All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons ichose apprehension is sought for serious offences, and engravings of stolen property ivill be inserted at a cost of IDS. per portrait, and of Is. ( id. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of suck person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENRY, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some times occur in publishing sucli notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( i) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No exorcssion must be used in such an advertisement, in relation lo property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLE N . 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Ofhce, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). SPECIAL NOTICES. GEORGE EDWARDS, alias AMERICAN PRANK ( figure 2) of Special Notice, Case No. 29, 19th January, 1900, is said to have been arrested in July or August, 1900, at one of the Seaport Towns in the South Eastern District ( probably in the neighbourhood of Folkestone or Dover), for loitering, and sentenced to 6 weeks imprisonment with H. L. The undermentioned is also stated to have been apprehended and con- victed at the same time— WALTER SANDS, age about 32, height 5 ft. in., complexion dark, hair black, eyes dark brown, abscess marks on left leg, left buttock and under left ear, blue dot on middle finger of left hand and left wrist. It is requested that records may be searched and any information forwarded to the Metro- politan Police Office, New Scotland Yard, S. W. GEORGE HYPOLITE LE BLUFF, who traded as the Straightsmouth Portable Building Co., Greenwich, and who was the subject of many complaints ( see Special Notices in POLICE GAZETTE, 5th May, 1899, and 21st September, 1900), was arrested on 25th October last, for obtaining money by false pretences, and acquitted at the South London Sessions on 11th inst. Warrant issued. 2.— B Division.— For stealing, 9th inst., a lady's fawn colour coat; 1 brown golf cape ; 2 lace scarves ; 1 pair stockings ; 6 white chemises ; 3 pair drawers ; 1 nightdress costume— ETHEL FLORENCE PITCHER, age 18, height 5 ft. 0£ in., complexion pale, hair and eyes brown ; dress, black dress and jacket, sailor hat, button boots. A native of Yarmouth. 3.— E Division.— For embezzling £ 190— JOHN WILKINSON, age 32, height 5 ft. 6 in., complexion fair, round face, rather red, hair ( thin on top) and moustache light, eyes blue ; wearing dark grey overcoat, silk hat, carried an umbrella with crook handle, gold mounted. Warrant issued. 4.— K Division.— For stealing 2 tons of coal, 5th inst.— JOSEPH DELLER, age 35, height ft. 7 in., complexion dark, hair and slight moustache dark brown, eyes brown ; dress, brown jacket, black trousers and vest, dark cap, blucher boots. A native of West Ham, Essex. He was employed as a carman to deliver coals. Absconded 5th inst. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 5.— Biggleswade ( County).— For em- bezzling £ 80 3s. 6d., 29th September last— WIL- LIAM COUSINS, age 34, height 5 ft, 4 in., com- plexion sallow, full face, hair, moustache, and eyes black ; dress, brown lounge suit, hard hat. A native of Langford. Was employed as an assistant overseer. Warrant issued. Information to Supt. Baldwin, Biggleswade. CARNARVONSHIRE. 6.— Conway ( County). — For stealing a violin KASTEN, a German, age 30 to 35, height 5 ft. 9 in., hair ( inclined to curl) light, eyes blue, speaks good English ; wearing a black over- coat and soft felt hat. A musician ; will no doubt seek employment at theatres or music halls. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. 7.— Middle wis It ( County).— On commit- ment warrant for non- payment of £ 2 lis. 4d. fine and costs imposed for travelling on the railway without having paid the fare— AGNES KILBY, age 23, height 5 ft. 2 or 3 in., complexion fresh, hair light. Had with her a child. She attends fairs, & c., with shows or boxing booths. DORSETSHIRE. 11— Weymouth ( Borough).— For stealing ( bailee), 2nd inst., a bicycle ( recovered) — A MAN, who gave the name of CLIFFORD, alias GEORGE MORRISON, age 22, height 5 ft. 7 in., complexion very dark, hair dark brown, eyes ( piercing) black, scar right groin; wearing a light suit. Has served in the 2nd Battn. Dorset- shire Regiment. Was sentenced at Dorset Quarter Sessions, 3rd July last, to 5 months imprisonment for a similar offence. Warrant issued. ESSEX. 12.— Chelmsford ( County) — On commit- ment warrant, for non- payment of 14s. 3d. fine and costs imposed for wilful damage— WILLIAM SMITH, alias FRED NUNN, age 34, height 5 ft. 9 in., complexion fresh, high cheek bones, hair dark brown, clean shaved, eyes blue, head and bust of woman and Japanese girl tattooed on left forearm, ring 2nd left finger, tombstone, shamrock, thistle, and female right forearm. GLOUCESTERSHIRE. 13.— Gloucester ( County).— For obtain- ing money by false pretences— JAMES MAC- PHERSON, age 35, height 5 ft. 11 in., complexion fresh, hair and eyes dark, heavy moustache dark brown, of military appearance; dress, dark jacket and vest, brown trousers. He represented that he was a corporal of the Royal Highlanders, and obtained money for the purpose of returning to his regiment at Perth. Warrant issued. Information to Deputy Chief Constable Philpott, Gloucester. HAMPSHIRE. 14.— Basingstoke ( County).— For obtain- ing £ 5 by a worthless cheque, No. C 50212, on the National Provincial Bank of England, Berkeley, signed " E. Howard," made payable to self— E. HOWARD, age about 40, height about 5 ft. 4 in., slight build, complexion pale ; dress, long black jacket or black mackintosh, black dress, black hat and veil, carried a black bag and um- brella. She called at a poulterer's, made a pur- chase, tendered the above cheque in payment and received the balance. Warrant issued. Information to Supt. Hale, Basingstoke. l').— Bitterne ( County).— For stealing £ 8— A MAN, age 17, height about 5 ft. 6 in., rather stout build, complexion sallow, hair dark brown ; dress, old brown jacket and vest, dark trousers, brown cap, old lace boots. A native of East- leigh. Information to Supt. Jacobs, Bitterne. 16— Gosport ( County). — For stealing a quantity of coke, 11th inst.— GEORGE FERRE, age 32, height 5 it. 7 in., complexion fresh, hair light brown, eyes brown, scar on chin and nose, boil mark on stomach, mole right side of stomach; dress, old brown morning coat, slate colour trousers, with dark stripes, tight at knees, large bottoms, white muffler, brown cap, may be wear- ing a dark blue overcoat. A native of Gosport. Warrant issued. Information to Supt. Silver, Gosport. 17.— Winchester ( City).— For obtaining, by false pretences, 3rd inst., a " Rudge- Wlxitworth " bicycle, enamelled black, usual parts plated, diamond frame, 28 in. wheels, Clincher rims, do. front tyre, Goodyear detachable back tyre, flat handle bar, cork grips, rat- trap pedals, transfer on back mudguard " Rudge- Whitworth," plain brown saddle, " No. 5" scratched on leather, inked over, dome hell, plain black Jupiter lamp, brass pump, no brake— WILLIAM GUNDRY, age about 22, height about 5 ft. 7 in., com- plexion sallow, rather long face, high cheek bones, hair and slight moustache dark brown; dress, dark brown tweed jacket, dark trousers and vest, black tie with white spots, dark cap, side spring boots. Has been in an Industrial School. Supposed recently discharged from the Royal Marines. Stated he was an engineer, and had been employed at motor and cycle works. Warrant issued. Information to Head Constable Felton, Win- chester. 18.— Portsmouth ( Borough).— For stealing from her lodgings, 30th ult., a slate colour mail cart, picked out gold; and £ 7— MILLY HOWARD, age about 26, height 5 ft. 2 or 3 in., complexion dark, thin face, front teeth missing, slight scar on forehead; dress, short fawn colour jacket, dark skirt, black fur boa, white straw hat trimmed large black feather. Had with her a child, age 15 months. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. £ 1 REWARD. 19.— Bromyard ( County).— For deserting his wife and family— RICHARD ROGERS, age 36, height 5 ft. 4 in., hair dark brown, moustache sandy, eyes grey, cut mark on back of head and right thumb. A labourer; supposed a native of Llandewy, Radnorshire. Warrant issued. The above reward will be paid by the Bromyard Board of Guardians to any person giving such information as will lead to the arrest of Rogers. Information to Supt. Lewis, Bromyard. HERTFORDSHIRE. 20.— Hitch in ( County). — For being con- cerned with a man in custody, charged with stealing, at Stevenage, 28th ult., an overcoat ( recovered)— HARRY BARKER, age 28 to 30, height 5 ft. 7 or 8 in., complexion fresh, hair ( supposed cut short) brown, mole on one cheek, right little finger crooked, nail of 2nd right finger discoloured; wearing dark clothes, dark blue overcoat, nearly new, dark plaid wrap, plaid cap, lace boots. A moulder; supposed a native of Manchester. Is well known at Dunstable and Bedford. He may endeavour to dispose of a pawn- ticket relating to a coat which was pledged with Messrs. Morley & Co., pawnbrokers, Hitchin, 28th ult., in name of Harry Barker, 42, Old Park Road, Hitchin. Supposed wanted else- where. 21 . — Hitchin ( County). — For failing to appear to a summons for an offence under the Poaching Prevention Act, which he committed 11th September, 1894 — JAMES LOVERIDGE, age 38 to 40, height 5 ft. 8 or 9 in., slight build, complexion fair, hair light brown, several scratches on face and nose ; wearing light fustian clothes. A gipsy. Travels with a small van, drawn by a black pony, white mark on face. Is accompanied by his wife and 3 children. Warrant issued. Information to Deputy Chief Constable Rey- nolds, Hitchin. 22.— Watford ( County).— For failing to re- port— Supervisee GEORGE WILSON, Office No. 2565— 01, age 41, height 5 ft. 7 in., complexion fresh, hair and eyes brown, scar on nose and corner of right eye. Sentenced at Birmingham Sessions, 7th January, 1901, to 9 months hard labour and 1 year police supervision for larceny. Liberated 14th September, 1901. 10858. May be dealt with wherever found. Information to Supt. Wood, Watford. KENT. 23.— Chatham ( County). — For stealing a silver Geneva watch ; 1 silver curb pattern chain with compass and medal ( gold centre, initials " W. W." on front, and " N. B. I. F. C." on back) attached; 1 gold signet ring; and 2 bird claws with red stones— WILLIAM HERBERT, age about 45, height 5 ft. 9 or 10 in., complexion fresh, hair sandy, moustache grey, several scars on hands and arms; dress, serge coat and vest, grey trousers, black and white scarf, black hard felt hat, sea- men's boots with strap across. A sailmaker. Warrant issued. Information to Supt. Sargent, Chatham. 21.— Sandwich ( County).— For stealing a silver fish knife and fork— A MAN, who gave the name of DICK MATTHEWS, age about 20, height 5 ft. 9 or 10 in., slight build, complexion pale, oval face, clean shaved, fleshy mark on back of head ; dress, light grey suit, light blue knitted tie, light cap, brown boots. Warrant issued. 25 — Sandwich ( County).— For non- pay- ment of bastardy arrears— GEORGE GORE, age 25 to 28, height about 5 ft. 10 in., complexion sallow, hair black, slight moustache dark, eyes dark brown. Of smart appearance. A waiter; native of Canterbury. May seek employment as hall porter at hotels. Warrant issued. Information to Supt. Chaney, Sandwich. £ 1 Is. REWARD. 26.— Canterbury ( City). — For deserting his wife, leaving her chargeable to the Common Fund of the Canterbury Union — GEORGE HENRY LOTT, age about 38, height 5 ft. 6 or 7 in., complexion fair, hair light brown, mous- tache light, eyes grey. A journeyman grocer. Has been employed as agent to the Prudential Assurance Co., Ltd. Recently returned from South Africa, where he has been serving with the Imperial Yeomanry. Warrant issued. The above reward will be paid by the Canter- bury Guardians, to any person giving such in- formation as will lead to the arrest of Lott. 27.— Canterbury ( City).— For abandoning her child, age 6 months, 13th inst.— KATE or MARY KATE COCHRANE, age about 21 ( looks older), short, stout build, complexion sallow, hair ( thin) and eyes dark, recently vaccinated ; dress, old dark dress, glass buttons down front, old light green skirt under, dark three- quarter length jacket, large sleeves, black straw sailor hat. A domestic servant or field worker. Usually stays at casual wards. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 28. — Dover ( Borough). — On commitment warrant for non- payment of £ 7 4s. fine and costs imposed for an offence under the Importation of Dogs' Order, 1897— MAX MILLER, medium height, moustache light, square jaws ; wearing tweed overcoat with cape, bowler hat. Supposed a German. Information to Head Constable Knott, Dover. 29.— Maidstone ( Borough).— For stealing a lion zither ( recovered) SILVESTER, age 42, height 6 ft., complexion and hair dark, large mouth, thick lips, teeth rather prominent, wart near right eye, and one on left temple; dress, dark brown morning suit, hard felt hat. Stated he was a tailor. Information to the Chief Constable, Maidstone. LANCASHIRE. 30.— Wigan ( County).— For obtaining money by filse pretences at Pemberton, 20th ult.— C. THOMPSON ( supposed false), age 37, height 6 ft., complexion sallow, hair dark, clean shaved; dress, dark brown jacket, blue trousers with light stripe, red silk muffler with white stripes, light brown soft felt hat, lace boots. He represented that he was a photographer's agent, obtained an order, and gave a printed receipt form signed " C. Thompson." Had with him a large frame con- taining the photograph of a child. Warrant issued. Information to Supt. Cocker, County Police Office, Wigan. NORFOLK. 31.— Norwich ( City).— For obtaining goods by false pretences— CLAUD HAROLD RUDD RAMSBOTTOM, age 20, height 5 ft. 2 in., com- plexion fresh, hair light, eyes blue ; dress, black morning coat and vest, light trousers, white tie, black hard hat, lace boots. A betting man ; supposed a native of London. Warrants issued. 33.— C Division.— For stealing £ 33 12s.— GEORGE WILLIAM WEBB, age 18, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, eyes hazel. A native of Margate. Warrant issued. LANCASHIRE. 34.— Oltlham { Borough). — For embezzle- ment- CLARIvSON MINIKIN, alias CHARLIE PRESTON, age 29, height 5 ft. 8 or 9 in., com- plexion fair, hair light brown, long moustache sandy, pyes ( full) blue, leans forward when walk- ing. turns his toes slightly inwards, hurried gait, is fond of billiards and betting ; dress, dark grey overcoat, dark grey jacket and vest, black trousers, black tie with white spots, black billycock hat, lace boots. Supposed a native of Leeds. Has been employed as a collector and traveller to a firm of clothiers. May seek employment as un insurance agent. Absconded 7th inst. Warrant issued.
