All announcementt for insertion in th<• POLICE GAZETTE, and all communication* relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to eiutble the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose a]> prehcnsion is sought for serious offences, and engravings of stolen property will he inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. ILTIOX S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all jiersons to be upprelu itded or if stolen property bear a number, and, as far us practicable, they arc alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition nut later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotlantl Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. SPECIAL NOTICE. Dundee.— Description of OTTO HOFRICHTER, a German, who conducted a School of Foreign Languages at Dundee, for 9 months prior to 30th November, 1901, on which date he collected a quarter's fees in advance from several of the pupils, obtained goods without pay- ing for same and absconded ; age about 35, height 6 ft., moustache ( long) fair, of smart appearance ; usually wears a silk hat. Had with him a number of French and Ger- man school books, and will probably open a school elsewhere. The Chief Constable of Dundee desires information as to his movements. ( P. G. 2186.) ROXBURGHSHIRE. 26.— Jedburgh ( County).— For obtaining money by false pretences at Kelso, 9th ult.— FRANCIS OLIVER, age 40 to 45, height about 6 ft., hair light, whiskers, beard ( cropped short) and moustache sandy, turning grey; dress, dark grey tweed suit and cap, brownish overcoat, short leggings, sometimes wears yellow leather leggings. Has been a farm bailiff, also a traveller or pack- man. Is well acquainted with the Border District of England and Scotland. Gilbride, Stoke- on- Trent. 30.— IWolverhampton ( Borough,).— For obtaining money by false pretences, 9th ult.— CHARLES NEVILLE, age about 45, height 5 ft. 6 or 7 in., complexion pale, hair dark, clean shaved, nose has been broken ; wearing old frock coat, black soft felt hat. He calls on small shop- keepers, publicans, & c., represents that he is a photographer's agent, obtains orders and small sums of money, for which he gives a printed receipt form signed " Chas. Neville." Warrant issued. Not to be arrested out of the United Kingdom. 31.— Wolverhampton ( Borough).— For embezzling £ 80— WILLIAM JEFFS, age about 50, height 5 ft. 5 or 6 in., slight build, complexion sallow, hair and moustache light brown, turning grey, walks erect; wearing dark overcoat with velvet collar, black hard hat, lace boots. A carriage maker ; native of Coventry. Absconded 24th ult, Warrant issued. Not to be arrested out of the United Kingdom. Information to Capt. Burnett, Chief Constable, Wolverhampton. STIRLINGSHIRE. 32.— Stirling ( County). — For assault and stealing, 27th ult., near Denny, a nickel silver Waltham watch, white dial, gold hands, " P. S. Bartlet" engraved on inner case; 1 silver cased keyless watch, white dial, black chapters, gold hands, seconds hand missing, " Elgm" stamped on works ; and £ 81— JAMES JOHN- STONE, age about 30, height 5 ft. 5 in., com- plexion fresh, hair and moustache light brown ; dress, dark brown tweed jacket" and vest, cord trousers, dark tweed cap, heavy boots. A bricklayer; supposed a native of Newcastle- on- Tyne. — FRANK CORRIGAN, age about 45, height 5 ft. 10 in., complexion florid, hair dark, beard and moustache about 3 weeks' growth ; dress, dark corded jacket and vest, dark trousers, old heavy boots. A navvy or labourer. Is said to be known by the sobriquet of " Yankee." Information to the Chief Constable of Stirling- shire, Stirling. A dispenser of medicine. Stated he had been to South Africa. Warrant issued. 10.— Gosport ( County). — For stealing a metal watch and silver chain — JOSEPH GRAHAM, alias JAMES MoDONALD, age about 24, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, eyes blue, cut scar corner of right eye, cross tattooed on left forearm, female right forearm ; dress, blue serge suit, jacket and vest, double- breasted, black and red muffler, brown button boots. DECASHMERE, a man of colour, age about 28, height about 5 ft. 10 in.; dress, brown suit, dark felt hat. Was invalided from the West India Regiment. Is believed to have been employed in London as a valet. He represents himself as a Surgeon- Captain of the West India Regiment, and that he is on 12 months' leave from Jamaica. Warrant issued. 12.— Portsmouth ( Borough).—¥ or steal- ing, 21st ult., a " Coventry Humber" bicycle, black enamelled, usual parts plated, flat handle bars, cork grips, Dunlop tyres, Smith's band to back tyre, " Coventry Humber" on head and guards— HARRY GRAHAM, age about 25, height 5 ft. 9 or 10 in., slight build, complexion sallow, hair dark, slight moustache light; dress, dark blue reefer coat suit, fancy tie, black cap. Has been employed as a waiter. May seek employ- ment at hotels. 13 — Portsmouth ( Borough).— For steal- ing, 3rd inst., a gold curb Albert; gold locket, set 2 stones ( 1 dark, 1 light) attached— GEORGE STEWART, age 46, height b ft. 10 in., slight build, complexion dark, beard and moustache ginger; dress, light lounge coat, blue serge trousers, neckerchief, bowler hat. Has been employed as a seaman on vessels running from London and Southampton. Information to the Chief Constable, Ports- mouth. 14.— Southampton ( Borough).— For steal- ing, from her lodgings, a waterproof sheet and a pair of boots— MILLY HOWARD, age 25, height 5 ft. 2 or 3 in., complexion and hair dark, eyes hazel, front teeth missing, slight scar on forehead ; dress, fawn colour jacket, dark skirt, black boa, white straw hat trimmed black feather. Has been an agent for a firm of piano manu- facturers at Manchester. He takes engagements at concerts, & c., and styles himself as " The Lancashire Humorist," PICKFORD, wife of the above, age about 25, complexion sallow, hair brown, eyes sunken ; may be wearing a three- quarter fawn colour jacket, and new box calf boots.
