All announcement! for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in om issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where « reward is offered, the name and address of some person responsible for the payment must be given, and. the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any anwmncement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SPECIAL NOTICE. THE Metropolitan Police still continue to receive complaints about a dealer in dogs, named L. CLEMENTS, alias ASTORIA, late of 52 Maida Vale, London, N. W. ( See POLICE GAZETTE, 17th June, 1898; 28th September, 1900; and 1st November, 1901.) He is now residing at 73 Hamlet Gardens Mansions, Ravenscourt Park, W., and has succeeded in obtaining dogs from many persons in the provinces by writing from that address. Unless process can be obtained against him for fraud, Police cannot assist, and action should be taken in the County Court. ( C. I. D. Corres- pondence, 113155). APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT l — Convict Supervision Office. — For failing to report— Licence- holder THOMAS PEARCE, Office No. 2067- 02, age 46, height 5 ft. 6 in., complexion fresh, hair grey, eyes blue, scar back each hand, right wrist, and 2 back of neck, 2nd right finger nail deformed, mole right of nose and left of neck. Sentenced at Exeter Assizes, 19th- June, 1899, to 4 years penal servi- tude for attempted unnatural offence. Licenced 25th July, 1902, Z 175. Reported in London, 28th ult., his intention of going to Bristol, but did not report there. Can be dealt with by Police of any district in which he may be found. 2.— Convict Supervision Office. — Expiree GERTRUDE GREEN, Office No- 2685- 99. See GAZETTE, 4th May, 1900 ( Tabular Form), not now wanted. 3.— c Division.— For obtaining £ 3 by false pretences — WILLIAM BENETT, age 28 to 30, height 5 ft. 11 in., complexion fresh, hair dark, speaks with Yorkshire accent; dress, dark suit. He represented that he was one of the Sheffield United football team and that he had been robbed. Warrant issued. 4.— F Division.— For obtaining £ 3 10s. by false pretences— CHARLES C. PRICE, age 29, height 5 ft. 9 in., slight build, complexion fresh, hair and slight moustache light, eyes blue ; dress, dark jacket suit, white straw hat. A native of Cheltenham. He obtained the above amount from a person whom he engaged as waiter, by representing that he had purchased an hotel at Henley- on- Thames. Warrant issued. 5.— p Division.— For stealing £ 45 and 3 cheques, Sth inst.— HARMON GINGER, age 25. height 5 ft. 4 in., complexion fair, hair and slight moustache light; dress, brown jacket and trousers, dark blue vest, Blucher boots. BERKSHIRE. 7.— Wokingham { County).— For being concerned with a man in custody, for housebreak- ing, 4th inst., at Warfield, and stealing a gun ; a pipe; and £ 1 7s.— TWO MEN, 1st, age 18, height 5 ft. 7 or 8 in., complexion fresh, hair and slight moustache light brown, eyes grey; dress, light colour jacket, black vest, dark grey striped trousers, green cloth cap with ventilation seams, blue striped neckerchief, football shirt and boots. A native of Ascot. Was invalided from the Army Medical Corps. 2nd, age 19 or 20; height 5 ft. 3 or 4 in., rather stout build, slightly bow- legged, complexion fresh, hair and moustache light brown ; dress, brown jacket and vest, dark cord trousers ( nearly new), dark cap, heavy lace boots. A native of Bow, London. Information to Inspector Goddard, Woking- ham. CHESHIRE. 8.— Macclesfield ( County).— For steal- ing from his lodgings, 29th ult., a silver English lever watch, No. 38466, gold hands, seconds fingers, maker Kuffeman; and £ 2 2s. 6d.— HERBERT EDWARD WALKER, age 18, height 5 ft. 9 in., complexion and hair dark, rather full face, rash on cheeks, stoops slightly; dress, dark jacket suit and cap, lace boots, wore a silver guard. A clerk ; native of Pott Shrigley. He served 5 years in Bleasdale Reformatory for obtaining money by false pretences, and was sentenced to 2 months imprisonment at Barrow- in- Furness, September, 1901, for stealing a bicycle. Warrant issued. 12.— Brentwood ( County).— For stealing, 30th ult., a bicycle, transfer on head " Harris," 24 in. frame, flat handle bars, lady's Lamplough saddle, rat- trap pedals, black enamelled, lined gold, new rubber cover on front wheel, no mud- guards or brake; a Swiss lever watch, small piece chipped out of centre of face, German silver cases, seconds hand dial at bottom of face, opens at front and back, almanack inside back case ; 1' silver chain, curb pattern, small silver heart- shape locket attached, links and heart stamped— MARK DORRINGION, age 24, height 5 ft. Allen, Brentwood. 13.— Grays ( County).— For embezzling 8?. 2d., 23rd and 28th nit., at Stifford— ERNEST GRIFFIN, age about 21, height 5 ft. 7 or 8 in., complexion fair, thin face, hair and slight mous- tache light, eyes blue, is suffering from a sore leg ; dress, blue serge suit, black hard felt bat. GLOUCES TERSHIRE. 16.— Staple Hill ( County).— For stealing, 2nd inst., at Kingswood, a watch ( recovered)— FREDERICK " WOODINGTON, alias MONICKER, age about 36, height about 5 ft. 6 in., drooping shoulders, complexion sallow, hair and eyes dark, peculiar manner, especially when in conversation, is addicted to drink ; dress, dark coat and vest, blue serge trousers, spotted necker- chief, grey cap ( all greasy). A shoemaker ; native of Kingswood. Warrant issued. Information to Supt. Cooke, Staple Hill. 17.— Bristol ( City).— For stealing a suite of furniture ( recovered)— JOSEPH HARRIS, age 30, height 5 ft. 4 or 5 in., slight build, complexion pale, small features, hair and moustache dark brown. He represented himself as a pianoforte tuner and dealer, obtained furniture on a hire purchase system, which he afterwards sold. Absconded 23rd ult. Is accompanied by his wife and 2 children, 1 age about 2^ years, other about 4 months. Warrant issued. 18.— Bristol ( City). — For embezzling £ 1 15s. Id.— WILLIAM TIPPETTS, age 27, height 5 ft. 5 or 6 in., slight build, hair and moustache brown. A grocer's traveller. Absconded 11th ult. Is accompanied by a woman, age about 18, height 5 ft. 5 or 6 in., hair dark brown. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 19.— Portsmouth ( Borough)— Vox steal- ing, 3rd inst., a gold curb Albert, locket containing the photograph of a man, and a gold seal attached; 1 silver Geneva lever watch ; 1 gold signet ring, set garnet ; 1 small gold pin, set garnet; 1 pair small gold earrings, set imitation diamonds, brooch to match ; 1 gold dress ring, set 3 garnets ; 1 gold ring, set 3 turquoise ; 1 gold curb brooch ; 1 plush seal jacket, three- quarter length, fur on collar and down front; 1 black three- quarter length cloak; a quantity of underlinen; and £ 15 10s.— TERESA SARSFIELD, ago 30, height about 5 ft. 3 in., slight build, complexion ruddy, thin face, hair light brown, eyes blue, bad teeth ( prominent); wearing a brown plaid bodice, black sailor hat, and no doubt some of the stolen property. She obtained a situation as nurse to an invalid lady lst inst., and absconded with the above property 3rd inst. 20. — Portsmouth ( Borough).— Y or highway robbery, 4th May last— LEONARD WHEATCROFT, age 19 or 20, height 5 ft. 6 or 7 in., slight build, complexion fair, thin face, hair ( worn on forehead, curled at ends) and eyes dark. A labourer ; associates with shoe- blacks, frequents railway stations. May be found at common lodging houses. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borough).— For steal- ing, 6th inst., 6 plough irons and 1 heavy hammer, stamped " G. T. Bailey"; 6 plough irons; 1 shoulder plane ; 1 chariot do.; 35 bits in case ; 25 do.; 7 twist bits, sizes i, f, J, and 1 in.; 1 biace ; 1 apron, marked " Watts" ; 1 basket, marked " A. N. Smith"— W. RICHARDS ( supposed false), age about 35, height 5 ft, 10 or 11 in., complexion fresh, hair sandy; dress, brown suit and cap. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 22.— Ledbury ( County).— For embezzling 5s. 6d„ 16th ult.— FRANK LEA, age 24, height 3 ft. 6 in., complexion sallow, hair dark, tuft in front, clean shaved, eyes ( weak) hazel, turns his toes inwards when walking; dress, blue serge jacket and vest, grey trousers, and cap. A barber's assistant ; native of Leamington. Warrant issued. Information to Supt. Phillips, Ledbury. 23.— Leominster ( County).— For larceny, 20th ult. — CHARLES POCKNELL, age 49, height 5 ft. 6£ in., complexion fresh, hair dark brown, moustache dark, eyes grey, scar both lips and on chin; dress, dark suit, brown peak cap, strong nailed boots. Is supposed to have other clothing in his possession. A native of Townliope, near Hereford. Usually obtains employment at farm houses. Warrant issued. Information to Supt. Price, Leominster. ISLE OF WIGHT. 24 — Newport ( County).— For neglecting to maintain his wife and 3 children, leaving them chargeable to the Common Fund of the Isle of Wight Union— CHARLES COOK, age 38, height 5 ft, 4 or 5 in., complexion fresh, hair dark, eyes blue, small cut scar between eyebrows, teeth slightly decayed. A stableman ; native of Cowes. Warrant issued. Information to Supt. Hale, Newport. KENT. 25.— Faver sham ( County).— For receiving £ 10 10s. lid. and fraudulently converting the same to his own use— HARRY DANIEL HORTON, age 35 to 40, height 5 ft. 3 or 4 in., complexion, long moustache, eyebrows ( bushy) and eyes dark, hair black, high forehead, thin face, bead inclines slightly to left side when walking, deep voice; dress, black morning coat and vest, dark trousers, hard felt or soft grey hat, lace boots. An auctioneer; native of Wincanton, Somerset. Warrant issued. Information to Supt. Crowhurst, Faversham. 26.— West Mailing ( County).— For high- way robbery at Addington, 23rd ult.— JOSEPH SMITH, alias BROWN, age 50, height 5 ft, 7 or 8 in., complexion and hair dark, clean shaved, large forehead, varicose veins both legs; dress, black pilot cloth jacket, moleskin trousers, coloured neckerchief, dark cap. Supposed known at Whitechapel, London. Warrant issued. 27.— West Mailing ( County).— For larceny at Leybourne, 20thult.— ELIZABETH PERKINS, age 23, height 5 ft. 5 or 6 in., slight build, com- plexion pale, hair light brown, eyes blue; dress, black and white blouse, brown skirt, black sailor hat, sometimes wears a blue jacket. LEICES TERSHIRE. 29.— Leicester ( Borough).— For obtaining credit to the amount of £ 25 4s. 7d., while an undischarged bankrupt, 19th ult. — ERNEST BYE BLACK, age 32, height 5 ft. 10 in., complex- ion sallow, hair dark, slight moustache black. A horticultural engineer; formerly traded at Cheshunt, as " A. Rowdon & Co." Warrant issued. Information to the Chief Constable, Town Hall, Leicester. LINCOLNSHIRE. 30.— Louth ( Borough).— For leaving his wife and children chargeable to the Common Fund of the Louth Union— WALTER FRED ATKIN, age 34, height 5 ft. 4 in., complexion fair, hair ( rather curly) brown, large moustache light brown or sandy, eyes light blue, lst and 2nd right fingers deficient. Is a good billiard player, may be found at Liberal Clubs. Hawks hardware. Warrant issued. Information to Chief Constable Danby, Louth. MONMOUTHSHIRE. 31.— Newport ( Borough).— For obtaining £ 18 17s. by false pretences, 20th ult.— GARABIT CARLO, alias THOMAS MARTIN, an Armenian, age 30 to 35, height 5 ft. 9 or 10 in., slight build, hair, moustache, and whiskers ( close cut) black, thin fingers, scar right cheek; dress, blue coat and vest, brown striped trousers, brown tie, straw hat with black band, brown button boots. He represented himself to be captain of an English ship lying at the London docks, and pretended to engage 2 foreign seamen, obtaining from them the above sum together with their sea service discharges and Newport G. W. railway cloak room tickets, under the pretence that he would take cave thereof until they joined the ship, then made an excuse to leave their company and absconded. Usually stays at Greek and Italian boarding houses. May have in his possession a lady's 18 ct. gold Swiss lever watch, No. 118348. Warrant issued. Information to Head Constable Sinclair, New- port. NORTHUMBERLAND. 32.— Morpeth ( County).— For stealing a bicycle, " Albany" make, Palmer tyres, mud- guards, rubber pedals, brake and lamp— A MAN, who gave the name of — WILKIE, age about 23, height 5 ft. 5 in., complexion fair, full round face, slight moustache ginger, speaks with foreign accent, supposed well educated ; dress, dark coat and vest, dark striped trousers, straw hat. Stated he was a doctor. Was last seen, 8th ult., riding towards Jedburgh. Is believed identical with John Smith, Case No. 38, 25th June last. Warrant issued. SHROPSHIRE. 33.— Wellington ( County).— For stealing 18s., 14th ult., at Albrighton — FREDERICK ELSON, age 34, height 5 ft. 3 or 4 in., complexion fresh, sharp nose, hair light brown, walks on his heels ; dress, dark jacket and vest, dark blus trousers, grey peak cap. A groom; supposed a native of Leicestershire. May seek employment as ostler at public houses or at hunt kennels. Warrant issued. Information to Chief Supt. A clerk ; native of Ports- mouth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. back of left hand near little finger, cut on left fore- finger ; wearing prison trousers, shirt and socks. Prison trade, a tailor; may assume clerical or female attire. A native of Pulranny, Achill. Has been a national school teacher, also served in the Liver- pool and Manchester Police Forces.
