All announcements for insertion in the POLICE GAZETTE, awl all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to he taken upon them by another force. 3. Particulars as to stolen property will he likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15i. per portrait, ' and of 7s. 6d. per photo- graph or sketch of a stolen a rticle. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^ Tiosrs. 7. Announcements concerning stolen property must be guaranteed by an o finer of iu> t lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as pi- acttcable. they are alphabetically arranged by counties. 9. The force which causes particulars corwerning delinquents or stolen property to be uiserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Aniwuncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on applioation. E. R. HENRY, Editor. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. Supposed a native of Dewsbury. Has travelled for the engineering and building trades. Is well known at West Hartlepool, Leeds, Manchester, and other Northern towns. Warrant issued. 4.— p Division.— For stealing, 31st ult., a grey mare cob, 14 hands, off hind fetlock and ring round right eye white, short mane and tail, in good condition ; a set of brass mounted harness, monogram " J. O." on blinkers; and a Ralli cart, painted dark blue, picked out yellow, monogram " W. R." on back panel, brass plate on side, " Windover, maker, Long Acre," thereon, brass wheel caps ( 1 much worn), rubber tyres, brass lamps, 2 rugs and whip— JOHN WATTS, age 3i>, height 5 ft. 9 in., complexion fair, hair and moustache light; dress, fawn colour covert coat, black and white check trousers, light soft felt hat, brown boots. Warrant issued. 5.— T Division.— For obtaining £ 10 by a worthless cheque on the London and County Bank, Chiswick Branch— FRANK VAUGHAN, age 27, height 5 ft. 10 in., slight build, complexion dark, hair dark brown, eyes ( bloodshot) blue, prominent nose, limps slightly; dress, blue serge jacket suit, light chesterfield overcoat, black hard felt hat. A bookmaker; native of Maidstone. Absconded in April last. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. height 5 ft. 7 or 8 in., complexion sallow, rather long face, hair ( thin in front) black, clean shaved, stoops slightly, of good address; dress, black frock coat, dark fancy vest, striped trousers, dark tie, black and white check cap, sometimes wears a fawn colour mackintosh. When in conversation he frequently uses the phrase " you understand." Stated he was employed by a firm of house fur- nishers at Southampton. May be found singing or reciting at public houses. BERKSHIRE. 6.— Reading { Borough). — For obtaining goods by false pretences GRAHAM, age 36, ESSEX. 8.— Brentwood { County).— For deserting his 4 children, leaving them chargeable to the Common Fund of the Billericay Union, 26th ult.— DAVID CARTER, age 41, height 5 ft. 7 ins., com- plexion fair, hair brown, moustache light, eyes ( full) grey ; dress, brown tweed coat and vest, brown cord trousers, hard felt hat. A bricklayer; native of Billericay. May be found at common lodging houses. Is accompanied by Louisa Sea- man, Case No. 9. Warrant issued. 9.— Brentwood { County).— For deserting her two children, leaving them chargeable to the Common Fund of the Billericay Union, 26th ult.— LOUISA SEAMAN, age 22, height 5 ft. 4 ins., complexion rather dark, hair dark brown, eyes hazel; dress, black skirt, drab blouse, sailor hat. TUESDAY, MAY 27, 1902. 11.— Cosport ( County). — For stealing, be- tween 10th and 11th nit., a dark brown tweed suit, pearl battens ; 1 black anil white check cap, coronation badge thereon ; 1 blue and red scarf ; 1 pair black and red socks ; 1 pair button boots— JAMES HARRIS, age 23, height 5 ft. 4 in., com- plexion dark, hair brown, eyes hazel, scar back of head, lion, flags, and anchor tattooed on chest; may be wearing the stolen clothing. Is a deserter from the Rifle Brigade. He enlisted at Woolwich, 8th July, 1901. Information to Supt. Silver, Gosport. 12.— Winchester { County). — For em bezzling £ 15 0s. Id. and obtaining, by false pre- tences, £ 558 lis. 4d., the monies of the Capital and Counties Bank, Alresford Branch— JAMES CONNOR WALKER, age about 40, height 5 ft. 7 or 8 in., stout build, complexion dark, hair and moustache dark brown, turning grey, eyes grey, short neck, is fond of billiards; usually wears dark grey suit, black hard felt hat, gold ring left little finger. A bank manager ; native of Oak- hanger, Alton. Warrant issued. Information to DeputyChief Constable Sillence, Winchester. 13.— Portsmouth ( Borough).— For stealing ( bailee) £ 7 16s. 6d., 12th ult.— ALFRED WHITE, age 24, height 5 ft. 8 in., complexion pale, hair black, clean shaved, eyes ( small) dark ; dress, blue coat and vest, dark striped trousers, green plaid cap. A barman. Warrant issued. 14— Portsmouth ( Borough).— For steal- ing a cash box, 30th April last— JOHN JAMES TALBOT, age about 30, height 5 ft. 8 or 9 in., complexion sallow, hair brown, moustache dark ; dress, dark suit and cap. Was employed as branch manager to a firm of brewers, and pre- viously at a wine merchants. Absconded 30th April last. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 15.— Leominster ( County).— For stealing £ 2 and a pair of boots, 21st April, at Aymestrey— PRISCILLA REYNOLDS, age 25 or 26, height 5 ft., stout build, complexion fresh, full face, hair dark ( has been cut short); dress, black three- quarter length jacket, black dress, dark or grey felt hat, trimmed red black and white silk and red flower, lace boots with plain fronts. A domestic servant; native of Dilwyn. Is believed to have lived at Bristol and Penarth. Warrant issued. Information to Supt. Price, Leominster, or Sergeant Rooke, Wigmore. HER TFORDSHIRE. 16.— Hertford ( County). — For obtaining money by false pretences— A MAN, age 40 to 45, height about 5 ft. 10 in., complexion fresh, full face, hair ( turning grey) and heavy moustache dark, lame left leg ; dress, dark overcoat, velvet collar, dark suit, black hard felt hat, large silver curb pattern chain. He calls upon publicans and confectioners, states he will appoint them as agents to the Hygienic Cigarette Company, offers a good salary and commission, then obtains money for the cigarettes and decamps. Supposed identical with Man, Case No. 43, 16th ult. ( See Special Notice, 2nd ult.) Warrant issued. Information to Supt. Shore, Hertford. 17.— Hitchin ( County).— For an indecent assault on a girl, age 15, at Seacombe, 26th ult.— WALTER GEORGE PRIOR, age about 22, height about 5 ft., complexion fresh, hair ( fringe in front) dark brown, eyes blue, of delicate appear- ance ; dress, blue serge suit, hard felt hat. A native of Perry Green, Bishop's Stortford. Recently discharged from Chelmsford Prison. Warrant issued. Information to Deputy Chief Constable Rey- nolds, Hitchin. KENT. 18.— Canterbury ( County).— For leaving his wife and children chargeable to the Common Fund of the Blean Union— ROBERT SVENDSEN, alias SWANSON, age 31, height 5 ft. 7 in., com- plexion fresh, hair light brown, eyes blue, scar back of neck, anchor back of left thumb ; dressed as a mariner. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 19 — Canterbury ( City). — For stealing. 28th ult., a lady' s small 18 ct. gold watch, gold figured dial, black numerals, chased back, several scratches on inner case ; 1 do., long 15 ct. gold neckchain, small link pattern, small gold heart .( plain one side, other chased), small round gold locket ( shape of a watch, glass one side, other chased), gold chased seal with pink and red stone, and a gold chased watch key attached — A WOMAN, age 20 to 23, height 5 ft. 6 to 8 in., complexion pale, full round face, hair ( frizzy in front) dark brown, eyes grey blue, front teeth decayed and irregular, cut scar back of left hand ; dress, black skirt fastens at left side with cords, black satin bodice, trimmed lace around neck, black satin bow on left breast with brass crest thereon, white sailor hat with black band. Information to Chief Constable Farmery, Canterbury. 20.— Dover ( Borough).— For embezzling £ 1 10s., 31st ult.— WILLIAM ENGLISH, age 25, short, complexion and hair dark, clean shaved ; dress, brown check jacket and vest, brown trousers, light cap. A tether ; native of Batter- sea. Warrant issued. Information to Chief Constable Knott, Dover. 21.— Tunbridge Wells ( Borough).— For housebreaking, 29th April last, and stealing a brown hand bag, about 16 in. long, has been repaired ; 1 new dressing case, 12 in. by 10 in., nickel fittings ; 1 pair glace kid lace boots; 2 bottles dry shampoo, green label with gold letters thereon— OTTO TREFENBACKEK, a Swiss, age 21, height 5 ft. 3 in., complexion pale, hair brown, front upper teeth decayed ; dress, grey frock coat and trousers, black soft felt hat, may be wearing the stolen boots. A barber. Was sentenced, 6th March, 1901, at North London Sessions, to 10 months imprisonment for housebreaking. May endeavour to leave the country. Warrant issued. Information to Chief Constable Prior, Tun- bridge Wells LANCASHIRE. 22.— Carstang ( County).— For failing to report — Licence- holder JAMES MARSDEN, Office No. 1980- 00, age 62, height 5 ft. 3* in., complexion fresh, hair ( bald) brown, eyes grey, scar right eyebrow, left cheek, right thumb, 3 top of head, and 3 on both shins. A fire heater; native of Preston. Sentenced at Manchester, 25th April, 1891, to 14 years penal servitude for rape. Licenced 21st July, 1900. R 130. Information to Supt. Procter, Garstang. 23.— Kirkham ( County).— For obtaining £ 2 by false pretences at St. Anne's, 21st ult.— CHARLES BARCLAY, age 30, height 5 ft. 8 in., round shoulders, complexion fresh, oval face, hair ( thin on top) brown, clean shaved, large Roman nose which has been broken, 1 front upper tooth missing, cut mark ( horse- shoe shape) top of forehead, short neck, of smart appearance ; dress, black jacket and vest, blue mixture trousers, blue spotted tie, black felt hat, lace boots. A groom ; stated he had worked at hunting stables in Cheshire, as a cab driver at Newcastle, Staffs, and as a coachman at Burton- on- Trent. Warrant issued. Information to Supt. Ormerod, Kirkham. 24. — Skerton ( County). — For stealing, between 18th and 21st ult., at Over Kellet, near Carnforth, a silver English lever watch, No. 8754, maker " Ralph Bond, Morecambe," on dial, out of repair, seconds hand missing, white metal curb pattern Albert attached to watch with a piece of bootlace ; and £ 20 16s.— A MAN, age 18, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes dark ; dress, 2 brown vests, 1 with sleeves, faded, drab cord breeches, blue and white leather collar, dark blue cap, brown leather leggings, heavy lace boots. Stated he was a native of Stockton- on- Tees. Is an expert milker ; may seek employ- ment with farmers or cow- keepers, or may be travelling with a waxworks show. Is identical with ALBERT COULSON, Case No. 48,23rd ult. Information to Supt. Barnett, Skerton. 25.— Liverpool ( City). — For stealing and fraudulently converting a bill of lading of the value of £ 166 8s. 7d. to his own use on 18th July, 1899 — FREDERICK WALTER TYLEE, age about 40, height about 6 ft., complexion sallow, small thin face, hair and moustache black, speaks quickly; dress, dark jacket suit, black hard felt hat, light gaiters, sometimes wears grey overcoat, wearing gold pince- nez with thin gold chain. A hardwood merchant; absconded 23rd April, 1902. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 26. — Liverpool ( City). — Licence- holder ROBERT EDWARD REEVES, Office No. 2606- 01, Case No. 36, 18th April last, not now wanted. 27.— Clitheroe ( Borough).— For stealing, 28th ult., a lady's gold watch, gold face, gold hands ( minute hand missing), no glass, flowers engraved on back of outer case, " S. J. Birtwistle, White Horse, Clitheroe," on inner case— — TILLBURY, Christian name supposed JOSEPH, age about 45, height about 5 ft. 5 in., complexion and hair dark; dress, dark coat and vest, drab colour trousers, billycock hat. A tramping painter. Information to Chief Constable Clayton, Clitheroe. 28.— Warrington ( Borough).— For obtain- ing food and lodgings by false pretences, 23rd ult.— ERNEST WALTER HAINES, alias CHARLES HOWARD, EDWARD FITZ- GERALD and STANHOPE NEVILLE HOWARD, Office No. 1290- 02, age 27, height 5 ft. 6| in., complexion fresh, hair brown, eyes blue, scar centre of forehead and back right hand, mole top of right ear, dot between left thumb and finger. A clerk ; native of Dublin. Warrant issued. Information to the Chief Constable, Warrington. 29.— Wigan ( Borough).— For stealing Post Office Orders— EDWARD alias ERNEST and EPHRAIM BAMFORD. age 23, height about 5 ft. 9 in., slight build, complexion fair, hair sandy, cigarette stains on fingers, swinging gait, is fond of billiards; dress, dark brown suit ( vest double- breasted), black and white bow tie, hard felt hat. A clerk or traveller, has also been employed as a ship's steward. Warrant issued. Information to Chief Constable Hardy, Wigan. MONMOUTHSHIRE. 30.— Rises ( County).— For stealing, 28th ult., a gun ( recovered)— FRANK FOWLER, alias CAPT. NORMAN HARCOURT VERNON, and FRANCIS ST. CLAIR, age 34, height 5 ft. 9$ in., complexion sallow, hair dark brown, moustache brown, thistle tattooed back of left hand, shot wound on chest, of smart appearance ; dress, blue serge suit, black hard felt hat. A ship's steward ; sup- posed a native of the Channel Islands. Stated that he was captain of a cable ship belonging to the Eastern Telegraph Company. Supposed pre- viously convicted for obtaining money and food by false pretences; may be wanted for similar offences elsewhere. May have in his possession a revolver. Warrant issued. Information to Supt. Porter, Risca. _ NORTHAMPTONSHIRE. 31.— Peterborough ( City).— For stealing ( by confidence trick), 22nd ult., a £ 10 bank of England note, No. 73804 ; 2 £ 5 do., Nos. 24961 and 2 ROMERO, age about 40, height about 6 ft., weight about 16 stones, hair, moustache, and beard cut short, reddish brown mole on fore- head, speaks several languages; dress, dark grey jacket suit, overcoat with velvet collar, black hard hat. Stated he was a foreign fruit importer.— AMOROSI, age about 35, height about 5 ft. 10 in., slight build, complexion, hair, moustache, and eyes dark; dress, dark blue Scotch tweed suit, grey mackintosh with velvet collar, black hard hat. Both supposed to be Frenchmen. The latter represented that he owned an estate in the Transvaal, and that he had a niece, a heiress, whom he wished to put into a business, and that he was anxious to find a home for her. Warrant issued. Information to Chief Constable Lawson, City Police Office, Peterborough. SHROPSHIRE. 32.— Ludlow ( County).— For obtaining food, lodgings, and money by false pretences, 10th to 15th ult.— ALFRED SHAW, age about 36, height about 5 ft. 5 in., stout build, complexion fresh, hair ( turning grey), whiskers and moustache dark, usually wears a moustache only, eyes blue : dress, dark suit, white tie, black hat, heavy boots, patch on right. Supposed a cabinet maker ; stated he was a native of Manchester. He took lodgings, stated he was a photographer and picture frame maker, called at several houses and obtained orders and deposits, promising to call with the photographs, which he failed to do. He also represented that he was an agent to a club, & c. Was liberated from Shrewsbury Prison 10th ult. after serving 9 weeks imprisonment for similar offences at Oswestry. Warrant issued. Photograph can be seen on application. Information to Supt. Perry, Ludlow. 33 — Shrewsbury ( County).— For stealing, 13th ult., a metal case keyless watch, No. 311109; a pepper and salt colour jacket and vest; 1 pair dark tweed trousers with grey stripe; 1 tie; 1 collar and front; 1 white straw hat with dark blue band ; 1 pair light lace boots, boot protectors in both— ARTHUR REID, age about 28, height 5 ft. 6 in., slight build, complexion fair, hair and moustache sandy; supposed wearing the stolen clothes. A labourer ; may seek employment at farms. Previously employed by a hobby horse proprietor. Warrant issued. Information to Supt. Griffiths, Mount Pleasant, Shrewsbury. FRIDAY, JUNE 6, 1902. METROPOLITAN POLICE DISTRICT 34.— G Division.— For stealing £ 163 by confidence trick, 9th January last — ADOLPH CARBON I, an Italian, age 35, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, speaks Italian, French, and English ; usually well dressed, wears silk hat. Will probably frequent foreign colonies, cafes and restaurants. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. DEVONSHIRE. 35.— Plymouth ( Borough).— For stealing a horse and trap ( recovered)— GEORGE SPRIGGS, alias WOODS, ROBERTS, BRUETON, and PAYNE, Office No. 1170- 02, age 24, height 5 ft. tipster and notorious pickpocket.
