All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR op THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases inhere n reward is offered, the ' name awl address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of prisons whose apprehension is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15*. per portrait,' and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lexs rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. kTIOSTS. 7. Announcements concerning stolen property must be guaranteed by an officer of rwt leu rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arra nged by counties. 9. The force which causes particulars coru- erning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morr . u/. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. SPECIAL NOTICE. METROPOLITAN POLICE. For many years past the Metropolitan Police have received complaints from all parts of the United Kingdom concerning what is known as the " Cigarette, Cement, and Marking Ink Fraud." The swindlers travel the United Kingdom, call upon small shopkeepers, of almost every trade, and, introducing themselves as travellers, partners, or heads of the firm, induce the victim to become an agent for the sale of " The Stra- monium Cigarette," " The Bronchial Cigarette " " The Herbal Cigarette," " The Eucalyptus Cigar- ette," " The Jubilee Marking Ink," " The Whitby Jet Marking Ink," " The Cosmopolitan or Crown Cement," & c. Among the inducements held out are the following :— ( I) The tradesman to be appointed sole District Agent. ( II) To be supplied with an Automatic Supply Machine or Glass show case. ( III) To have his name, & c., as Local Agent, printed on paper bags and advertised in the Local Press. ( IV) To receive a salary as District Agent in addition to his profits on sales. ( V) To have his money refunded for goods not sold within a given period ( 6 weeks often mentioned). Upon effecting a sale the swindler produces some printed bills, and in giving a receipt, generally allows the first quarter's salary as a discount. He then sometimes arranges that the goods are not to be put on sale till the arrival of the show card, show case, or automatic machine, whichever has been promised. The following names have been given by the " travellers" when interviewing their victims :— H. Perry, C. J. Rose, S. Wilson, A. Smith, W. R. Snell, B. W. Myers, D. Myers, J. De Costa, Jonas Ellis, W. Codings, M. Morris, J. Hunter, D. Stephens, J. Henry, a/ ins Ilunnett. J. W. Graham, E. P. Corder, W. Bull. John Barnett, M. Adam, H. Barker, J. H. Guthrie, M. Roberts, J. Ben- jamin, Dunlop, J. Butt, T. W. Collins. & c. The addresses given are mostly in the East End of London, and it has been ascertained that, in some instances, an unfurnished room has been engaged in order that letters may be addressed to the house, and arrangements have been m ide for the letters to be forwarded upon receipt of an address to which they can be re- directed ; but no furniture or other property of the swindlers is ever left at these accommodation addresses. Sometimes the name and address of a supposed firm is given in London, e. g., E. Ware & Co., 38 Beaumont Street; Rose Isaacs, 6 Beaumont Street; Collins & !- ons. East Dulwich; Stramonium Company, 3a Shandy Street; M. Adams, 3a Shandy Street; but inquiry has proved that no such firms exist. Two addresses in St. Peter's Road or Cephas Street, Mile End, have been used, but the occupiers, although engaged in the manufacture of stra- monium or eucalyptus cigarettes, disclaim any connection with the swindlers, and state that they have no travellers. Notices concerning these frauds have appeared at intervals in the POLICE GAZETTE, viz. :— Case No. 15, 15th August, 1884; No. 94, 17th October, 1884; No. 108, 14th November, 1884; No. 51, 4th June, 1886; No. 5, 7th July, 1889; Special Notice, Sth December, 1893 ; Case No. 54, 28th May, 1897; No. 4, 4th February, 1598 ; and Special Notice, 25th January, 1901, & c. Several successful prosecutions have taken place in different parts of the United Kingdom. In view of the widespread extent of the operations of this fraud Police may wish to give publicity to this warning through the columns of the various local newspapers. It may be added that several notices have also appeared in Truth. The Metropolitan Police can take no action unless process is first obtained. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— c Division.— For obtaining money by worthless cheques on Cox's Bank, Charing Cross— WILLIAM HIETTE ABRAHAM HOGG, age about 34, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue, speaks with strong Irish accent; dress, dark grey jacket suit, hard felt hat. Is a 2nd Lieutenant of the Royal Irish Fusiliers, Cavan. Warrant issued. 2. — E Division. — FRANK WILLIS HAWLEY, Case No. 42, 18th inst. Not to be arrested. Warrant withdrawn. 3.— If Division. — For stealing, 12th ult., a lady's open face silver watch ; 1 black leather purse, containing 3s. 10d.— — GREENWAY ( supposed false), age 53, height 5 ft. 10 in., stiff build, complexion ruddy, hair and moustache ( clipped) grey. 2nd finger right hand stiff, good teeth; dress, blue serge jacket, brown vest, grey tweed trousers, black overcoat, light tie, hard felt hat. Supposed a native of Lowestoft, Suffolk. Warrant issued. 4.— If Division.— For carnally knowing a girl under 16 Years of age— ARTHUR MEARS, alias DATE and DIDO MEARS, age 25, height 5 ft. 6 in., complexion fresh, hair and eyes brown, nose has been broken, 3rd and 4th right fingers missing ; wearing dark clothes, hard felt hat. A native of Old Ford, London. Warrant issued. 5 — 5 Division.— For embezzling £ 2 5s.— ALFRED MERRYGOLD, age 14, complexion fair, hair light, slightly bow- legged ; dress, long black jacket, dark grey trouseis, fawn colour cap. A native of Highbury, London. Warrant issued. 6.— Y Division.— For stealing £ 4 18s. 3d. — HERBERT KING, age 35, height 5 ft. 9 in., complexion fresh, hair light, eyes blue ; dress, fawn colour reefer jacket, dark jacket and vest, striped trousers, hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For stealing £ 341 17s. 10d.— EDWARD M. S. SOUL, age 54, height 5 ft. 6 in., complexion fair, hair, slight side whiskers, and moustache light, nose slightly distorted; dress, black frock coat suit, silk hat. A banker's clerk ; late of Well- meadow Road, Hither Green, S. E. Warrant issued. Information to Supt. McWilliam, 26 Old Jewry, E. C. A YRS HIRE. 8 — Ayr ( Burgh). — For stealing, 15th ult., 2 pairs of trousers ( recovered)— JOHN KINNON, alias KEENAN and GOUDIE, age 31, height about 5 ft. 6 ins., complexion fair, long full face, hair ( short) rather red, slight moustache light, right leg about 5 in. shorter than left, and wears an iron clamp on boot, carries a stick ; dress, dark brown tweed jacket, light brown tweed vest with red check 2 in. square, dark tweed trousers, blue and white spotted muffler, dark peak cap. A tailor ; native of Ayr. Stays at common lodging houses. Has worked at Ardrossan, Belfast, Carlisle, Glasgow and Kilmarnock. Warrant issued. Information to Chief Constable McKay, Ayr. BERKSHIRE. 9 — Wokingham ( County).— For obtain- ing food and lodgings by false pretences, at Bracknell— ARTHUR' RANDELL, age about 50, height 5 ft. 7 or 8 ins., complexion sallow, hair ( turning grey) dark, eyes hazel, deep scar on left cheek, nose bent, walks badly, carries a stick ; dress, brown check jacket suit, brown cloth cap, lace boots. He stated he was a pensioner of the Royal Horse Artillery. Warrant issued. Information to Inspector Goddard, Wokingham. CA RDIGA NSHIRE. 10. — Aberystwyth ( County). — For ob- taining 10s. by false pretences — ROBERT COTTON, alias JONES and B. JONES, age 60 to 65, height 5 ft. 8 or 9 in., complexion pale, hair ( turning grey) dark, eyes grey, speaks with Irish accent; dress, brown coat, dark slop, cord trousers, brown cap, lace boots, all much worn. Supposed a native of Lancashire. Warrant issued. Information to Supt. Phillips, Aberystwyth. 2 THE POLICE GAZETTE. FRIDAY, APRIL 18, 1902. DENBIGHSHIRE. 11.— Abergele ( County)— For stealing a dog ( recovered)— DAVID HUGHES, age about 37, height about 5 ft. 7 in., complexion ruddy, narrow features, hair light brown, moustache sandy; dress, black jacket and cap, old cord trousers. A tramping labourer ; native of Acrefair, Ruabon. Has served in the Shropshire Light Infantry. May seek employment on public works. Warrant issued. Information to Supt. Jones, Denbigh. DERBYSHIRE. 12.— Derby ( Borough).— For failing to re- port— Licence- holder JAMES WAIN WRIGHT, alias HENRY BRASSINGTON, and ARTHUR SUTTON, Office No. 566- 02, age 31, height 5 ft. 10J in., complexion fresh, hair dark brown, eyes grey, scar right eyebrow and bridge of nose, POLLY, PO and anchor left forearm, line and 4 dots left wrist, varicose veins both legs. A fisher- man ; native of Longton, Staffs. Sentenced at West Riding Assizes, 2oth July, 1S95, to 5 years penal servitude, and 5 years supervision and remanent of former sentence for burglary. Liberated on 2nd licence, 3rd March, 1902, which expires 4th July, 1902. S V 502. Information to the Chief Constable, Derby. ESSEX. 13.— Chelmsford ( County).— For stealing, 17th ult., from her lodgings, a lady's silver Geneva watch, white dial, steel hands, chased back; 1 white lace collarette ; 1 gold bracelet, £ in. wide, chased fern leaves ; 1 silver do., f in. wide; 1 black alpaca skirt, bound with black velvet at bottom ; 1 white linen nightdress; 1 twill do.; 1 blue silk tie: 6 ladies' handkerchiefs, and 19s.— A WOMAN, supposed name ELLEN MAYHEW, age 29, height . » ft. 3 in., slight build, complexion pale, hair ( curled on forehead) brown, several right front and back teeth of upper jaw missing, of lady like appearance, fond of cycling; dress, black skirt, light blouse, trimmed black velvet ribbon, dark grey jacket, black patent leather shoes, fastens with 2 straps. A dressmaker; supposed a native of Essex. She poses as a detective. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 14. — Saffron Wat den ( County). — For neglecting his children in a manner likely to cause them unnecessary suffering— EDWARD GOWLETT. age 41 ( looks older), height 5 ft. 6 or 7 in., slight build, complexion fresh, long thin face, hair light brown, small moustache rather dark brown, beard about 5 weeks' growth, eyes greyish blue, prominent ears; dr^ ss, dark serge suit, brown cap. A carpenter and wheel wright ; native of Radwinter. Warrant issued. Information to Supt. Pryke, Saffron Walden. 15.— Wit ham ( County).— For stealing, 15th ult., a pony, cart and harness ( recovered) — A MAN, age about 27, height 5 ft. 5 or 6 in., com- plexion inclined to sallow, hair and moustache dark, eyes supposed slightly crossed, Roman nose; dress, black diagonal jacket suit, fawn colour rain proof overcoat, hard felt hat; wearing gold coloured ring on left little finger, and gold coloured watch chain. Information to Supt. Harrington, Witham. FLINTSHIRE. 16 — Mold ( County).— For stealing a brown mackintosh, velvet collar, " Distinguished Water- proof " on tab ; 1 pair grey tweed trousers with patent studs ; 1 blue and white striped silk muffler — HARRY CORBETT, age 24, height 5 ft. 3 or 4 in., complexion pale, hair and eyes dark, clean shaved ; dress, dark blue jacket, black low- cut vest, side spring boots with high heels, navy blue cap, and the stolen property. A saddler, recently employed as a labourer ; native of Nantwich. Warrant issued. Information to Supt. Davies, Mold. HAMPSHIRE. 17.— Aldershot ( County).— For forgery— WILLIAM HENRY SOUTHERTON, age 20, height 5 ft. 9 in., slight build, complexion fresh, small features, hair brown, clean shaved, eyes ( small) blue, scar outer side of right eye ; dress, grey tweed suit, cap rather darker than suit, white silk tie, shoes with toe caps. An officer's servant. Is a deserter from the 147th Battery Royal Field Artillery. Had in his possession a blank cheque. No. RA- 120799, on Messrs. Cox & Co.' s Bank. Information to Supt. Hawkins, Aldershot. IS. — Bournemouth ( County). — For neglecting to maintain their children, leaving them chargeable to the Common Fund of the Christchurch Union — FREDERICK SIDNEY FOOTE, age 28, height 5 ft. 4 in., complexion fair, hair sandy, eyes hazel. A labourer ; native of Pokesdown.— ALFRED JOHN HURLEY, age 26, height 5 ft. 8 in., complexion fair, hair brown, eyes hazel, gunshot, cross flags, cross anchors and 2 crosses tattooed left forearm, 5 crosses with star in centre, back left hand, star, wheel, and anchor right forearm, bracelet right wrist, cross back right hand, scar left side of head. A labourer ; native of Brighton. May be found on public works. Warrants issued. Information to Supt. Foster, Bournemouth. 19.— IWinchester ( City).— For obtaining money by false pretences, 18th ult.— A WOMAN, who gave the names of SARAH BURNEY, AYTON and HORTON, age about 30, rather stout build, complexion dark or sallow, hair ( heavy fringe on forehead) dark brown, eyes dark ; dress, green costume, rather large black straw hat, trimmed black silk, white daisies and flowers under brim, wearing an oval silver brooch, " Jennie " thereon, carried a black silk umbrella with white T- shape handle. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon them, and, after being engaged, obtained money for the purpose of paying her railway fare. Was at Leamington, Warwickshire, on 23rd ult. Warrant issued. 20 .— Winchester ( City).— For stealing, 19th ult., a silver cigarette case, chased, " B. C." engraved thereon; 1 yellow stone seal, mounted in gold, with 3 sides, 1 side basket, one side lamp with butterfly, and other with hour glass, 1 English and 2 French mottoes on seal— A WOMAN, who gave the names of ALICE TAYLOR and ROSE HOLT, age about 25, height 5 ft. 1 or 2 in., rather slight build, com- plexion dark, hair ( frizzy over forehead) dark brown, eyes dark, small marks left cheek, small mark upper lip ; dress, black skirt, trimmed 3 rows of black satin ribbon, three- quarter length fawn colour jacket, trimmed with several rows of braid, black straw sailor hat with black band, or black velvet hat with paste buckle. She called at registry offices, represented herself as a cook, and having obtained names of ladies, called upon one of them for the purpose of being engaged, and, during her temporary absence, committed the above larceny. Was at Leamington, Warwick- shire, on 23rd ult., and is believed to be con- cerned with Sarah Burney, Case No. 19. Warrant issued. Information to Head Constable Felton, Guild- hall, Winchester. 21.— Southampton ( Borough).— Escaped from Southampton Poorhouse, 26th ult., while awaiting removal to a Reformatory School, having been convicted of felony, 18th ult.— MAUD WILSON, age 15, height 4 ft. 10 in., complexion fresh, hair brown, eyes blue ; dress, dark grey jacket, grey fur, black serge skirt with frill round bottom, black satin bodice, black satin petticoat, with frill, or red petticoat, large grey hat trimmed plush. A native of Southampton. May be found sleeping out, or in the company of prostitutes. Information to the Chief Constable, Southamp- ton. HUNTINGDONSHIRE. 21.— St. Neots ( County).— For embezzl- ing various sums of money— CHAS. ELLIS, age about 35, height about 5 ft. 5 in., complexion, hair and moustache dark, eyes brown, short legs, is fond of music. Supposed a native of Hitchin. Has been employed by Singer's Sewing Machine Company at St. Neots. May be accompanied by his wife and 6 children. Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon, or to Inspector Wilson, St. Neots. LANCASHIRE. 23.— Liverpool ( City).— For stealing from their lodgings, 21st ult., a silver lever watch, maker Henry Levy, Manchester, No. 27646; 1 9 ct. gold curb Albert chain, gold seal, round, red stone one side, green the other ; 1 heavy silver curb Albert chain ; I gold pin, round, set red stone— WILLIAM JONES, age 30, height 5 ft. 6 in., stout build, clean shaved, snub nose ; dress, blue serge suit, dark tie, hard hat. tan colour boots. Stated he was a native of Dublin.— FREDERICK BRISCOE, age 23, height 5 ft. 7 or 8 in., stout build, hair dark, moustache light, pointed at ends ; dress, serge suit, white vest, red tie, hard hat. Stated he was a native of Leeds.— JOSEPH , age 34, height 5 ft. 5 in., slight build, hair dark, clean shaved, bushy eyebrows ; dress, blue coat, double- breasted vest, blue serge trousers, tight fitting, dark tie, hard hat, button boots. Stated he was a native of Birmingham. They took lodgings, 18th ult., and stated they were electric wiremen in the employ of the Corporation. Information to the Head Constable, Detective Department, Liverpool. 24 .— Clitheroe ( Borough).— For stealing a gold watch ( recovered)— ISRAEL SHORROCKS, alias HARDING, age about 51, height about 5 ft. 9 in., complexion fair, hair turning grey, scar on right side of chin, right wrist, fleshy lump about 3 in. long on left side, anchor tattooed on right arm, supposed basket of flowers on left arm, right arm disabled. Stated he had served in the Army. ( See Case No. 101, 24th May, 1901.) Information to Chief Constable Clayton, Clitheroe. LEICESTERSHIRE. 25.— Leicester ( Borough). — For stealing, 21st ult., a watch chain and 3 rings— ENOCK PLANT, age 29, height 5 ft. 8 in., complexion fresh, long face, hair dark brown, fringe on fore- head, eyes hazel. A native of Wolverhampton. Is fond of speaking of having been to India. Information to the Chief Constable, Town Hall. Leicester. MERIONETHSHIRE. 26.— Dolgelley ( County). — For larceny ( person)— GEORGE HAYES, alias THOMAS SMITH, GEORGE LEHIFF, JOHN JOHNSON, PAUL CLAUDE, EDWARD EDWARDS, J AMES MEE, JOHN CASEY, THOMAS JONES, and GEORGE MANNERS, Office No. 172- 00, age 43 ( looks older), height 5 ft. 4 in., complexion sallow, hair dark brown, eyes brown, scar left forearm, each eyebrow, left side of forehead and left cheek, corporal punishment marks on back; wearing dark brown overcoat, brown cloth cap, tanned leather leggings. A waiter; native of New York. A notorious travelling thief. ( See Fig. 35, special ILLUSTRATED CIRCULAR, 2nd series, dated July, 1894.) Previously convicted at Wakefield, Preston, Carlisle, Doncaster, Wrexham, Edinburgh, Car- narvon, Amiens, France ( expelled in 1898), Welshpool and London. Warrant issued. Information to the Deputy Chief Constable, Dolgelley. MONMOUTHSHIRE. 27.— Newport ( Borough). — For obtaining food and lodgings by false pretences— A MAN, who gave the name of SMITH, age about 48, height about 5 ft. 8 in., thick set, complexion fresh, round features, hair dark brown, clean shaved, eyes small, piercing ; dress, black suit, square cut lounge coat, long black single- breasted overcoat, black bow tie, black hard felt hat. He took lodgings, 12th ult., for 6 days, stated that he was a preacher engaged on a mission at the English Baptist Chapel; also that he belonged to London, and had come from Pontypool. Absconded 18th ult. Warrant issued. 28.— Newport ( Borough). — For stealing, 26th ult., a fancy china plate, 3 perforated rows around edge, 4 flowers and ferns in centre; 1 binding cover, " History of the Boer War " there- on ; 17 books, viz., Bunyan's Pilgrims' Progress, Prince of the House of David, Throne of David, How London Lives, History of the French Revolution, Life of General Gordon, Pleasant Hours of Good Reading, Great Warriors— Nelson, Wellington, Napoleon, Gulliver's Travels, Wild Animals and Birds, Mungo Park's Travels, Life of Grace Darling, Fateful Night, Family Medical Adviser, Amid Greenland Snows, The Wide Wide World, Scenes and Sights in Town and Country, " G. Angillwritten, and " Joyce, stationer, High Street, Newport," supposed stamped on all the books— A MAN, who gave the name of ERWIN HERSEN, age about 25, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair and slight moustache black, supposed German accent; dress, black morning coat, black trousers, tie, running flower pattern, pin with stone therein, black yachting cap, silent boots. Had in his possession a fawn colour mackintosh with slanting pockets, and a large brown portmanteau with 2 straps. Stated he was a native of Antwerp. He took lodgings, 25th ult., representing that he was a traveller for a " Medical Book Company," and that he had been in London, Edinburgh and Bristol, had come from Manchester, and was going to Cardiff. He stated that he belonged to the Lntheran Church and the Salvation Army, and that he had been in this country 5 months. Warrant issued. Information to Head Constable Sinclair, New- port. TUESDAY, APRIL 22, 1902. THE POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT 29.— C Division.— For obtaining£ 20 by con- spiracy and fraud, 27th March last— Licence- holder FRANCIS BRUNO KAHLER, alias BRUNO BEHRENS and SINCLAIR, Office No. 3147- 01, age 24, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown, birthmark bridge of nose. A music hall artiste; is well known at Oxford, Wolverhampton, and Bedford. A very clever larceny- lodgings thief.
