TH£ I GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 29, 1902. VOL. XIX., No. 1948. REGrTLrLATIOBIS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lets rink than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded, so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted OK I payment, and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard. London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( « ) The amoundot the reward. ( fe) The conditions on which it is payable. ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo poperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, SAV., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— Criminal Investigation De- partment.— For forgery — CHRISTOPHER FREDERICK EMMOTT, age 48, height 5 ft. 8 in., complexion fresh, hair ( bald) grey, pro- minent nose, round head, small mouth, addicted to drink. A solicitor. Warrant issued. 2.— Convict Supervision Office. — For failing to report— Supervisee JOHN WATTS, alias JOHN WILLIAM WATTS, ARTHUR LhONARD and DADDS, Office No. 1065- 02, age 36, height 5 ft. \\ in., complexion fresh, hair brown ( thin), eyes grey, scar right of head, 2 back of head, 1 each eyebrow, corner of left eye, bridge of nose and back of neck, 2 faint tattoo marks left forearm, right hand deformed. Sentenced at South London Sessions, 13th May, 1896, to 4A years penal servitude and 3 years supervision for larceny. Licence revoked ; liberated on expiration of penal servitude, 10th April, 1902. Supervision expires 12th November, .1903. M S W 621. Reported at Reading, 19th inst., his intention of proceeding to London, but did not report arrival there. Can be dealt with by police of any district in which he may be found. 3.— Convict Supervision Office. — For failing to report— Licence- holder ISXAC SLATER, alias HENRY IRONS, GEORGE WELLS, FRANCIS IRONS, FRANCIS HYAMS, FRANCIS FRANCIS, and ISAAC HANBURY, Office No. 1977- 02, age 75, height 5 ft. 5 in., com- plexion sallow, hair and eyes grey, scar left thumb, left forefinger, left forearm and back of neck, mole above left cheek. Sentenced at Northampton Quarter Sessions, 18th October, 1894, to 7 years penal servitude for false pretences. Licence re- voked ; liberated on 2nd licence, 15th July, 1902, which expires 21st December, 1902. CHNU 413. Reported on release, 15th ult., his intention of proceeding to Northampton, but did not report arrival there. Can be dealt with by police of any district in which he may be found. i.— C Division.— For obtaining £ 4 by false pretences — GEORGE BRIGGS, alias SMITHERS, age about 25, height about 5 ft. 6 in., stout build, rather bow- legged, turns toes inwards, complexion and hair dark, full face, shot scars left hand, fingers contracted; wearing khaki uniform, brown leggings, soft felt hat. Supposed native of West Australia. Warrant issued. 5.— G Division.— For embezzling 30s., 3rd inst.— ALBERT ALFRED LOODES, age 30, height 5 ft. 8 in., walks erect, complexion fair, hair ( wavy) light, clean shaved, teeth dis- coloured, well educated ; wearing dark jacket, fancy corduroy vest, straw hat, side spring boots. A native of Gateshead. Ha? served in the Yeomanry. Warrant issued. 6.— K Division. — For stealing ( bailee) £ 3 13s. 9d.— FREDERICK PLATT, age 22. height 5 ft. 7 in., complexion fair, hair light, eyes blue, " I love Nelly Webber" and star on right fore- arm, " I. L. N. W." on right knuckles, horse's head and whip left forearm, all in blue ink ; dress, brown tweed jacket suit, black and white check neckerchief, blue cloth peak cap. A seaman ; native of Poplar. Is supposed to have gone to Cardiff or Liverpool. Warrant issued. 7.— K Division.— For stealing ( bailee) a horse, cart, and harness ( recovered)— WILLIAM WALLACE, age27, height 5 ft. 10 in., complexion fair, hair brown, moustache ginger, eyes brown, one upper tooth deficient; dress, black diagonal coat and vest, dark trousers, red tie. blue cap. A native of Sutton, Surrey. Warrant issued. 8.— X Division.— For stealing, 21st inst., a diamond necklace, spray of flowers, snap fastening; 1 gold band bracelet, set 20 graduat- ing diamonds ; 1 do., set diamonds and sapphires alternately; 1 gold bracelet, link pattern, set diamonds and sapphires alternately ; 1 lady's gold keyless watch, set diamond centre of outer case, small gold rope fob chain and bottle shape pendant ( set 3 diamonds) attached ; 1 plain fine gold neck chain; 1 gold pin, large, pear shape, square setting, rose diamonds therein ; 1 half- moon do., set diamonds, bar across set 3 diamonds ; 1 lady's gold chain, octagon locket attached ; 1 long gold neck chain, small gold chain purse attached; 1 gold cigar case, " Presented to Bernard Baron by the Directors of Ogden's, Limited," engraved thereon ; 1 gold cigarette case, " Presented to Bernard Baron by Engineers in his employ on his 55th birthday, 5th Deer., 1900," engraved thereon ; 1 gold bar brooch, set 3 diamonds one end, crescent of graduating diamonds in centre ; 1 do., set large onyx and several small pearls; 1 pair glasses, gold rims, chain attached ; 1 pair gold cuff buttons, Persian, size of a florin ; 1 gold stud, set diamonds; 1 gold and platinum locket, diamond in centre; 1 diamond cluster ring, emerald in centre ; 1 gold ring with moveable clasp hands ; 1 pair lorgnettes, tortoiseshell handle, gold chain set pearls attached ; 1 green leather jewel case, silver gilded corners and shamrock on lid ; 2 small loose diamonds ; 1 gold watch ; 1 silver do., old; 1 ivory handle pen knife, lady in tights carved thereon ; 1 American 2 J dollar note; 2 £ 5 Bank of England notes— FERDINAND WEBBER, age 20, height 5 ft. 1 or 2 in., slight build, complexion very sallow, hair light; dress, black jacket suit. CITY OF LONDON. 9.— For fraud ( bogus companies)— AUGUSTIN JAMES FLEMING HEALY, age 40 to 45, height 6 ft., well built, hair and long moustache brown, full face, speaks with American accent, plausible manner; well dressed. A native of St. John's, Newfoundland, late of 369 Brixton Road, S. W.— ALFRED WRIGHT, alias UPRIGHT, age about 35, height 5 ft. 10 or 11 in., slight build, com- plexion fair, thin features, hair and slight moustache light, sleepy look, plausible manner; well dressed. Late of Dunblane, Milton Avenue, Westcliff- on- Sea. Both have recently resided at Brighton. They have been connected with the following Companies : The Anglo- American Ex- change, the Rhodesian Purchase and Exploration Syndicate, the Prah Concessions, Limited, the Barberton Development Syndicate, and the Gold Estate Financial Corporation. Warrant issued. 10.— For receiving a quantity of underclothing knowing it to have been stolen— CHARLES H. KNOX, age about 40, height 5 ft. 9 or 10 in., stout build, red face, hair and moustache ( turning grey) dark ; dress, grey plaid jacket suit, hard felt hat. Late of 41 Blackhorse Lane, Waltham- stow. Is believed to be a licenced hawker. Travels the country with a roan pony and cart, • with samples of common goods. He pretends to represent firms in London, which do not exist. Is well- known in Kent and Surrey, where he has permits to sell goods at barracks. Warrant issued. Information to Supt. Mc William, 26 Old Jewry, E. C. BERKSHIRE. U.— Wokingham ( County).— For stealing a new green tweed jacket suit — CHARLES KENT, alias CHARLES SMITH, age 21, height 5 ft. 6 or 7 in., complexion fair, hair brown, burn scar side of jaw ; wearing the stolen clothes. A native of West Kensington. Is a private, No. 1671, of the Army Medical Corps, Woolwich. Warrant issued. Information to Inspector Goddard, Wokingham. 12.— Reading ( Borough).— For stealing £ 70 and a " Singer" sewing machine— LAURA ANN LEVY, age 40, height 5 ft. 2 or 3 in., rather stout build, round features, hair ( turning grey) black, eyes dark ; dress, blue jacket and skirt, light blouse, white sailor hat. Had in her possession a quantity of clothing and a marriage certificate. — FREDERICK BAREFOOT, age 47, height 5 ft. 9 or 10 in., hair dark brown, heavy droop- ing moustache brown, small blotchy face, addicted to drink, fond of horse racing; dress, slate colour morning coat and vest, brown Alpine hat. A painter. Had in his possession small brown leather and glazed black bags; a black wooden box, 24 in. by 18 in. ; 1 brown tin hat box, oval ; several blankets and sheets sewn up in canvas; 2 parcels made in a similar manner; and a " Tate " s\ igar box. DENBIGHSHIRE. 13.— CoSwyn Bay { County).— For embezzl- ing £ 31, the monies or' his employers— GEORGE GRICE, age about 30, height 5 ' ft. 6 or 7 in., walks erect, takes short steps, complexion sallow, hair and moustache brown, rather short neck ; dress, dark suit, black hard felt hat. A com- mercial traveller for a coal and iron firm ; native of Chester. Warrant issued. Information to Supt. Jones, Denbigh. DERBYSHIRE. 14.— Chesterfield ( County).— For steal- ing, 14th inst., at Temple Normanton, a lady's silver Geneva watch ( recovered); 1 pair red spotted socks ; 4 or 5 handkerchiefs ( 1 with piece of red cotton stitched in one corner) ; 1 pair lady's button shoes with toe caps, size 4, nearly new ; 1 pair dark brown and blue check trousers ; 1 pair braces ; 1 chemise— A MAN, age 24 or 25, height 5 ft. 2 or 3 in., hair brown, eyes ( full) grey, tattooed on arms ( supposed anchor left forearm); dress, old speckled jacket suit, white silk handkerchief, black and white check cap, old light lace boots. Supposed a native of Manchester.— A WOMAN, age 24 or 25, height 5 ft. 2 or 3 in., hair ( frizzy in front) brown; dress, black dress with red shade, 2 small frills on bottom, short dark blue jacket, black and white blouse, narrow velvet and old lace trimmings, white sailor hat with black band. They took lodgings, stayed a week, committed larceny, and decamped. Information to Snpt. Faulkner, County Police Office, Chesterfield. 15.— Derby ( County).— For obtaining £ 475, between 9th and 15th ult., by fraud— CHARLES MILLER, age about 65, short stout build, bald, moustache grey, has a habit of looking to one side; dress, grey suit, wears glasses and gold watch guard.— GEORGE MORLAND, very tall, complexion and moustache dark, wears glasses. They advertised in newspapers for loans for short periods on security, viz., contract notes, which were afterwards found to be worthless. Warrant issued. Information to Deputy Chief Constable Airey, County Police Office, Derby. 16.— Chesterfield ( Borough).— For steal- ing, 26th inst., 1 pair boots ( recovered)— A MAN, age about 35, height 5 ft. 8 or 9 in., complexion dark, hair and moustache dark brown, peculiar gait; dress, black coat, light trousers, hard black hat. Was carrying an old bass containing tools. Stays at common lodging houses and makes and sells dolley tubs and butter kegs. Information to the Chief Constable, Chesterfield. DEVONSHIRE. 17.— Devonport ( Borough).— For stealing, 25th ult., £ 11 7s. 9J.— J. C. THOMPSON or FOSTER ( supposed false), age about 32, height 5 ft. 9 in., stout build, complexion fresh, hair ( curly in front) brown, moustache light, scar on face ; dress, blue twill jacket suit, blue and white spotted tie, black hard hat ( usually worn on back of head), brown shoes. A clerk. Has been employed as a labourer, and timekeeper to a firm constructing electric tramways. Absconded 25th ult. Warrant issued. Photograph can be seen on application. Information to the Chief Constable, Devonport. DURHAM. 18.— S took ton- on- Tees ( County).— For embezzling £ 197 15s. between 1st February last and 1st ult.— ALFRED SULLIVAN OAKLEY, age about 27, height about 6 ft., walks erect, complexion sallow, hair black, clean shaved, rough voice; usually wears dark clothes. A clerk or traveller. Was employed by a London piano manufacturer about two years ago. Pre- viously employed at Hull. Absconded 26th June last. May be accompanied by a woman, age 21, height 5 ft. 2 or 3 in., slight build, complexion pale, hair ( worn over eyes) brown. A restaurant waitress; native of Bishop Auckland. Warrant issued. Information to Supt. Hildreth, Stockton- on- Tees. ESSEX. 19.— Thorpe ( County).— For an indecent assault, 31st ult., at Clacton- on- Sea— WILLIAM HENRY CKANSHAW. age about 26, height 5 ft. 8 or 9 in., complexion sallow, hair dark, eyes crossed ; dress, old black diagonal morning coat and vest, supposed grey trousers, check cap. May seek employment as a messenger or carry parcels at railway stations. Warrant issued. Information to Supt. Jones, Thorpe. FLINTSHIRE. 20.— Holywell ( County).— For stealing, 18th inst., a small brown portmanteau ; 1 book, " Prac- tical Printer," " John Lewis Meredith" written inside ; 1 lady's gold keyless watch, gold face, makers, Pain Brothers, Hastings; 1 do. silver watch and neckchain, engraved " E." or " Edith Rowberry," and £ 2 10s. 6d.— BERT E. WYATT, alias E. E. WYATT, age 28, height about 5 ft. 7 in., complexion, hair and slight moustache dark, thick lips, left forefinger injured, front upper teeth missing; dress, blue coat and vest, pepper and salt trousers, hat with pointed crown, brown boots. A printer's machinist; supposed a native of Bradford. Warrant issued. Information to Supt. Jones, Holywell. GL OUCES TERSHIRE. 21.— staple Hill ( County).— For stealing ( bailee), 2nd June last, at Kingswood, a silver lever watch— JOHN TAYLOR, age 45 to 50, height 5 ft. 7 or 8 in., complexion fresh, hair grey ( worn long, bald on top), short sandy beard, walks lame ( supposed left leg), addicted to drink ; dress, dark coat and vest, light plaid trousers, black tie, brown soft felt hat, light lace boots. Is accompanied by his wife, takes apartments and represents himself to be a watch and clock repairer. Was in the neighbourhood of Chippenham, Wilts, on 14tb inst. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 22.— Aldershot ( County).— For embezzle- ment— ISAAC PARKER, age 35 to 40, height about 6 ft., well built, complexion fair, hair light brown, slight moustache brown, wart on cheek ( supposed right), talkative; dress, light grey suit, black hard felt hat, sometimes wears knickers. Has served in the Army. Is fond of betting and talking about his relatives. He frequents hotels, & c. Warrant issued. 23.— Aldershot ( County).— For stealing, 13th inst., a cob ( recovered)— GEORGE TH0S. WILLIAMS, age 23, height 5 ft. 10 in., complex- ion fresh, hair light brown, moustache ( curled at ends) dark, eyes brown, small mole left groin, of smart appearance ; dress, light brown reefer coat, reddish lines running through, forming squares, light brown vest, khaki colour riding breeches, brown leather leggings with straps. Had with him a brown leather watering bridle. A native of Flint. Is a private, No. 6634, of the 2nd Cheshire Regiment. Was employed as a groom. 24.— Aldershot ( County).— For embezzle- ment— HARRY BROUNCKER, age about 36, height about 5 ft. 4 in., stout build, complexion dark, hair black, moustache dark, eyes hazel, usually wears a fancy vest, wearing 2 gold rings ( 1 belcher, 1 with crest) on right little finger, gold watch and chain. A printer's traveller; absconded 19th inst. Warrant issued. Information to Supt. Hawkins, Aldershot. 25.— Bournemouth ( County).— For steal- ing, 21st inst., a dog cart ( recovered)— EDWARD PETER HIBBERT, age 32, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, slight light moustache, eyes grey, abscess mark on jaw ( sup- posed left); ' dress, blue serge jacket suit, white tie, hard felt hat, button boots. A commission agent for horse dealers. Has in his possession a conductor's licence. Attends race meetings. Warrant issued. 26.— Bournemouth ( County). — For ob- taining £ 1010s. by a fictitious cheque, 24th inst.— ALOIS FISCHER, alias ALFRED FISCHER, a Bavarian, age 35, height 5 ft. 4} in., stout build, square shoulders, complexion dark, hair dark brown, moustache dark, cut mark muscle left arm, 3 moles left, 1 right side of f ice; dress, dark tweed Norfolk suit, brown stockings, white straw hat, supposed black band. A chef ; usually applies at registry offices for employment. Dur- ing the past 6 months he has visited Salisbury, Weymouth, Amesbury, Southampton, Eastleigh, Portsmouth and London. Absconded 25th inst. Warrant issued. Information to Supt. Foster, Bournemouth. KENT. 27 — Folkestone ( Borough).— For stealing, 23rd inst., a cheque book on the Manchester and County Bank, Stockport branch; 1 light grey suit, makers " Mackenzie & Ferrins" or" Holliday & Store, Liverpool," on tab ; 1 dark grey overcoat, black velvet collar. " Holliday & Store" on tab ; 1 pair box calf button boots, size 8, " A. Drennan, Cheadle Hulme," stamped inside ; 1 pair patent leather shoes, size 8 ; 1 large brown leather hand bag, dark stain on outside at bottom ; 1 hair brush, silver back, square, initials " E. S. T." on back; 2 hair brushes in brown leather case, " H. T." thereon; 1 razor in case— FRED GHOUL or GHAEL, age 30, height 5 ft. 6 or 7 in., complexion fair, hair ( brushed up) and moustache ( turned upwards) brown ; dress, bluish- grey suit, straw hat with black band, boots. A German waiter. Information to the Chief Constable, Folkestone. 28 — Ramsgate ( Borough).— For stealing, 22nd inst., a razor ( recovered); 1 plain gold English lever watch, seconds hand, small dent back of outer case, maker ( supposed) Kingston ; 1 gold Albert, consisting of 6 or 8 strands, made from a long guard chain, square centre piece; 1 plain gold locket, " Presented to H. Bent by J. Fen- wick," & c., engraved thereon SAWYER, age 28 to 30, height 5 ft. 3 to 5 in., complexion dark, hair and moustache dark brown; dress, dark jacket suit, hard felt hat, boots, wearing gold double Albert chain ; carried a small black hand- bag.
