All announcements for insertion in the POLICE CIAZKTTE, and nil communication* relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons uhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, i. In all eases where a reward is offered, the name and address of some person responsible for the payment must be gicen, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15 » . per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Eeery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lea rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement mil be wholly responsible for a ny proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They • must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. CARNARVONSHIRE. 5.— Carnarvon ( County).— For deserting his children— JOHN EVANS, age 38, height 5 ft. 7£ in., complexion fresh, oval face, hair dark brown, eyes grey, female tattooed on front of right forearm and front of rif. ht hand, scars on right forefinger and ring fingei, left side of forehead, under left eye, and back of left hand. A hawker; native of Bala, Merioneth. Is usually accompanied by a woman. Warrant issued. Information to Supt. Rowland, Carnarvon. CHESHIRE. 6.— Liscard ( County).— For obtaining £ 2 by false pretences— JOHN PARRY', age 29, height about 5 ft. 5 in., complexion sallow, speaks with strong Welsh accent, of Jewish appearance ; dress, dark tweed suit and cap. He obtained the above amount by stating he was a purser on the S. S. St. Louis, at Southampton, and that he waa short of money. Warrant issued. Information to Supt. McDonald, Liscard. DENBIGHSHIRE. 7.— Wrexham ( County).— For obtaining food; lodgings ; a pair black vicuna trousers ; 1 fawn colour mackintosh ; 1 silver Geneva watch, No. 146810; and 5s. by false pretences, between 19th ult. and 2nd inst.— A MAN, who gave the name of JAMES SMITH, age 22 to 24, height about 5 ft. 10 in., complexion pale, hair light brown, slight moustache light, eyes ( sup- posed) grey, wears glasses, " Faith, Hope and Charity " on one forearm, woman on other ; dress, navy blue serge double- breasted jacket and vest, black vicuna trousers, dark red bow tie, plaid cap with peak, light lace boots. Absconded 2nd inst. Warrant issued. 8.— Wrexham ( County).— For stealing a bicycle ( recovered)— SAMUEL HUGHES, alias SCLODION, age 24 or 25, height about 5 ft. 5 in., slight build, complexion fair, small oval face, hair brown, slight moustache light, eyes blue ; dress, old grey jacket, dark cord trousers, dark cap, old lace boots. A tramping labourer: native of Penycal, near Ruabon. Warrant issued. 9.— Wrexham ( County).— For arson, 20th ult.— EDWARD DAVIES, alias NED SCOT- SON, age 40 to 43, height about 5 ft. 7 in., com- plexion fresh, round features, hair and moustache dark ( turning grey), springy gait ; dress, black jacket, vest with cord front, moleskin sleeves, dark brown cord trousers, dark blue muffler, dark cap, heavy nailed Blucher boots. An engine driver, or jobbing blacksmith; native of Holy- well, Flintshire. Has been employed at iron works, near Wigan, Manchester, Warrington, and during last winter at Rhayader. He left Llan- fyllin Union, 24th ult., and stated that he was going to Welshpool and Rhayader. Warrant issued. Information to Supt. Jones, Wrexham. ESSEX. 10.— Dunmow ( County).— For larceny; 26th ult., at White Roothing— WILLIAM SMITH, age 25, height 5 ft. 9 in., slight build, complexion fair, hair light brown ; dress, black jacket, cardigan jacket, cord trousers, black cap. He travels the country, accompanied by a woman, age about 60, height about 5 ft., stout build, hair turning grey, who has a van painted light brown, a grey mare and a bay mare, with a foal about 1 year old. Has served in the Army. A hay carter; native of Magdalen Laver. Warrant issued. Information to Supt. Pryke, Epping. 12.— Thorpe ( County).— For obtaining food and lodgings by false pretences at Walton- on- Naze, in October last— HERBERT PLUNKETT, age about 26, height 5 ft. 6 or 7 in., hair dark, eyes grey, prominent nose ; dress, dark grey suit and cap. GLOUCESTERSHIRE. 14.— Dursley ( County).— For housebreaking and stealing £ 2— A MAN, age 45, height 5 ft. 6 in., complexion fresh, hair ( bald in front) dark brown, eyes blue, deep scar over left eye; dress, blue double- breasted pilot jacket, moleskin trousers, dark neckerchief, peak cap. A native of Newnham- on- Severn. Appearance of a navvy. Previously convicted at Little Dean, Tredegar, Lydney, Chep- stow, and at Worcester Quarter Sessions, 18th October, 1901, of larceny. Information to Supt. Perkins, Dursley. 15.— Bristol { City).— For obtaining money by false pretences— REGINALD B. WINGATE, age about 33, height 5 ft. 9 in., complexion fresh, hair dark brown, slight moustache dark, eyes blue, Roman nose, of good address ; dress, blue ribbed suit, fawn colour overcoat, bowler hat. He opened an office and represented himself to be a civil and mechanical engineer, advertised in the local papers for a person with small capital to join another in a highly lucrative business, obtained sums of £ 20 and £ 15 from 2 persons under the pretence of appointing them as man- agers of an ironmongery business. HAMPSHIRE. 16.— Winchester { City).— For non- pay- ment of £ 1 2s. 6d., bastardy arrears— GEORGE NORMAN ALDERTON, alias BEN ALDERTON, age about 40, height 5 ft. 10 or 11 in., hair brown, moustache sandy, large ears, rather deaf. KENT. 17.— Dover { Borough). — For embezzling, between 3rd December, 1901, and 1st ult., various sums amounting to £ 153 Is. 2d.— FRANK EDWARD BEETON, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair dark brown, moustache brown ( one end shorter than other), peculiarity in one eye; dress, grey morning suit, dark grey overcoat, black hard felt hat, usually carries an umbrella, cherry- wood handle, silver top. Wears gold chain, long link pattern. Was secretary to an electric supply company. Absconded 17th inst. Warrant issued. Information to the Chief Constable, Dover. 18 — Chatham ( County).— For stealing, 16th inst., at New Brompton, a silver mug, 5 or 6 in. high, gilt inside ( partly worn off), with a solid silver stand, figures on base, relief around sides, chief figure being a boy holding a hare in his hand— A MAN, rather tall, complexion fair, full face, good teeth ; dress, black lounge coat, grey trousers, red and black muffler, black bowler hat. Leigh ( County).— For stealing a silver lever watch and Albert ( recovered); 1 green coloured overcoat, silk facings, satin lining, 42 in. breast; 1 pair dark grey tweed trousers, side hip pockets A MAN, age 25, height 5 ft. in., com- plexion fresh, hair brown, eyes blue, 3rd and 4th left fingers crushed at ends; dress, grey tweed suit, dark tie, dark silk muffler, black felt hat, strong lace boots, may be wearing the stolen overcoat. A painter; native of Birkenhead. Information to Supt. No. F 3190, and 70/-/-.— A MAN, who gave the name of LAING MILLER, age about 45, height 5 ft. 11 in. or 6 ft., slight build, clean shaved, of good address, wearing rather long loose overcoat or rough cloth do., small black and grey check pattern. He obtained infor- mation of the absence from home of a family of position and sent a wire to a large firm of jewellers requesting that a selection of diamond jewellery be sent by post to the lady of the house on ap- proval. Subsequent telephone and telegraph messages were received at the house to the effect that a parcel would arrive by post next morning, and that the sender would call for it and convey it to the lady, who was then in London. He called next morning and the parcel was handed to him. Warrant issued. Information to the Head Constable, City Police, Liverpool, by whom the above reward will be paid for such information as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. 21.— Manchester ( City).— For stealing £ 110— WILLIAM PUGH, age 55, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache dark brown, turning grey, eyes blue, slouching gait. A native of Manchester. May seek employ- ment with tramway companies. A letter was received from him on 1st inst., bearing the Dublin post mark. He stated his intention of proceeding to Scotland. Warrant issued. 22.— Manchester ( City).— For embezzle- ment— SYDNEY BARKER, age 29, height 5 ft. 9 in., complexion fresh, thick lips, hair and mous- tache dark, heavy eyebrows, eyes fgrey ; dress, dark suit, overcoat and hat. Absconded 29th ult. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Manchester. LINCOLNSHIRE. 23.— Bourne ( County).— For embezzlement — JOHN HORNSEY, age 36, height about 5 ft. 9 in., square shoulders, complexion fair, hair and moustache light, near- sighted, wears glasses with gold rims, of good address ; dress, greenish- grey suit, white tie, cap, dark grey overcoat, brown leggings. Is fond of horse racing. Had in his possession several cheques made payable to Messrs. Shilcock and Wadsley. Absconded 10th inst. May endeavour to leave the country. Warrant issued. OXFORDSHIRE. 24.— Oxford { County).— For obtaining by false pretences at Thame, 20th ult., a horse ( recovered)— JASON SCARROTT, age about 30, height 5 ft. 4 in., hair ( worn on forehead) and eyes dark ; dress, grey plaid jacket, velvet vest with blue spots, brown tweed trousers, black overcoat, " Baker, Hammersmith," on tab, plaid cap, lace boots. Travels the country collecting rags, bones, & c.; a native of Bladon, Woodstock. Is accompanied by his wife, age about 30, short, complexion dark ; dress, dark jacket and skirt; and 3 children, ages 4£, 3$ and 18 months res- pectively. May be found at common lodging houses. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. SELKIRKSHIRE. 25.— Selkirk ( County).— For stealing, 15th inst., a bicycle ( recovered)— ARTHUR SEA- MORE, age about 27, height about 5 ft. 7 in., complexion fresh, hair brown, slight moustache light; dress, dark tweed jacket, vest, lightish colour trousers, peak cap; or brownish colour jacket, knee breeches, yellow leather tight- fitting leggings, carried a dark overcoat with velvet collar, and an ash stick. Is a good musician and organist. A groom. Supposed a native of Burnley. He came on tramp about 3 months ago, when he obtained employment with a veter- inary surgeon. Stated that he had served an apprenticeship as a draper in London. Sup- posed previously convicted, and wanted elsewhere. Absconded 16th inst. Warrant issued. STAFFORDSHIRE. 2G.— Burton- on- Trent ( County).— For housebreaking, 11th inst., and stealing a lady's gold ring, set 3 pearls and 2 turquoises; 1 lady's gold keeper ring, chased; 1 lady's gold dress ring, set 4 red stones centre and 6 pearls ; 1 lady's silver Geneva watch, white dial, chased back ( much worn), " E. Fowkes, 157B Hill Road, Winshill," inside outer case— JOHN GILBERT, Office No. 2622- 02, age 22, height 5 ft. 7J in., complexion fair, hair light brown, eyes blue, scar each side of head. A printer; native of Cheltenham. — CHARLES GILBERT, alias CHARLES AMEY and CHARLES AMOS GILBERT, Office No. 2623- 02, age 19, height 5 ft. 6J in., complexion fresh, hair light brown, eyes blue, woman's head left and " C. C." and dot right forearm. A painter; native of Glasgow. — ALBERT LATHAM, Office No. 2625- 02, age 18, height 5 ft. 6| in., complexion fresh, hair brown, eyes blue, anchor, 2 dots and stroke left, and bust of female right forearm, abscess scar left knee. A boot finisher ; native of Birmingham. All have been convicted of housebreaking. Information to Supt. Hicklin, Burton- on- Trent. 27. — Lichfield { County). — For uttering counterfeit coin ( 5s. pieces, dated 1890 and 1892), 13th inst.— TWO MEN, 1st, Pge 25 to ' 28, height 5 ft. 6 in., complexion pale, heavy moustache light; wearing old blue Melton overcoat, black hard hat. 2nd, age 28 to 30, height 5 ft. 4 or 5 in., slight build, complexion, hair and slight moustache dark ; wearing black jacket, vest and bowler hat. Appearance of brothers and factory hands. Information to Supt. Barrett, Lichfield. 28.— Stoke- on- Trent ( County). — For stealing, 13th inst., a green mackintosh with velvet collar, net back, cape attached.— ELIZABETH MILLINGTON, age 21, height 5 ft. 4 in., complexion fresh, hair ( thin) dark ibrown, fringe in front, eyes brown; dress, black skirt, blue and white stripe under skirt, red and black plaid bodice, cream colour lace tie, spring side boots, white straw sailor hat, trimmed white ribbon, wearing 3 rows pearls round neck. A native of Fenton. Warrant issued. 29— Stoke- on- Trent { County). — For stealing 22s. from his lodgings, 13th inst.— PERCY PALMER, alias COMLEY, age 21, height 5 ft. 3 or 4 in., complexion fresh, slight build, hair dark brown, slight moustache dark, eyes supposed grey, leans forward when walking; dress, dark plaid suit and cap, old lace boots. SUSSEX ( East). 31.— Brighton ( Borough).— For embezzle- ment— JOSEPH PARKER, age about 30, height 5 ft. 8 or 9 in., hair and moustache light, fleshy lump under one eye ; dress, brown coat, striped trousers and cap. A fruit salesman. Absconded 1st inst. Warrant issued. 32.— Brighton { Borough).— For embezzle- ment— CHARLES JENNER, age 42, height 5 ft. 7£ in., complexion florid, hair and moustache ginger, eyes grey, scar left temple, back of right hand, and inside of left hand, very talkative ; dress, dark blue overcoat, grey tweed trousers, black hard felt hat, lace boots. METROPOLITAN POLICE DISTRICT. 33.— P Division.— For failing to report— Licence- holder WALTER JONES, alias FREDERICK HAWKINS, Office No. 402 02, age 20, height 5 ft. 3 in., complexion sallow, hair light brown, eyes light hazel, scar front and back of neck and 011 left eyebrow, mole left of neck, ship, star, cross, and flag back of right hand, cross flags back of left hand, " F. H." left outer arm. A seaman ; native of London. Sentenced at South London Sessions, 14th June, 1899, to 3J years penal servitude and 2 years police supervision for burglary. Licenced 8th February, 1902. Z 287. He is believed to be at the present time committing larcenies and burglaries by means of back windows left open ( or unfastened), and is stated to be an expert climber. LANCASHIRE. 34.— Rochdale { Borough).— For obtaining a livelihood by dishonest means, under the Pre- vention of Crimes Act— JAMES HALEY, alias JOHNSON, HARRY FOSTER, & c., age 51, height 5 ft. 7 in., complexion fresh, face rather bloated, hair ( bald in front) dark brown, turning grey, eyes grey, deep vertical scar left eyebrow, scar under right eye and on right eyebrow, small 6cars back of neck; wearing dark clothes, dark tie, billycock hat, heavy yellow metal watchchain, carries a heavy stick with ivory handle. A horse coper : native of Bradford.
