All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of las. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or Ms immediate deputy, of the county, city, or borough, as the case may be. ^. TIOBTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Annoi'ncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcement* concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( « ) The amount of the reward. ( i) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation 10 property stolen, or criminally taken or disposed of, holdinc out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Warrant issued. 7.— 5 Division.— For obtaining musical instruments by false pretences — GEORGE BOLTON, age 48, height 5 ft. 5 in., complexion pale, hair and moustache dark, turning grey, takes short quick steps, turns feet outwards; wearing dark clothes, black hard felt hat. He answers advertisements in the Exchange and Mart, and requests that musical instruments advertised be forwarded on approval. DENBIGHSHIRE. 10.— Wrexham { County).— For obtaining money, food and lodgings by false pretences— A MAN, who gave the name of FREDERICK STANTON, an American, age about 53, height about 5 ft. 7 in., hair ( long and brushed back at sides), moustache and beard dark, yellow around eyes; dress, black overcoat with velvet collar, tweed trousers, black bow tie, soft round felt hat, low shoes. BLITZ, age 35 to 40, height 5 ft. 8 or 9 in., complexion, moustache and side whiskers dark, long features, high cheek bones, top of 3rd left finger missing; dress, light grey cycling suit, cycle shoes with strap across instep. Warrant issued. 13 — Colchester ( County).— For stealing ( bailee), 15th ult., at Manningtree, a " Premier " bicycle, 26 in. frame, nearly flat handle bars, 28 in. wheels, lined gold, both tyres re- rubbered, Dunlop believed to be marked " New Grapper" chain pattern, brake, mudguards, metal gear case, bell, and lamp attached— A MAN, supposed JOE RICHLAND, age 20 to 23, height 5 ft. 5 or 6 in., complexion, hair, slight moustache and eyes dark ; dress, dark cycling suit and stockings, or blue serge suit, brown leather gaiters. Warrant issued. Information to Inspector Burrell, Mistley. 14.— Colchester ( Borough,).— For obtain- ing a bicycle by falsa pretences, 12th ult.— ALBERT B. BLITZ, age about 35, height 5 ft. 10 in., stoops slightly, slight build, complexion pale, round sunken features, hair, moustache and whiskers dark, eyes brown, is rather asthmatical; wearing cycling suit, or frock coat and silk hat. A draughtsman; native of Belgium or Germany. Has been manager to a Marble Co. at Llangollen, and left a card bearing that address.— A. MAN, age 20 to 23, height about 5 ft. 6 in., complexion and hair dark, slight moustache, thin features. He represented himself as servant to above. Warrants issued. FLINTSHIRE. 15.— Mold ( County).— For obtaining a gold chain and seal by false pretences— CHARLES McNAMARA, age about 32, height 4 ft. 6 in., complexion fresh, hair light brown, eyes grey ; dress, light grey tweed suit, light tie, hard felt hat, wearing a gold ring, set green stone. A bookmaker's clerk. Warrant issued. ( recovered).— WILLIAM HENRY RICHARDSON, age about 50, height 5 ft. 6 or 7 in., slight build, complexion fair, long thin features, hair ( bald on top) li ht, clean shaved, eyes blue, can speak French nd Spanish ; dress, blue serge suit, dark grey tie with blue stripes, blue soft felt hat, lace boots, carried a blackthorn stick, buckhorn handle, silver mounted. A carver and gilder, has been employed as a porter and labourer. Warrant issued. Information to the Chief Constable, Bath. ISLE OF ELY. 19.— Wisbech ( County). — For deserting their children, leaving them chargeable to the Common Fund of the Wisbech Union— JOHN WILLIAM BEAKLEY, age 49, height 5 ft. 7 or 8 in., slight build, long face, pock- marked, hair ginger, turns his feet outwards. A native of Wisbech. Has been previously convicted.— GEORGE HARRIS, age about 35, height 5 ft. 6 in., complexion fresh, round face, hair and moustache light brown. Supposed a native of Brighton. Has been employed on fashing smacks. May seek employment as a porter. — JOHN WILLIAM JOHNsON, age 35 to 40, height about 5 ft. 5 in., complexion, hair and whiskers dark. A labourer ; may be found at farms. Supposed a native of Stow Bardolph, Norfolk.— JOHN JACK- SON, age about 46, height 5 ft. 7 or 8 in., com- plexion and hair very dark. A labourer; has been employed at London Docks. May be found working with thrashing machines.— T0UNSEND VESSEY HUDSON, age about 35, height 5 ft. 4 or 5 in., complexion dark. A native of West Walton, Norfolk. May be found working as a dock labourer. — HERBERT GOODE, age 35, height 5 ft. 5 in., stout build, complexion swarthy, hair black, eyes dark. A chief mate on a trading ship which calls at London, Liverpool and Glasgow. Warrants issued. A reward of £ 2 will be paid by the Guardians of the Wisbech Union to any person giving such information as will lead to the arrest of either of the above. NOTTINGHAMSHIRE. 20.— Newark ( Borough).— For stealing a lady's silver watch ; 1 silver Albert ( recovered); 1 lady's do., 2 strands joined to heart in centre— E. H. MORGAN, age 28, height 5 ft. 3i in., complexion fresh, prominent nose, hair and eyes dark brown, cast in one eye, which appears larger than the other; dress, brown mixture jacket suit, black tie, brown cap, wearing a gold twisted wire ring, and silver curb pattern Albert. Stated he was a bridge builder. Absconded 21st ult. Information to the Chief Constable, Newark. OXFORDSHIRE. 21.— Oxford ( County).— For withholding £ 136 14s. 3d., the monies of the Oxford District Branch of the United Order of Oddfellows Friendly Society— WILLIAM FRANCIS GOOD- WIN, age 38, height 5 ft. 3 or 4 in., complexion fair, hair and moustache light brown, eyes blue. A bootmaker; native of St. Clement's, Oxford. May endeavour to leave the country. Warrant issued. Not to be apprehended out of the United Kingdom. 22.— Oxford ( County).— For stealing, 25th ult., at Cowley Barracks, a light tweed jacket suit; 1 pair lace boots, size 8; and £ 1 4s. WRIGHT, age 25, height 5 ft. 3 in., slight build, complexion fair, hair and slight moustache dark brown, eyes grey, of smart appearance; wearing the stolen clothes, grey Alpine hat with black band. Stated he was a professional singer and had been em- ployed at music halls in London. Plays bones and sings at public houses. May be found at common lodging houses. Warrant issued. SOMERSETSHIRE. 25— Bath ( City).— For stealing ( bailee) 19th ult., a " Racer " bicycle, dropped handle bars, 24 in. frame, rat- trap pedals, large mark on steering column, plate and enamel in good condition, STAFFORDSHIRE. 25.— Leek ( County).— For stealing ( bailee) 18s. 9d. and a registered envelope, 26th ult., at Cheadle— A MAN, age 29, height 5 ft. 8 in., complexion fresh, high cheek bones, hair, slight moustache and eyes dark brown, right fore- finger deformed, cast in both eyes, abscess mark under right ear; dress, blue serge jacket and vest, green cord trousers, cream colour muffler with blue spots, grey cloth cap, strong lace boots, leather leggings. A native of Tean, Staffs. Information to Supt. Breton, Leek. 26.— Wolverhampton ( Borough). — For forging and uttering a request for the payment of £ 2, 24th January last— GEORGE SHOWELL, age about 28, height about 5 ft. 6 in., complexion fresh, hair and moustache light brown, eyes brown ; dress, dark blue suit and cap. A native of Bilston, Staffs; he was invalided f rom S. Staffordshire Regiment at Netley on 29th M 1900. Warrant issued. Information to Captain Burnett, Chief Constable, Wolverhampton. SUFFOLK ( West). 27.— Bury St. Edmunds ( County).— For obtaining a cheque for £ 27 by false pre- tences, 14th January last— H. BUCKLAND, age 35, height 6 ft. 2 or 3 in., complexion sallow, pock- marked, hair dark brown, clean shaved, eyes brown ; dress, blue serge jacket suit. Is believed to have served in the Grenadier Guards. A native of Northampton. Warrant issued. Information to Deputy Chief Constable Emmer- son, Bury St. Edmunds. SUSSEX ( East). 28.— Eastbourne ( Borough).— For obtain- ing £ 5 by a worthless cheque on Parr's Bank, 15th February last— HARRY WESTON, age about 35, height about 5 ft. 8 in., stout build, hair dark, turning grey, clean shaved, well spoken, addicted to drink, of good appearance. He formerly had offices at 7, Nicholas Lane, Lombard Street, London, E. C., where he is said to have carried on business as an Insurance Broker. Absconded 24th February last. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. 29.— Hastings ( Borough).— For obtaining £ 13 10s. by false pretences— LIONEL STAPLE- TON, alias STAPLETON SMITH, and DE COURCEY STAPLETON, age 35 to 37, height 5 ft. 8 in., complexion fresh, hair, slight curly moustache and eyes dark, good teeth, of military appearance, well educated, speaks French, German and Italian fluently; dress, dark suit, heavy red brown rough Harris" tweed overcoat, light cloth cap, wearing steel chain. He obtained money by giving a bill for more than the amount, and stated that he was Second Secretary to the British Ambassador at Berlin. He obtained apartments on the pretence that his money had been banked at Berlin, and that he would be unable to obtain it for some time. Warrant issued. Information to the Chief Constable, Hastings. WESTMORLAND. 30.— Kendal ( County).— For failing to con- tribute 4s. weekly towards the maintenance of his daughter, who is detained in a school— WALTER DODD, age 38, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light. DEVONSHIRE. 31.— Exeter ( County).— Committed for trial at Quarter Sessions, 8th inst, for larceny ( person), viz., stealing diamond rings from ties, on 6th ult. — JOHN CLARK ( supposed false), age 40, height 5 ft. 7| in, complexion fresh, hair light brown, eyes hazel, scar under lip right side and back of right hand, blue dot and large brown mole back of Leicester. Supposed previously convicted, right forearm, injury to 3rd joint of right fore- Information to the Chief Constable of Devon, linger ; well dressed. States he is a native of Exeter. SURREY. 33.— Reigate ( Borough).— For absconding from Redhill Reformatory School, 14th February last— ALBERT NICHOLLS, age 18, height about ISLE OF WIGHT. 32.— Newport [ County). — For forging a cheque for £ 7 at Parkhurst Barracks, 12th February last— THOMAS IRWIN, age 34, height 5 ft. 9 in, complexion sallow, hair and moustache dark brown, may now be clean shaved or growing a 1 ft. 9 in, hair dark brown, eyes brown, flat nose, nearly blind left eye, of gipsy appearance.— GEORGE DUNCAN, age 17, height 5 ft. 2 in. beard, eyes grey, low weak voice. A clerk; native of Drumcrea, Armagh. Is a sergeant of the 3rd Battn. Northumberland Fusiliers, from which he is a deserter. He re- enlisted at Belfast on 27tli June, 1900; previously served 12 years in the Royal Irish Fusiliers. His sidearms have been returned, bearing the Belfast post mark. Warrant issued.
