All announcements for insertion in the POLICE GAZETTE, and all commiunu- ations relating to them,, should be addressed, to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars us to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment, must be given, and the enact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted, at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sliet< .' i of a stolen article. 6. Ecery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nut less rank than Superintendent; and, if the name of such person is required to be inserted amino warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and, accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the. discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing sucii notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 17— Printed hand- bill or ot'uei » crtisements, offering a reward for the discovery oi property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private nersons. or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount ot the reward. < b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation IO } roperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is part icuiarlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution. whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). SPECIAL NOTICE. NUMEROUS complaints have been received by Police respecting two brothers who carry on an extensive business as Messrs. DAVIS & CO., 9 Peckham Park Road, and ALFRED & CO., 26 Denmark Hill, S. E., pawnbrokers and jewellers. They advertise, in London and Provincial news- papers and periodicals, jewellery and other goods as unredeemed pledges at exceptionally low prices, but when the articles are received by pur- chasers they are usually found to be of inferior quality, and not in accordance with the terms of the advertisements. In some cases the goods are not forwarded, in others they are returned by purchasers for repair or exchange and great delay occurs in returning them or even in acknowledg- ing communications. As no action can be taken by Police, the rempdy for personH complaining is to take pro- ceedings in the County Court. ( C. I. D. Corr., 156466). APPREHENSIONS SOUGHT. On returning to the door the manager met the first man coming out with a parcel under his arm, who then asked the price of a coat hanging at the door, for which he deposited 2s. 6d., giving the name of Oliver Owen.
