All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likeioise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or Ms immediate deputy, of the county, city, or borough, as the case may be. ^. TIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which, may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in this usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. B. HENRY, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private Dersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. (/ » ) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. She was employed as manageress at a coffee house. CAMBRIDGESHIRE. 14.— Cambridge ( Borough).— For obtain- ing 7s. by false pretences, 4th inst.— ERNEST CLARK, " age 25, height 5 ft. 6 in., complexion sallow, thin face, hair and eyes dark, clean shaved ; dress, navy blue suit, brown overcoat, blue tie with white spots, black cap, lace boots. Stated 2 THE POLICE GAZETTE. FRIDAY, APRIL 18, 1902. he was a professional cricketer and had been employed at Peterborough and Winchester Colleges, and that he was a native of Hull. He obtained the above amount for the purpose of proceeding to Peterborough to visit a person who • was in the infirmary. Warrant issued. [: 15.— Cambridge ( Borough).— For stealing, 4th inst., 2 silver Geneva watches ( 1 with " 18, 1899 " and " H. D." engraved inside case ; 1 open face, engine turned case) ; and 2 chains— OTTO KONING, a German, age 16, very short, com- plexion fair, cannot speak English ; dress, dark coat and trousers, grey vest, dark spotted tie, black and white check cap, shoes. He was employed at a restaurant for 3 days and left on 4th inst., stating he was going to Ely. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 16.— Birkenhead ( County).— For obtain- ing food and lodgings by false pretences at Lower Bebington— GORDON RUSSELL, age 32, height 5 ft. 8 in., complexion sallow, hair, moustache and pointed beard ( cropped short) brown, cut mark left elbow and above left knee, 2nd and 3rd right fingers deformed, well educated ; dress, dark grey tweed jacket suit, small check pattern, greenish- brown peak cap, lace boots with square toes. Supposed a native of Bath. Warrant issued. Information to Supt. Bowyer, County Hall, Birkenhead. 17.— Dukinfield ( County).— For obtaining 3s. by false pretences, 5th inst.— FRANK CHAP- MAN, age about 45, height about 5 ft. 8 in., complexion sallow, thin features, hair and slight moustache dark brown, eyes ( full) dark, pro- minent teeth ; dress, dark suit, black overcoat, silk striped muffler, hard felt hat, lace boots. A native of Hyde, near Manchester. Warrant issued. Information to Supt. Croghan, Dukinfield. 18.— Liscard ( County).— PETER HARDIE, Case No. 4, 10th January last. Information can- celled. 19. — Liscard ( County). — For burglary, 9th inst., and stealing a dark grey Chesterfield overcoat, side pockets ; 1 fawn colour mackintosh, maker's name and " Aldersgate Street, London, on tab; 1 dress coat, silk collar, slightly worn 1 box surgical instruments in case, some stamped "' Gardiner, Edinburgh " ; 1 lady's gold dress ring, buckle, set small emeralds and 1 diamond ; 1 do., set diamond and 2 rubies ( lruby missing) ; 1 do., heart shape, set 3 pearls; 1 miniature chest of drawers, light colour wood — ALBERT B. BEHRENS, age 26, height about 5 ft. 6 in., slight build, hair and moustacho dark brown, thin features, long sharp nose ; dress, dark grey jacket and vest, striped trousers, hard felt hat, lace boots. — OSCAR BEHRENS, age about 23, height about 5 ft. 7 in., round features, hair ( bushy in front) and slight moustache dark ; dress, grey suit, cap, lace boots. Had in their possession a Gladstone bag. They took lodgings, 6th inst., stating that they were agents for the Imperial Tobacco Com- pany. Absconded 9th inst. Warrant issued. Information to Supt. McDonald, Liscard. dark overcoat, grey trousers, lace boots. He obtained goods, and in payment tendered a cheque which was afterwards returned marked " no account." Is identical with Victor J. Brassey, Case No. 37, and Man, Case No. 41, 21st ult. Warrant issued. Information to the Chief Constable, City Police, Exeter. DURHAM. 23.— Sunderland ( Borough).— For stealing 10 dentist's forceps, 3 nickel- plated, others steel, honey combed grasps ; 6 stopping instruments ; 1 mouth mirror; and 10 impression trays— R. ANDERSON, age 30 to 32, height 5 ft. 7 or 8 in., thick set, complexion dark, hair and moustache dark brown, blue scar bridge of nose ( supposed to have been broken); dress, dark grey single breasted overcoat, dark blue striped trousers, dark grey soft felt hat. A mechanical dentist; native of Glasgow or Dundee. Absconded 29th ult. Warrant issued. Information to the Chief Constable, Sunderland. ESSEX. 24.— Grays ( County). — For stealing, 29th ult., at Tilbury, 14 sweeps' rods ; 1 brass machine head; 1 hand brush, and a cloth— CHARLES LODEING, age 35 to 40, height 5 ft. 7 or 8 in., complexion, hair and moustache ( turn- ing grey) dark, dimple in chin, burn scar left arm; dress, black jacket, brown trousers, light cap, lace boots. A sweep. Warrant issued. Information to Supt. Jordan, Grays. GLA MORGA MS HIRE. 25.— Cardiff ( Borough). — For stealing ( bailee) £ 5 15s. 6d.— EDWARD LINDSEY, age 44, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair dark, moustache dark brown, gruff voice; dress, grey suit, brown leggings. A bailiff. He absconded in February last, and may be ac- companied by his step- daughter, age 18, complexion fresh, hair dark. Warrant issued. 26.— Cardiff ( Borough). — For stealing a horse, cart and harness ( recovered) — JOHN MOGGRIDGE, age 25, height 5 ft. 6f in., com- plexion fresh, hair brown, eyes dark grey, good teeth, cut scars on head, under right side of jaw, both eyebrows, above nose and left side of fore- head, 3 abscess scars outside left forearm, scar back of left little finger, end of left thumb injured, scars both knees, boil scar right hip and back of right thigh, ruptured right side, light brown mole right side of back. A seaman or labourer. May be found in company of prostitutes, low class seamen, or at common lodging houses, or may endeavour to go to sea. Warrant issued. Information to Head Constable McKenzie, Cardiff. DEVONSHIRE. 20. — Exeter ( County). — For forging a cheque, 4th inst.— A MAN, who gave the names of MAJOR BARNETT, MORRIS, DEITZ, and CAPT. HURSK, age 38, height 5 ft. 8 or 9 in., slightly bow- legged, complexion fresh, face and neck rather red. hair and moustache dark brown, eyes brown ; dress, dark coat, grey trousers, lace boots. Had in his possession a card, " Deitz, 3 Dorset Square, N. W." thereon. Supposed identical with Victor Brassey, Case No. 37, and Man, Case No. 41, 21st ult. Stated he was a Freemason. Warrant issued. 21.— Exeter ( County).— For embezzlement at North Tawton— A. PHILLIPS, age 35, height 5 ft. 7 or 8 in., rather stout build, complexion fresh, hair dark brown, heavy moustache, may now be clean shaved; dress, dark coat and vest, cord trousers, and supposed dark blue overcoat. A native of Morchard Bishop. Has been em- ployed as working manager to a firm of coal and general merchants. Absconded lst inst. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. 22. — Exeter( City).— For obtaining by a forged cheque, a double- barrel gun, hammerless, top lever ejector, " Agnew & Son, Exeter," on barrels, No. 7553 on trigger guard, in a leather case; and 2 packets of cartridges, 50 in packet— HERBERT G. MORRIS, Major ( supposed false), age about 38, height 5 ft. 9 or 10 in., complexion fresh, hair . and moustache dark brown, eyes brown; dress, GLOUCESTERSHIRE. 27.— Staple Hill ( County).— For larceny, 28th ult.— JOHN RUDDICK, age 42, height 5 ft. 4 or 5 in., complexion fresh, hair and eyes dark, walks badly, turns his toes outwards. HAMPSHIRE. 28.— Southampton ( Borough). — Super- visee GEORGE NELSON, Office No. 3204- 98, Case No. 22, 11th November, 1898, not now wanted. 29 — Southampton ( Borough).— For steal- ing, 14th inst., a bag containing £ 8— A YOUTH, age about 16, height 5 ft. 4 in., complexion fresh, hair brown, stutters badly ; dress, dark grey suit, black tie, dark cap. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 30.— Leominster ( County).— For obtaining a cheque for £ 3 by false pretences— ROBERT WENTWORTH ( supposed false), age about 20, height about 5 ft. 4 in., complexion dark, hair dark brown, clean shaved; dress, light brown suit, appearance of a mechanic. He answered an advertisement in the Exchange and Mart in December, 1901, offering to supply a number of prize fowls, stating he had to dispose of them owing to his business having so increased, and that he would forward the fowls on receipt of cheque. Warrant issued. 31 — Leominster ( County).— For stealing, 10th February last, a collie bitch ( recovered)— ARTHUR DIDLICK, age about 30, height 5 ft. 7 or 8 in., complexion dark, rather full face, hair dark brown, usually clean shaved; wearing old dark clothes and cap. A native of Ludlow, Shropshire. Warrant issued. Information to Supt. Price, Leominster. HER TFORDSHIRE. \ 32. — Bishop S tort ford ( County).— For stealing £ 5 10s., 30th ult., at Sawbridgeworth — JOSEPH SEWELL LEONARD RACE, age 18, height 5 ft. 10 in., complexion fresh, hair light brown, eyes blue, rather large feet; dress, dark mixture suit, black hard felt hat. A native of Sawbridgeworth. Has served in the Royal Marines. Warrant issued. Information to Supt. Foster, Bishop Stortford. KENT. 33.— West Mailing ( County).— For steal- ing, 29th ult., at Wrotham, a black serge cap ; 1 linen collar, the " St. George "; and 8s.— ED WARD JAMES GRICE, age 30, height 5 ft. 7 in., com- plexion sallow, hair brown, clean shaved, eyes blue ; dress, blue serge jacket and vest, blue striped or grey trousers, supposed wearing the stolen collar and cap, or a soft felt hat. A coachman. Warrant issued. Information to Supt. Hoare, West Mailing. 34.— Maidstone ( Borough).— For failing to report— Licence- holder DAVID MORGAN, Office No. 563- 02, age 50, height 5 ft. 4 in., complexion fresh, hair grey, eyes blue, scar over left eyebrow, under jaw and back left hand, mole between shoulder blades. Native of Bobbing, Kent. Sentenced at Maidstone Sessions 10th April, 1895, to 5 years penal servitude and remanet of former sentence for housebreaking. Liberated on 2nd licence lst March, 1902, which expires 20th July, 1902. K O V 323. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 35.— Skerton ( County).— For forging a pro- missory note for £ 100— MILES CAPSTICK, age 37, height 5 ft. 10 or 11 in., complexion fresh, hair ( turning grey) brown, eyes grey, speaks quickly, husky voice, leans forward, walks with a quick step ; dress, check plaid jacket and vest, grey mixture trousers, long black overcoat. A native of Sedbergh, Yorkshire. Warrant issued. Information to Supt. Barnett, Skerton. 36.— Liverpool ( City). — For failing to report — Licence- holder ROBERT EDWARD REEVES, alias TAPNER, TABBENOR, etc., Office No. 2606- 01, age 35, height 5 ft. 8* in., com- plexion fresh, hair dark brown, eyes grey, 2 scars on bridge of nose, lst right and 2nd left finger stiff, 2 scars left shoulder blade. Sentenced at Exeter Assizes, 12th November, 1897, to 4 years penal servitude, and remanet of former sentence for housebreaking. Liberated on licence 23rd September, 1901, which expires 22nd November, 1902. T X 289. Information to the Head Constable, Detective Department, Liverpool. 37. — Manchester ( City).— Expiree RICHARD HILL, Office No. 1360- 01, Case No. 28, 21st June, 1901, not now wanted. 38.— Warrington ( Borough).— For stealing a watch ( recovered)— A MAN, who gave the name of WILLIAM TASKER, age about 35 to 40, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair brown, long moustache dark brown; dress, long dark cloth jacket, dark double breasted vest, dark blue trousers, black and plum colour silk muffler, black hard hat. 39.— Warrington ( Borough).— For em- bezzling £ 2 9s.— PERCY LEIGH, age 27 ( looks younger), height 5 ft. 6 in., complexion fresh, hair ( bushy in front) and slight moustache black, slouching gait, talkative, of good address; dress, brown plaid jacket suit, hard felt hat, light lace boots. A commercial traveller, may be found in the company of betting men. Warrant issued. 40.— Warrington ( Borough).— For lar- ceny— POLLY BLOSSOM, alias CLARKE, age 45 to 50, height about 5 ft., complexion fresh, several old scars on face, hair ( parted at side, fringe at front), black, turning grey; dress, old striped skirt, white blouse, old faded shawl, clogs.
