All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought ivill he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of loi. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Eccry announcement, if for the apprehension of a person, mvst be guaranteed by the signature of an officer of > wt less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. TI03VS. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements coyicerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For forgery — CHRISTOPHER FREDERICK EMMOTT, age 48, height 5 ft 8 in., complexion fresh, hair ( bald) grey, pro minent nose, round head, small mouth, addicted to drink. See GAZETTE, 6th December, 1901 ( Tabular Form), not now wanted. 3.— Convict Supervision Office. — For failing to report— Licence- holder WIL LIAM JONES, alias CHARLES JACKSON and CHARLES HOWARD, Office No. 1689- 02, age 40 height 5 ft. 6£ in., complexion fresh, hair brown eyes grey, scar left forefinger and between left thumb and finger, mole right wrist, 2nd right toe overlaps big toe. A tailor's cutter; native of Germany. Sentenced at Central Criminal Court, 19th April, 1892, to 12 years penal servitude and remanet of former sentence for rape. Licenced 17th June last, which expires 4th November, 1905. Reported at Portsmouth on release his intention of proceeding to Liverpool, via London. THOMPSON or FOSTER ( supposed false), age about 32, height 5 ft. 9 in., stout build, complexion fresh, hair ( curly in front) brown, moustache light, scar on face ; dress, blue twill jacket suit, blue and white spotted tie, black hard hat ( usually worn on back of head), brown shoes. A clerk. Has been employed as a labourer, and timekeeper to a firm constructing electric tramways. Absconded 25th ult. Warrant issued. Photograph can be seen on application. DURHAM. 15.— Stock ton - on- Tees ( County) .— For embezzling £ 197 15s. between lst February last and 1st ult.— ALFRED SULLIVAN OAKLEY, age about 27, height about 6 ft., walks erect, complexion sallow, hair black, clean shaved, rough voice; usually wears dark clothes. A clerk or traveller. Was employed by a London piano manufacturer about two years ago. Pre- viously employed at Hull. Absconded 26th June last. May be accompanied by a woman, age 21, height 5 ft. 2 or 3 in., slight build, complexion pale, hair ( worn over eyes) brown. A restaurant waitress; native of Bishop Auckland. Warrant issued. ESSEX. 16.— Southend- on - Sea ( Co unty).— For larceny from hotel— A MAN, age 25 or 26, height 5 ft. 7 or 8 in., complexion and hair dark ; dress, dark blue serge reefer suit, black hard felt hat, glace kid boots. A native of New York, U. S. A. He left behind a small black portmanteau, con- taining a dress suit, linen shirt, and some collars, one marked " P. W. P." Information to Supt. GL OUCES TERSHIRE. 17.— Staple Hill ( County).— For stealing ( bailee), 2nd June last, at Kingswood, a silver lever watch— JOHN TAYLOR, age 45 to 50, height 5 ft. 7 or 8 in., complexion fresh, hair grey ( worn long, bald on top), short sandy beard, walks lame ( supposed left leg), addicted to drink ; dress, dark coat and vest, light plaid trousers, black tie, brown soft felt hat, light lace boots. Is accompanied by his wife, takes apartments and represents himself to be a watch and clock repairer. Was in the neighbourhood of Chippenham, Wilts, on 14tb inst. Warrant issued. Information to Supt. HAMPSHIRE. 18.— Aldershot ( County).— For embezzle- ment— ISAAC PARKER, age 35 to 40, height about 6 ft., well built, complexion fair, hair light brown, slight moustache brown, wart on cheek ( supposed right), talkative ; dress, light grey suit, black hard felt hat, sometimes wears knickers. Has served in the Army. Is fond of betting and talking about his relatives. He frequents hotels, & c. Warrant issued. 19.— Aldershot ( County).— For stealing, 13th inst., a cob ( recovered)— GEORGE THOS. WILLIAMS, age 23, height 5 ft. 10 in., complex- ion fresh, hair light brown, moustache ( curled at ends) dark, eyes brown, small mole left groin, of smart appearance ; dress, light brown reefer coat, reddish lines running through, forming squares, light brown vest, khaki colour riding breeches, brown leather leggings with straps. Had with him a brown leather watering bridle. A native of Flint. Is a private, No. 6634, of the 2nd Cheshire Regiment. Was employed as a groom. Information to Supt. Hawkins, Aldershot. 20.— Petersfield ( County).— For disobey- ing a bastardy order made on him at Petersiield Petty Sessions, 4th December, 1901— CHARLES TOZER, age 21, height 5 ft. 4 or 5 in., complexion, hair and eyes ( cast in left) dark, downcast appear- ance. A gardener; native of Exeter. Absconded on or about 17th December, 1901. Warrant issued. Information to Supt. King, Petersfield. 21.— Portsmouth ( Borough). — Licence- holder JANE KITCHING, Office No. 350- 02, Case No. 85,11th April last, not now wanted. KENT. 22.— Gravesend ( Borough).— For stealing, 29th ult., from officers' quarters, a cash box; 1 green sapphire; 1 white do.; 1 topaz ; 1 gold ring, set sapphire ; 1 do., set brilliants; 1 gold chain ; 1 silver watch, maker Sir John Bennett, " Walter Fowler, 1901" engraved on inner case; and 2 cheque books— FREDERICK TASNEY, alias LIEUT. HECTOR VAUGHAN, and FRED- ERICK TERRY, Office No. 2824- 00, age 20, height 5 ft. 7£ in., complexion fresh, hair light brown, eyes grey, scar back of head, left thumb, and back of left hand, mole right forearm ; dress, light suit, straw hat, light shoes. States he was wounded in South Africa ; may be wearing the medal or ribbon. Visits military barracks and usually stays at soldiers' and seamen's homes. LANCASHIRE. 23. — Church ( County). — For attempted murder— A MAN, age 28, height 5 ft. 9 in., complexion fresh, hair brown, clean shaved, eyes blue, anchor, cross and heart tattooed right forearm, of smart appearance ; dress, slate colour coat and vest, cord trousers, black and white scarf, blue cap, lace clogs. A native of Church. Has served in the Army. Information to Acting Supt. Knowles, Church, near Accrington. 24.— Accrington ( Borough).— For obtain- ing food and lodging by false pretences, 11th inst.— A MAN, who gave the name of ROBERT HEYS ( supposed false), age about 23, height 5 ft. 10 or 11 in., complexion fresh, hair sandy, clean shaved, good teeth, of smart appearance; dress, navy blue square cut jacket suit, black soft felt hat, lace boots. He took lodgings and stated that he had just joined the Police Force, and that his luggage was at Manchester ; left the following day, stating he was going to fetch the luggage, and decamped. Warrant issued. Information to Chief Constable Beattie, Ac crington. LEICES TERSHIRE. 25.— Leicester ( Borough).— For conspiracy and obtaining £ 250 by a worthless cheque, 16th inst.— ROBERT LOWE, age 27, height 5 ft. 8 in., slight build, complexion sallow, hair dark.— HENRY MEYER, age 30, height 5 ft. 7 in., thick set, complexion swarthy, hair dark, speaks with German accent.— HENRY RANKIN, age 26 to 30, height 5 ft. 7 or 8 in., complexion, hair, and moustache dark, small swelling back of neck ; all are well dressed. They wired from London, 13th inst., engaging rooms at an hotel, where they arrived about midnight and stated that they had left their luggage at St. Pancras, London. The next morning Rankin engaged an office, but did not use it. Lowe and Meyer then each opened an account at different banks, by paying in cheques on banks in other towns, thereby obtaining a cheque book. Meyer then presented at his bank for payment a cheque for £ 230, drawn by Lowe on his bank in favour of Meyer. The officials of Meyer's bank, after enquiry at Lowe's bank, paid Meyer £ 230. It was afterwards discovered that the cheques paid in by both men were worthless. They also passed a worthless cheque at the hotel in which they stayed. They have in their possession cheque books on the Mercantile Bank of Lancashire, West Didsbury; National Rank ( Harrow Road Branch, London); Halifax and Huddersfield Union, Bradford; Stamford, Boston, and Spalding Bank, Leicester; and the Midland Counties District Bank, Leicester; also 2 £ 50 Bank of England notes, Nos. 59409 and i, 59410, and 10 £ 10 do., Nos. £ 56611 to 56650. Warrant issued. Information to Chief Constable Lumley, Leicester. OXFORDSHIRE. 26.— Henley ( County).— For stealing ( bailee), 13th inst., a bicycle, " Swift No. 1," free wheel, front rubber brake, back Bowden brake, odd wheels, Brooks's saddle, new metal guards, Dunlop tyres, combination rat- trap and rubber pedals, flat handle bars, high frame, " D. L. B." in ink on small round paper tab under saddle, No. 113663 FROST ( supposed false), age 20 to 30, height 5 ft. 9 or 10 in., complexion dark; dress, dark jacket, dark grey trousers, white straw hat. Appearance of an indoor servant. Warrant issued. Information to Supt. Sorrell, Henley- on- Thames. SUFFOLK ( East). 27.— Lowestoft ( County). — For stealing ( bailee) a bicycle ( recovered)— E. J. BIGGINS, age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair brown. A greengrocer; supposed a native of Redcar, York. Is a corporal of the East Yorkshire Regiment. Has served as a Volunteer in South Africa. Absconded lst inst. Warrant issued. Information to Supt. Shipp, Lowestoft. SUFFOLK ( West). 28.— Bury St. Edmunds ( County).— For deserting his wife and family, leaving them chargeable to the Thingoe Union — ROBERT SNARE, age 32, height 5 ft. 7 or 8 in., complexion swarthy, hair dark brown, eyes brown, scar on back of head and end of left thumb, slightly ruptured, wears a truss; dress, light check suit with green marks, white tie, or dark check breeches, brown shoes and leggings. A native of Bury St. Edmunds. Warrant issued. Information to Deputy Chief Constable Emmer- son, Bury St. Edmunds. SUSSEX ( East). 29— Haywards Heath ( County).- For embezzlement— WILLIAM WOODFIELD, age 23, height 5 ft. 8 in., complexion, hair and slight moustache dark, eyes brown ; dress, black square cut jacket and vest, dark plaid trousers, white straw hat with coloured band, red striped tie, brown boots. A butcher ; native of Coleshill, near Birmingham. Absconded 12th inst. Warrant issued. Photograph can be seen on application. 30.— Haywards Heath ( County).— For failing to appear to a summons for cruelty to a donkey at Burgess Hill, 3rd February last— JOHN GRITT, alias MITCHELL, age about 40, height 5 ft. 4 in., complexion, hair and eyes dark ; dress, dark grey jacket and vest, cord trousers, hard hat, heavy boots. A gipsy; travels the country with a light spring cart, " John Gritt, Bristol," thereon. Is accompanied by his wife and several children. Warrant issued. Information to Supt. Brooman, Haywards Heath. 31 — Hove ( Borough).— For stealing postage stamps to the value of £ 4 12s. 6d.— ERNEST PHILIP QUIN, age 18, height 5 ft. 51 in., com- plexion fair, hair and slight moustache light, eyes grey, slight scar point of nose, on left ear, and back of head; dress, dark blue jacket and vest, grey trousers and cap. A shop porter; native of Peckham ; frequents beer houses and music halls; fond of betting. Sentenced at South wark Police Court, 17th June last, to 21 days imprisonment for stealing a suit of clothes ; has also been con- victed of stealing charitable contribution boxes. Warrant issued.
