7 POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 3, 1902. VOL. XIX., No. 1880. REGUL 1. All announcement for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue nf the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them bu another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, awl the enact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or slcehh of a stolen article. 6. Every announe • e is signed by the chief officer of police, or his immediate deputy, of the county, city, or borough as the case may be. ' VTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in adrance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HKNBT, Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g.:— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DIS TRIG T 1 — B Division.— For larceny— SAMUEL CHARITY, age 22, height 5 ft. 9J in., complexion fresh, hair and eyes brown. A native of Harringwortb, Northampton. Previously con- victed at Sleaford Sessions, 12th October, 1896 ; Stamford Sessions, 13th January. 1897 ; and at Oakham Assizes, 19th November* 1898. Warrant issued. 2.— P Division.— For obtaining £ 1 by fraud— WILLIAM STONE, alias J. KNIGHT, age 25, height 5 ft. 7 or 8 in., complexion sallow, hair ( inclined to curl) and eyes ( sunken) dark, flat nose, right forefinger stiff, bullet wound on knuckle, scar lower part of right thigh, cut scars top of- both shoulders. Is fond of talking of the South African war, and boxing. Wearing uniform of the 11th Hussars, from which he is a deserter. He represented that he had a large amount due to him from the War Office. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 3.— Biggleswade ( County).— For fowl stealing, 21st ult., at Arlesey— JOHN BENNETT, age about 40, height 5 ft. 3 in., complexion, hair and moustache dark.— JAMES BENNETT, age about 43, height 5 ft. 8 in., complexion, hair and moustache dark ; both wearing fustian or cord trousers, dark cloth cap. Labourers ; natives of Arlesey. Warrant issued. Information to Supt. Baldwin, Biggleswade. CHESHIRE. 1— Middlewich ( County).— For embezzl- ing lis. and stealing 2 wicker baskets— ALFRED ERNEST DUDLEY, age 17 or 18, height 5 ft. 1 or 2 in., complexion fresh, hair ( curly in front) light brown; dress,- pepper and salt colour mixture jacket and vest, cord trousers, white and blue tie, cloth cap. A native of Birmingham. Has been employed hawking fish. Warrant issued. Information to Supt. Pearson, Middlewich. CUMBERLAND. 5.— Carlisle ( Comity).— For stealing, 16th ult., a silver Geneva watch, white dial, maker " Dent " supposed thereon ; an insurance badge, No. 168,180, offering a reward of 5s. to any person finding same and taking it to any Police Station, attached with split ring ; 1 lady's silver watch, white flowered dial, gold chapters — ANNIE STITT, alias FERGUSON, age about 28, height 5 ft. 6 or 7 in., complexion fair, full face, hair light auburn, prominent gums, eyes ( supposed) blue, wears pince- nez, walks rather badly ; dress, black silk skirt, light brown or fawn colour jacket, black flowered scarf, black sailor hat, lace shoes, may be wearing a black- grey shawl. Absconded 16th ult. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Graham, Carlisle. DERBYSHIRE. 6.— Alfreton ( County).— For stealing, 26th ult., at Pye Bridge, a silver Geneva watch, maker Henry E. Peck, London, engine turned cases, white dial, black figures, bronze hands; 1 lady's do., No. 31258, maker Henry E. Peck, London, white dial, chased back ; 1 do., flowered back, cream colour dial, black figures, bronze hands; and £ 3 16s. 9d.— GEORGE SKINNER, alias WOOD, age about 23, height 5 ft. 6 or 7 in., com- plexion fresh, hair and moustache sandy, bracelet tattooed on left wrist, bust of woman left fore arm, cross flags right forearm ; dress, brown check suit, black peak cap, lace boots. Has been a sailor. Warrant issued. Information to Supt. Eyre, Alfreton. DEVONSHIRE. 7.— Exeter ( City).— For leaving his three children chargeable to the Common Fund of the Exeter Parish— EDWARD JOHN CRIDLAND, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair brown, rather sore eyes. A plasterer. Is a member of the National Association of Operative Plasterers. Has worked at Marylebone and Chiswick, London. Warrant issued. Information to the Chief Constable, Court House, Exeter. ESSEX. 8.— Epping ( County).— On commitment warrant for non- payment of £ 2 6s. fine and costs imposed for larceny— THOMAS HENRY BROWN, age about 50, height 5 ft. 10 or 11 in., complexion sallow, hair and whiskers brown ( turning grey), eyes grey, carries his head forward when walking; dress, drab colour fustian jacket and vest, cord trousers, old long black overcoat, grey soft felt hat with black band. Stated his intention of tramping to Somersetshire. Is accompanied by a woman, age 35, height 5 ft. 2 in., complexion fresh, hair dark brown, ejes brown ; dress, old black dress, jacket, and hat. Information to Supt. Womack, Epping. 9.— Grays ( County).— For robbery with violence— THOMAS TIDY, age about 20, height 5 ft. 5 in., hair light; dress, brown tweed suit and cap, lace boots. Warrant issued. 11.— Cardiff { Borough).— For stealing £ 33 — MADGE O'SULLIVAN, alias TERESAREA, KATHLEEN O'MALLEY, or O'MARLEY, age about 34, height 5 ft. 1 or 2 in., fc'oriiplexion fair, hair ( thin) dark, eyes grey, square chin, may be wear- ing false teeth ; dress, black skirt trimmed braid, black jacket or cape, black felt hat. A domestic servant. She obtained a situation, committed a larceny, and decamped. Has been previously convicted at Cork and Burnley. May be found at Catholic Institutions. Warrant issued. 12 — Cardiff { Borough). — For failing to report — Licence- holder ALEXANDER KIRK, alias WILLIAM THOMAS, Office No. 1550- 01, age 23, height 5 ft. - 1 in., complexion fresh, hair dark brown, eyes hazel, boil scar below left ear, scar corner left eyebrow, mole below left nipple, on navel and bottom of back, burn scar left collar bone. May seek employment as potman at hotels, or go to sea. Sentenced at Cardiff Assizes, 11th March ,1899, to 3 years penal servitude for larceny. Licenced 15th June, 1901. Z. 63. HAMPSHIRE. 13.— Cosport { County).— For stealing a metal watch and silver chain — JOSEPH GRAHAM, alias JAMES MCDONALD, age about 24, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, eyes blue, cut scar corner of right eye, cross tattooed on left forearm, female right forearm ; dress, blue serge suit, jacket and vest, double- breasted, black and red muffler, brown button boots. A native of York. Warrant issued. 14.— Gosport { County). — For stealing a quantity of coke, 11th ult. — GEORGE FERRE, age 32, height 5 ft. 7 in., complexion fresh, hair light brown, eyes brown, scar on chin and nose, boil mark on stomach, mole right side of stomach; dress, old brown morning coat, slate colour trousers, with dark stripes, tight at knees, large bottoms, white muffler, brown cap, may be wear- ing a dark blue overcoat. A native of Gosport. Warrant issued. Information to Supt. Silver, Gosport. 15.— Portsmouth { Borough).— For obtain- ing food and money by false pretences— G. A. A. T. DECASHMERE, a man of colour, age about 28, height about 5 ft. 10 in.; dress, brown suit, dark felt hat. Was invalided from the West India Regiment. Is believed to have been employed in London as a valet. He represents himself as a Surgeon- Captain of the West India Regiment, and that he is on 12 months' leave from Jamaica. Warrant issued. Information to the Chief Constable, Portsmouth. 16.— Southampton { Borough).— For steal- ing, from her lodgings, a waterproof sheet and a pair of boots— MILLY HOWARD, age 25, height 5 ft. 2 or 3 in., complexion and hair dark, eyes hazel, front teeth missing, slight scar on forehead ; dress, fawn colour jacket, dark skirt, black boa, white straw hat trimmed black feather. Had with her a child, age 15 months, and a slate colour mail cart, picked out gold. ( See Case No. 21, 27th ult.) Warrant issued. Information to the Chief Constable, South- ampton. HEREFORDSHIRE. 17.— ROSS { County).— For stealing, 26th ult., at Weston- under- Penyard, a chamois leather purse and £ 1 Is. 2d.— JOHN MORLEY, age 20, height 5 ft. 2 or 3 in., slight build, complexion fresh, hair dark brown, clean shaved, walks rather quickly; dress, brown jacket and vest, snuff- colour trousers, blue muffler, black and white plaid cap, heavy nailed boots. A native of Brad- ford, Yorkshire. Has been employed with threshing machines and traction engines. Warrant issued. Information to Supt. Jordan, Ross. HER TFORDSHIRE. 18.— Heme/ Hempstead { County).— For stealing a silver watch, figured dial, tipped with gold, black hands, spring broken— CHAS. W. ESDAILE, alias HUNT, age about 40, height 5 ft. )> or 7 in., complexion fresh, nose turned down hiding nostrils, hair, whiskers and mous- tache auburn, leahs to right side when walking; dress, black Melton cloth jacket and vest, dark grey trousers, blue tie with flowers, black cap. He, represents himself as agent to an Art Society in London, and collector of woollen articles. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. ISLE OF ELY. 19.— Ely { County).— For failing to report— Supervisee JOHN MARSON, alias JOHN THOMAS MARSTON and MARSDEN, Office No. 1067- 00, age 37, height 5 ft. 6 in., com- plexion fresh, hair dark brown, eyes grey, scar bottom lip, burn scar left leg, 3rd left finger slightly deformed, toes of both feet cramped. A painter; native of Walpole. Sentenced at Spalding Sessions, 19th October, 1899, to 6 months hard labour and 3 years supervision for larceny. 1099. May be dealt with wherever found. NORTHAMPTONSHIRE. 21. — Peterborough { City). — For em- bezzlement— CHARLES UPCHURCH, age 23 or 24, height 5 ft. 9 in., complexion fresh, hair light brown, moustache light, walks erect; dress, dark overcoat, brown jacket and vest, light trousers, black hard hat, brown boots. A baker; native of Huntingdon. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Lawson, Peter- borough. ROXBURGHSHIRE. 22.— Jedburgh { County).— For obtaining money by false pretences at Kelso, 9th ult.— FRANCIS OLIVER, age 40 to 45, height about 6 ft., hair light, whiskers, beard ( cropped short) and moustache sandy, turning grey; dress, dark grey tweed suit and cap, brownish overcoat, short leggings, sometimes wears yellow leather leggings. Has been a farm bailiff, also a traveller or pack- man. Is well acquainted with the Border District of England and Scotland. May attempt to purchase horses and farm requisites on credit or pay for same by worthless cheques. Warrant issued. Information to the Chief Constableof Roxburgh- shire, Jedburgh. SHROPSHIRE. 23.— Bridgnorth { County).— For obtaining food, lodgings, and 12s. 6d., by false pretences, at Madeley, 7th, 8th, and 9th ult. — RICHARD BAKER, age about 40, height about 5 ft. 6 in., slight build, complexion pale, hair, whiskers ( pointed at chin), and moustache dark brown ( turning grey), sunken cheeks, aquiline nose ; dress, brown mixture cloth suit, dark tie, black hard felt hat, new light lace boots, X ™ stamped inside, old brown kid gloves. He took apart- ments for himself and 3 others, stated he was an electrician and that he was going to work in the neighbourhood. Warrant issued. Information to Supt. Walters, Bridgnorth. SOMERSETSHIRE. 24. — Temple Cloud { County). — For stealing £ 8 15s. 6d., 28th November last — FRANK F. WIDGERY, age about 22, height about 5 ft. 6 in., complexion fresh, hair and slight moustache brown, eyes grey, walks erect, takes long strides; dress, navy blue coat and vest, dark tweed trousers, brown leather leggings, may be wearing grey trousers with faint stripes forming squares, dark tweed cap, dark muffler, sometimes wears a long fawn colour mackintosh and tan colour gloves. A grocer's assistant. Warrant issued. Information to Supt. Sparks, Temple Cloud. 25 — Bath { City). — HENRY MILLS, Case No. 104,19th July last, not now wanted. 26— Bath { City).— For obtaining money, food and lodgings by false pretences— THOMAS HENRY DENNIS, alias HENRY THOMAS or THOMAS HENRY, age 20, height 5 ft. 8 in., stout build, complexion fresh, full face, hair dark, clean shaved, stoops, turns his toes inwards, one of left toes supposed missing; dress, dark blue suit, light green overcoat, hard bowler hat with " Crook" inside, may be wearing a dark check cap, red, green and yellow striped tie, lace boots. J." in gold letters on blue enamel one side, " 1849 " in gold figures on other — ARTHUR LAWTON, alias FREDERICK ELTON and MATTHEWS, age 33, height 5 ft. in., complexion fresh, nose has been broken, hair ( thick) dark brown, eyes CA RDIGA NSHIRE. £ 1 REWARD. M— Llandyssul { County).— For deserting his wife and 2 children, leaving them chargeable to the Common Fund of the Cardigan Union— THOMAS ROSSER, alios MACARD, JOHNSON, and MACIVER, age about 39, height about 5 ft.' words, pierce 1 heart, an 1 indistinct mark right arm, bracelet and sailor's head left wrist, cross back left hand. A labourer. Sentenced at Bodmin Assizes, 13th June, 1399, to 3 years penal servitude for housebreaking. Licenced 30th September, 1P01. Z. 166. Information to the Chief Constable, Plymouth. height 5 ft. 8 in., comploxiou fair, hair light, dent back of head, of smart appearance. A grocer's traveller ; native of Cambridgeshire. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Coombs, Col- ehester. uo oi noifcarroTal blue, Maltese cross, C. and 2 dots left forearm, 1 dot right forearm, scar right side of mouth and right shin ; speaks French and German fluently ; dress, long black overcoat, tweed trousers, brown soft felt hat. A music hall artist. He takes apartments at high class boarding houses, stating that he is a diamond merchant, and that he has just arrived from America to witness the Coronation, stays to lunch, subsequently speaks of precious gems and induces the visitors to shew him their jewellery. He then awaits an oppor- tunity to steal the same from their rooms and decamps. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 6 in., complexion fresh, full features, hair brown, slight moustache light. A boiler maker. Warrant issued. The above reward will be paid by the Guardians of the above Union to any person giving such information as will lead to the arrest of Rosser.
