All announcements for insertion in the POLICE GAZETTE, and all communication* relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bi/ another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to emble the article in question to be thereby identified. 4. In all cases where a reward is o ffered, the ' name ami address of some person responsible for the payment must be gircn, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. ( id. per photo- graph or sketch of a stolen article. fi. Erery announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent: and, if the name of such person is required to he inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his im mediate deputy, of the county, city, or borough, as the case may be. VTIOIVS. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not lea rank than Inspector, or analogous thereto. 8. An/ iouncements of all persons to be apprehended or of stolen property bear a number, and, us far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Annan ncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a corering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given OH application. TnE EDITOR, New Scotland Yard. London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the, discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ([ a) The amount of the reward. ( A) The conditions on which it is payable. (<•) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( ci) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting see. 2 of 2 and 3 Vic., cap. 12). MURPHY, Office No. 2252- 01, see GAZETTE, 6th December, 1901 ( Tabular Form), not now wanted. 2.— B Division.— For stealing, 31st ult., a silver watch, No. 218U; 1 gold cable Albert ; 2 gold tie clips, pearl on top of each— CAPTAIN MCPHERSON ( supposed false), age 22, height 5 ft. 7 in., complexion fresh, sunburnt, hair light, eyes grey, right foot deformed; dress, light striped flannel suit, white straw hat with coloured band, white boots, wore a Chinese medal, " Capt. McPherson, Royal Marine Light Infantry," and name of a ship around edge, on left breast. He calls at barracks, and under pretence of visiting a friend ( an officer), commits larcenies and decamps. CITY OF LONDON. 3.— For stealing £ 40, during July last, also for falsification of accounts and embezzlement— REGINALD JAMES DOTT, age 33, height 5 ft. 4 or 5 in., stout build, complexion, hair ( slightly bald), and moustache ( short) dark ; dress, blue serge suit, hard felt hat. BEDFORDSHIRE. 4.— Bedford { Borough). — For stealing, 18th ult., a lady's gold watch, gold dial, black figures, chased case, rose and convolvulus pattern, key wind, 18 ct. case and dome, small dent in case; 1 Coventry " Challenge" bicycle, free wheel, black with gold lines, plated rims, back pedal brake, leather gear case, upturned handle bar, mudguards, transfer on head and " Coventry Challenge" bottom tube — BERTRAM SEA- BROOK, age about 20, height 5 ft. 4 or 5 in., hair and eyes dark, blinks when talking; dress, grey lounge suit, double- breasted vest, tight fitting trousers, fastens under instep with black elastic, very dark brown boots, curb pattern ring on little finger. Has served in the Navy as a stoker. May seek employ- ment at tinplate works or at collieries.— GEORGE FRANCIS, age 24, height 5 ft. 7 in., slight build, complexion dark, hair dark brown, moustache dark, thick lips. Woolford & Co., Wycombe," Lycett's saddle— J. WILCOX or WILCOT, age about 30, height 5 ft. 8 in., slight build, complexion dark, of Jewish appear- ance ; dress, grey knicker suit ( Norfolk jacket), brown shoes. He calls upon ironmongers, & c., offering chamois leather mops for sale. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable Sparling, High Wycombe. CUMBERLAND. 7.— Whitehaven { County).— For larceny ( shop), 5th inst.— Supervisee MARGARET ANN HOLLIDAY, Office No. 2269- 01, age 28, height 5 ft., complexion fair, hair brown, eyes blue, scar near right ear and on forehead from abscess ; dress, blue blouse, black skirt, grey shawl. A native of Harrington. Previously convicted of shoplifting at Workington, Sunderland, Durham, and North and South Shields. Warrant issued. Information to Supt. Kelly, Whitehaven. DENBIGHSHIRE. 8.— Wrexham { County).— For stealing a watch and chain at Adwy, 10th March, 1901— WILLIAM COLLINGE or COLLINS, alias COOPER or KEMP, age 25, height 5 ft. 6$ in., complexion fresh, hair light brown, eyes grey, woman on left forearm. Occasionally employed as a stoker or labourer. Plays a whistle at public houses. Has served in the band of the Welsh Fusiliers, from which he is a deserter. Previously convicted at Bury, August, 1897 ; Manchester, August, 1898 ; and at Bilston in April last. He escaped when being re- arrested at door of Stafford Prison, 7th inst. DEVONSHIRE. 10.— Torquay ( County).— For housebreak- ing, 4th insfc., at Newton Abbot, and stealing an old gold brooch, snake pattern, large, hair in centre; 1 gold cameo brooch; 1 lady's gold watch, maker Jones, Strand, London; 1 do. chain, double pattern with gold Mohur, a small gold seal and amethyst with dove thereon, attached; and 6 or 7 sovereigns, several half- crowns, florins, and a shilling— A MAN, age 26 or 27, height 5 ft. 6 in.; dress, dark suit, hard felt hat.— A woman, age 30 to 40, height about 5 ft. 2 in., rather stout build ; dress, black jacket and skirt, black bonnet. Supposed a confederate of above, was seen outside the premises. 11.— Torquay ( County).— For stealing, on Newton Abbot Racecourse, 4th inst., £ 200, in- cluding 19 £ 5 notes, Nos. £ 98346 to 52, 6U8 93985 to 96, all new, issued by the Wilts and Dorset Bank, Bristol— A MAN, age 25 to 30, height 5 ft. 6 or 7 in., complexion fair, long thin nose, moustache light, supposed a Jew; dress, dark blue suit, brown plaid cap. Roberts, Torquay. 12. — Barnstaple ( Borough). — For fraudulently converting £ 8 to his own use— RICHARD TREVISICK, age 46, height 5 ft. 5 or 6 in., stout build, complexion fair, hair turning grey, moustache light, eyes rather small; dress, dark blue coat and vest, grey trousers, light cap. A baker; native of Barnstaple. May seek employment as a labourer. Warrant issued. Information to the Chief Constable, Barnstaple. GLAMORGANSHIRE. 13.— Bridgend ( County) — For leaving his wife and children chargeable to the Common Fund of the Bridgend and Cowbridge Poor Law Union since 11th February last— ROBERT WEARS, age 35, height 5 ft. 6 or 7 in., complexion fair, hair dark brown, moustache light, eyes blue, scars on chin and behind right ear. A labourer or collier. Warrant issued. Information to Supt. Davis, Bridgend. GLOUCESTERSHIRE. 14.— Cirencester ( County).— For uttering forged drafts on H. M. Paymaster- General for £ 4 14s. 8d.— CAPTAIN F. G. CULLING, C. I. E. ( false), age 65 to 70, height 5 ft. 6£ in., com- plexion sallow, hair ( long) grey, moustache, right eye blue, left wasted and sunken, one shoulder 3lightly drooped, 3rd and 4th right fingers contracted, sometimes wears glasses ; dress, navy blue coat, light cotton vest, trousers with white stripe, drab colour spats, dark cloth hat, shoes. He stated that he was employed in the Remount Department, and was looking out suit- able farms for the Government to purchase for horsebreeding purposes. Warrant issued. Information to Supt. WARD, Office No. 2075- 02, age 29, height 5 ft. 9 in., complexion dark, hair dark brown, eyes brown, scar right of upper lip and back right forefinger, mole left of neck, left elbow and under left nipple; dress, blue pilot cloth suit, cap with bright peak, lace boots. A florist; native of Dorking. Sentenced at Reading Quarter Sessions, 18th April, 1900, to 3 years penal servi- tude for false pretences. Licenced 24th ult. A 118. HAMPSHIRE. 16.— A Idershot ( County).— For stealing, 7th inst., a gold open face English lever watch, No. 8506, maker Daniel, Malvern, Demoi, horse rampant ( saddle and bridle complete), and motto, " Nihil Verius," on outside of back case ; 1 small thin gold Albert, with seal, crest, " horse rampant and bar with 3 stars," bloodstone one side, pink stone other; 1 pair brown boots; and £ 3 10s.— FRANK PRESTON, age 19, height 5 ft. 7f in., slight build, complexion fresh, hair light brown, clean shaved, eyes blue, indistinct anchor and 3 dots left forearm, scar back of head, 2 on left elbow; dress, light and dark flannel jacket and vest, blue serge trousers, black hard felt hat, and the stolen boots. Is a deserter from the 1st Dragoon Guards. Absconded 7th inst. 17.— Aldershot ( County).— For embezzling £ 1 18s. 5d„ 24th ult., at Farnborough— JOSEPH HILLMAN, age 35 ( looks older), height 6 ft., stout build, complexion ruddy, hair and moustache grey, small eyes; dress, dark jacket and vest, light tweed trousers, dark soft felt hat. Was employed as manager to a firm of butchers. Warrant issued. Information to Supt. Hawkins, Aldershot. 18— Bitterne ( County).— For stealing a dark bay cart horse, age 7 years, 16 hands, both hind feet white, flat brittle feet, lame— G. JOHN- SON, age about 28, height 5 ft. 6 or 7 in., slight build, thin features, hair and moustache dark brown ; dress, blue flannel suit with white stripes, white straw hat, brown boots. For obtaining £ 20 by false pretences— — JOHNSON, age about 40, height about 6 ft., round shoulders, complexion dark, hair and moustache dark brown, splay feet; dress, brown morning suit, black bowler hat. Horse copers. They travel from town to town, rent stabling at public houses, & c., and advertise horses for sale in local newspapers. They left Eastleigh, 6th inst., with 6 horses ( 1 a black entire), and a two- wheeled trap. Warrants issued. Information to Supt. Jacobs, Bitterne. 19— Bournemouth ( County).— For un- lawful wounding FULCHER, age about 22, height 5 ft. 9 or 10 in., complexion fair, hair brown ; dress, black jacket, old bluish colour trousers, white muffler with blue spots, cap, heavy lace boots. May be found working at docks or on public works. Warrant issued. Information to Supt. Foster. Bournemouth. 20.— Southampton ( Borough).— ETHEL FREDA NORWOOD, Case No. 15, 25th ult. Warrant withdrawn. HEREFORDSHIRE. 21.— Hereford ^ County).— For failing to report— Supervisee GEORGE LAWSON, Office No. 2410- 00, age 52, height 5 ft. 6* in., complexion fresh, hair sandy ( turning grey), eyes blue, scar left thumb, right thigh, each knee, and several back of neck, right arm injured. A labourer ; native of Harum, Yorks. Sentenced at Hereford Quarter Sessions, 27th June, 1898, to 6 months hard labour and 7 years police supervision for housebreaking. 5912. LANCASHIRE. 22.— Oldham ( Borough). — For embezzle- ment— FREDERICK SUMMERS, age 34, height about 5 ft. 9 in., complexion fresh, slight moustache dark, left eye glass, speaks with London accent, takes long strides, of military appearance, has a habit of putting his index finger to his mouth; dress, light fawn colour three- quarter overcoat, black morning coat and vest, dark trousers, black bowler hat. Has been employed as a collector and salesman by the Singer Sewing Machine Company. May be ac- companied by his wife, and two children, age 3 and 5 years respectively. Absconded 19th ult. Warrant issued. Information to Chief Constable Turner, Oldham. NO TTINGHA MS HI RE. 23.— Newark ( Borough). — For embezzle- ment— EDGAR HALL, age 39 ( looks younger), height 5 ft. 5 or 6 in., hair ( rather wavy, parted in centre) dark, slight moustache, wears glasses, rather flat feet, turns his feet outwards, of gfood address, an habitual snuff taker, is fond of angling; dress, dark clothes and cap. A native of Newark. Was employed as relieving officer by the Guardians of the Newark Union ; formerly a solicitor's clerk. Absconded 21st ult. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Newark. OXFORDSHIRE. 24.— Henley ( County).— For the abduction of ELSIE JANE BOND, age 15 ( looks older), height 5 ft. 5 or 6 in., stout build, complexion fresh, full round face, hair dark, wears fringe over forehead, eyes blue, wearing gold wires in ears and silver ring on one left finger; dress, grey skirt, pink bodice with pink flowers and bows on breast, lined pink silk, white petticoat, black hat with black feathers, underlinen marked " Bond." A native of Henley- on- Thames— CHARLIE , age about 30, height 5 ft. 10 or 11 in., complexion fresh, hair and moustache light brown; dress, brown tweed suit, white straw or black hard felt hat. A cabman; sup- posed a native of Hammersmith. Warrant issued. Information to Supt. Sorrell, Henley. PEMBROKESHIRE. 25.— Haverfordwest Castle ( County). — For stealing 7 spring traps at Dale— PETER CARROLL, age 30, height 5 ft. 6 in., complexion fresh, hair auburn. A travelling tinman. Had with him a long spring cart, " Peter Carroll, Carnarvon," painted thereon. Is accompanied by his wife and child.— JOHN LEE, age 38, height 5 ft. 4 in., complexion sallow, hair dark brown, moustache sandy. Travels the country in a long spring cart, painted blue. Accompanied by his wife and children. Warrants issued. 26.— Haverfordwest Castle ( County). — For leaving his wife and children chargeable to the Common Fund of the Poor Law Union— ENOCH WILLIAMS, age 44, height 5 ft. 7 in., complexion, hair and moustache dark, eyes blue, female tattooed on right forearm, anchor back right band. A native of Newport, Pem. He belongs to the R. N. Reserve. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 27.— Oswestry ( County). — For deserting his wife and family, leaving them chargeable to the Morda Union, 9th ult.— THOMAS REES, age 44, height 5 ft. 7 or 8 in., complexion fair, hair grey, moustache sandy ; dress, black suit, lace boots. A builder's machinist; supposed a native of Borth, Cardiganshire. Warrant issued. 28.— Oswestry ( County). — For deserting her illegitimate child, leaving it chargeable to the Morda Union, 9th June last— ALICE LYONS, age 42, height 5 ft. 8 or 9 in., complexion fair, hair and eyes dark. A domestic servant; native of Aberystwyth. Warrant issued. Information to Supt. Lewis, Oswestry. SOMERSETSHIRE. 29.— Bath ( City).— For stealing £ 6 l() s.— REBECCA PHILIPS, age 27, height about 4 ft. 10 in., slight build, complexion pale, hair ( frizzy in front) dark; dress, green clotli skirt, cream colour bodice with lace trimming, grey straw hat, cream colour roses and blue silk trimming, shoes. A stay factory hand. Warrant issued. Photograph can be seen on application. Information to the Chief Constable, Bath. 5 TAFFORDSHIRE. 30.— Longton ( County)— For failing to appear to a summons at the Borough Petty Sessions, 12th inst., for an offence under the Poaching Prevention Act— FRANK WRIGHT, alias DRAYCOTT, age 32, height 5 ft. 7 ins., complexion pale, thin features, hair brown, slight moustache light, eyes grey; dress, dark blue pilot jacket suit, necker- chief, black hard felt hat, heavy lace boots. Native of Longton. Is a notorious poacher. May be found at low public houses. Warrant issued. Information to Supt. Oakden, Longton. 31.- Wolverhampton CBorough).-* ™ obtaining 12s. by false pretences, 21st June last— CHARLES EDWARD WINWARD, alias JOHN EDWARD THOMPSON, Office No. 600- 02, age 42, height 5 ft. 6. J- in., complexion fresh, hair dark ( turning grey), moustache waxed at ends, eyes grey ( blind left), boil scar left cheek and right of neck. An agent; native of Saddleworth. Warrant issued. Prison, Holloway, on remand for housebreaking — CHARLES GRIFFITHS, alias DARLOW, HARLOW, and FREDERICK JOHNSON, Office No. 1079- 02, age 41, height 5 ft. 5| in., stout build, complexion fresh, square jaws, hair ( bald on top) and moustache dark brown, eyes hazel, 3 small scars left side of forehead, mole left cheek, back and right of neck, 3 boil scars back of neck, scar left 2nd and little fingers, front and inside of left thigh, and palm of right hand; dress, brown jacket suit, white neckerchief, fawn colour cap, lace boots. METROPOLITAN POLICE DISTRICT 33. — N Division. — For embezzling £ 58 12s. 4d.— FREDERICK MORLEY, age 20, height about 5 ft. 1\ in., complexion fair, hair light brown, slight moustache light, eyes grey, right forefinger has been broken, of smart appearance; drees, dark grey suit, or a light boating suit, straw hat, wc ars pince- nez. B. & C. fittings, 1, 2 A 3, and all sizes," marked in gilt inside top. He left 2 boxes ( 1 large, 1 small) in the cloak room at Huntingdon railway station, and a black handbag, black portmanteau, and leather hat box at his lodgings.
