Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in guistiim to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of Is. per portrait, and of ox. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge wi' 11 range from 5s. to 10, « . A remittance of is. should be made in the first instance. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required to be inserted and no warrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must le guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery< at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They • must be clearly written oil one side of the paper only ; they must bt in the vsual form, and accompanied by a covering litter. 12. All payments must be in advance, eithi r at the office. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers'Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICE. PORTRAITS OF CRIMINALS AND ENGRAVINGS OF STOLEN PROPERTY- THE attention of Chief Constables is called to the alteration in Regulation 5 as to the charges for engraving portraits of criminals, and sketches of stolen property, which will in future be at the rate of 7s. per portrait and from 5s. to 10s. per sketch of a stolen article. I'd. — Portland ( County). — For stealing ( bailee) a bicycle ( recovered) READ, age 24 to 26, height 5 ft. 6 or 7 in., complexion, hair, slight moustache, and eyes dark, pimples on face; wearing black greasy jacket, dark plaid vest, old silk cap. GLAMORGANSHIRE. 14. — Cardiff ( Borough). — For forging a cheque, thereby obtaining £ 10— CHARLES EDWARD JOHNSON, age 24, height 5 ft. 7i in., complexion fresh, hair and moustache light, eyes blue, eagle, anchor, and bracelet tattooed right forearm, sphere and Stafford knot left forearm; dress, dark tweed coat and vest, dark blue trousers, lace boots. A painter; native of Nova Scotia. Is a lance corporal of the Welsh Regiment, and was employed as officer's servant. He obtained possession of a cheque book, then forged the name of an officer. Absconded 19th ult. May en- deavour to re- enlist or leave the country. Had in his possession four white linen shirts and the following cheques: Numbers T £ 651382, 651387, 651389, 651393, 651398, 651399, 651400; bankers, Messrs. Holt and Co., 3, Whitehall Place, London. HAMPSHIRE. 15 — Bournemouth ( County). — For obtaining £ 15 12s. by false pretences— GEORGE METCALF, age 25, height 5 ft. in., complexion sallow, hair black, clean shaved, eyes dark brown, large hairy mole left side of face, abscess scar right hip, right leg shorter than left, no toes right foot, wearing surgical appliance; dress, dark clothes, 2 vests ( 1 dark, other light), dark grey overcoat with velvet collar, black tie, 2 or 3 silk neckerchiefs, navy blue cap. Has been employed as a sculleryman; stated he was a native of Lancashire, that he had been injured in a railway accident 6 years ago, and is in receipt of a small pension from a railway company. Absconded 19th ult.; was sentenced at Exeter Assizes, in November, 1901, to 9 months im- prisonment for forgery and larceny. Warrant issued. Not to be arrested out of the United Kingdom. 16. — Bournemouth ( County). — For deserting his wife and 2 children— Expiree WIL- LIAM SHAYLER, Office No. 2741- 98, age 24, height 5 ft. 5 in., complexion dark, hair and eyes brown, scar both eyebrows, 2 left forefinger and 3 on right thumb. A bricklayers' labourer. Native of London. Sentenced at Winchester Assizes 25th June, 1896, to 5 years penal servitude for burglary. Licenced 21st September, 1898. W 213. Warrant issued. SAUNDERS, age 28 to 30, height about 5 ft. 6 in., complexion fresh, full round face, hair and slight moustache brown, abscess supposed on neck; dress, dark over coat, dark jacket suit, black bowler hat, lace boots, wearing a gold watch chain. A clerk; native of Plymouth. Is a sergeant of the 3rd Volunteer Battalion Hampshire Regiment. Warrant issued. Information to Supt. Royal arms tattooed on chest, bird, Burmah and Hower right arm, flower, serpent, & c., left arm ; dress, grey raglan overcoat, black morning coat and vest, dark trousers, black tie, black bowler hat. A pay- sergeant of the Royal Garrison Artillery. Accom- panied by his wife, age 28, height f> ft. 4 in., is slight built, dressed in black, and two boys, aged 6 and 4 respectively. Had with them 1 tin trunk, 1 canvas portmanteau, and 5 deal boxes. Warrant issued. Information to Chief Constable Prickett, Ports- mouth. HEREFORDSHIRE- 20.— Ledbury ( Cminty).— For burglary, on 18th and 21st ult.— A MAN, age 30 to 35, height 5 ft. 11 in. or 6 ft., square build, complexion pale, hair cut short, of military appearance; dress, grey overcoat ( too small for him), dark trousers, dark plaid cap, strong nailed boots, nearly new. A native of the North of England. He conceals himself in barns and haylofts during the day. Information to Supt. Phillips, Ledbury. 21. — ROSS ( County). — For obtaining, 22nd ult., by false pretences, a No. 1 " Ariel" spring- frame bicycle, 1902 pattern, 25 in. diamond frame, gold lined, No. 345, 7 in. cranks, rubber pedals, Dunlop tyres, plated rims, Crabbe front thumb rim brake, ratchet free wheel, back pedal- ling brake, raised handle bar with combination grips, plated pump and clips, 2 transfers on frame, 1 on back of mudguard, " Ariel," i in. by 3- 16 in. chain, Lycett saddle, bell atached— ERNEST SPENCER, age about 28, height 5 ft. 4 or 5 in., complexion dark, hair ( parted in centre) dark brown, slight moustache dark, eyes blue, north country accent; dress, dark reefer jacket and vest, dark trousers, black and white large check tie, black hard hat, lather heavy lace boots, wearing gold- colour links and steel watch chain. Stated he was a native of Oldham, that he was a pianoforte tuner, and had come from a firm in London. Warrant issued. Information to Supt. Jordan, Ross. HER TFORDSHIRE. 22.— Ware { County). — For neglecting to maintain his wife and children— BENJAMIN PRATT, age 28, height 5 ft. in., complexion fresh, hair brown, eyes blue; dress, brown mixture jacket, cord trousers, cap. A bricklayer's labourer; native of Hertford Heath. Warrant issued. Information to Supt. Duke, Ware. KENT. 23 — Sevenoaks ( County).— For obtaining money by false pretences— A MAN, who gave the name of JOHN BAKER, age about 50, height about 5 ft. 8 in., complexion pale, hair ( turning grey) light; dress, dark blue serge jacket and vest, dark trousers, black tie, cap, Blucher boots; appear- ance of a butler or coachman. He sends letters purporting to be written by a lieut.- general, late of the 17th Lancers, asking that a sum not exceed- ing 20s. be advanced to him, to enable him to proceed to Horndean, Hants, where he has been promised employment. Warrant issued. Information to Supt. Taylor, Sevenoaks. 24.— Maidstone ( Borough).— For stealing a black French poodle. 23rd ult.— HARRY GARRARD, age about 23, height about 5 ft. 6 in., complexion fair, hair cut short, tuft in front; dress, costermonger's greyish jacket and vest, blue trousers. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 2.">.— Chorley ( County).— For embezzlement RICHARD PORTER, age 42, height 5 ft. 5 in., complexion sallow, hair ( cut short) grey, moustache light brown, eyes grey; dress, grey suit, with black and white stripe, light fawn overcoat, black and white check cap, grey cloth leggings, tan button boots. A brewer's traveller. May endeavour to ltave the country. Warrant issued. Not to be arrested out of the United Kingdom. 2( i.— Chorley ( County\— For failure to report— Licence- holder JAMES LINFORD, alias JAMES CLAYTON and JAMES LINDFORD, Office No. 3485- 02, age 61, height 5 ft, 2£ in., com- plexion fresh, hair ( bald in front) brown ( turning grey), eyes blue, scar across chin, red mole upper right arm, 3 middle of back, and 6 on right side. Sentenced at Liverpool Assizes, 27th Nov- ember, 1897, to 5 years penal servitude, and remanet of former sentence for burglary. Has also been convicted at Preston, Ormskirk, Liver- pool and Lancaster. Licenced 22nd December, 1902. S. X. 230. Licence will expire on 29th July, 1902. Information to Supt. Norris, Chorley. 27. — Wigan ( County). — For obtaining money by false pretences at Billinge, on 6th, 8th, and 9th ult.— DR. ISON, age 26 to 32, height 5 ft. 7 or 8 in., moustache dark sandy, curled at ends, eyes dark; dress, dark overcoat and clothing, black billycock hat. Ap- pearance of a medical man.— DR. SINCLAIR, age about 60, height 5 ft. 8 or 9 in., complexion fresh, hair, whiskers, and moustache grey; dress, fawn or grey mixture overcoat, light grey trousers, dark grey soft felt hat, carried a black handbag. They represent that they belong to the Eye and Ear Dispensary, Leeds, call on persons for the purpose of examining their eyesight, then offer to supply them with spectacles ( worth 4s. to 5s.) for £ 3 3s. They again call on the purchasers and state that an electric battery should fee used, the cost of which is £ 50. Instalments are obtained, and an effort is made to secure the balance. In any case the battery is not supplied. Warrant issued. Information to Supt. No. F 3190, and 70/-/-.— A MAN, who gave the name of LAING MILLER, age about 45, height 5 ft. 11 in. or 6 ft., slight build, clean shaved, of good address, wearing rather long loose overcoat or rough cloth do., small black and grey check pattern. He obtained infor- mation of the absence from home of a family of position and sent a wire to a large firm of jewellers requesting that a selection of diamond jewellery be sent by post to the lady of the house on ap- proval. Subsequent telephone and telegraph messages were received at the house to the effect that a parcel would arrive by post next morning, and that the sender would call for it and convey it to the lady, who was then in London. He called next morning and the parcel was handed to him. Warrant issued. Information to the Head Constable, City Police, Liverpool, by whom the above reward will be paid for such information as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. 21*.— Rochdale ( Borough).— For embezzle- ment— WILLIAM SMITH, age 40, height 5 ft. 5 or 6 in., stout build, complexion dark, deep bass voice. LINCOLNSHIRE. 3<>. — Sleaford ( County).— For embezzle- ment— JOHN COWLMAN, age 50, height 5 ft, 6 or 7 in., complexion rather sallow, hair, whiskers, and moustache grey, shaves chin, receding forehead, eyes blue; dress, dark overcoat, grey suit, bowler hat. A grocer. He booked from Peterborough to King's Cross by 9.12 p. m. train, 17th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. OXFORDSHIRE. Henley ( County).— For - Inserting his wife and family, 7th October last, leaving them chargeable to the Common Fund of the Henley Union— WILLI AM CLEARY, age 37, height 5 ft. 6 or 7 in., complexion fair, hair light brown, heavy moustache ginger, eyes ( full) blue, long pointed nose, cut mark on throat and over left eyebrow; dress, dark plaid suit, " Catesby A Sons, Tottenham Court Road, London," on tab of jacket, drab colour mackintosh with plaid lining, black bowler hat with mourning band, lace boots. Willard, Hailsham. 61.— Hastings { Borough).— Between 8th November and 17th December, 1902, a plain wooden box, 2 ft. by 1 ft. 6 in., containing 2 groups of old Dresden china figures and a single figure; 1st group consists of 4 figures, men and women, 7 to 8 in. high, 10 in. long, 1 figure seated in a chair, back of which is damaged, 1 figure kneeling, 1 figure holding a book; 2nd group consists of 3 figures, 7 to 8 in. high, about 9 in. long, 1 finger of 1 figure broken; 1 single figure, a girl, about 7 in. high, pale pink dress, 2 or 3 fingers broken off; 1 light green semi- opaque jude lotus flower, on carved Hack wood stand, about 7 in. long; 1 blue John saucer, Derbyshire transparent Spa, dark blue and white mottled, 1J in. long; 1 Dresden china cake dish, yellow, 9 in. square, painted with small me- dallions of figures. YORKSHIRE ( East Riding). £ 5 REWARD 62 — Beverley { Borough). — 28th nit., by burglary, an old silver cup with 2 handles, about 12 in. high, holds about 1 pint, coat of arms " 3 birds" inscribed thereon; 1 do. cruet, oval, holds 5 bottles, also the silver tops of 2 pepper boxes, and 1 mustard pot; 2 do. round salt cellars, rather large, richly embossed, gold- washed inside, stands on 3 legs, crest a " Griffin "; 1 silver funnel shape wine strainer with embossed rim; 1 pair silver sugar tongs.
