be made in tlie first instance for cost of en- graving sketches. 6. Every announcement, if for the apprehension of a person{ must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 3LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cas i the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be reccivednot later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the officc, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street 1' ost Office. 13. Announcements concerning property lost or persons missing can only be accerted on payment; and the charges for the insertion of the same will be given on application. APPREHENSIONS SOUGHT. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have boon in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints" or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. METROPOLITAN POLICE DISTRICT 1.— B Division.— For stealing about £ 400 — WILLY STEINECKE, age 28, height 6 ft., complexion fair, hair, beard ( short and pointed) and moustache ( turned up at ends) light, eyes blue, speaks English fluently, of smart appear- ance ; dress, black frock coat and vest, dark tweed trousers, high hat. A native of Cassel, Germany. Absconded 21st inst. Was accom- panied by his wife, age 22, height 5 ft. 1 or 2 in., complexion pale, hair ( worn over forehead) black ; dress, blue skirt, scalloped edges, brown felt hat; and a child, age 12 months. May endeavour to leave the country. 2.— E Division.— For embezzlement and falsification of accounts— CHARLES HENRY SIMS, age 26, height 5 ft. 10 in., slight build, complexion fresh, hair and slight moustache light, eyes grey, of smart appearance ; dress, blue serge jacket suit, dark grey Raglan overcoat, black hard felt hat. May seek employment as a clerk. Warrant issued. 3.— E Division.— For obtaining goods by false pretences— ROBERT REDMAN, age 22, height 5 ft. in , complexion fresh, hair, slight moustache, and eyes biown. of smart appearance ; dress, dark suit, hard felt hat. Supposed a native of Sunderland. May seek employment as a cook or kitchen porter. Warrant issued. 4.— T Division.— For attempted rape, 8th inst.— JOE WALTERS, age 30 to 35, height 5 ft. 9 in., broad shoulders, complexion dark, hair and moustache dark brown, carries his head forward, slightly knock- kneed ; dress, grey plaid jacket, double- breasted vest, moleskin trousers ( tight- fitting), black silk neckerchief, dark cap or black hard felt hat, lace boots.— ARTHUR FIELD, age 24, height 5 ft. 7 or 8 in., complexion fresh, full round face, hair and slight moustache light, small lump under one ear; dress, blue or black jacket, light cord trousers and vest, print neckerchief, dark cap, lace boots. Both are navvies, and may be found on public works. Warrant issued. Information to the Metropolitan Police Officc, New Scotland Yard, London, S. W. £ 250 REWARD. 6.— For larceny and forgery— ANTHONY STANLEY ROWE ( see Case No. Ii2,16th nit.), age 37, height 5 ft. 5 or 6 in., slight build, com- plexion fair, hair and moustache light; talks quickly, with high pitched voice; speaks Spanish fluently ; usually wears a silk hat. Warrant issued. The above reward will be paid by the Great Fingall Consolidated, Limited, 20 Copthall Avenue, E. C., to any person giving such infor- mation as will lead to t he arrest of Rnwe. BERKSHIRE. 7— Wokingham [ County).— For house- breaking at Warfield, and stealing a pocket- book with metal edges and clasp; 1 lady's short silver watch chain with tassel; 1 do. lone imitation gold neck chain; 1 white metal Albert chain, and 6s. 6d. — A MAN, age 28, height 5 ft. 8 or 9 in., com- plexion and hair dark, side whiskers and mous- tache, right forefinger missing; dress, long dark overcoat, dark cord trousers, dark cap with shiny peak. A tramping labourer. Information to Inspector Goddard, Wokingbara BRECBNSHIRE. 8.— Brecon ( County).— For obtaining foe d and lodging by false pretences— DAVID EVANS, age 27 or 28, height about 5 ft. 5 in., complexion, hair, and eyes dark, one leg crippled, heel of one boot about 3 in., lost upper front teeth; dre? B, dark suit, light blue striped tie, hard hat, wearing a signet ring with blue stone. Supposed a native of Aberdare. He represented himself as an engineer. Warrant issued. A dealer in curios. Supposed well kr. cwn in the West End of London. Warrant issued. CAMBRIDGESHIRE. 9 — Cambridge ( B01 ough).— Yor stealing, 14 th inst., a pneumatic bicycle, 26 in. frame, black enamelled, usual parts plated, upturned handlebar*, rather wide, white handles with black tips, rat- trap pedals, mudguards, headlock nut missing - A MAN, who gave the name of — WATIvINSON, age alout 30, height 5 ft. 5 or 6 in., full face, hair brown, moustache ginger; dress, blue jacket suit, blue tie with white spots, drab colour soft felt hat. He represented himself as an electrician and civil engineer, and stated that he had been sent to purchase electric light or gas works, and that his employer was coming from Liverpool. Warrant issued. OA RNA R VON SHIRE. 11.— Bangor ( County). — For obtaining money by false pretences— LLOYD JAMES, alias CHARLES GRIFFITHS, age 45, height 5 ft. 10 in., very stout, complexion dark, hair, whiskers and moustache black; wearing dark clothes and an Inverness cape. He advertised ferrets for sale in the Exchange and Mart, 21st November last, re- ceived postal orders in payment, but failed to forward the ferrets. Until the beginning of De- cember last he had letters addressed to 28, Car burton Street, London, \ V. Supposed identical with Charles Griffiths, Office No. 3275. Warrant issued. CHESHIRE. 12.— Crewe ( County). — For obtaining by false pretences, 10th inst., a safety bicycle, black enamelled, 25 in. frame, flat handle bars, front tyre brake, 28 in. wheels, rat- trap pedals, toe- clips, 7 in. cranks, Bown's fittings, Dunlop tyres, oat and ridge pattern covers, stamped at sides with Moseley's trade mark, and " Stucchi and Milino," Brooks's saddle— A MAN, age 25 to 30, height 5 ft. 7 or 8 in., complexion pale, hair brown, thin moustache light brown ; dress, dark coat and vest, cord trouserp, light cord leggings, supposed black hard felt hat, shoes. Stated he was a farm labourer, and that he had been sent by his employer to hire the machine. Warrant issued. Information to Supt. Pearson, Crewe. CORNWALL. 13.— Camborne ( County).— For stealing a quantity of foreign and English stamps to the value of £ 130 ( long firm fraud)— MALCOLM CAMPBELL, age 24, height 5 ft. 8 in., slight build, hair, whiskers, and eyes brown. He represents himself as a land surveyor, shipping agent, etc. Had in his possession correspondence cards headed " M. Campbell, shipping agent, & c., Nexborough." He occasionally visits Ardrossan and Glasgow. Warrant issued. Information to Supt. Vercoe, Camborne. DENBIGHSHIRE. 14.— Wrexham ( County).— For fraud— LOUIS EPSTEIN, a Russian Jew, age 21 to 22, height about 5 ft. 10 in., stoops slightly, slight build, complexion dark, hair black, clean shaved, eyes dark. Absconded 12th inst. Supposed accompanied by A MAN, age about 25, height about 5 ft. 1 » in., stoops, slight bnild, long features, hair ( inclined to curl, brushed up in front) brown, slight moustache, light, short sighted, wears glasses ; wearing light brown overcoat with velvet collar, black hard felt hat, carried a stick. DERBYSHIRE. 15.— Chesterfield ( County). — For steal- ing, 20th inst., at Bolsover, a pair of heavy lace boots, size 8— JOSIAH HADEN, age 30, height 5 ft. 6J in., complexion fresh, hair brown, eyes grey; dress, cloth coat and vest, dark cord trousers, and the stolen boots. A bricklayer; native of London. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. 16.— Chesterfield ( Borough).— For utter- ing counterfeit 5s. pieces dated 1898— A MAN, age 30 to 35, height 5 ft. 8 in., slight build, rather long features, hair light sandy ; wearing black coat, black hard felt hat, and white apron. Appearance of a painter or joiner. The dates and lettering on the edge of the coins are in- distinct. Information to the Chief Constable, Chester- field. ESSEX. 17.— Epping ( County).— For stealing ( bailee) 2 grey geldings, age 5 years, about 15 hands; 3 dark brown geldings, from 14 hands to 14 hands 3 in.; 1 light bay gelding, age 4 years, 15 hands; 1 dark bay mare, age 6 years, 15 hands— JAMES STREET, alias COLLY STREET, age about 36, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache dark. A general dealer. May be found in company of low horse dealers. Some- times travels with a van, accompanied by his wife and child ( age about 2 years). Had with him a grey pony and a costermonger's barrow. Warrant issued. Information to Supt. Pryke, Epping. £ 2 REWARD. 18.— Saffron Walden ( County) — For neglecting to maintain his wife, leaving her chargeable to the Common Fund of the Saffron Walden Union— THOMAS HENRY WALTON, age 45, height about 5 ft. ( I in., complexion fresh, hair, whiskers, and moustache dark. A carpenter ; native of Great Chesterfonl. Warrant issued. The above reward will be paid by the Guardians of the Saffron Walden Poor Law Union to any person giving snch information as will lead to the apprehension of Walton. Information to Supt. Daniels, Saffron Walden. 10 — Colchester ( Borough).— For desert- ing his family— CHARLES JAMES, age 33, height 5 ft. 5 in., complexion pale, thin face, hair brown, eyes blue, scar over right eye. A native of Colchester. May be found at common lodging- houses or Salvation Army Shelters. Warrant issued. Information to Chief Constable Midgley, Col- chester. GLOUCES TERSHIRE. 20.— Chipping Sodbury ( County).— For stealing a bicycle, enamelled green, gold lines, 23 in. frame, free wheel, " Truskcott & Son, Wicliffe," transfer, Bowden rim brake, front tyre brake, Palmer tyres and rims, non- slipping bands, raised handle- bars, bone handles with grey tips, £ in. pitch roller chain, ribbed mud guards, rat- trap pedals, Bluemel's new spring saddle, electric bell, Lucas lamp— A MAN, who gave the name of ERNEST SPENCER, age about 25, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, slight mous- tache dark, spoke with northern accent; dress, dark blue serge suit, black bowler hat, lace boots. A pianoforte tuner and repairer. May be found staying at country inns. Warrant issued. Information to Supt. Phelps, Chipping Sodbury. HAMPSHIRE. 21.— Portsmouth ( Borough.)— For causing a false entry to be made in marriage register, 19th December last— WILLIAM BROWN, alias LORD ELIOT, ARCHIBALD LIONEL CAM- ERON, LIONEL BAILEY, & c., age 26, height 5 ft. 10£ in., complexion pale, slight moustache, eyes ( slight cast in right) grey, good teeth, suffers from fits, cm weep copiously at will. Was em- ployed as a footman. He represented himself as an invalided officer from South Africa, is usually well dressed, sometimes in khaki. Has been con- victed of theft and fraud at Exeter and Lincoln. Warrant issued. Warrant issued. 23 — Southampton { Borough).— For steal- ing, 19th inst., a double case gold watch, white dial, French make; 1 lady's gold dress ring, set diamonds and rubies alternately; 1 goid ring, " Mizpah " thereon ; 1 brown leather portmanteau, about 2 ft. by 15 in. by 12 in.; 1 blue serge suit, maker " Siuamondp, Bridge Street, Southampton," on tab ; 1 black mackintosh, maker " Anderson " on tab ; andabout£ 10, includinga£ 5 Bank of England note— JACQUE PATRICK ALLEN, age about 27, height 5 ft. 6 or 7 in., complexion sunburnt, hair dark brown, eyes brown, 1 front upper tooth missing ; dresp, blue serge suit ( tight fitting), brown check cap. KENT. 24. — Dartford { County). — For stealing £ 192 6s. lljd.— THOMAS WILLIAM WEST, age 25, height ( J ft., complexion fair, prominent features, hair light brown, slight- moustache light, may be clean shaved, eyes grey, of delicate appearance; dress, blue serge suit, dark grey Raglan overcoat, bowler bat, lace boots. Was employed as assistant steward at Longreach Small Pox Hospitals. Warrant issued. Information to Supt. Kemp, Dartford. 25.— Sandwich { County).— For deserting his wife and children— WILLIAM HENRY MORANT, age 27, height 5 ft. 6 in., complexion fresh, hair dark, moustache brown, eyes blue, female in military uniform, and a ship tattooed on right forearm, " Lizzie" on left forearm. Supposed a native of Ramsgate. Has been employed as an electric tramcar driver. Warrant issued. Information to Supt.. Chaney, Sandwich. 26— Gravesend ( Borough).— For failure to report— Supervisee THOMAS BARRETT, alias BARROW and BARRATT, and HENRY RILEY, WELSH, and WEST, Office No. 3167- 01, age 39, height 5 ft. 2| in., complexion fresh, hair light brown, eyes blue, " H. W. E. W." left forearm. Sentenced at Gravesend Quarter Sessions, 25th July, 1902, to 6 months hard labour and 1 year supervision for larceny. Has also been convicted at Birmingham, Leeds, Manchester, and various London police courts. Suspected of housebreaking Information to Chief Constable Thornton, Gravesend. 27.— Ramsgate( Borough).— For neglecting his children— SAMUEL THOMAS HALSEY, age about 39, height 5 ft. 3| in., complexion dark, hair black, eyes blue. A fisherman. He left Lowestoft on 8th ult., and will, no doubt, endeavour to obtain a berth on a fishing smack or steam fish carrier. Warrant issued. Information to Chief Constable Jones, Ramsgate. KING A R DINES HIRE. 28 — Stonehaven ( County).— For obtain- ing £ 15 by a forged bank cheque, 1st September, 1902— CHARLES E. OSWALD, age 45 to 50, height about 5 ft. 11 in., stout build, complexion ruddy, hair ( bald on top) and whiskers light brown, turning grey, beard and whiskers cropped short; he styled himself " Captain " Oswald, and stated he had served in the Royal Navy. Is fond of betting; prior to August, 1902, was employed in London as a solicitor's clerk. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Stonehaven. LANCASHIRE. 29.— Chorley ( County).— For stealing, 9th inst., 3 medals ( 1 gold, 1 silver, both issued by tho Humane Society, for saving life, each with " Sir James de Hoghton " on rim; other for Coomassia Expedition, 1875, with " Lieutenant Sir James de Hoghton" on rim); 1 lady's Inverness cloak, green, white and black plaid; 1 do. gold ring, set long opal, small diamond each side; 2 £ 20 Bank of England notes, and £ 10— WALTER SYRE, age 25 to 30, height 5 ft. 8 in., complexion pale, hair dark brown, clean shaved, good teeth, shrugs shoulders when talking, speaks German fluently; dress, dark jacket suit, dark overcoat, " Vienna " on tab, wearing metal watch, silver chain, cable pattern. A footman. Has resided at Vienna and Cairo. He took train for Euston 9th inst., had with him a new black canvas trunk, brown leather corners and straps, and an old browu kit bag. Warrant issued. Information to Supt. Norris, Chorley. 30. — Widnes ( County). — For obtaining £ 1 18s. by false pretences— JOHN WM. WOODS, age 43, looks younger, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, eyes grey; wearing dark clothing, hard felt hat. Warrant issued. 31.— Widnes ( County).— For larceny, and obtaining food and lodgings by false pretences— A WOMAN, age about 25, height 5 ft. 1 or 2 in., complexion fresh, hair dark brown, eyes bine; dress, three- quarter grey cloth sac jacket, trimmed black silk ( new), black dress, black hat trimmed roses and black feather tips, shoes with patent leather fronts, wearing pearl beads and black fur. KENT- 32.— Folkestone ( Borough).— For stealing property described in Case No. 15, 30th ult — ALFRED FLEISCHHAUER. a German, ag^ about 22, height 5 ft. 5 or 6 in., complexion dark. LANCASHIRE. £ 50 REWARD. 33.— Liverpool ( City).— For stealing, 8th December, 1902, diamond jewellery to the value of £ 900- FRANCIS JOHN BRADLEY, age 35 ( looks older), height 6 ft. in., slight build, com- plexion frpsh, oval face, clean shaved, eyes blue, small mole left cheek ; wearing a long loose grey hair dark brown, slight moustache light, thin nose, good teeth, speaks English imperfectly ; supposed wearing one of the stolen suits, overcoat, and brown boots. Had in his possession a silver wafch, " Fleischhauer " on dial. Was employed as a butler. Absconded 12th ult. Warrant issued. Information to Chief Constable Reeve, Folke- stone. overcoat, black hard hat. A native of Liver- pool. Has be^ n convicted of forgery in South Africa, where he resided several years prior to the late war. Is said to have been a Lieutenant in South African Irregular Forces, also connected with the Cyclist Corps. Warrant issued. Information to the Head Constable, Liverpool, by whom the above reward will be paid to any person giving such information as will lead to the apprehension and conviction of the thief and the recovery of the property, or in proportion to the amount recovered. YORKSHIRE ( West Riding). 34. — Kn ares borough ( County). — For stealing, 27th ult., at Harrogate, a diamond ring { recovered)— CHARLES PEARCE, alias PRES- TON, WILSON, and JOHNSON, age 28, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, scar left cheek, " M. L." left forearm, fl-^ k mole left shoulder blade, small brown mole left side of throat, scar centre of back. A native of London. Warrant issued. Information to Supt. Keel, Knaresborough. YORKSHIRE ( West Riding). ih.— OHey ( County).— For unlawfully con- verting to his own use £ 400 entrusted to him by a client— ARTHUR HOLMES, age about 40, height 5 ft. 9 or 10 in., complexion fresh, hair brown, moustache light brown, wears blue glasses. A solicitor ; late of Ilkley and Bradford. Warrant issued. Information to Supt. Strain, Otley.
