All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be like/ vise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated, o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of u stolen article. 6. Every annou neement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^ TIOKTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not leu rank than Inspector, or analogous thereto. 8. Amwuncements of all persons to be apprehended or of stolen property bear a number, and, as far us practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Aniwncenients for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to ' that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1- — Criminal Investigation De- partment m — For embezzling 85,000 kroner — CHARLES SEMBER, a German, age 50, com- plexion pale, hair ( parted in centre) and moustache light, eyes blue, eruption on hands, wears brown silk gloves, can speak English and Norwegian ; wearing fur overcoat, high silk hat. A native of Danzig, Germany. Late manager of a rope work company at Christiana, Norway. Extradition warrant issued. 2.— R Division.— For embezzling £ 53 6s. Id., the monies of the Trustee of the General Union of the Operative Carpenters and Joiners Trade Union— JOSEPH BROWN, age 44, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue, mole left cheek, swings right leg when walking, addicted to drink ; dress, dark jacket, light trousers and vest, dark tie, black hard felt hat, lace boots. A pianoforte tuner. Is ac- companied by his wife, age about 40. May endeavour to obtain employment by a forged character. Warrant issued. Photograph can be seen on application. Information to Supt. Davis, County Police Office, Reading. 4.— Wokingham ( County).— For stealing £ 3— KARL BERTOLLETTI, an Austrian, age 18, height 5 ft. 7 in., stout build, complexion fair, hair light; dress, light suit and overcoat, soft felt hat, had with him a slate colour portmanteau. An indoor servant. Warrant issued. Not to be arrested out of the United Kingdom. 5.— Wokingham ( County).— For stealing 2 overcoats ; 2 boys' suits; and 2 serge dresses ( workhouse clothing)— MARY BARNES, age 35, height 5 ft., slight build, complexion dark, hair dark brown, eyes ( small) grey; dress, dark blue dress, grey and blue plaid shawl, black straw hat trimmed black feathers. A native of East- hampstead. May be found working in fields, or at lodging houses. Is accompanied by 2 boys and a girl, ages 11, 9 and 7 respectively. Warrant issued. 6.— Wokingham ( County).— For leaving his wife and family chargeable to the Wokingham Union — ALBERT BARNES, age 32, height 5 ft. 2 in., complexion fresh, hair light brown, eyes ( lost sight of right) blue, 1 hand has been injured ; dress, dark pilot coat, cord or fustian trousers, cap. A brickmaker; native of East- hampstead. Warrant issued. BUCKINGHAMSHIRE. 8 — High Wycombe [ Borough). — For stealing, 3rd inst., a silver English lever watch, No. 24805, " Graves Express " on dial, long small link silver neck chain attached; 1 pair new lace boots, size 10, tipped and nailed — YOUNG V0USLEY, alias NEWMAN, SOLDIER, and LANKEY, age 55, height 5 ft. 10 or 11 in., com- plexion fresh, hair, heavy moustache, and imperial brown ( turning grey), eyes grey, walks badly, one knee turns inward, of military appearance; dress, dark overcoat, brown or grey tweed trousers, brown cap, heavy boots; carried a bundle wrapped in a blue handkerchief. R. back of left hand; dress, dark worsted jacket, dark trousers, brown plaid cap. A native of Aberystwyth. Belongs to the Cardigan Artillery. Warrant issued. Information to Supt. Phillips, Aberystwyth. CHESHIRE. 10.— Middlewich ( County).— For obtaining money by false pretences— H. II— Middlewich ( County).— For obtaining 400 bushels of oats bv fraud, at Northwich— JOHN FORBES THORNTON, age about 35, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved, of good address ; dress, grey suit, dark grey ulster, fawn check lining, dark soft felt hat, wearing a gold signet ring. Stays at hotels. Had in his possession a large dark American trunk and a brown canvas dress suit case. May be accompanied by a man, age 40, height 5 ft. 7 or 8 in., stout build, complexion and hair dark, clean shaved, slouching gait, appearance of a butcher or horse dealer, and a woman, age about 30, short, slight build ; had with her a child, age 7 months. CORNWALL. 12.— Launceston ( County).— For obtaining ladies' wearing apparel by false pretences— A MAN, age 50 to 60, height about 5 ft. 8 in., slight build, complexion pale, hair grey, supposed slight white whiskers under chin, low voice, pointed chin, stoops slightly, well educated; wearing long dark overcoat, supposed bound with black braid, white neckerchief, black square top hat, boots much worn. He has been answering advertisements inserted in the Lady by writing thus :—" Madam,— My wife, who has sprained her wrist, asks me to write you with reference to your advertisement in the Lady, and if you have not yet disposed of your satin dress, send it on ap- proval, and if suitable I would at once forward the amount," & c., and signs himself as " Richard Eustace, retired Fleet Surgeon, R. N.," also " Wm. G. Bird." He asks that the parcels may be sent to small post offices at country places, calls for them the same day, and absconds. Is now believed to be using the names " J. B. C. Warrington, retired Fleet Engineer, R. N.," and " Herbert Renshaw, retired Fleet Surgeon," is no doubt one of a firm of swindlers, and has received parcels from the Metropolis, Midlands, and the North of England. Warrant issued. DENBIGHSHIRE. 13.— Llanrwst ( County).— For failing to report— Licence Holder JOHN JONES, alias DAVID HARRIS, Office No. 191- 02, age 48, height 5 ft. 7 in., complexion fresh, hair dark brown ( slightly bald), eyes hazel, 2 scars above right eyebrow, Maltese cross back left forearm, crucifix outside left forearm, star front left wrist, cross flags, shamrock front left forearm, bracelet left wrist. A tailor; native of Glanconway, Denbigh. Sentenced at Carnarvon Quarter Sessions, 19th October, 1899, to 3 years penal servitude for larceny. Licenced 18th January, 1902. PZ 519. Information to Supt. DEVONSHIRE. 14.— Exeter ( County).— For obtaining a soft grey evening cloak, trimmed white fox fur; 1 seal skin jacket and skirt; 1 red costume dress, and other articles by fraud— BERNARD RENSHAW, alias B. E. WARRINGTON, age 55 to 60, height 5 ft. 8 to 10 in., thin features, whiskers and moustache grey, chin shaved ; dress, black frock coat, dark trousers and vest, white muffler, brown gloves, hard felt hat with rather flat top. Is identical with man, Case No. 7, 7th inet., and his mode of operating is as described therein. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. 15 — Exeter ( City).— For obtaining money by false pretences— E. T. LUCOCK, age about 45, height 5 ft. 2 or 3 in., stout build, complexion pale, full face, hair and moustache dark ( turning grey), crescent shape scar between eyes, addicted to drink ; dress, dark navy blue suit, long dark overcoat, black hard felt hat, supposed brown boots. Has been employed as a canvasser for a Safety Ink Bottle Syndicate, Ltd., Birmingham; also distributing bills for animated pictures. Warrant issued. DURHAM. ^ 16.— Stockton - on - Tees ( County).— For uttering, 12th ult., 2forged £ 5 Bank of England notes, Nos. 54152,54199, dated 9th February, 1900 — A WOMAN who gave the name of BROWN, age 40 to 45, height about 5 ft. 1 in., complexion fresh, rather broad features, hair dark brown ( turning grey), eyes brown, bad teeth in lower jaw, chin recedes when talking, slight Welsh accent; dress, grey mixture tight fitting costume, blue in collar, black toque, yellow braid round crown. Stated she came from Cardiff. She stayed at a temperance hotel, made purchases in the district, and in payment uttered the above notes. Warrant issued. Information to Supt. Hildreth, Stockton- on- Tees. ESSEX. 17.— Romford( County).— For stealing, 26th ult., a lady's " Singer" bicycle. Model de Luxe, No. 141056, 1898. enamelled black, picked out gold, usual parts plated, 23 in. frame, 26 in. wheels, Palmer tyres, some of the paint rubbed off rim of front wheel, small tool bag, lamp, accessories, and cyclometer ( broken) attached— A MAN, age 24 or 25, height 5 ft. 7 or 8 in., slight build, hair and slight moustache dark ; wearing black jacket and vest, black hard felt hat, lace boots. 18.— Romford ( County). — For larceny— ERNEST WILLIAM LOCKETT, alias JOSEPH and WILLIAM LOCKETT, age about 30, height about 5 ft. 3 in., complexion fresh, hair ( inclined to curl) light, slight moustache ginger, small eyes, squints, drags one foot slightly. A plumber and gas fitter. Absconded 15th ult. Was accom- panied by his wife and 2 young children. Warrant issued. Information to Supt. Creasy, Romford. £ 2 REWARD. 19.— Colchester ( Borough).— For deserting his wife and children, leaving them chargeable to the Colchester Union— WILLIAM SMITH, age 32, height 5 ft. 5 in., complexion pale, hair brown, eyes blue, 2 moles small of back, burn scar on one knee. A native of Colchester. Warrant issued. The above reward will be paid by the Guardians of the Colchester Union, to any person giving such information as will lead to the arrest of Smith. Information to Chief Constable Coombs, Col- chester. GLA MORGA NSHIRE. £ 2 REWARD. 20.— Bridgend ( County). — For deserting his wire and children, leaving them chargeable to the Common Fund of the Bridgend and Cowbridge Union— JOHN EVANS, age 35, height 5 ft. 5 or 6 in., complexion, hair, moustache and eyes dark. A tailor, but was employed until recently by the Singer Sewing Machine Company soliciting orders ; native of Carmarthen. Warrant issued. The above reward will be paid by the Guardians of the Bridgend and Cowbridge Union to any person giving such information as will lead to the arrest of Evans. Information to Supt. Davis, Bridgend. HAMPSHIRE. 21.— Aldershot ( County).— For failing to report— Licence- holder WILLIAM JONES, alias FREDERICK ALLEN, Office No. 291- 02, age 49, height 5 ft. 11J in., complexion fresh, hair grey, eyes brown, scar left of forehead, flower back left wrist, male and female and 2 animals left, animal and blue dots right thigh ; dress when last seen, long dark overcoat, brown trousers, brown skull cap. Three times convicted of burglary ; a dangerous criminal, and it is strongly suspected that he is now engaged committing similar offences. Sentenced at Hants Assizes, 15th November, 1895, to 7 years penal servitude and remanet of former sentence for burglary. Liberated on licence 24th January, 1902, which expires 4th January, 1904. Hawkins, Aldershot. 22.— Basingstoke ( County).— For obtain- ing food and lodging by false pretences— JAMES O'HARA, age about 40, height 5 ft. 6 in., slight build, complexion pale, cheeks sunken, hair, moustache and pointed whiskers dark brown ( turning grey), eyes grey; wearing long blue overcoat, blue cap, black tie, lace boots. He took lodgings, representing himself as an electrical engineer. ( See Case No. 42, 27th December last.) Warrant issued. Information to Supt. Hale, Basingstoke. 23.— Portsmouth ( Borough).— For stealing a Post Office Savings Bank book, No. 9245, in name of Henry Richard Johnson, showing a deposit of £ 5 15s.— WILLIAM JOHN ALLEN, age 21}, height 5 ft. 9 in., complexion fresh, hair light brown, eyes blue, scar on left eyebrow, dot tattooed on left fingers. Is a gunner of the R. Marine Artillery ; when last seen was wearing uniform. He withdrew the above amount by telegram, on 1st inst. 24.— Portsmouth ( Borough).— For larceny ( lodgings), 6th inst.— WILFRED ST. AUBYN, age about 36, height about 5 ft. 9 in., complexion fresh, hair brown, heavy moustache auburn, eyes blue ; dress, grey suit, trousers of lighter material than coat, dark overcoat, black felt hat, brown gloves and boots. Stated he was an engineer at the gas works. 25.— Portsmouth ( Borough). — For em- bezzling 4s., 26th ult.— WILLI AM JAMES LOAN, age 28 to 30, height 5 ft. 11 in., stout build, com- plexion, hair and moustache dark; dress, dark suit, dark grey overcoat, dark blue and white tie, black bowler hat. A canvasser and salesman. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 2 6.— S outhampton ( Borough).— For maliciously setting fire to the steam yacht " Ada," in the River Itchen, 25th ult.— WILLIAM GUY, age about 55, height 5 ft. 8 in., hair dark, beard and moustache ginger, turning grey, lost sight of one eye; dressed as a yachtsman. A native of Bristol, was employed as captain of the above yacht, and is well known around the south coast. 27.— Southampton ( Borough).— For steal- ing, 24th ult., a lady's open face gold watch, gold dial, ' Romsey' engraved inside case, a gold neck chain and £ 10 10s.— FRANK WILLIAMS, age 25, height 5 ft. 9 in., complexion and hair dark, clean shaved; dress, dark navy blue suit, dark green overcoat, black hard felt hat, button boots. — And A MAN, age 45, height 5 ft. 6 in., stout build, complexion dark, hair ( bald on top) dark, turning grey ; wearing light fawn coloured three- quarter overcoat, black hard felt hat, lace boots. HEREFORDSHIRE. 28.— Hereford ( County).— For stealing £ 1 at Abbey Dore, 21st' January last— EDWARD WILLIAMS, alias SAILOR, age 40, height 5 ft. 11 in., complexion fresh, hair brown, whiskers and moustache inclined to sandy, eyes grey; dress, dark cloth coat, cord vest and trousers, black hard felt hat. A farm labourer, sometimes employed as a jobbing gardener. Warrant issued. Information to Supt. Cope, Hereford, or to Sergeant Williams, Abbey Dore, Hereford. KENT. 29 — West Mailing ( County). — For larceny— ALBERT SHORTER, age 21, height 5 ft. 8 or 9 in., slight build, complexion fair, hair light brown, slight moustache light, eyes grey, stoops when walking ; dress, grey dust coat, light tweed suit, hard felt hat. A labourer; native of Yalding. Warrant issued. Information to Supt. Hoare, West Mailing. £ 1 REWARD. 30.— Canterbury ( City).— For deserting his wife and 3 children, leaving them chargeable to the Common Fund of the Canterbury Union— GEORGE ELLERTON, age 28, height 5 ft. 5 in., complexion pale, hair dark brown, moustache sandy, eyes hazel, burn scar 1 forefinger, addicted to drink ; dress, dark coat and vest, grey trousers, cap, lace boots. A french polisher; native of Canterbury. Warrant issued. The above reward will be paid by the Canter- bury Guardians to any person giving such in- formation as will lead to the arrest of Ellerton. Information to the Chief Constable, Canterbury. 31.— Folkestone ( Borough).— For an in- decent assault on a male person— WILLIAM HENRY GEE, age 31, height 5 ft. 6 or 7 in., rather stout build, complexion and hair dark, clean shaved, eyes brown, round face, heavy jaws ; wearing dark clothes and cap, dark mixture overcoat. A tutor; is well known at Oxford. Absconded 26th ult. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom.
