All anmuneemer. ts for insertion in the POLICE GAZETTE, a ml all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought trill he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to he taken upon them by another force. 3. Particulars as to stolen property will he like/ vise inserted in one issue, if sufficient to enable the article in qutstion to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment mvst be giren, and the enact conditions- must be clearly stated, ii. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of Is. per portrait, and of as. per photograph, or sketch of a stolen article, unless the article is large or unusually intricate, when the engravers' charge will range from 5s. to 10*. A remittance of 5s. should be made in the first instance. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required, to he inserted and no warrant is in force against him. the requisition must, he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far us practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Anmmuxments for the Friday issue should be forwarded so as to be rceeired not letter than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must he clearly written on one side of the paper only ; they must be in the usual form. and accompanied by a catering letter. 12. All payments must he in ad ranee, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be giren nil application. THE EDITOR, New Scotland Yard. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. SPECIAL NOTICE. PORTRAITS OF CRIMINALS AND ENGRAVINGS OF STOLEN PROPERTY- THE attention of Chief Constables is called to the alteration in Regulation 5 as to the charges for engraving portraits of criminals, and sketches of stolen property, which will in future be at the rate of 7s. per portrait and from 5s. to 10s. per sketch of a stolen article. A bookmaker, frequents race meetings. Warrant issued. 2.— C Division.— For embezzling £ 5 8s. 6d.— HAROLD E. CLEN< II, age 28, height 5 ft. 5 or 6 in., thick set, complexion pale, hair light brown, eyes grey, wears pince- nez, clean shaven, of smart appearance ; dress, dark grey overcoat, dark suit, black hard felt hat. Warrant issued. o.— K Division.— For embezzling £ 83— GEORGE MARTIN STANLEY, age 32, height 5 ft. 9 in., complexion fresh, hair and thick mous- tache dark brown, eyes hazel; dress, dark suit, long dark overcoat, silk hat. Lately resided at Wilton. Warwick. Warrant issued. 4.— P Division. — For being < o icerned with others in custody, charged with stealing on 18tli and 23rd ult., horses ( recovered)— JOHN SMITH, alias JOHN PHILLIPS, age 25 to 30, height 5 ft. 6 or 7 in., complexion fair, hair brown, slight moustache light, eyes blue or grey; dress, dark blue coat and vest, dark trousers, tight fitting; or shabby dark grey suit, light tweed cap. Is believed to have served in the Army. A native of London. 5.— W Division.— For stealing ( bailee) £ 160— JOHN CRAWFORD, age 58, height 5 ft. 2 in., complexion fair, hair ( bald on top) brown, eyes grey, crooked nose, small round hole at back of neck; dress, grey suit and soft felt hat, white tie, lace boots, wearing gold rimmed glasses. S. A. fittings throughout, flat con- vertible handle- bar, cork handles with white tips, black enamelled lamp, bell and pump attached— G. HARRIS ( supposed false), age 28 to 30, height 5 ft. 6 in., complexion fresh, hair light, clean shaved, pimples on right cheek; dress, blue serge jacket suit, dark grey overcoat, blue and black wrapper, check cap. He took lodgings and stated that he was an electrical engineer. Warrant issued. Information to the Chief Constable, Cambridge. DORSETSHIRE. 10— Portland { County). — For stealing a hay knife at Chickerell— NOAH JAMES, age 20 to 22, height 5 ft. 8 in., square shoulders, complexion fresh, hair light brown, clean shaved, of gipsy ap- pearance; dress, light tweed jacket and vest, breeches and gaiters of same material, may be wear- ing reefer jacket and bowler liat. ESSEX. 12.— Epping [ County).— For stealing a load of hay ( recovered) — JOHN WHITE, alias CLARKE, age about 54, height 5 ft. 7 in , oomplexion fresh ( wrinkled), hair ( turning grey) and moustache brown, may now be clean shaved; dress, light tweed jacket and vest, cord trousers, dark peak cap. Has served in the Army. A hay carter; native of Magdalen Laver. Warrant issued. Information to Supt. Pryke, Epping. GLAMORGANSHIRE. 13. — Cardiff ( Borough).— For forging a cheque, thereby obtaining £ 10— CHARLES EDWARD JOHNSON, age 24, height 5 ft. 1\ in., complexion fresh, hair and moustache light, eyes blue, eagle, anchor, and bracelet tattooed right forearm, sphere and Stafford knot left forearm; dress, dark tweed coat and vest, dark blue trousers, lace boots. A painter; native of Nova Scotia. Is a lance corporal of the Welsh Regiment, and was employed as officer's servant. He obtained possession of a cheque book, then forged the name of an officer. Absconded 19th ult. May en- deavour to re- enlist or leave the country. Had in his possession four white linen shirts and the following cheques: Numbers T £ 651382, 651387, 651389, 651393, 651398, 651399, 651400; bankers, Messrs. Holt and Co., 3, Whitehall Place, London. He left behind a jersey marked " PSNC." Information to Head Constable McKenzie, Cardiff, i; .. HAMPSHIRE. 14. — Bournemouth { County). — For obtaining £ 15 12s. by false pretences— GEORGE METCALF, age 25, height 5 ft. 1J in., complexion sallow, hair black, clean shaved, eyes dark brown, large hairy mole left side of face, abscess scar right hip, right leg shorter than left, no toes right foot, wearing surgical appliance; dress, dark clothes, 2 vests ( 1 dark, other light), dark grey overcoat with velvet collar, black tie, 2 or 3 silk neckerchiefs, navy blue cap. Has been employed as a sculleryman; stated he was a native of Lancashire, that he had been injured in a railway accident 6 years ago, and is in receipt of a small pension from a railway company. Absconded 19th ult.; was sentenced at Exeter Assizes, in November, 1901, to 9 months im- prisonment for forgery and larceny. Warrant issued. Not to be arrested out of the United Kingdom. 15. — Bournemouth { County). — For deserting his wife and 2 children— Expiree WIL- LIAM SHAYLER, Office No. 2741- 98, age 24, height 5 ft. 5 in., complexion dark, hair and eyes brown, scar both eyebrows, 2 left forefinger and 3 on right thumb. A bricklayers' labourer. Native of London. Sentenced at Winchester Assizes 25th June, 1896, to 5 years penal servitude for burglary. Licenced 21st September, 1898. W 213. Warrant issued. Information to Supt. Foster, Bournemouth. W>— Fareham ( County).— For falsification of accounts— ERNEST PERCY H. SAUNDERS, age 28 to 30, height about 5 ft. 6 in., complexion fresh, full round face, hair and slight moustache brown, abscess supposed on neck ; dress, dark over- coat, dark jacket suit, black bowler hat, lace boots, wearing a gold watch chain. A clerk; native of Plymouth. Is a sergeant of the 3rd Volunteer Battalion Hampshire Regiment. Warrant issued. Information to Supt. Hack, Fareham. „ W — Portsmouth ( Boroutfh).— For stealing £ 16,13th ult.— FRANK THOMAS KITCHENER, age 32, height 5 ft. 10 in., well built, complexion fresh, hair brown, eyes grey. Royal arms tattooed on chest, bird, Burmah and flower right arm, flower, serpert, & c., left arm ; dress, grey raglan overcoat, black morning coat and vest, dark trousers, black tie, black bowler hat. A pay- sergeant of the Royal Garrison Artillery. Accom- panied by his wife, age 28, height 5 ft. 4 in., is alight built, dressed in black, and two boys, aged 6 and 4 respectively. Had with them 1 tin trunk, 1 canvas portmanteau, and 5 deal boxes. Warrant issued. Information to Chief Constable Prickett, Ports- month. HEREFORD SHIRE . 18.— Ledbury ( County).-^ y'or burglary, on 18th and 21st ult.— A MAN, age 30 to 35, height 5 ft. 11 in. or 6 ft., square build, complexion pale, hair cut short, of military appearance; dress, grey overcoat ( too small for him), dark trousers, dark plaid cap, strong nailed boots, nearly new. A native of the North of England. He conceals himself in barns and haylofts during the day. Information to Supt. Phillips, Ledbury. KENT. 19.— Sevenoaks ( Cinvnty).— For obtaining money by false pretences— A MAN, who gave the name of JOHN BAKER, age about 50, height about 5 ft. 8 in., complexion pale, hair ( turning grey) light; dress, dark blue serge jacket and vest, dark trousers, black tie, cap, Blucher boots; appear ance of a butler or coachman. He sends letters purporting to be written by a lieut.- general, late of the 17th Lancers, asking that a sum not exceed- ing 20s. be advanced to him, to enable him to proceed to Horndean, Hants, where he has been promised employment. Warrant issued. Information to Supt. Taylor, Sevenoaks. LANCASHIRE. 20. — Wigan ( County). — For obtaining money by false pretences at Billinge, on 6th, 8th, and 9th ult.— DR. ISON, age 26 to 32, height 5 ft. 7 or 8 in., moustache dark sandy, curled at ends, eyes dark; dress, dark overcoat and clothing, black billycock hat. Ap- pearance of a medical man.— DR. SINCLAIR, age about 60, height 5 ft. 8 or 9 in., complexion fresh, hair, whiskers, and moustache grey; dress, fawn or grey mixture overcoat, light grey trousers, dark grey soft felt hat, carried a black handbag. " They represent that they belong to the Eye and Ear Dispensary, Leeds, call on persons for the purpose of examining their eyesight, then offer to supply them with spectacles ( worth 4s. to 5s.) for £ 3 3s. They again call on the purchasers and state that an electric battery should be used, the cost of which is £ 50. Instalments are obtained, and an effort is made to secure the balance. In any case the battery is not supplied. Warrant issued. Information to Supt, O'Hara, Wigan. £ 50 REWARD. 21 .— Liverpool ( City). — For stealing, 8th ult., 14 brooches ( 1 diamond moon crescent; 2 diamond 12- point star; 1 diamond, 3 crescents; 1 do., fancy scroll; 1 do., cluster pendant; 1 do., 6 point star and collet; 2 diamond single row cres- cents; 1 do. cluster centre round pendant; 1 do. scroll circle pendant; 1 do. swallow, with ruby eyes; 1 do. 12- point star pendant and brooch com- bined, 1.5 diamond knife bar), " 9607, 90/-/-, 10332, 40/-/-, 10333 40/-/-, 11690 55/-/-, 12938 26/-/-, 13224 44/-/-, 14152 55/-/-, 15202 55/-/-, 15203 56/-/-, 15662 48/./., 15710 88/./., 15204 30/./., 15201 40/./., 16667 36/ 10/-" scratched thereon re- spectively) ; 1 diamond cluster pendant, No. E 3039, and 37/-/- on one; 1 do. in case, No. F 499, and 42/-/-; 1 do. No. F 3190, and 70/-/-.— A MAN, who gave the name of LAING MILLER, age about 45, height 5 ft. 11 in. or 6 ft., slight build, clean shaved, of good address, wearing rather long loose overcoat or rough cloth do., small black and grey check pattern. He obtained infor- mation of the absence from home of a family of position and sent a wire to a large firm of jewellers requesting that a selection of diamond jewellery be sent by post to the lady of the house on ap- proval. Subsequent telephone and telegraph messages were received at the house to the effect that a parcel would arrive by post next morning, and that the sender would call for it and convey it to the lady, who was then in London. He called next morning and the parcel was handed to him. Warrant issued. Information to the Head Constable, City Police, Liverpool, by whom the above reward will be paid for such information as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. 22 — Liverpool ( City).— For forging a re- quest for £ 9, 18th ult.— THOMAS RIMMER, alias PROFESSOR RIMMER, CLARKE, WRIGHT, JOHNSON, & c., age 28, height 5 ft. 4 in., thin features, hair ( frizzy in front) and slight moustache light; dress, dark serge coat and vest ( double- breasted, flaps to pockets), grey plaid trousers, grey cap. A native of Wavertree, Liver- pool. He travels the country, and frequents public- houses, where he performs juggling tricks, plays bones, and puts needles through his nose, ears and lips; sometimes travels with low comedians. Recently visited Nottingham, Birmingham, Shef- field, Preston, Blacltburn, and Warrington. Has been convicted of larceny from lodgings at Wake- field, Shrewsbury, Wrexham, Okehampton, and Weston- super- Mare. Warrant issued. 23.— Liverpool { City). — For failing to report licence- holder— WILLIAM ASHCROFT, alias THOMAS WARD, PETER SAWER, PETER SAWYER, and THOMAS WARNEY, Office No. 3297- 02, age 53, height 5 ft. 3 in., com- plexion sallow, hair brown, eyes blue, scar third right finger, dot between each thumb and finger; weak- minded. A labourer; native of Buckle, Lanes. Sentenced at York Quarter Sessions 5th July, 1900, to 3 years penal servitude for larceny. Licenced 1st December, 1902. A. 208. Information to the Head Constable, Detective Department, Liverpool. 24.— Rochdale ( Borough).— For embezzle- ment— WILLIAM SMITH, age 40, height 5 ft. 5 or 6 in., stout build, complexion dark, deep bass voice. Has been employed as a branch manager for a firm of carriers. Warrant issued. Information to Chief Constable Barry, Rochdale. LINCOLNSHIRE. 25. — Sleaford ( County). — For embezzle- ment— JOHN COWLMAN, age 50, height 5 ft. 6 or 7 in., complexion rather sallow, hair, whiskers, and moustache grey, shaves chin, receding forehead, eyes blue; dress, dark overcoat, grey suit, bowler hat. A grocer. He booked from Peterborough to King's Cross by 9.12 p. m. train, 17th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Taylor, Sleaford. OXFORDSHIRE. 2C>.— Henley { County).— For deserting his wife and family, 7th October last, leaving them chargeable to the Common Fund of the Henley Union— WILLIAM CLEARY, age 37, height 5 ft. 6 or 7 in., complexion fair, hair light brown, heavy moustache ginger, eyes ( full) blue, long pointed nose, cut mark on throat and over left eyebrow; dress, dark plaid suit, " Catesby & Sons, Tottenham Court Road, London," on tab of jacket, drab colour mackintosh with plaid lining, black bowler hat with mourning band, lace boots. A native of Liverpool. Warrant issued. Information to Supt. Sorrell, Henley- on- Thames. 27. — Banbury ( Borough). — THOMAS PLANT, Case No. 2t'., 5th ult. Warrant withdrawn. STAFFORDSHIRE- 28.— Burslem { County). — For stealing ( bailee) £ 1 7s. 10d., at Porthill, 20th ult.— ISRAEL HIBBERT, age 19, height 5 ft. 5 or 6 in. complexion pale, hair light; dress, black coat and vest, striped trousers, dark muffler, light cap, lace boots. A miner ; native of Hanley. Warrant issued. Information to Chief Supt. Hill, Burslem. SUFFOLK ( East). 29 — Stowmarket { County).— For obtain- ing money by false pretences, 27th ult.— ' POTTER, age 21 to 23, height 5 ft, 4 or 5 in., com- plexion pale, hair light brown, slight moustache, light; dress, brown check suit and cap. He called on persons and stated that he was collecting on behalf of the widow and children of a guard killed on the Great Eastern Railway on 25th ult. Warrant issued. Information to Supt. SUSSEX ( East). 30.— Brighton { Borough). — For stealing, 27th ult., a cash box containing £ 8— FRED- ERICK HUTT, or HULL, age 17, height 5 ft. 2 in., complexion pale, hair brown, slightly lame; dress, blue serge jacket, dark green cord trousers, blue serge cap, black and white tie. A native of Loudon. May have in his possession a- sixpence with " C. G. Y." thereon, and 3 threepenny pieces with a hole in each. Information to Chief Constable Gentle, Brighton. SUSSEX ( West). 31 . — Steyning ( County). — For burglary, 10th ult., at Bramber— WILLIAM THOMAS SMITH, age 25, height 5 ft. 5 in., stout build, com- plexion fresh, round face, hair and small moustache brown, eyes hazel, wart back of left hand; wearing drab colour cord trousers and vest with sleeves, grey cap, heavy nailed boots, wore a heavy leather belt ( notched). A labourer or carter. Supposed a native of Guildford or Milford, Surrey. May be found working on farms. Warrant issued. Information to Supt. Hooker, Steyning.
