All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons icliose apprehension is sought will he inserted in one isxin• of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars us to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In nil rases where a reward is offered, the name and address of some person responsible for the payment m ust be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. TIOBTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit >•< the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication 11. Announcements for the Friday issue should be forwarded so as to be received not Inter than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. He stated he was an electrician in the employ of a firm at Leeds, and that he had been sent to attend to the electric lights at the theatre. Appears well acquainted with theatrical and electric work. Information to the Chief Constable, Stockport DERBYSHIRE. 9.— Chesterfield ( County).— For obtain- ing food and lodgings by false pretences, at Old Whittington, 9th to 15th inst. — WILLIAM MCDONALD, age 28 to 30, height 5 ft. 6 or 7 in., complexion sallow, thin face, hair ( curly) black ( frizzy in front), clean shaved ; dress, dark navy blue suit, spring side boots.— A MAN, age 30, height 5 ft. 10 or 11 in., complexiou fresh, hair ( rather bald on top) and moustache sandy ; dress, dark coat and vest, snuff colour trousers, muffler, spring side boots. Is known by the name of JIM. Both are fond of singing when in company. They represented that they were employed by a firm to put advertisements in enamelled letters oil shop windows; had with them a wooden box, which opened in centre, containing enamelled letters, which they stated were samples, and that a large box was following, containing the supply. HAMPSHIRE. 13.— Portsmouth ( Borough).— For steal- ing £ 7 10s., 11th inst.— JANE ALLEN, age 55, height 4 ft. 10 in., stout build, complexion pale, hair and eyes grey, carries shoulders high when walking; dress, black and white striped blouse, blue skirt trimmed braid, dark three- quarter cape, black straw hat. Wearing earrings composed of threepenny pieces and a brooch composed of 3 sixpences. A hawker. Is known at Bristol, Cardiff, and Swindon. May be found at common lodging houses or at Salvation Army Shelters. Warrant issued. A French polisher, but usually hawks laces. May be accompanied by a woman, and found at common lodging houses. Warrant issued. 19.— Maidstone ( Borough).— For neglect- ing his children in a manner likely to cause them unnecessary suffering— WILLIAM INGRAM, age 42, height 5 ft. 6 in., complexion fair, hair and eyes brown, moustache ginger ; dress, old black coat ( faded), cord vest and trousers, hard hat, lace boots. A quarryman or labourer; native of Maidstone. Warrant issued. Information to the Chief Constable, Maidstone. LANARKSHIRE. 20.— Glasgow [ City).— Escaped from H. M. Prison, Glasgow, where he was undergoing 15 months imprisonment for felony — JAMES TURNER, alias WILLIAM KENT ( No. 200/ 97 Scotch Criminal Register), age 30, height 5 ft. 3^ in., complexion fresh, hair dark, eyes grey, mole back of neck, scar inside lower part of left leg and right knee, flatness on left temple. A sailor; native of Liverpool. May endeavour to obtain employment at seaport towns. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 21.— Bolton ( County).— For stealing a horse collar and bridle, 16th inst., at Aspull— A MAN, age 37, height 5 ft. 4 in., complexion fresh, hair ( bald on top) brown, turning grey, eyes grey, cut mark over left eye, horse's head and bridle right forearm ; dress, dark tweed jacket and vest, mole- skin trousers, blucher boots, all old. A native of Wigan. Has been previously convicted of theft. Information to Acting Supt. Wilson, Bolton. 22 — Rochdale ( Borough). — For larceny, 10th inst.— CHARLES W. LASHWOOD, alias HARRISON, age 30 to 32, height 5 ft. 7 in., complexion light, hair ( long, parted in centre) brown, clean shaved, good teeth; dress, grey jacket suit, white straw hat. LEICES TERSHIRE. 23.— Leicester ( Borough).— For embezzling £ 5 2s. 6d.— WILLIAM A. GREEN, age 35, height 5 ft. 6 in., complexion fresh, hair dark, heavy moustache black ; well dressed. Is fond of bet- ting. Was employed as clerk and canvasser in the timber trade. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. NORTHAMPTONSHIRE. 21.— Kettering ( County).— For stealing a nickel silver watch, " Century" lever, No. 243, nickel silver chain attached ; and £ 2— A MAN, age about 35, height 5 ft. 9 or 10 in., slight build, complexion sallow, hair ( bald in front), heavy moustache and eyes dark; dress, grey check jacket, double- breasted plaid vest, dark cloth trousers ( nearly new), nailed boots ( new). Stated he was a native of Bulwell, Notts, and that he has served in the 3rd Battalion Welsh Regiment at Cardiff. Information to Supt. Andrews, Kettering. NOTTINGHAMSHIRE. 25.— Nottingham ( County).— For embezzl- ing £ 47, at Chilwell— WALTER ROBINSON FREARSON, age 24, height 5 ft, 3 in., com- plexion dark, round face, hair ( thick over fore- head, brushed up) and moustache dark brown, eyes dark, usually wears his hat at back of head. A draper's traveller or shop assistant ; native of Nottingham. Has been previously convicted at Derby and Nottingham. Warrant issued. Photograph can be seen on application. OXFORDSHIRE. 26.— Oxford ( County).— For obtaining food, lodgings and 3s. 6d. by false pretences at Cowley — ALFRED HIGGS "( supposed false), age about 50, height 5 ft. 6 in., stout build, complexion and hair dark, eyes grey ; dress, plaid jacket and vest, cord trousers, with rule and side pockets, brown cap, lace boots. Supposed a native of Faringdon, Berks. Warrant issued. 27.— Oxford ( County). — For stealing an English lever watch," Barnard &. WELLS, age 26, height 5 ft. 8 in., well built, hair dark brown, clean shaved, eyes ( supposed) dark, mole back of neck; dress, grey jacket and trousers, old lace boots. A dairyman. May endeavour to enlist. Absconded 8th July last. Warrant issued. Information to Deputy Chief Constable Page, Guildford. SUSSEX ( East). 40.— Lewes ( County).— For stealing 11 gold rings— FRANCIS C. JOHNSTONE, age 25, height 5 ft. 7 or 8 in., complexion and hair dark ; dress, blue serge reefer jacket, cap with shiny peak, light boots. Stated he was a native of Taunton. He called at a jewellers, asked to see some rings, and while the jeweller was engaged, committed the larceny and decamped. Warrant issued.
