GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 16, 1902. VOL. XIX., No. 1918. BEGrUL 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to he taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. à. Portraits of persons ivhose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. á. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to he inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, iff' the county, city, or borough, as the case may be. UTIONS. 7. Announcements concerning stolen property must be guaranteed hy on ofieer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged hy counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at onte transmit to the Editor notice of the fact, referring to the number of the announcement, fo- r insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Anno" ncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied hy a covering letter. 12. All payments must be in advance, either at the office. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For mis- appropriating £ 4,730— JOHN WILLIS SHORE, age 34 ( looks older), height about 5 ft. 10 in., complexion fresh, long thin features, prominent nose, hair light brown, heavy moustache ( drooping at ends) inclined to ginger, may now be clean shaved, eyes deep set, carries his head forward. Formerly a solicitor. A native of London. Absconded 13th February last. Warrant issued. 2.— Convict Supervision Office. - Licence- holder PETER DUFF, Office No. 1056- 02, see GAZETTE 2nd inst. ( Tabular Form), not now wanted. 3. — B Division. — For embezzling £ 5 15s.— WALTER JAMES BRIGGS, ago 30, height 5 ft. 8 in., complexion fresh, hair and heavy moustache dark brown, eyes hazel; dress, dark tweed suit, black hard felt hat, may be wear- ing black frock coat and silk hat. A native or London. Was formerly in business at a dairy at Whitstable. 4.— C Division.— For embezzling £ 57 15s., 5th inst.— PHILIP PEACH, age about 23, height about 5 ft., complexion pale, hair brown, eyes grey, squints, wears glasses with steel rims, abscess back of neck ; dress, dark grey overcoat, dark trousers, black hard felt hat, blucher boots. Warrant issued. 5.— E Division.— Tor obtaining, 3rd inst., diamonds to the value of £ 1^ 2 18s., by a worthless cheque— D. C. DAVIS, age 40, height 5 ft. 9 in., complexion pale, hair and moustache sandy, stoops slightly, small red scar under one eye; wearing dark overcoat, velvet collar, large black buttons, black hard felt hat. A native of Liverpool. Warrant issued. 6.— G Division.— For obtaining £ 7 by substituting a worthless chain for a gold one, 13th March last— GEORGE STEVENS, alias JOHN MAURICE, C. S. O., No. 12818, age 51, height 5 ft. 6J in., complexion fresh, hair dark brown, eyes blue, scar back of right ear and over left eyebrow, of smart appearance ; dress, dark clothes, hard felt hat. A betting man. May be found in company of bookmakers on racecourses. Warrant issued. 7. — J Division.— For embezzling £ 5 4s. — CHARLES EDWARD SMITH, aged 35, height 5 ft. 4 in., complexion dark, oval face, pointed nose, hair ( bald on top) and moustache dark brown, eyes grey, walks erect ; dress, black diagonal coat and vest, cord trousers, grey tweed cap. CITY OF LONDON. 8.— For forgery — THOMAS GEORGE REYNOLDS, age about 24, height 5 ft. 6 or 7 in., slight build, complexion pale, long nose, hair and slight moustache dark, of Jewish appearance; dress, black morning coat and vest, dark grey trousers, dark grey Raglan overcoat, black hard felt hat, button boots, wore a steel curb chain. Warrant issued. 10.— Wokingham ( County).— For obtain- ing 9s. by false pretences— SARAH AYTON, age about 30, complexion, hair, and eyes dark ; dress, green coat and skirt, light blue bow tie, black sailor hat. She called at a registry office in Reading, representing herself to be a cook, ob- tained the name of a lady at Wokingham, upon whom she called, and after being engaged, obtained the money to pay her railway fare. ( See Case No. 18, 9th inst.) Warrant issued. Information to Inspector Goddard, Wokingham. 11. Windsor ( Borough).— For neglecting to maintain his family— GEORGE THOMPSON, age 35 to 40, height 5 ft. 5 or 6 in., complexion sallow, hair dark brown, eyes dark, clean shaved, long nose, dent on bridge ; dress, grey jacket, blue vest, cord trousers, white muffler, P & O cap with cloth peak. A native of Coley, Reading. Sometimes hawks lavender. Left Windsor about 3 weeks ago. May be accompanied by his wife, Sarah Thompson," age 35 to 40, height 5 ft. 6 or 7 in., stout build, complexion fresh, full face, hair inclined to red, eyes grey; dress, black jacket, red blouse, blue serge skirt, black hat trimmed black flowers. Had with her when she left Windsor, 3rd inst., 2 girls ( 1 age 8, wearing a white shawl, old blue plush jacket, white brewer's cap ; other age 5, wearing dark frock, chocolate colour felt hat), both in delicate health and have sore eyes; and an old black basket work bassinette with hood, white handle ( broken), ends tied with string. Has in her possession a pedlar's certificate. Usually stays at common lodging- houses or low beer houses. Warrant issued. Information to Chief Constable Nicholls, Windsor. HAMPSHIRE. 20.— Aldershot ( County).— For forgery— WILLIAM HENRY SOUTHERTON, age 20, height 5 ft. 9 in., slight build, complexion fresh, small features, hair brown, clean shaved, eyes ( small) blue, scar outer side of right eye ; dress, grey tweed suit, cap rather darker than suit, white silk tie, shoes with toe caps. An officer's servant. Is a deserter from the 147th Battery Royal Field Artillery. Had in his possession a blank cheque, No. RA- 120799, on Messrs. Cox & Co.' s Bank. Information to Supt. Hawkins, Aldershot. 21.— Bournemouth ( County).— For steal- ing, 9th inst., a diamond ring ( recovered)— A WOMAN, age 20, height about 5 ft. 1 in., com- plexion dark, hair black, eyes hazel, right little finger missing, walks erect ; dress, black serge skirt, trimmed 3 or 4 rows of braid, black jacket, sac pattern, white straw sailor hat with black band, shoes. Supposed a native of Cambridge. Has been employed at a laundry. Information to Supt. Foster, Bournemouth. 22.— Winchester ( City).— For obtaining money by false pretences, 18th ult.— MARGARET ROBINSON, alias JANE GRIFFITHS, EDITH WYATT, SARAH BURNEY, JANE EVANS, ROBERTS, WYCHERLEY, HAMMOND, AYTON, and HORTON, C. S. O., No. M 16263, age 23 ( looks older), height 5 ft. 2£ in., com- plexion sallow, hair dark brown ( heavy fringe), eyes brown, scar upper lip and right eyebrow, large mole left shoulder; dress, green costume, rather large black straw hat, trimmed black silk, white daisies and flowers under brim, wearing an oval silver brooch, " Jennie" thereon, carried a black silk umbrella with white T- shape handle. A very clever swindler. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon them, and after being engaged, obtained money for the purpose of paying her railway fare. Was at Leamington, Warwickshire, on 23rd ult., Berk- shire on 5th inst., and Wiltshire 10th inst. Has been convicted of fraud in London ( see ILLUS- TRATED CIRCULAR, Series 63, No. 34). Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. 23. — Portsmouth ( Borough).— For obtain- ing £ 1 2s. 6d. by false pretences, 17th March last — A. A. BROWN, age about 50, height 5 ft. 7 or 8 in., hair and side whiskers turning grey, thin face, prominent cheek bones, of good address; dress, black frock coat suit, soft felt hat, carried a small black hand bag. A commercial traveller, supposed in the picture and picture- frame trade. Was previously employed by a firm of Toy Book Publishers, London. Usually stays at temper- ance hotels. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 24.— Southampton ( Borough,).— Escaped from Southampton Poorhouse, 26th ult., while awaiting removal to a Reformatory School, having been convicted of felony, 18th ult. — MAUD WILSON, age 15, height 4 ft. 10 in., complexion fresh, hair brown, eyes blue ; dress, dark grey jacket, grey fur, black serge skirt with frill round bottom, black satin bodice, black satin petticoat, with frill, or red petticoat, large grey hat trimmed plush. A native of Southampton. May be found sleeping out, or in the company of prostitutes. Information to the Chief Constable, Southamp- ton. HUNTINGDONSHIRE. 25.— St. Neots ( County).— For embezzl- ing various sums of money— CHAS. ELLIS, age about 35, height about 5 ft. 5 in., complexion, hair and moustache dark, eyes brown, short legs, is fond of music. Supposed a native of Hitchin. Has been employed by Singer's Sewing Machine Company at St. Neots. May be accompanied by his wife and 6 children. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon, or to Inspector Wilson, St. Neots. KENT. 26.— Chatham ( County).— For deserting hiB wife and child, leaving them chargeable to the Common Fund of the Medway Union— HENRY COOPER, age 27, height 5 ft. 8 in., stout build, complexion fresh, hair dark brown, moustache ginger, lost left eye. A navvy ; native of Merthyr Tydfil. May be found on public works. Warrant issued. Information to Supt. Sargent, Chatham. 27.— Tunhridge Wells ( Borough).— For housebreaking, 29th ult., and stealing a brown hand bag, about 16 in. long, has been repaired; 1 new dressing case, 12 in. by 10 in., nickel fittings; 1 pair glace kid lace boots; 2 bottles dry shampoo, green label with gold letters thereon— OTTO T REFEN BACKE R, a Swiss, age 21, height 5 ft. 3 in., complexion pale, hair brown, front upper teeth decayed ; dress, grey frock coat and trousers, black soft felt hat, may be wearing the stolen boots. A barber. Was sentenced, 6th March, 1901, at North London Sessions, to 10 months imprisonment for housebreaking. May endeavour to leave the country. Warrant issued. LANCASHIRE. 2$.— ® rmskirk ( County).— For obtaining £ 116s. by false pretences— A MAN, age about 22, height about 5 ft. 9 in., slight build, clean shaved ; dress, long dark grey overcoat, khaki vest or tunic, dark lavender colour trousers, black and white plaid cap, brown lace boots, brown kid gloves. He obtained the money, for the purpose of fetch- ing his boxes from the railway station, from a person whose son he stated he had recently met in South Africa. Warrant issued. Information to Supt. Jervis, Ormskirk. 29.— Liverpool ( City).— For stealing from their lodgings, 21st ult., a silver lever watch, maker Henry Levy, Manchester, No. 27646; 1 9 ct. gold curb Albert chain, gold seal, round, red stone one side, green the other; 1 heavy silver curb Albert chain ; 1 gold pin, round, set red stone— WILLIAM JONES, age 30, height 5 ft. 6 in., stout build, clean shaved, snub nose; dress, blue serge suit, dark tie, hard hat, tan colour boots. Stated he was a native of Dublin.— FREDERICK BRISCOE, age 23, height 5 ft. 7 or 8 in., stout build, hair dark, moustache light, pointed at ends ; dre3S, serge suit, white vest, red tie, hard hat. Stated he was a native of Leeds.— JOSEPH , age 31, height 5 ft. 5 in., slight build, hair dark, clean shaved, bushy eyebrows ; dress, blue coat, double- breasted vest, blue serge trousers, tight fitting, dark tie, hard hat, button boots. Stated he was a native of Birmingham. They took lodgings, 18th ult., and stated they were electric wiremen in the employ of the Corporation. Information to the Head Constable, Detective Department, Liverpool. 30 — CHtheroe ( Borough).— For stealing a gold watch ( recovered)— ISRAEL SHORROCKS, alias HARDING, age about 51, height about 5 ft. 9 in., complexion fair, hair turning grey, scar on right side of chin, right wrist, fleshy lump about 3 in. long on left side, anchor tattooed on right arm, supposed basket of flowers on left arm, right arm disabled. Stated he had served in the Army. ( See Case No. 101, 24th May, 1901.) Information to Chief Constable Clayton, Clitheroe. MERIONETHSHIRE. 3l. — Dolgeliey ( County). — For larceny ( person)— GEORGE HAVES, alias THOMAS SMITH, GEORGE LEHIFF, JOHN JOHNSON, PAUL CLAUDE, EDWARD EDWARDS, J AMES MEE, JOHN CASEY, THOMAS JONES, and GEORGE MANNERS, Office No. 172- 00, age 43 ( looks older), height 5 ft. 4 in., complexion sallow, hair dark brown, eyes brown, scar left forearm, each eyebrow, left side of forehead and left cheek, corporal punishment marks on back; wearing dark brown overcoat, brown cloth cap, tanned leather leggings. A waiter; native of New York. A notorious travelling thief. ( See Fig. 35, special ILLUSTRATED CIRCULAR, 2nd series, dated July, 1894.) Previously convicted at Wakefield, Preston, Carlisle, Doncaster, Wrexham, Edinburgh, Car- narvon, Amiens, France ( expelled in 1898), Welshpool and London. Warrant issued. METROPOLITAN POLICE DISTRICT 33.— F Division.— For obtaining goods, & c, by uttering stolen cheques — WILLIAM scar left temple and inside left wrist; dress, blue serge jacket suit, brown trousers, brown tweed cap. Sentenced at Chester Assizes, 21st April, 1882, to 10 years penal servitude for burglary at a pawnbroker's, and shooting at Police at Macclesfield. Released on licence, 26 th December, 1889. On 6th February, 1890, he shipped as A. B, at Birkenhead, on s. s. " Oratava " to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williams- town, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, he lived at Peckham on the pros- titution of the murdered woman. Two days after the murder he is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London ; and on 9th October, 1897, and 9th January, 1898, ' at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool and Birmingham. Is a native of Shoreditch. When he absconded he left behind housebreaking implements, including wood wedges. He is known as an expert and danger- ous shooting burglar. Warrant issued. He called upon a small shopkeeper, stated he was a traveller for a London firm of Herbal Cigarette Manufacturers, that he was to appoint an agent for them in the district, and if accepted he would forward a sign to be affixed over the door, for which he would pay a guinea quarterly; to this the shopkeeper agreed, and purchased 72 boxes of the cigarettes, which were afterwards found to be worthless.
