GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 19, 1902. VOL. XIX., No. 1980 EGUL 1 All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name a/ ul address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank tlian Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as jyracticable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In ull cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning propei- ty lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given OH application. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under, re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory maimer, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— For failing to report— Supervisee MICHAEL MCCARTHY, alias MICHAEL DRISCOLL, Office No. 425- 01, age 41, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scar left elbow, right thumb and on chest, tumour nape of neck. Sentenced at North London Sessions, 20th April, 1S9G, to 5 years penal servitude and years supervision for larceny. Licenced 13th February, 1901. HMRW 922. On release from H. M. Prison, Chelmsford, 4th inst., after serving 21 days for failing to report, he stated his intention to tramp to London. He should be dealt with wherever found. 2.— Convict Supervision Office.— For failing to report— Licence- holder WILLIAM BRANCHFLOWER, alias JONES and NASH, Office No. 1C76- 02, age 27, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown, scar point of nose, right jaw, left cheek, and left eye, indistinct tattoo marks each forearm, 1st right finger deformed. Sentenced at Central Criminal Court, 8th March, 1897, to 7 years penal servitude for robbery with violence. Licenced 11th June last. X 120." On release from H. M. Prison, Oxford, 15th ult., after serving 1 month hard labour for frequenting, at Banbury, he stated his intention of proceeding to London. He should be dealt with wherever found. 3.— C Division.— For stealing furniture, & c., to the value of £ 15— JOHN LERIAHAN, age 28, height 5 ft, 10 in., complexion fair, hair light; dress, dark suit and cap. A native of Maryiebone, London. Warrant issued. 4 — C Division.— GEAN FABRO, alias CONTE FABBRO, Case No. 5, 21st ult. Warrant withdrawn. o.— C Division.— For stealing 2 silver cigarette cases— FRANK EVANS, alias LESER- SON, age 23, height 5 ft. 6 in., complexion sallow, hair ( wavy) and eyes dark, clean shaved, of Jewish appearance ; dress, dark suit, dark grey Raglan waterproof overcoat, makers " Chapman Bros., Charing Cross Road," on tab. Absconded 9th inst. Warrant issued. 6.— F Division.— For stealing a " Rudge- Wbit worth Road Racer" bicycle. No. 16976, nearly new, Brooks's saddle, rubber pedals, Lucas bell, 70 gear, transfer on head, Clincher tyres; and forging and uttering a cheque on the National Provincial Bank of England, Piccadilly Branch— HENRY WARD, age 23, height 5 ft. 5 in., complexion sallow, hair light, eyes blue, bad irregular teeth, walks heavily on heels ; dress, long light brown Newmarket overcoat, black jacket suit, hard felt hat, sometimes wears a black and white check cap. Is fond of horse racing; may be found in company of bookmakers, tipsters, or stable lads. Supposed a native of York. Warrant issued. 7.— M Division.— For obtaining £ 19 9s. 6d. and other sums by false pretences— ARTHUR CLAUDE BEVINGTON, alias HILTON, age 45, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark ; dress, light fawn colour overcoat, dark vest and trousers, black hard felt hat, may be wearing a black frock coat, silk hat. Is said to be known at Brighton, Margate, and Broadstairs. Warrant issued. 8.— T Division.— Forembezzling£ 226 10s. — GEORGE MURRAY, alias KNIGHT, age 29, height 5 ft. 7 in., complexion ruddy, round face, hair brown, moustache ( curled at ends) light, swaggering manner, of smart appearance; wearing dark blue overcoat, Raglan pattern pockets, black bowler hat, wears a Kaffir bangle on right wrist. A canteen manager. Warrant issued. Information to be forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. BRECONSHIRE. 9.— Crickhowell ( County). — For em- bezzling £ 16— CHARLES EDWARD SHAND, age 28, height 6 ft., square shoulders, complexion fresh, hair light brown, eyes blue, swinging gait, anchor faintly tattooed near one thumb ; dress, dark overcoat, grey trousers, black bowler hat. Has served in the Army. Recently employed as foreman to a retail petroleum oil company, at Brynmawr. Absconded 9th inst. May endeavour to leave the country. Warrant issued. Information to Supt. Winterson, Crickhowell. CARNARVONSHIRE. 10.— Carnarvon ( County).— For deserting his children— JOHN EVANS, age 38, height 5 ft. 7£ in., complexion fresh, oval face, hair dark brown, eyes grey, female tattooed on front of right forearm and front of it M hand, scars on right forefinger and ring finge., left side of forehead, under left eye, and back of left hand. APPREHENSIONS SOUGHT ( continued)— CHESHIRE. ll.— Liscard ( County).— For obtaining £ 2 by false pretences- JOHN PARRY, age 29, height about 5 ft. 5 in., complexion sallow, speaks with strong Welsh accent, of Jewish appearance ; dress, dark tweed suit and cap. He obtained the above amount by stating he was a purser on the S. S. St. Louis, at Southampton, and that he was short of money. Warrant issued. Information to Supt. McDonald, Liscard. DENBIGHSHIRE. 12.— Wrexham ( County).— For obtaining food; lodgings ; a pair black vicuna trousers ; 1 fawn colour mackintosh ; 1 silver Geneva watch, No. 116810; and 5s. by false pretences, between 19th ult. and 2nd inst.— A MAN, who gave the name of JAMES SMITH, age 22 to 24, height about 5 ft. 10 in., complexion pale, hair light brown, slight moustache light, eyes ( sup- posed) grey, wears glasses, " Faith, Hope and Charity " on one forearm, woman on other ; dress, navy blue serge double- breasted jacket and vest, black vicuna trousers, dark red bow tie, plaid cap with peak, light lace boots. Absconded 2nd inst. Warrant issued. 13.— Wrexham ( County).— For stealing a bicycle ( recovered)— SAMUEL HUGHES, alias SCLODION, age 24 or 25, height about 5 ft. 5 in., slight build, complexion fair, small oval face, hair brown, slight moustache light, eyes blue ; dress, old grey jacket, dark cord trousers, dark cap, old lace boots. A tramping labourer; native of Penycal, near Ruabon. Warrant issued. 14.— Wrexham ( County).— For arson, 20th ult.— EDWARD DAVIES, alias NED SCOT- SON, age 40 to 43, height about 5 ft. 7 in., com- plexion fresh, round features, hair and moustache dark ( turning grey), spiingy gait ; dress, black jacket, vest with cord front, moleskin sleeves, dark brown cord trousers, dark blue muffler, dark cap, heavy nailed Blucher boots. An engine driver, or jobbing blacksmith ; native of Holy- well, Flintshire. Has been employed at iron works, near Wigan, Manchester, Warrington, and during last winter at Rhayader. He left Llan- fyllin Union, 24th ult., and stated that he was going to Welshpool and Rhayader. Warrant issued. Information to Supt. Jones, Wrexham. ESSEX. Ib.— Dunmow ( County).— For larceny, 26th ult., at White Roothing— WILLIAM SMITH, age 25, height 5 ft. 9 in., slight build, complexion fair, hair light brown ; dress, black jacket, cardigan jacket, cord trousers, black cap. He travels the country, accompanied by a woman, age about 60, height about 5 ft., stout build, hair turning grey, who has a van painted light brown, a grey mare and a bay mare, with a foal about 1 year old. Warrant issued. Information to Supt. Barnard, Dun mow. 16.— Thorpe ( County).— For obtaining food and lodgings by false pretences at Walton- on- Naze, in October last— HERBERT PLUNKETT, age about 26, height 5 ft. 6 or 7 in., hair dark', eyes grey, prominent nose ; dress, dark grey suit and cap. A theatrical agent. Warrant issued. Information to Supt. Jones, Thorpe. HAMPSHIRE. 17.— Portsmouth ( Borough).— For stealing from his lodgings, 12th inst., a double- breasted suit, " James & Co., Queen St.," on tab of coat; 1 lady's 18 ct. gold dress ring, set ruoy, small diamond each side ; and 1 Is.— A MAN, who gave the name of REEVES, age about 22, height 5 ft. 6 in., complexion fair, clean shaved ; dress, blue diagonal double- breasted suit, black tie, brown cap, lace shoes. A baker. He stated that he came from Southampton, 8th inst., and that he had obtained employment in Portsmouth. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 18.— Hereford unty). — For stealing, 27th ult., at Marden, 5 bullocks ( recovered)— THOMAS LEWIS, alias JAMES, ago 50, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark ( turning grey), full eyes, large Roman nose, very talkative; dress, new brown mixture suit, grey soft felt hat, brown leather leggings. Had with him a brown Gladstone bag. A butcher; native of Linton, near Ross. May endeavour to proceed to South Africa. Warrant issued. Information to Supt. Cope, County Police Office, Hereford. HERTFORDSHIRE. 19.— Hertford ( County).— For stealing from his lodgings, 3rd inst., a brass watch and chain ; 1 9 ct. gold ring, black stone ; and £ 1 3s. 3£ d.— JOSEPH CARR, alias COOPER, age about 29, height 5 ft. 6 or 7 in., complexion fresh, full face, slight moustache light, clasped hands supposed tattooed on right wrist; dress, light plaid square cut jacket, dark vest, dark brown trousers, old dark tie, black hard felt hat, black overcoat, military shirt and boots. A shoemaker. Is believed to be a deserter from the Essex Regiment. Warrant issued. Information to Supt. Shore, Hertford. 20.— St. Albans ( City).— For stealing, Sth inst., £ 9 and a lady's silver Geneva watch, No. 1020, and a long silver chain— GEORGE FOSTER, alias GEORGE HILL, Office No. 2641- 02, age 40, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue, lost part of 1st, 2nd and 3rd right fingers, mole left of nose, lisps slightly. A painter or signwriter; native of King's Langley, Herts. Has been convicted of housebreaking, larceny, & c., at Hemel Hempstead, London, and Hertford Assizes. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, St. Albans. KENT. 21.— Maidstone ( Borough).— For stealing a watch ( recovered)— KATE or KITTY PERCY, age about 26, height 5 ft. 6 or 7 in., complexion fair; dress, black skirt, Russian blouse, small jacket, dark grey felt hat. May be accompanied by a man, age about 45, height 5 ft. 6 in., com plexion fresh ; wearing a Norfolk suit. A quack doctor. Warrant issued. Information to the Chief Constable, Borough Police Office, Maidstone. LANCASHIRE. 22.— Manchester ( City). — For stealing £ 110— WILLIAM PUGH, age 55, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache dark brown, turning grey, eyes blue, slouching gait. A native of Manchester. May seek employ- ment with tramway companies. A letter was received from him on 1st inst., bearing the Dublin post mark. He stated his intention of proceeding to Scotland. Warrant issued. 23.— Manchester ( City).— For embezzle- ment— SYDNEY BARKER, age 29, height 5 ft. 9 in., complexion fresh, thick lips, hair and mous- tache dark, heavy eyebrows, eyes ' grey ; dress, dark suit, overcoat and hat. Absconded 29th ult. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Manchester. ' ii.— Accrington ( Borough).— For failing to report— Licence- holder PETER JOYCE, Office No. 2195- 02, age 39, height 5 ft. in., complexion fresh, hair dark brown, eyes brown, scar right jaw, left, of neck and left thumb. A labourer; native of Co. Mayo. Sentenced at Manchester Assizes, Sth November, 1898, to 5 years penal servitude for carnal knowledge of girl under 13. Licenced 12th August last. LINCOLNSHIRE. 25.— Bourne ( County).— For embezzlement — JOHN HORNSEY, age 36, height about 5 ft. 9 in., square shoulders, complexion fair, hair and b. oustache light, near- sighted, wears glasses with gold rims, of good address ; dress, greenish- grey suit, white tie, cap, dark grey overcoat, brown leggings. Is fond of horse racing. Had in his possession several cheques made payable to Messrs. Sbilcock and Wadsley. Absconded 10th inst. May endeavour to leave the country. Warrant issued. NORTH A MPTONSHIRE. 26.— Peterborough ( Liberty of). — For obtaining £ 5 5s. by false pretences— A MAN, age about 35, height about 5 ft. 8 in., nearly bald, patch of hair on top of head, moustache ( ends pointed) dark, wen and scars under left jaw; dress, dark suit, dark overcoat, hard hat, brown kid gloves, wearing a gold watch, leather strap attached, rings on one finger. He represented himself as an eye specialist, called on persons for the purpose of examining their sight, and sold them worthless spectacles. He gave the name of Churnley. Warrant issued. Information to Supt. Blackman, Thorpe Road, Peterborough. OXFORDSHIRE. 27 — Oxford ( County).— For obtaining by false pretences at Thame, 20th ult., a horse ( recovered)— JASON SCARROTT, age about 30, height 5 ft. 4 in., hair ( worn on forehead) and eyes dark ; dress, grey plaid jacket, velvet vest with blue spots, brown tweed trousers, black overcoat, " Baker, Hammersmith," on tab, plaid cap, lace boots. Travels the country collecting rags, bones, & c.; a native of Bladon, Woodstock. Is accompanied by his wife, age about 30, short, complexion dark; dress, dark jacket and skirt; and 3 children, ages 4£, 3£ and 18 months res- pectively. May be found at common lodging houses. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. SOMERSETSHIRE. 28.— Frome ( County).— For stealing money from a church contribution box at Stratton— Expiree CHARLES HENRY PHILLIPS, alias DANIEL KINSEY, JOHN STACKHOUSE, GEO. HENRY ROBERTS and WILLIAM HENRY MORRIS, Office No. 2906- 02, age 74, height 5 ft. 4- J in., complexion fresh, hair grey, eyes blue, scar above left eye and on 2nd, 3rd and 4th right fingers, occasionally wears glasses, pretends to be deaf ; dress, dark clothes, black overcoat and black bowler hat. A native of Oswestry, Salop. Warrant issued. Information to Supt. Rawlings, Frome. 29 — Bath ( City).— For obtaining, by false pretences, 1st ult., a double- barrel hammerless breech- loading gun, No. 15616, 12 bore ejector, pistol grip, rebounding locks, Damascus barrels, engraved, makers " Ward & Son, Birmingham," on ri') between barrels— DR. SOMERVILLE, alias HAMILTON, FRAZEK, and GRAHAM, age 56 to 60, height 5 ft. 11 in., slight build, hair dark, moustache and beard ( thick) turning grey, well educated ; dress, blue serge jacket suit, light cap. He obtained the gun on trial by representing that he was a retired doctor, and had taken a house in the neighbourhood. Warrant issued. 30.— Bath ( City).— For obtaining £ 5 by false pretences, 25th nit.'— ALFRED MILLER, age 60 ( looks younger), height 5 ft. 10 or 11 in., stout build, square shoulders, complexion fair, full round face, hair and slight moustache dark, eyes blue, front upper teeth protrude, addicted to drink; dress, black frock coat, dark grey striped trousers, black hard hat, lace boots. A whiskey merchant's traveller. Absconded 25th ult. Had in his possession samples of wines, & c., a large brown portmanteau, and black hand bag. Warrant issued. Information to the Chief Constable, Bath. 5 TAFFORDSHIRE. 31. — Lichfield ( County). — For uttering counterfeit coin ( 5s. pieces, dated 1890 and 1892), 13th inst.— TWO MEN, 1st, age 25 to 28, height 5 ft. 6 in., complexion pale, heavy moustache light; wearing old blue Melton overcoat, black hard hat. 2nd, age 28 to 30, height 5 ft. 4 or 5 in., slight build, complexion, hair and slight monstachj dark ; wearing black jacket, vest and bowler hat. Appearance of brothers and factory hands. Information to Supt. Barrett, Lichfield. 32.— Wolverhampton ( Borough). — For obtaining a horse by fraud, 3rd inst.— JOHN H. RICKETTS, age about 38, height about 5 ft. 5 in., complexion fresh, hair and moustache light; dress, dark blue overcoat, light check trousers. A hawker ; native of Walsall. Warrant issued. H." left outer aim. A seaman ; native of London. Sentenced at South London Sessions, 14th June, 1899, to U years penal servitude and 2 years police supervision for burglary. Licenced 8th February, 1902. Z 287. He is believed to be at the present time committing larcenies and burglaries by means of back windows left open ( or unfastened), and is stated to be an expert climber. A journeyman butcher; native of Brighton. Absconded 10th inst. Information to the Chief Constable, Brighton. 38.— Eastbourne ( Borough).— For stealing, 30th ult. and lst inst., a navy blue freize cloth costume, trimmed blue silk, strapping on sides of coat, small brass buttons, 2 flounces about 6 in. wide with small tuck about + in. wide between flounces— BLANCHE BANNER, age 19, height about 5 ft., complexion fair, eyes blue; dress, light green costume with about 2 in. green velvet round bottom of skirt. Absconded lst inst. May seek employment at theatres. Warrant issued.
