All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated, o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Beery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and > u> warrant is in force against him, the requisition must be signed by the ch icf officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. K. " X" JL O JX £ 5 . 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be ap/ rrchended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension irr recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request ftrr the insertion of any announcement will hr wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, in- by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. E. R. HENBY, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot propertv or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited with the sanction of the Commis- sioners, on the applicatio i of private persons, or o£ the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) i he amount of the reward. ( A) The conditions on which it is payable. ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation lo j roperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is part icularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills er Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). Supposed visiting seaside resorts and the provinces. 2.— J Division•— For larceny and receiv- ing— Expiree W. H. NEWTON, alias HENRY WHITE and CRANFIELD, Office No. 3520- 97, age 38, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, scar left eyebrow, small of back, left 3rd finger, 2 on back of 1 forearm, scar on right 2nd right finger, 1st joint enlarged, mole nape of neck and on 1 arm, right shoulder injured, top slightly enlarged, fleshy lump left ankle ; dress, grey jacket and vest, dark trousers, may be wear- ing a white straw hat. A native of Southwark. No. 69369, age 29, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes grey, B T I L E J in blue ink on left forearm, 3 dots back of left forearm, scar on right forearm and over both eyebrows, large dimple in chin, slightly pockmarked ; dress, grey suit, blue birdseye neckerchief, light cap. A native of Upton Park, Essex. 6.— S Division•— For stealing a cheque book containing 44 cheques on Parr's Hank, High Street, Camden Town Branch— FREDERICK SPINDLER, age about 33, height 5 ft. 10 in., com- plexion fresh, hair, moustache and eyes brown; dress, black frock coat and vest, dark tweed trousers, light soft felt hat with black band. W, BRECONSHIRE. 7.— Brecon ( County).— For rape, highway robbery, and stealing a lady's gold watch, No. 71119, gilt dial, open face, crystal glass— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, tattoo marks on back of left hand, of military appearance; dress, dark grey suit and cap. Information to Deputy Chief Constable Joseph, Brecon. BUG KING HA MS HI RE. 8.— Beaconsfield ( County).— For steal- ing, 12th inst., a dark blue serge jacket suit; 1 pair new lace boots size 9 or 10; 1 army razor with white handle; 1 razor with black handle ; 1 handkerchief with red cotton stitches— FRED- ERICK TAPLEY or TAPPING, age 23, height 5 ft. 6 in., complexion dark, large nose, hair and moustache dark brown, weak eyes, lump on left side of neck, left thumb deformed ; wearing a blue guernsey, blue neckerchief with white spots, old dark cap and the stolen suit and boots. May be found at lodging houses, or Church Army labour homes. Warrant issued. Information to Deputy Chief Constable Sutton. Slough, or to Inspector Marks, Beaconsfield. BUTESHIRE. 9.— Rothesay ( County).— For fraud and stealing £ 2 16s., between 26th ult. and 1st inst.— P. PATERSON. age about 28, height 5 ft. 6 in., complexion sallow, hair ( thick on top) dark, clean shaved, upper teeth protrude slightly ; dress, dark grey jacket suit, double breasted vest, light dust overcoat, blue bow tie, blue cap, long narrow boots, wearing plain gold ring on 2nd left finger. Stated he was a house and commission agent. He left behind a large brown leather port- manteau, initials " P. P." thereon. Warrant issued. Information to the Chief Constable of Bute- shire, Rothesay. CHESHIRE. 10.— Liscard ( County).— For obtaining food and lodgings and 15s. by false pretences— A MAN, who gave the name of CHARLES HOULDS- WORTH, age about 40, height 5 ft. 6 in., stout build, complexion fresh, full face, hair and moustache dark brown, eyes brown ; dress, blue serge suit, brown cloth cap, tan boots. Had in his possession a Dungaree suit. ( Is identical with MAN, Case No. 30, 16th inst.) Warrant issued. Information to Supt. CUMBERLAND. 12 — Whitehaven { County).— For stealing, 23rd inst.. a small wash- leather bag, fastens with red tape, containing £ 12 10s.— JOHN WILSON, age about 23, height 5 ft. 4 or 5 in., rather stout build, complexion fresh, hair ( frizzy in front) light, clean shaved, speaks with south country accent; dress, new blue check tweed suit, light cord cap, new tan glazed kid Balmoral boots. He carries a black hand bag, containing a disinfectant called Uklip, and distributes hand bills advertising the same.' 1 Is well known to theatricals. Warrant issued. Id — Whitehaven ( County). — For em- bezzling £ 600— JOHN WRIGHT, age 38, height 5 ft. 10 in., complexion rather sallow, long face, hair ( thin in front) dark brown, side whiskers anil small moustache sandy, eyes blue, small red wart below right hip, scars on both legs, addicted to drink ; dress, blue check tweed suit, black bowler hat, lace boots, wearing a gold Albert with long and short links alternately. Carried a small brown hand bag. A spirit merchant's traveller. Native of Whitehaven. Absconded 14th inst. Warrant issued. 14.— Whitehaven { County).— For carnal knowledge of a girl under 13, at Cleator Moor, 24th June last— NICHOLAS SARA, alias KENT, age 62, height 5 ft. 5 in., slight build, complexion sallow, hair ( bald on top), beard and moustache dark, eyes blue, blue mark on nose ; dress, dark tweed jacket suit, black hard hat, old lace boots. Ib.— Eckington { County).— For stealing, 21th inst., at Norton, a pair of shepherd plaid trousers, 1 pair black worsted ditto, 1 black worsted vest, 1 silk muffler ( Paisley pattern), 1 light grey suit, 1 dinner basket, lid fastened with copper wire, 1 small hat brush— JOHN GEORGE THOMPSON, alias E. DOHERTY, age 45, height 5 ft. 5 or 6 in., stout build, complexion dark, hair ( bald on top) black, moustache dark, squints left eye, speaks with north- country accent, of Jewish appearance ; dress, dark morning coat and vest, dark grey trousers, cap, lace boots with narrow toes. DORSETSHIRE. 17.— Blandford { County).— For obtaining £ 3 by a worthless cheque, and stealing, 8th inst., a pneumatic safety bicycle, black enamelled, flat handle bais, cork handles, white celluloid tips, free wheel, Bowden brake, small black racing saddle, small plated lamp, makers Lucas & Son, pump with " Warwick tyres" stamped thereon, patent toe- clips, bell, patch in back tyre about 6 in. long, no mudguards— HERBERT BERKE- LEY. alias VANE and HORACE LORRE- QUHER, age 28 to 30, height 5 ft. 7 or 8 in., well built, complexion fresh, hair ( short) and heavy moustache ( inclined to sandy) brown, pointed at ends, eyes blue, mole on right cheek, sometimes speaks with American accent; dress, brown and grey mixture suit, grey and black plaid tie, fastened to front with a gold wire brooch with name Violetta, white straw hat with pale blue and black band, lace box- calf boots, wearing a gold ring set white stone on right little finger. Has served in the 10th Hussars. Absconded 8th inst. Warrant issued. Information to Supt. Elford, Blandford. 18 — Dorchester { County). — F or em bezzling £ 33, at Portland — CHARLES SANDERS, age 36, height about 5 ft. 7 in., complexion and hair dark, eyes ( blind in one) grey, wears glasses; dressy blue serge coat and vest, blue striped trousers, black bowler hat. Had with him a square brown leather bag. A canteen manager ; native of London Warrant issued. Information to Supt. Burden, Dorchester. 19.— Poole { County).— For stealing a suit of clothes, 3 silk handkerchiefs, and a pair of boots ( recovered) — GEORGE JOHNSON ( supposed false), age about 24, height 5 ft. 7 in., complexion fair, hair brown, peculiar movement of eyes when speaking, sailor and anchor tattooed on one arm, woman on left arm ; dress, grey coat and vest, brown mixture trousers and cap, navy boots. Warrant issued. Information to Supt Brown, Poole. ESSEX. 20.— Chelmsford { County).— For stealing £ 12, 30th alt.— GEORGE W ATKINS, alias WILLIAM WATKINS and HEARN, age 23, height 5 ft. 2J in., complexion fresh, hair brown, eyes blue, 5 dots back of right arm, anchor and indistinct marks left forearm, scar and 6 dots back left hand, scar back of neck and right kneecap ; dress, brownish suit, soft felt hat, brown boots. A native of Hampstead. Pre- viously convicted at Brecon in February, 1898, and at Essex Quarter Sessions in October, 1900. Warrant issued. 21 — Chelmsford ( County)— For abscond- ing from the Essex Industrial School. Chelmsford, 19th inst.— WALTER BELL, age 12, height 4 ft. in., complexion fair, hair dark, eyes light blue, scar on left side of forehead and back of head ; dress, blue serge tunic with red braid, light cord trousers, black cap, lace boots, all marked 75. A native of Southend- on- Sea. Information to the Deputy Chief Constable of Essex, Chelmsford. 22.— Halstead { County).— For failing to report and deserting his wife and family— Licence- holder HENRY CONSTABLE, alias HARRY CONSTABLE, Office No. 280- 01, age 30, height 5 ft. lj in., complexion and hair dark, eyes hazel, cross and wreath back left forearm, anchor outside left forearm, scar back left hand and back left forefinger, scar outside right eyebrow and inner side left eyebrow ; dress, black pilot jacket, light cord trousers and vest. Sentenced at Chelmsford Quarter Sessions, 20th October, 1898, to 3 years penal servitude for malicious wounding. Licen- ced 19th January last. Y 359. Warrant issued. Information to Supt. James, Alton. 24.— Portsmouth { Borough).— For stealing, 12th inst., a new cyclometer, watch shape— ALBERT QUINNELL, age 17, height 5 ft. 4 in., thick set, full face, eyes ( large) grey ; dress, blue cloth coat, grey tweed trousers, military shirt, cloth cap, nailed boots. A native of Portsmouth. Had in his possession a bamboo bicycle, alu- minium fittings, B. S. A. hubs, mudguard on back wheel, painted bamboo colour with white lines, straight handle bar, cork grips, ordinary saddle. 25.— Portsmouth ( Borough).— For stealing jewellery described in Case No. 81, 23rd inst.— ROSE DYESON, age about 30, height 5 ft. 1 in., rather full face, stutters; dress, red bodice with black stripe, blue serge jacket with red and white silk lining dark skirt, black straw hat trimmed black silk. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 26.— Leominster ( County).— For house- breaking, 18th inst., and stealing a dark brown square cut jacket, large plaid pattern, 2 pockets outside with flaps ( right flap torn) ; 1 cap of same material; 1 black ribbed cloth vest, turn down collar, bound with braid, lined on back with grey material— T. SMITH, age 20, height 5 ft. 2 in., complexion ruddy, hair dark brown, eyes blue ; wearing the stolen clothing, military trousers and boots. Supposed a native of Birkenhead. Is a deserter from the 3rd Battalion South Wales Borderers. Warrant issued. Information to Supt. Price, Leominster, HER TFORDSHIRE. 27.- Hitchin ( County).— For obtaining food and lodgings and £ 1 by false pretences, between 8ch and 13th inst.— HARRY WILLSON, age 50 to 55, height 5 ft. 4 or 5 in., rather stout build, complexion and hair ( turning grey) dark, clean shaved,; dress, old light brown jacket, light tight fitting trousers, black or brown hard felt hat with square top. He stated he was buying cattle in the neighbourhood. Had in his possession a brown hat box and portmanteau. Warrant issued. Information to Deputy Chief Constable Rey- nolds, Hitchin. 28.— Watford ( County).— For deserting his 2 children, leaving them chargeable to the Wat- ford Union- FREDERICK PRICE, age 34, height 5 ft. 5 or 6 in., complexion sallow, hair and mous- tache sandy ; dress, dark jacket and vest, grey striped trousers, black hard hat. A native of Watford. Warrant issued. 29.— Watford ( County).— Yor stealing, 10th inst., £ 1 4s. 6d.; 1 lion shilling; 2 plain gold wedding rings ; 1 gold keeper do., 3 stripes and alternate spaces plain WILSON, age about 30, height about 5 ft. 4 in., inclined to be stout, complexion pale, rather full face, hair ( curly in front, thin on top) light brown, clean shaved; dress, green mixture loose fitting jacket, black or dark blue vest, grey mixture trousers, white cricketting shirt, linen marked " S. W.," white straw hat with narrow black band, box- calf boots. Warrant issued. Information to Supt. Wood, Watford. ISLE OF WIGHT. MURDER. 30. — Newport ( County). — For murder at St. Helens, 17th ult.— RAPHELI DE CICCO, alias GIZZI, an Italian, age 46, height about 5 ft. 4 in., rather stout build, complexion and hair ( slightly bald on top) dark, may be growing a beard, full face, nose slightly turned up and supposed broken, scar on upper lip, speaks broken English ; dress, dark lounge jacket, dark cord trousers, red tie, white straw Alpine hat, heavy lace boots. An organ grinder. Warrant issued. Information to Supt. Hale, Newport. KENT. 31.— Canterbury { County).— For deserting his wife and child, leaving them chargeable to the Common Fund of the Bridge Union, 17th ult.— ARTHUR STEVENS, age 41, height 5 ft. 5 in., complexion fresh, hair dark brown, moustache and side whiskers ginger, eyes brown, birth mark on left upper arm, scar second joint of right thumb, centre of elbow and corner of right eye, brown mole bend of elbow, brown birth mark on one side of back ; dress, dark jacket and vest, cord trousers, dark cap or black hard felt hat. A labourer. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. LANCASHIRE. 32.— C h or ley ( County).— For failing to report— Supervisee DAVID BRADSHAW, Office No. 2268- 01, age 57, height5 ft. in., complexion fresh, hair red, eyes brown, scar front of both forearms. A weaver; native of Leyland. Sen- tenced at Preston Sessions, 22nd May, 1901, to 3 months hard labour and 2 years police super- vision for larceny. 141. Information to Supt. Norris, Chorley. 33.— Skerton ( County)— For obtaining £ 2 4s. by false pretences, 8th inst., at Morecambe — PETER TERRONI, alias WILSON, an Italian, age about 25, slight build, complexion sallow, heavy moustache dark ; dress, light grey knicker suit, light soft felt hat, brown stockings and boots, carried a black mackintosh and hand bag with " Oban " thereon. Stays at first- class hotels. He calls on ice cream vendors, obtains orders and money for same in advance, gives a receipt and absconds. May have in his possession catalogues, papers and bills with " Luigi Terroni, wine and provision importer, & c., Summer Street, Hatton Garden, London, E. C." thereon. Warrant issued. Barnett, Skerton, near Lancashire. 34.— St. Helens ( Borough).— For obtain- ing by false pretences, 1st inst., 1 18 ct. gold English lever, and 3 silver do., Nos. 102214,480232, 480239, and 480240 ( all new)— JOHN BERRY, age 28 to 30, height 5 ft. 7 in., stout build, complexion ruddy, slight moustache rather light.
