POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 21, 1902. VOL. XIX., No. 1972. REGUL 1. All announcements for insertion in the POLICE GAZETTE, and all communication* relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will > e inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likeivise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exaet conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 16*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borouqh, as the case may be. LTION S- 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they arc alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, most, on their apprehension or recovery, at once transmit ti the Editor iwtice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Aniwncements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Pottal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the. discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( 4) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirectedto the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). SPECIAL MEMORANDUM. METROPOLITAN POLICE DISTRICT IN CUSTODY, CHARGED WITH MURDER— GEORGE CHAPMAN, age 36, height 5 ft. 5 in., slight build, complexion sallow, hollow cheeks, high cheek bones, hair and long moustache dark brown, eyes hazel; dress, usually blue serge suit, P. & 0. cap. Late of " The Crown " public house, 213 Borough High Street, formerly of " The Monument," 135 Union Street, Borough, " Prince of Wales," Bartholomew Square, E. C., " The Grapes Inn," Bishop Stortford, Herts, and No. 1 Royal Albion Mansions, George Street, Hastings. It is requested that careful enquiries be made of all chemists, wholesale druggists, and all likely places where drugs are sold in provincial towns, especially on the Southern coast, to ascertain if any quantity of " Antimony," " Tartar Emetic," or " Arsenic," has been sold to this man during the past 5 years. Warrant issued. 3. — C Division. — For embezzling £ 9 9s. 5d„ July last— MISS H. CLARKE, age 60, height 1 ft. 8 or 9 in., complexion fair, hair ( turning grey) and eyes dark, wears glasses; dress, black dress, cape and bonnet. Supposed a native of Margate. Warrant issued. • 4-— C Division.— For obtaining £ 1 10s. by false pretences— PIETRO BARBARO, alias GEORGE VOURACKY, a Greek, age 35, height 5 ft. II in., complexion and hair dark; wearing dark grey overcoat, black hard felt hat. Can speak English, French, German and Italian. He represented that he had a letter of credit, but owing to the banks being closed he could not obtain the cash. Travels the country ( with a box on wheels as a truck) collecting rabbit skins, & c.— ALFRED HURLEY, age 25, height 5 ft. 1 in., hair brown, moustache sandy, eyes hazel, tattooed both arms ( 2 women and sailor on right) ; dress, light brown jacket and vest, fine cord trousers, red neckerchief, brown cap. Travels the country, accompanied by a man, 2 women and 2 children. He draws pictures on the pavement. Warrant issued. Information to Supt. Robotham, Newbury. 8.— Reading ( Borough). — For stealing, 30th ult., a costermonger's barrow, body painted chocolate colour, red wheels, brass wheel caps, " R. Wells, Redin." painted in white on side— ARTHUR BARKER, age 24 to 25, height 5 ft. 10 in., hair brown, slight moustache dark; dress, vest with sleeves, cord trousers, check cap. A costermonger. Is well known at Alton, Aldershot, Andover, Basingstoke, Chertsey, Farnharn. Guildford, Kingston, Odiham, Salis- bury, Whitchurch, Winchester and Woking. Had in his possession a dark chestnut mare pony, about 14 hands, left knee chipped, hog mane, long tail, recently clipped, in good condition ; 1 set of silver- mounted harness, rush collar, recently re- lined white leather, which he may endeavour to dispose of. Was accompanied by his father and a lad, age about 15. Information to Captain Henderson, Chief Constable, Reading. BUCKINGHAMSHIRE. 9— Buckingham ( County).— For non- paymentof maintenance arrears— JOHN WHITE, age 25. height 5 ft. 6 in., complexion fresh, hair sandy, eyes grey, end of right forefinger injured. A labourer ; native of Radnage, High Wycombe. May be found on public works. Warrant issued. Information to Supt. Clarke, Buckingham. 10.— Great Marlow( County).— For desert- ing his wife and family— GEORGE HENRY GLENISTER, age about 35, height 5 ft. 7 or 8 in., square build, complexion, hair and moustache dark, may be clean shaved, rolls his eyes when in conversation, good teeth ; dress, dark green coat and vest, black hard hat, brown boots. A carpenter ; native of High Wycombe. Has served in a Border Regiment in South Africa. Warrant issued. Information to Supt. Summers, High Wycombe. 14.— Chesterfield ( County).— For obtain- ing £ 7 17s. 5d , by false pretences at Bolsover, between 9th July and 3rd September last— WILLIAM IIOLLINGWORTH, age about 30, height 5 ft. 10 in., stiff build, complexion fair, thin face, hair light brown, slight moustache light, eyes blue, limps slightly; dress, snuff colour jacket and vest, plaid trousers, or black suit, carries a stick. A native of Eckington, near Sheffield. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Faulkner, County Police Office, Chesterfield. DEVONSHIRE. 15. — Torquay ( County).— For obtaining money by false pretences — D. BERNARD HDRhT ( supposed false), age about 30, height 5 ft. 10 in., well built, complexion fresh, hair ( slightly bald on top) brown, clean shaved, of good address; dress, navy blue suit, tweed cap. He took lodgings, called on a house agent, obtained list of houses for sale, and hired a conveyance for the purpose of viewing same. He represented that he had recently been left several thousand pounds, which his solicitor was placing in the Wilts and Dorset Bank. He then filled in cheques on the above bank, which he cashed with tradesmen, requesting that the cheques be not presented at the bank for a few days. When they were presented it was found he had no account. Absconded 25th ult., on which date he wired from Exeter to a tradesman for £ 1. Warrant issued. Information to Supt. Roberts, Torquay. DORSETSHIRE. 16.— Blandford ( County).— For embezzle- ment— GEORGE JOHNSTONE, age 38, height 5 ft. 11 in., complexion fresh, hair and moustache dark brown, speaks with Scotch accent. Elford, Blandford. 17.— Weymouth ( Borough).— For leaving his wife and family chargeable to the Common Fund of the Weymouth Union — PATRICK SHEEHAN, an Irishman, age 35 to 40, height 5 ft. 3 or 4 in., stout build, full round face, moustache dark brown, may be growing a beard, small eyes. A labourer. May be found on public works. Warrant issued. Information to the Chief Constable, Weymouth. CHESHIRE. 11- — Liscard ( County). — For obtaining lodgings by false pretences— COLONEL SUR- GEON MCKENZIE, F. R. C. S., F. R. C. P., age 50 to 60, height about 6 ft., stout build, complexion sallow, hair ( slightly bald) and moustache dark, turning grey ; dress, black frock coat suit, bow tie, silk hat, wore a supposed gold ring and albert. Had in his possession 8 or 10 war medals, and a brown hand bag. He represented himself as an inspector of H. M. Prisons. Is accompanied by his wife and sister- in- law, both age 50 to 60, stout build, complexion sallow, hair ( turning grey) dark ; the latter stated that her husband was a colliery manager. DERBYSHIRE. 12.— Chesterfield ( County).— For steal- ing, 25th ult., at Hillstown, Bolsover, a silk hand- kerchief and a letter containing 4 Postal Orders ( 2 for Is. 6d„ Nos. » 187ul7, » 187018, 1 for 15s„ No. » 048139, and 1 of £ 1, No. ? 0 167485— JOHN 1HOMAS, age 46, height 5 ft. 5 in., complexion fresh, hair ( bald on top) dark, moustache turning grey, eyes ( rather sore) supposed dark; dress, black suit, hard felt hat, lace boots. A collier; supposed a native of Pandy, South Wales. He stated that he had been injured in a colliery at Clydach Yale, and that he had been in hospital 8 months. Warrant issued. ^ - Chesterfield ( County).— For stealing £ 1J 4s. 10d., the monies of a Friendly Society, 2nd August last, at Pleasley— WILLIAM REDDING- TOA, alias WHEATLEY, age 21, height 5 ft. « or 9 in., complexion fresh, hair dark brown, slight moustache, eyes hazel, cut scar left side of forehead; dress, light grey check suit, red tie, dark check cap, light lace boots, had with him a ' brown mackintosh. A collier; native of Smalley. Has served in the lst Battn. Grenadier Guards. Warrant issued. An engineer ; native of Blackpool. He obtained the articles on the pretence that they were to be placed before a committee to select from, for a presentation to a choir master. Warrant issued. GLOUCESTERSHIRE. 21 — Dursley ( County).— For leaving his family chargeable to the Common Fund of the Tetbury Union— CHARLES RICHINGS, age 45, height 5 ft. 6 in., complexion fresh, hair brown ( bald on top), moustache light, eyes blue ; dress, brown jacket and vest, dark trousers, brown cap; had with him 2 carpet bags ( one containing tools, other clothing). ESSEX. 18— Brentwood ( County).— For stealing, 8th inst., at Shenfield, a lady's silver watch, flowers on dial and back ; 1 silver curb pattern chain, silver cross attached; 2 black overcoats, silk facings, usual pockets, one with" Carlish, High Street, Stratford " or " Broadway, Stratford " in gold colour letters near tab ; 2 pairs trousers ( 1 grey plaid, 1 light grey with light brown stripe) ; 3 jackets and vests ( 1 blue serge, others black cloth) ; 1 pair new braces, > l If broken in wear before lst January, 1905, a new pair will be given " stamped on leather behind ; 3 white linen shirts, marked " W. R." in centre, makers Rotherham & Sons Coventry; 1 9 ct. gold Albert; 1 do. double HAMPSHIRE. 22.— Aldershot ( County). — For stealing a Post Office Savings Bank Book — JAMES RUSSELL, age about 16, height 5 ft. 5 in., com- plexion fresh, hair brown, eyes grey, 2 dots tattooed on right forearm, one on back of right hand, right arm paralysed ; dress, dark suit and cap. Warrant issued. Information to Supt. Hawkins, Aldershot. 23.— Andover ( County).— For deserting his wife— WILLIAM PEARCE, age 23, height 5 ft. 7 in., complexion dark, hair black, eyes dark; dress, old blue serge suit and cap. Had in his possession a grey suit, A native of North Ted- worth, Wilts. Warrant issued. 24.— Andover ( County).— For deserting his family— WILLIAM HENRY DIXON, age 47, height 5 ft. 9£ in., complexion fresh, hair and eyes grey, addicted to drink ; dress, black suit, grey cap. Bowles, Andover. 25.— Bournemouth ( County).— For steal- ing, 23rd ult,, a " Rudge- Whitworth " bicycle, 23 in. frame, Special No. 141469, free wheel, front rim brake, Bowden back brake, Y shaped handle bars, Dunlop tyres HARCOURT, age about 30, height about 5 ft. 8 in., complexion fair, hair brown, moustache sandy, lost left arm below elbow ; dress, thick double- breasted jacket, black trousers, wide braid down sides, black bowler hat. About 18 months ago he was travelling with Edison Cinematograph Company. Supposed a native of West Bromwich. Warrant issued. Information to Supt. Foster, Bournemouth. 26.— Fareham ( County). — For deserting his wife and two children— JOHN SPARKES, age 27, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes hazel, two dark marks over and two underneath one eye, top of one right finger missing; dress, short blue serge jacket, green cord trousers, plaid cap. A native of Havant. Has served in the Navy. Absconded 2nd August last. Warrant issued. Information to Supt. Hack, Fareham. 27.— Gosport ( County). — For stealing a watch and chain ( recovered)— A MAN, age about 20, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes grey, burn scar on wrist, several cut scars back of head, speaks with Lancashire dialect; dress, dark grey tweed suit, red and blue necker- chief, cap. A native of Barrow- in- Furness. Has served as a stoker in the Navy. May en- deavour to enlist. Information to Supt. Silver, Gosport. ^• Portsmouth ( Borough).— For obtain- ing £ 17 10s. 3d. by false pretences, 8th September last— PETER MURRAY, age 28, height 5 ft. 5 in., well built, complexion fair, oval face, hair dark brown, eyes blue ; dress, navy blue suit and cap, lace boots. A native of Portsmouth. Has been employed as a brewer's collector. Warrant issued. Information to the Chief Constable, Town Hill, Portsmouth. FRIDAY, NOVEMBER 7, 1902. THE POLICE GAZETTE. 9 PORTRAITS OF PERSONS WANTED. AYRSHIRE. 29.— Ayr { County).— For assault and fraud at Bargour, Manohline, 11th inst.— WILLIAM THOMhON, alias BROWN, MUKPHY, SMITH, & c.. a? e 41, height 5 ft. 6j in., complexion fresh, hair ( bald on top) dark brown ( turning grey), may be growing a b^ ard, speaks with Irish accent white scar below left elbow and above right wrist. blue scar above right elbow, 4 right toes missing, left little toe amputated, 3 deformed, upper front teeth deficient; dress, small brown check tweed suit, dark prey cap, lace boots. A labourer. He obtains food and lodgings by representing that he is an electrical engineer. Has been previously convicted of fraud ( see Scottish Prison Register, 126- 1901). Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. MERIONETHSHIRE. £ 1 REWARD. 30.— Dolgelley { County).— For deserting his wife and 4 children, leaving them chargeable to the Common Fund of the Dolgelley Union— HUMPHREY JQNES PARRY, age about 39, height 5 ft. 6 in., complexion dark or sallow, thin face, hair ( turning grey) and moustache dark, scar inside right ankle, slightly lame right leg, impediment in speech, is addicted to drink. A farmer; may now be employed as a cabman or ostler. Warrant issued. The above reward will be paid by the Relieving Officer of the above Union to any person giving such information as will lead to the arrest of Parry. Information to Deputy Chief Constable Jones, Dolgelley. WILTSHIRE. 31.— Swindon { County). — For obtaining suits of clothing by false pretences, and forgery— ELLIS HALL, age about 34, height 5 ft. 3 or 4 in., hair and moustache brown, eyes hazel, small cross and anchor tattooed on lefti'forearm, ring tattooed around one of left fingers. Sentenced at Central Criminal Court, 25th June, 1901, to 4 months imprisonment. Warrant issued. Information to Supt. Robinson, Swindon. APPREHENSIONS SOUGHT ( continued)— HAMPSHIRE. 32. — Portsmouth { Borough). — For con- verting £ 7 to his own use— WALLEY SHIELDS, ago 40 to 45, height 5 ft. 8 or 9 in., rather stout build, hair brown, moustache ( rather heavy) light; dress, black morning coat, dark striped trousers, silk hat. Is an associate of theatrical agents and managers. Absconded 10th ult.
