IS, E G- ITIJ All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in oiu issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars us to stolen property will be likewise inserted in one issue, if sufficient to enable thi article in question to be thereby identified. In all cases where a reward is o ffered, the name, and address of some person responsible for the payment m ust be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15.?. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of nut U ss rank than Superintendent; and. if the name of such person is required to be inserted and no warrant is in force against him, the requisition must, be signed by the ch ief officer of ]> olicc, or his immediate deputy, of the county, city, or borough. as the case may be. 2. 4. 6. &. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to b< apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mint, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announce mods for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. Mil! EDITOR, New Scotland Yard. It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become . so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the - cir- culation " in Inforinationsand Pawnbrokers Lists ot all property stolen in the provinces, unless where there are grounds for believing that the proper! y has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. Sentenced at South London Sessions, 10th August, 1898, to 3J years penal servitude and 2 years supervi » ion for larceny ( person). Licenced 14th May, 1901 Y 479. Can be dealt with by Police of any District in which he may be found. 2.— C Division,— For stealing £ 110 JOHN ARMSTRONG, alias AUSTIN, age 55, height 5 ft. 9 in., complexion fresh, hair ( curly, turning grey) brown, bald on top, moustache light, eyes brown, slightly lame left foot, deaf; dress, black striped flannel lounge suit, black hard felt hat, lace boots. A temperance advocate. Warrant issued. 3.— F Division.— For stealing £ 5, 27th ult.— JOHN PITMAN, age 28, height 5 ft. 9 in., complexion pale, hair brown, consumptive appear- ance ; dress, dark jacket suit, black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4.— Wokingham ( County).— For being concerned with a man in custody, for housebreak- ing, 4th inst., at Warfield, and stealing a gun ; a pipe; and £ 1 7s.— TWO MEN, 1st, age 18, height 5 ft. 7 or 8 in., complexion fresh, hair and slight moustache light brown, eyes grey; dress, light colour jacket, black vest, dark grey striped trousers, green cloth cap with ventilation seams, blue striped neckerchief, football shirt and boots. A native of Ascot. Was invalided from the Army Medical Corps. 2nd, age 19 or 20, height 5 ft. 3 or 4 in., rather stout build, slightly bow- legged, complexion fresh, hair and moustache light brown ; dress, brown jacket and vest, dark cord trousers ( nearly new), dark cap, heavy lace boots. A native of Bow, London. 5.- - Wokingham ( County).— For stealing, from a hotel at Woodly, a cash box containing about £ 100 ; a will ; 1 cheque for £ 2 18s. on the London and County Bank, signed " A. L. S. Sellon " in favour of " S. Lee," endorsed " S. Lee " ; 1 gold open face English lever watch. No. 46798, gold chain with large seal attached— ROBERI" MELOY, age about 3i, height 5 ft. 8 in., complexion pale," hair dark brown, stoops slightly; dress, blue jack- t and trousers, light cap. He spoke of betting and race meetings. A native of Reading.— A WOMAN, who gave the name of RODNEY, age 35 to 40, height 5 ft. 2 in., stout build,' complexion fresh, bloated face, hair ( fringe in front) light brown, takes short quick steps, can speak German ; wearing a white sailor hat. May be found at hotels or seaside resorts. Warrant issued. Information to Inspector Goddard, Woking- ham. 6.— Windsor ( Borough).— For stealing £ 2 10s„ 28th July last, and 5s„ 7th ult.— ARTHUR FREDERICK CLIVE SAWYER, age 30, height about 5 ft. 5 in., slight build, complexion dark, hair dark brown, moustache brown, scar left leg, boils or boil marks on forearms, nervous manner, speaks softly ; dress, navy blue diagonal jacket, dark vest with white spots, dark striped vicuna trousers, or dark jacket suit, hard felt hat or cap, button boots with patent leather toe- caps, wears a gold double Albert or silver watch chain with compass attached. Usually carries a short cane, sometimes a small black handbag. Warrant issued. £ 2 2s. REWARD. 7.— Windsor ( Borough). — For deserting his children, leaving them chargeable to the Common Fund of the Windsor Poor Law Union — JOSEPH SALISBURY, age 41, height 5 ft. 1 in., thick set, complexion fresh, full face, swollen around eyes, hair ( thin on top) light brown, moustache light, eyes grey ; dress, brown jacket and vest, light cord trousers, blue muffler with white stripes, brown cap. A labourer ; may be found on public works, common lodging or low beer- houses. Absconded lst July last. Warrant issued. The above reward will be paid by the Guardians of Windsor Union to any person giving such information as will lead to the arrest of Salisbury. Information to Chief Constable Nicholls, Wind- sor. CHESHIRE. 8.— Crewe ( County).— For larceny ( lodg- ings), 10th inst.— A MAN, who gave the name of SMITH, age about 25, height 5 ft. 7 or 8 in., complexion fair, hair brown ; dress, dark blue serge suit, pink and white tie, blue cloth cap, lace boots. He stated he was an electrician in the employ of a tirm at Leeds, and that he had been sent to attend to the electric lights at the theatre. Appears well acquainted with theatrical and electric work. Frequents theatres and fair grounds. Warrant issued. Information to Supt. Pearson, Crewe. 9.— Macclesfield ( County).— For steal- ing from his lodgings, 29th ult,, a watch ( re- overed ); and £ 2 2s. 6d.— HERBERT EDWARD WALKER, age 18, height 5 ft. 9 in., com- plexion and hair dark, rather full face, rash 2 THE POLICE GAZETTE. TUESDAY, SEPTEMBER 16, 1902. on cheeks, stoops slightly; dress, dark jacket suit and cap, lace boots, wore a silver guard. A clerk ; native of Pott Shrigley. He served 5 years in Bleasdale Reformatory for obtaining money by false pretences, and was sentenced to 2 months imprisonment at Barrow- in- Furness, September, 1901, for stealing a bicycle. Warrant issued. Information to Supt. Downes, Macclesfield. 10.— Stockport ( Boroiiqh).— For embezzle- ment— JOHN SHAW, age 28, height 5 ft. 8 in., complexion fresh, hair light, eyes blue ; dress, light tweed jacket, blue serge trousers, blue and white striped tie, light cloth cap, lace boots. Supposed a native of Liverpool. Was an inmate of a Church Army Labour Home, and employed delivering firewood to shopkeepers, from whom he received payment for goods supplied. Warrant issued. Information to the Chief Constable, Stockport. ESSEX. 11.— Witham ( County). — For stealing a watch ( recovered)— A MAN, who gave the name of CLARK, age about 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, eyes ( supposed) blue, 3 left fingers deficient, slightly lame right leg ; dress, grey speckled jacket and vest, check cap. He obtains lodgings, usually states he has a contract for carting bricks, & c., commits a larceny and decamps. Warrant issued. Information to Supt. Harrington, Witham. GLAMORGANSHIRE. \ 2.— Noath ( County).— For stealing from Gwaun- cae- gurwen Common a light chestnut cob ( mare), 13 hands, 2 years old, white star . on forehead, off hind fetlock white, switch tail; and a light bay mare cob, 2 years, 13 hands, black points, white star on forehead. Both were sold at Brecon Fair on 2nd inst., and were booked to Elstree R. S. O., Herts— DAVID MOSES, Office No. 809- 02, age 11, height 5 ft. 5£ in., complexion fresh, hair light brown ( bald on top), eyes blue, scar on bridge of nose and left cheek ; dress when last seen, brown coat and vest, corduroy trousers, black bowler hat, carried a light mackintosh. Appearance of a cattle dealer. A butcher; native of Llewel, Brecon. Well known to Police throughout Breconshire and Carmarthen- shire. Sentenced at Brecon Quarter Sessions, 28th June, 1898, to 5 years penal servitude for sheep- stealing. Licenced 29th March, 1902. Y 220. Information to Supt. Menhinick, Neath. GLOUCESTERSHIRE. 13.— Dursley ( County).— For embezzling various sums of money— HARRY CLEVERLY, age 19, height 5 ft. 4 in., stiff build, complexion fresh, round face, hair brown, eyes blue, walks erect; dress, dark jacket and vest, light speckled trousers, brown cap, old lace boots. A native of Tetbury. May endeavour to enlist. Warrant issued. Information to Supt. Perkins, Dursley. 1 i— Bristol ( City). — For embezzling £ 1 15s. Id.— WILLIAM TIPPETTS, age 27, height 5 ft. 5 or 6 in., slight build, hair and moustache brown. A grocer's traveller. Absconded 11th ult. Is accompanied by a woman, age about 18, height 5 ft. 5 or 6 in., hair dark brown. Warrant issued. Information to the Chief Constable, Bristol. HEREFORDSHIRE. 17.— Weobley ( Countxj).— For stealing a silver lever watch, open face, metal chain with compass, attached ; 2 pocket knives ( 1 buckhorn handle, small blade missing, corkscrew, & c.; other white handle, single blade, " Best lamb's foot" on blade)— A MAN, age 35, height 5 ft. C or 7 in., complexion fresh, hair brown, thin moustache sandy, beard about 3 weeks' growth, eyes grey, walks erect; dress, long black three- quarter length coat, faded, dark peak cap, sup- posed moleskin trousers. A tramping labourer. Information to Supt. Marston, Weobley. KENT. 18.— West Mailing ( County).- For high- way robbery at Addington, 23rd ult.— JOSEPH SMITH, alias BROWN, age 50, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved, large forehead, varicose veins both legs ; dress, black pilot cloth jacket, moleskin trousers, coloured neckerchief, dark cap. Supposed known at Whitechapel, London. Warrant issued. Information to Supt. Hoare, West Mailing. £ 1 REWARD. 1 v.— Canterbury ( City).— For deserting his wife and 4 children, leaving them chargeable to the Common Fund of the Canterbury Union— WILLIAM CARTER, age 30, height 6 ft., com- plexion, hair, moustache, and eyes dark, clasped hands and " True love" tattooed on one wrist, addicted to drink ; dress, light check suit, black hard felt hat. A tanner ; native of Canterbury. May be accompanied by a woman, age 30, height 5 ft. 3 or 4 in., complexion and hair dark. Warrant issued. The above reward will be paid by the Guardians of the Canterbury Union to any person giving such information as will lead to the arrest of Carter. Information to the Chief Constable, Canterbury. 20.— Dover ( Borough).— For obtaining £ 1 by false pretences, 19th nit.— GEORGE ERNEST VIRGO, age about 30, height 5 ft. 9 in., stoops slightly, complexion fair, hair and moustache light brown, slight impediment in speech ; dress, light jacket or dust coat, dark trousers and cap, sometimes wears a black soft felt hat. A painter or paperhanger ; native of Dover. Warrant issued. Information to the Chief Constable, Town Hall, Dover. HAMPSHIRE. 15.— Portsmouth ( Borough).— For steal- ing £ 7 10s., 11th inst.— IANE ALLEN, age 55, height 4 ft. 10 in., stout build, complexion pale, hair and eyes grey, carries shoulders high when walking; dress, black and white striped blouse, blue skirt trimmed braid, dark three- quarter cape, black straw hat. Wearing earrings composed of threepenny pieces and a brooch composed of 3 sixpences. A hawker. Is known at Bristol, Cardiff, and Swindon. May be found at common lodging houses or at Salvation Army Shelters. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 16.— Southampton ( Borough).— For em bezzling £ 25— ERNEST EDWARD STUBBING- TON, age 24, height 5 ft. 10 in., complexion fresh, hair and moustache dark brown, eyes brown ; usually wears a Norfolk suit. A Gas Company's collector. Absconded 2nd inst. Warrant issued. Information to the Chief Constable, South- ampton. LANARKSHIRE. 21.— Glasgow ( City).— Escaped from H. M. Prison, Glasgow, where he was undergoing 15 months imprisonment for felony — JAMES TURNER, alias WILLIAM KENT ( No. 200/ 97 Scotch Criminal Register), age 30, height 5 ft. 3£ in., complexion fresh, hair dark, eyes grey, mole back of neck, scar inside lower part of left leg and right knee, flatness on left temple. A sailor; native of Liverpool. May endeavour to obtain employment at seaport towns. Warrant issued. Information to the Chief Constable, Glasgow. NORTHAMPTONSHIRE. 25.— Kettering ( County).— For stealing a nickel silver watch, " Century" lever, No. 243 nickel silver chain attached; and £ 2— A MAN' age about 35, height 5 ft. 9 or 10 in., slight build! complexion sallow, hair ( bald in front), heavy moustache and eyes dark; dress, grey check jacket, double- breasted plaid vest, dark cloth trousers ( nearly new), nailed boots ( new). Stated he was a native of Bulwell, Notts, and that he has served in the 3rd Battalion Welsh Regiment at Cardiff. Information to Supt. Andrews, Kettering. LANCASHIRE. 22.— Blackpool ( Borough).— For forgery WM. LOVICK, alias FREDK. STANDLEY and JOHN BLACKBURN, age 38, height 5 ft. 8* in., complexion dark, hair black, moustache dark, near- sighted, wears glasses, scar left eyebrow, boil mark behind right ear, scar right side of neck; dress, steel grey suit. He obtained at Preston a money order for 2s. made payable at Doncaster, then obliterated Doncaster and inserted Blackpool, and altered the amount to £ 3 2s. He called at a boot shop, 11th inst., made pur- chases to the value of £ 1 lis. 2d., tendered the money order in payment, and received the balance. Is wanted for similar offences at Oldham, Huddersfield and Manchester ( see Case No. 35, 12th inst.) Information to Chief Constable Derham, Black- pool. 23. — cut he roe ( Borough). — ISRAEL SHORROCKS, alias HARDING, Case No. 24, 2nd May last, not now wanted. LEICESTERSHIRE. 24.— Leicester ( Borough).— For embezzling £ 5 2s. 6d.— WILLIAM A. GREEN, age 35, height 5 ft. 6 in., complexion fresh, hair dark, heavy moustache black ; well dressed. Is fond of bet- ting. Was employed as clerk and canvasser in the timber trade. Warrant issued. Information to the Chief Constable, Town Hall, Leicester. OXFORDSHIRE. 26.— Oxford ( County). — For leaving his children chargeable to the funds of the Thame workhouse— JOHN BASS, age'about 48, height 5 ft. 6 in., stout build, complexion, hair and eyes dark, peculiar gait; dress, dark jacket and vest, dark cord trousers, black soft hat. A labourer; native of Oakley, Bucks. May seek employment in the neighbourhood of Ealing. Warrant issued. 27.— Oxford ( County).— For obtaining food, lodgings and 3s. 6d. by false pretences at Cowley — ALFRED HIGGS ( supposed false), age about 50, height 5 ft. 6 in., stout build, complexion and hair dark, eyes grey ; dress, plaid jacket and vest, cord trousers, with rule and side pockets, brown cap, lace boots. Supposed a native of Faringdon, Berks. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. SHROPSHIRE. 28.— Wellington ( County).— For stealing 18s., 14th ult., at Albrighton — FREDERICK ELSON, age 34, height 5 ft. 3 or 4 in., complexion fresh, sharp nose, hair light brown, walks on his heels ; dress, dark jacket and vest, dark blue trousers, grey peak cap. A groom ; supposed a native of Leicestershire. May seek employment as ostler at public houses or at hunt kennels. Warrant issued. Information to Chief Supt. Edwards, Welling- ton. SOMERSETSHIRE. 29.— Bath ( City). — WILLIAM MARTIN, Case No. 45, 18th July last, information cancelled. 5 TA FFORDSHIRE. 30.— Longton ( County).— For deserting his wife and family, 31st July last— RICHARD WHITEHURST, age 45, height about 5 ft. 9 in., complexion dark, hair ( turning grey) black, eyes grey, nose has been broken, fish tattooed on left forearm; dress, short blue pilot jacket with velvet collar, old dark vest, brown cord trousers, black cap. A collier; native of Kingsley, Staffs. Warrant issued. Information to Supt. Oakden, Longton. SURREY. 31.— Godalming ( County).— For obtaining, 15th inst., by false pretences, a silver cigarette case, engraved, shield on front; 1 silver vesta box, similar pattern, engraved, shield on front; 1 ring, set opal and ruby- colour stone ; 1 pearl ring, 2 rows of pearls and 1 row of red stones ; 1 ling with row of red stones, and supposed pearls; 1 ring, set small diamond and 2 red stones— BERTIE MAYHEW, age 23, height 5 ft. 10 in., stout build, complexion fresh, full face, hair and moustache sandy, eyes brown, birthmark on right cheek ( supposed large mole); dress, dark brown jacket suit, dark jersey, brown boots. An engineer. Recently discharged frOm the 1st Royal Dragoons, Shorncliffe. May have in his possession a bicycle. Absconded 15th inst. Warrant issued. Information to Supt. Collis, Godalming. 32.— Guildford ( County).— For embezzling £ 12, at Woking— ERNEST A. WELLS, age 26, height 5 ft. 8 in., well built, hair dark brown, clean shaved, eyes ( supposed) dark, mole back of neck; dress, grey jacket and trousers, old lace boots. A dairyman. DUBLIN. 33.— Dublin [ County).— Escaped from Mary- borough Prison, ( 5th inst., while undergoing a sentence of penal servitude for life, for feloniously back of left hand near little finger, cut on left fore- finger ; wearing prison trousers, shirt and socks. Prison trade, a tailor; may assume clerical or female attire. A native of Pulranny, Achill. Has been wounding with intent to murder, and arson— a national school teacher, also'served in the Liver- JAMES LYNCHEHAUN, age 43, height 5 ft, pool and Manchester Police Forces. in., stout build, complexion fresh, oval face, Information to the Inspector- General, Royal short neck, hair brown, eyes hazel, cut mark Irish Constabulary Office, Dublin Castle. HAMPSHIRE. 34.— Romsey ( County).— For being con- cerned with another man in custody charged with stealing a black mare ( see GAZETTE 15th ult., Case No. 74).— Licence Holder— JOHN RAITH alias JOHN ERRINGTON, Office No. 3058- 01 ( see ILLUSTRATED CIRCULAR No. 64, dressed as a stableman; native of EsSex. This man is a dangerous travelling horse thief, carries a loaded revolver, and associates with low horse dealers. Last known address 8, Union Street, Kingston- on- Thames. He is also wanted by the London ( Metropolitan) Police for failing to report. Special enquiry requested at Markets, Fairs, etc. Sentenced at Norwich, 11th Case No. 26), age 45, height 5 ft. 4$ in., complexion fresh, hair light brown ( thin), eyes blue, stiff build, scar on nose, centre of head and left thumb, mole each side of belly and 4 left of neck, 1st left finger stiff, very small ears; when last seen had short clipped moustache ; November, 1887, to 22 years penal servitude for horse- stealing and shooting at police at East Harling, Norfolk. METROPOLITAN POLICE DISTRICT 35.— T Division, — For stealing money orders, value £ 20— FRANK BAYLY, age 34, Height/ 5] ft. 5 ^ in., complexion fair, hair light brown, eyes light blue, prominent nose, of delicate appearance. A clerk ; native of Ports- mouth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. KENT. 36.— Margate ( Borough).— Escaped from custody, 5th inst., while being conveyed to H. M.
