Particula rs concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are, sufficient to enable action to be G taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person JQ responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and JJ engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10s. A remittance of 5$. should be made in the first instance for cost of en- j2 gravne/ sketches. 6. Every announcement, if for the apprehension of a person: must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the 13. name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. TIOJV S. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprelieiuled or of stolen property bear a number, and as far as practicable they arc alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cas s the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accented on payment; and the charges for the insertion of the same irill be given on application. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions SPECIAL NOTICE. THE SPANISH SWINDLE. THE complaints which continue, with unfailing regularity, to reach New Scotland Yard, give proof that the " Spanish Swindle " is still rife. This fraud was described in this column in the issue of 21st October, 1898. It. has various phases, but what is common to all is a sum of money, either buried in the ground, or impounded somewhere on account of a debt, which, on being released, is to be divided between the swindler, or his " orphan daughter," and his dupe. APPREHENSIONS SOUGHT. Released 22nd January, 1903, on licence, which will expire 18th October next, and stated that he was going to Halifax, but has not reported there. Wa 221. Has also been con- victed at Ripon, Chester, Rotherham, Leicester, Doncaster, Ayr, Glasgow, Northampton, North- allerton, and Salford. Has destroyed his licence. BERKSHIRE. 4.— Reading ( Borough). — For larceny ( lodgings)— LILY DAVIS, alias BALLARD, age 20, height 5 ft. 5 in., stout build, complexion ruddy, full face, hair brown, eyes grey, sore on right choek, good teeth ; dress, black jacket, large black bone buttons ( one missing), black shiny sailor hat, white veil with black spots, and fur. She obtains lodgings by stating she has obtained employment in the neighbourhood. 5.— Reading ( Borou< j Hf.^ On a warrant of commitment to an Industrial School— CHARLES PERCIVAL HAMBLIN, age 12f, height 4 ft., complexion fair, hair light. BRECONSHIRE. 6.— Brecon ( County).— For stealing a silver lever watch ( Graves), No. 567187 ( recovered at Glasgow); 1 silver chain and pendant; and £ 8 5s.— JAMES DIGNAN, alias JOHN HILL ( supposed a Scotchman), age 23, height 5 ft. 7^ in., com- plexion and hair dark, eyes blue, small wart on bridge of nose; dress, navy blue serge coat and vest, cord trousers. CHESHIRE. 7 — Crewe ( County).— For obtaining £ 1 by false pretences— EDWARD DANIELS, alias JOHN JOHNSON, LOLLY BROWN, and JOHN BELL, age 41, height 5 ft. 5 in., complexion fresh hair, moustache, and eyes brown, cut mark back of head ; dress, old brown overcoat, cord trousers, dark cap. strong lace boots. DENBIGHSHIRE. 8. — Denbigh ( County).— For stealing a silver English lever watch, No. 59368— A MAN, who gave the name of JOHN SANDERSON, age 19, height about 5 ft. 7 in., complexion pale, hair dark; wearing dark clothes ( square- cut jacket), peak cap. Recently employed as a farm labourer; was formerly in an industrial school. Warrant issued. Information to Supt. Jones, Denbigh. VANOS, age about 24, height 5 ft. 7 in., com- plexion fresh, rather sharp features, hair brown, clean shaved; dress, dark slate- colour suit, black bowler hat, light colour mackintosh which he strapped on machine. A waiter; native of Holland. Warrant issued. Information to Supt. Foster, Bournemouth. 13. — Portsmouth ( Borough). — For an offence under Section I. of the Vagrancy Act, 1898— CORNELIUS or LAWRENCE O'SHEA, age 45 to 50, height 5 ft. 7 or 8 in., well built, hair turning grey, rather heavy moustache grey, of smart appearance. A native of London; has served in the Army, Navy, United States Navy, Merchant Service, and in South Africa in Thorneycroft's Mounted Infantry. He recently- shipped as Quartermaster on H. M. Indian Marine ship " Plassy," at Southampton, but did not sail with her. Absconded 18th ult., wearing uniform of the above- named ship, " Plassy " on cap ribbon. He stated his intention of going to sea. Has in his possession ship's discharges in name of Lawrence O'Shea. Warrant issued. Photograph can be seen on application. 14 — Portsmouth ( B> r< » Mh).—¥ nr obtain- ing £ 20 by false pretences— J WILLIAMS, age ,35 to 40, height 5 ft. 9 or 10 in., hair ( worn down forehead) light, clean shaved, heavy square lower jaw, artificial teeth, badly fitted, right eye small and piercing, glass left eye, wears glasses with gold rims, repulsive countenance, supposed well educated, speaks quickly; dress, black frock coat, lined satin, grey trousers, silk or black soft felt hat. A native of London. He obtained furniture and stationery, opened an office 22nd ult., had circulars printed advertising as " J. Williams 6 Co., Auctioneers, Valuers and Estate Agents. Cash advanced on note of hand alone, from £ 3 to £ 300." He also advertised in a local paper for a " Collector and canvasser, security required, can live over offices rent free if desired; state age, nature of security," thereby obtaining several sums from £ 10 to £ 20. When the persons engaged pre- sented themselves to commence their employment they found that he had absconded, 28th ult. Is identical with MAN, Case No. 43, 16th ult. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 15.— Hereford ( City).— For shopbreaking, 18th ult., and stealing an overcoat ( re- covered); 1 silk neckerchief, lemon colour with red border, trees worked in silk in centre, and 5s. — JOHN GALTON, age 27. height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, right little finger contracted, cut scar left forefinger, mole above navel, 2 moles right side, scar right kneecap; dress, dark mixture suit, black hard felt hat. A native of Hereford. Has been convicted at West London Police Court, Swansea, Reading. Worcester, and Cardiff. Was discharged from Cardiff prison 3rd ult. Information to the Chief Constable, Hereford. HER TFORDSHIRE. 16.— Watford ( County).— For stealing, 26th ult., a lady's gold English lever watch, black hands, maker " Dent, London" ; 1 filigree necklace, gold or silver plated with gold ; 1 necklace of Roman pearls, 2 strings, gold clasp; 1 gold puzzle ring; 2 gold rings, with pink coral and 2 pearls; 1 dark grey golf cape, black jacket and dress, black sailor hat with bow at side, new boots, and underlinen— VERONICA DOROTHEA CASTILLIE, age about 22, height 5 ft. 7 in., complexion dark, of Italian appearance, wearing the stolen clothing. She was taken into a home by a Rescue worker and absconded with the above- described property. Warrant issued. 17.— Watford ( County). — For obtaining food and lodgings by false pretences— ARTHUR ERNEST SMITH, age 20, height 5 ft. 4 in., com- plexion pale, hair brown, clean shaved ; dress, blue serge suit, black hard felt hat. Is well known on T Division, Metropolitan Police. Wan- ant issued. Information to Supt. Wood, Watford. KENT. 18. — Sandwich ( County).— For stealing £ 17— WILLIAM LLOYD, age 18, 5 ft. 6 or 7 in., complexion fresh, hair dark, inclined to curl, eyes grey, indistinct tattoo mark left arm, scar one groin; dress, grey overcoat, black jacket and vest, navy blue guernsey, " H. Lloyd " thereon, bluish grey trousers, silver grey tie, black cap, new lace boots. May have in his possession a dark suit. Warrant issued. Information to Supt. Chaney, Sandwich. £ 1 REWARD. 19. — West Walling ( County). — For neglecting to maintain his wife and children— FERDINAND WEHMER, age 43, height 5 ft. 5 or 6 in., complexion fresh, hair and slight mous- tache light, eyes blue, scar outer corner of right eye. A waiter. Warrant issued. The above reward will be paid by the Guardians of the Mailing Union to any person giving such in- formation as will lead to the arrest of Wehmer. Information to Supt. Hoare, West Mailing. 20.— Dover ( Borough).— For stealing, 28th ult., a bicycle, black enamelled, 28 in. wheels, new A. B. tyre to front wheel, Beeston tyre back wheel, celluloid mudguard ( broken at top) front wheel, J in. roller chain, flat handle bar, white bone grips, rat- trap pedals with toe clips, brown saddle and bag— A MAN, who gave the names of WATSON and KING, age 24, height 5 ft. 6 in., complexion fair, hair and slight moustache light; dress, blue suit, double breasted vest, grey check cap, dark bow tie, button boots, wearing gold or imitation gold Albert, and steel chain for keys. Stated he came from Sheffield. Warrant issued. Information to the Chief Constable, Dover. LANCASHIRE. £ 50 REWARD. 21.— Liverpool ( City).—¥ oT stealing, 8th December, 1902, diamond jewellery to the value of £ 900— FRANCIS JOHN BRADLEY, age 35 ( looks older), height 6 ft. li in., slight build, com- plexion fresh, oval face, clean shaved, eyes blue, small mole left cheek ; wearing a long loose, grey overcoat, black hard hat. A native of Liverpool. Has been convicted of forgery in South Africa, where he resided several years prior to the late war. Is said to have been a Lieutenant in the South African Irregular Forces, also connected with the Cyclist Corps. Warrant issued. Information to the Head Constable, Liverpool, by whom the above reward will be paid to any person giving such information as will lead to the apprehension and conviction of the thief and the recovery of the property, or in proportion to the amount recovered. 22— Ashton- under- Lyne ( Borough). — For failure to report— Licence- holder JOHN WILSON, alias JAMES STANDRIN, JAMES HOWARD, and THOMAS HOWARD, Office No. 2123- 02, age 73, height 5 ft. 4£ in., complexion fresh, hair and eyes grey, scar each side of fore head and right eyebrow, mole inner angle left eye, 4th right finger contracted at first joint. LINCOLNSHIRE. 2.">.— Ep worth ( County).— For stealing, 2nd inst., a pair brown tweed trousers, and vest; 1 blue serge suit; 1 silver- plated cornet in leather case, " Beeson, Maker, London," and engraved, " Pre- sented to Thos. Weaver by the Leinth Waite B. Band"; 1 clarionet, in dark oak case, maker, " Highams, Manchester" ; 1 metal watch, long brass chain attached ; 1 brown over- coat ; 1 pair light lace boots, size 9 j and £ 5 5s.— DAVID LYLE, a Scotchman, age 45, height 5 ft. 6 or 7 in., slight build, com- plexion pale, small features, hair and moustache grey, scar left cheek, of good address; dress, sup- posed black jacket and vest, brown speckled trousers, dark tie, hard felt hat, light lace boots, wearing watch, " Tell'' on dial, and chain. NOR THUMBERLANO. 24.— Morpeth ( County). — For obtaining £ 1 by false pretences at Little Harle Tower, 26th November last— ALBERT NEWTON, age about 50, height about 5 ft. 6 in., stoops, complexion dark, may have thin dark beard, left eye missing, appears slightly lame; wearing dark coat, black felt hat; supposed a native of St. Albans. He represented that he was about to obtain admission into a hospital, and required a certain sum of money to procure his admittance. Warrant issued. Information to Supt. Weddell, Morpeth. PEMBROKESHIRE. 25.— Haverfordwest Castle ( County). For stealing £ 6 17s. 8d.— WILLIAM WILLIAMS, age 38 to 40, height 5 ft. 6 in., stiff build, com- plexion freckled, slight moustache. A coal traveller; native of Sirhowy, Tredegar, Mon. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Haverford- west Castle. SOMERSETSHIRE. 26.— Bridgwater ( Borough).— For failure to report— Supervisee WILLIAM WALLHEAD, Office No. 1268- 02, age 19, height 5 ft. 3£ in., com- plexion fresh, hair brown, eyes blue, scar left eye- brow, under right eye, left corner of mouth, back left hand, and 2nd, 3rd, and 4th left fingers. Sen- tenced at Derby County Sessions, 1st January, 1902, to 4 months hard labour and 2 years supervision for larceny. Released 30th April, 1902. No 1799. Has also been convicted at Lincoln. S TAFFORDSHIRE. 27. — Lichfield ( County). — For stealing, 28th ult., at Whittington Barracks, a saddle and fittings ( recovered) — WILLIAM WALLACE VEST, age 24, height 5 ft. 61 in., complexion dark, hair dark brown, eyes blue, scar right knee cap, nail of third left finger injured; dress, dark suit, white silk muffler, black and white check cap, military boots ( has been altered to pointed toes). A native of London. Is a deserter from the South Staffordshire ftegiment. Has in his possession the South African War Medal. Warrant issued. Information to Supt. Barrett, Lichfield. 26. — Stoke- on- Trent ( Comity).— For stealing, 6th ult., a fur boa ( recovered), and 22 yards mauve silk— MARIA BRASSINGTON, alias WALMSLEY, THOMPSON, JOHNSON, HAMP SON, DAVEWOOD, & c., age 27, height 5 ft., com- plexion sallow, hair dark brown, eyes brown, " JWTRTAJH JWCBSKT" left arm, " M. Walmsley, K T" right forearm; wearing black dress and cape, black sailor hat. A native of Salford. Is an expert shop thief; has been con victed of larceny at Salford, Oldham, and Man- chester.
