All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars cojwerniny persons whose apprehension is sought U'ill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bi/ another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per pfwto- ( j raph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must l> e guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and iw warrant is in force against him, the requisition must be, signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not leu remit thun Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE UAZKTTE, must, on their apprehension or recovery, at once transmit to the I Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any anmuncrmcnt will be wholly responsible for any proceedings which may result from such publication. 11. Anno" nceinents for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Thug m ust he clearly written on one side of the paper only; they must be in the usual form, a nd accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. LICENCE HOLDERS AND SUPERVISEES. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations ; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. BEDFORDSHIRE. 5.— Bedford ( Borough).— On. commitment warrant for non- payment of £ 2 Is. 4d. fine and costs imposed by magistrate— WILLIAM LAMB, age about 25, height 5 ft. 7 or 8 in., stout build, complexion fair, moustache light, large scar on one cheek. He travels the country with two four- wheel vans ( 1 with " William Gaskin, Ipswich" and other with " William Gaskin, Colchester " badly painted in white, thereon, f ' ith have tilts covered with tarpaulins, in bad condition). Had in his posses- sion a pair of brown cord breeches. A native of Arbroath. Has been employed with roundabouts, shows, & c. Warrant issued. Information to Chief Constable Smith, Clay- path, Durham. 11 - South Shields { Borough). — For embezzling £ 7 12s. lid., between 10th ult. and 5th inst.— ALFRED THOMPSON, age 40 to 45, height 5 ft. 10 or 11 in., complexion ruddy, hair brown, beard and moustache ginger, rather weak eyes, addicted to drink, speaks quietly, well educated. A native of Goole. Has been employed as a bailiff. Warrant issued. 12 - South Shields { Borough). - For obtaining a number of geese and turkeys by false pretences— CHARLES NIXON, age 30, height 5 ft. 2 in., slight build, complexion swarthy, hair and moustache dark ; wearing light clothes. He frequents race courses and billiard saloons, and may be found in company of betting men. Warrant issued. A traveller ; native of Birkenhead. Supposed to have resided after leaving Sunderland, at 32, Park Street, Middlesboro', also 2, Cobden Place, Leeds. A porter. May endeavour to go to sea as a steward. Warrant issued. 16 — Cardiff { Borough). — For stealing a portmanteau ( recovered); 1 overcoat; 3 suits; and 2caps— JOHN JOHNSTON, alias SPENCER, age 26, height 5 ft. 9 in., complexion sallow, hair brown, eyes ( large) blue, square chin, scar, heart and dagger back of right hand, mole on left side of right shoulder; supposed wearing part of the stolen clothing, viz., black jacket, black morning coat and vest, dark brown trousers; light Raglan overcoat, grey tweed trousers and vest. A private of the Welsh Regiment. Has served in the Royal Marines, from which he was discharged on 21st September, 1901. May en- deavour to join the Yeomanry. Warrant issued. Information to Head Constable McKenzie, Car- diff. £ 1 REWARD. 17— Neath { Borough)— For deserting his wife and family- WILLIAM PROBERT, age 27, height 5 ft. 9$ in., slight build, complexion fresh, long face, hair and moustache light, eyes blue, dent centre of forehead, cut scar right forearm, burn scar left side of body, deep voice. A doubler in tin works; native of Pontypool, Mon. Warrant issued. The above reward will be paid by the Board of Guardians, Neath, to any person giving such information as will lead to the arrest of Probert. Information to Chief Constable Lewis, Neath. HAMPSHIRE. 18 — Gosport [ County).— For embezzlement - JOSHUA L. DURBIN, age about 43, height about 5 ft. 6 in., complexion ruddy, hair ( turning grey) black, moustache dark, prominent teeth, slouch- ing gait, limps, turns his toes outwards; dress, long dark grey frieze overcoat ( sac back), black velvet collar, grey check suit, blue tie with white spots, brown kid gloves, black soft felt hat. A dispenser of medicine. Stated he had been to South Africa. Warrant issued. Information to Supt. May seek employ- ment at hotels. 20.— Portsmouth { Borough).— For stealing £ 137, 11th ult.— ARTHUR JAMES ALEX- ANDER, age 42, height about 6 ft., complexion fresh, hair, whiskers, and moustache ( cropped short) dark brown, eyes ( small) blue, rather deaf, scar base of left thumb, thick short hands, one little finger disabled ; dress, dark frock coat suit, silk facings, dark overcoat with silk facings, silk hat, lace boots, wearing 2 gold rings ( 1 masonic, I set green stone with diamond each side), carried an umbrella with crook handle, gold mounted. KENT. 23.— Chatham { County). — For deserting his wife and 4 children, leaving them chargeable to the Common Fund of the Medway Union, 10th ult.— HENRY GEORGE BALCOMBE, age 46, height 5 ft. 7 in., hair dark brown, eyes brown, cross and thistle tattooed left forearm, woman and scarf on breast, several dots back of left hand. A labourer ; may be found on public works. Warrant issued. Information to Supt. Sargent, Chatham. LANCASHIRE. 24.— Chorley { County).— For embezzlement — JOSEPH MORRIS or MAURICE, alias MAURICE RUSSELL, age about 40, height 5 ft. 5 or 6 in., complexion fresh, full round face, hair dark brown, heavy moustache brown, eyes grey, is addicted to drink ; dress, brown mixture tweed coat, black plush vest, dark tweed trousers, lace boots, greenish plaid cap or black hard felt hat. Has been employed as a photographer's canvasser. Previously convicted at Blackburn. Warrant issued. 25.— Chorley { County).— For shopbreaking and failing to report— Licence- holder JAMES RIGBY, alias THOMAS WILLIAMS, Office No. 2855- 01, age 36, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, scar right cheek and front of throat, birthmark left ribs, JANE back and I. L. J. C. front left forearm. Sentenced at Preston Quarter Sessions 4th January, 1899, to 3 years penal servitude and remanet of former sentence for horsestealing. Ten previous con victions. LINCOLNSHIRE- 30. — Grimsby { County). — For larceny ( bailee) — JOSEPH PICKFORD, age about 26, height 5 ft. 7 or 8 in., complexion and hair dark, clean shaved, of smart appearance. A comedian. Has been an agent for a firm of piano manu- facturers at Manchester. He takes engagements at concerts, & c., and styles himself as " The Lancashire Humorist." PICKFORD, wife of the above, age about 25, complexion sallow, hair brown, eyes sunken ; may be wearing- a three- quarter fawn colour jacket, and new box calf boots. Had with them a girl, age about 15 months. Warrant issued. Information to Supt. Stennett, Grimsby. MONMOUTHSHIRE. 31.— Pontypool { County).— For stealing a silver Waltham lever watch and a silver double Albert chain— WILLIAM MONTGOMERY, age 29, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, cut scar under right eye, scar right elbow, 3 upper front teeth missing, right hip deformed ; dress, brown jacket and vest, grey trousers, plaid cap, brown boots. A clerk ; native of Cardiff. May be found singing at public houses. Previously convicted of larceny and fraud. Warrant issued. Information to Supt. James, Pontypool.
