All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for tbe payment must, be given, and the exact conditions must be clearly stated. 5. Pin- traits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTXONT S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particula rs concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, an their apprehension or recorery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement trill If wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to he received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, yew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pont Office. 13. Announcements concerning property lost or persons missing ran only he accepted nn payment, and the charges for the insertion of the same trill be given on application. E. R. HENBY, Editor. FECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SPECIAL NOTICE. FUGITIVE OFFENDERS, A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. Warrant issued. 2.— C Division•— For obtaining goods and money by worthless cheques, LIVINGSTONE W. N. THOMPSON, age about 25, height 5 ft. 10 in., complexion fair, hair brown ; dress, dark grey tweed morning coat suit, silk hat. A native of Kindlestone, Delgany, Wicklow. Is a Lieutenant of the Royal Field Artillery, Topsham Barracks, Exeter. Warrant issued. 3. — P Division.— For embezzlement — HARRY JORDON, age 30, height 5 ft. 5 or G in., rather stout build, complexion fresh, hair ( curly and bushy in front) dark brown, eyes ( full) brown; dress, blue double breasted jacket and vest, brown tweed trousers, black tie, straw hat. A fishmonger's porter; native of Folkestone. Warrant issued. 4.—#? Division.— For stealing a bicycle and failing to report— Licence- holder JOHN BAKER, alias CHARLES and JOHN ROBERTS, Office No. 1202- 01, age 29, height 5 ft. 8 in., com- plexion fresh, hair brown, eyes grey, anchor, heart, and 4 dots outside, and J inside left forearm, X outside left wrist and back left hand, scar top left shoulder, front shin, below nostril, and thumb and back of wrist, skull, crossbones, X outside, 4 fishes inside right forearm, X outside right wrist, 3 scars back right hand, 1 front right thigh and outside right forearm ; wearing old dark clothes. A native of London. 5.— R Division.— For stealing a bicycle— Expiree EDWARD CAPEL, Office No. 1670- 97, age 28, height 5 ft. in., complexion sallow, hair ( bald) dark brown, brown birthmark on chest, boil scar on back ; wearing old dark clothes. May be found working on a farm. 6.— Y Division.— For larceny— Expiree ALBERT GEORGE, Office No. 1514- 99, age 23, height 5 ft. 2} in., complexion fresh, hair and eyes brown, scar back of left little finger, base and outside of left thumb and on front of right forefinger, moles both sides of back, dot tattooed back left hand and forefinger, anchor back of right forearm ; dress, dark jacket suit, black cap, lace boots. BUTESHIRE. 7 — Rothesay ( County).— For fraud and stealing £ 2 16s., between 26th ult. and lst inst.— P. PATERSON, age about 28, height 5 ft. 6 in., complexion sallow, hair ( thick on top) dark, clean shaved, upper teeth protrude slightly ; dress, dark grey jacket suit, double breasted vest, light dust overcoat, blue bow tie, blue cap, long narrow boots, wearing plain gold ring on 2nd left finger. Stated he was a house and commission agent. He left behind a large brown leather port- manteau, initials " P. P." thereon. Warrant issued. Information to the Chief Constable of Bute shire, Rothesay. A shoeblack. 20.— Portsmouth ( Borough)— For failing to appear to a summons— TIMOTHY SULLIVAN, age 24, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark brown, cast in left eye; dress, brown coat ( with raised seams) and vest, grey trousers. Shore, Hertford. 23. — Hitchin ( County).— For obtaining food and lodgings and £ 1 by false pretences, between 8th and 13th inst— HARRY WILLSON, age 50 to 55, height 5 ft. 4 or 5 in., rather stout build, complexion and hair ( turning grey) dark, clean shaved,; dress, old light brown jacket, light tight fitting trousers, black or brown hard felt hat with square top. He stated he was buying cattle in the neighbourhood. Had in his possession a brown hat box and portmanteau. Warrant issued. MURDER. 26. — Newport ( County). — For murder at St. Helens, 17th ult.— RAPHELI DE CICCO, alias GIZZI, an Italian, age 46, height about 5 ft. 4 in., rather stout build, complexion and hair ( slightly bald on top) dark, may be growing a beard, full face, nose slightly turned up and supposed broken, scar on upper lip, speaks broken English ; dress, dark lounge jacket, dark cord trousers, red tie, white straw Alpine hat, heavy lace boots. LANARKSHIRE. 27.— Glasgow ( City).— For failing to report, Licence Holder LORETO PALOMBO ige 36, height 5 ft. 5 in., complexion dark, hair black, eyes brown. A native of Caserta, Italy. A. hubs, bone handle bars, forward lugs, rat trap pedals, King of the road lamp attached', no brake or mudguards— CHARLES BOYLE, age about 19, height 5 ft. 5 or 6 in., slight build, com- plexion sallow, hair brown, slight moustache light, woman's head tattooed on left arm, 1st and 2nd fingers of right hand deficient; dress, grey suit, brown peak cap, lace boots. Was employed as an ostler; supposed a native of Preston. Warrant issued. Information to Supt. Norris, Chorley. 29.— Skerton ( County) — For obtaining £ 2 4s. by falae pretences, Sth inst., at Morecambe — PETER TERRONI, alias WILSON, an Italian, age about 25, slight build, complexion sallow, heavy moustache dark ; dress, light grey knicker suit, light soft felt hat, brown stockings and boots, carried a black mackintosh and hand bag with " Oban " thereon. Stays at first- class hotels. He calls on ice cream vendors, obtains orders and money for same in advance, gives a receipt and absconds. May have in his possession catalogues, papers and bills with " Luigi Terroni, wine and provision importer, & c., Summer Street, Hatton Garden, London, E. C." thereon. Warrant issued. MONMOUTHSHIRE. 60.— Newport ( Borough) — On commitment warrant, having been sentenced to 3 months imprisonment for gaming— JOHN MANNING, age 39, height 5 ft. 6 in., stout build, complexion fresh, hair brown, heavy moustache light brown, small burn mark left breast and left knee, boil mark left hip, pock mark on left shoulder and eye- brow, scar on bridge of nose, stoops slightly. NORFOLK. 31.— Norwich ( City).— For forging a tele- gram. thereby obtaining £ 10, 1st inst.— A MAN, age about 35, height 5 ft. 9 in., inclined to be stout, complexion fresh, hair and moustache dar'x. side whiskers; dress, dark suit, straw or blac hard hat. Appearance of a commercial traveller. Information to the Chief Constable, Guildhall, Norwich. NOR THA MPTONSHIRE. 32.— Northampton ( County).— For horse- stealing, WILLIAM HITCHENS, alias BUTCHER, age about 50, height about 5 ft. 10 in., complexion fresh hair ( turning grey), stubby moustache, and eyes dark; dress, grey suit, large pockets, black hard hat, sometimes wears a long, light colour dust coat, brown leather leggings. Appearance of a horse dealer. Is well known to dragsmen, visits horse fairs. Warrant issued. Information to Supt. Webster, County Police Office, Northampton. 33 — Northampton ( Borough).— For steal- ing, 3rd inst., a lady's old gold ring, set 7 turquoise; 1 lady's gold keeper, chased, thin and broken ; 1 long gold necklet, small round link pattern, tied in two knots ; 1 long gold neckchain, thin wire link pattern, amethyst heart, and " Baden- Powell" photograph, pendants; 1 silver pencil case, a silver cornet, 1 inch long; 2 Jubilee shillings and 1 lion shilling, mounted with small rings— A MAN, age about 35, height 5 ft. 4 or 5 in., complexion fair, moustache light; dress, light colour jacket and trousers, light cap. He took lodgings, committed a larceny, and decamped. He left behind 2 large brown leather portmanteaus ( one of which has been identified as stolen from the L. & N. W. Railway Station, Northampton), other with initials " W. H. Y." in large black letters thereon, con- taining paper bag samples, pieces of carpet, and green cloth, 1 small green blind and roller, 1 old brown coat; 1 Oxford shirt, " The Don " inside collar ; 1 pair of merino pants, 1 undershirt. NORTHUMBERLAND. 34.— Hexham { County).— For obtaining £ 1 by false pretences at Haltwhistle, 24th ult.— GEORGE HARVEY HUNTER, age 38 ( looks older), height 5 ft. 7 or 8 in., complexion fresh, hair and heavy moustache dark brown, wart both sides of mouth, ruptured ; dress, black corded cloth coat, brown spotted vest, dark trousers with blue stripes, hard felt hat, old lace boots. CITY OF LONDON. 35.— For stealing £ 37 15s. 6£ d.— SIDNEY S. DAVIS, age about 26, height 5 ft. 6 or 7 in., hair and moustache black, speaks quickly, of Jewish appearance ; dross, light grey morning coat suit, black bowler hat, A clerk. Absconded 7th inst. STAFFORDSHIRE. 36.— Brlerley Hill ( County).— For forging and uttering cheques, and stealing money^ to the amount of £ 900 during the Dast 12 months— WILFRED GRIFFIN BUDD, age 26 to 30, height about 5 ft. 8 in., complexion dark sallow, hair dark ( slightly tinged with grey, thin on top), may be wearing a moustache, walks erect, of good address. The portrait was taken about 2 years ago, he is now much stonter. May endeavour to leave the country. Was employed as assistant clerk to the Urban Council. Supposed a native of London. Warrant issued. Information to Supt. Spendlove, Brierley Hill. METROPOLITAN POLICE DISTRICT 37.— D Division•— For converting'to his own use a valuable bracelet entrusted to him to dis- pose of— K. HYMAN, alias HARRY KING, a Russian, age 35, height 5 ft. 2 or 3 in., complexion fair, hairlight; dress, black frock coat and vest, silk hat with wide brim ( see Case No. 2, 2nd inst.). Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. OXFORDSHIRE. 38.— Deddington ( County).— For stealing, 9th inst., from a canal barge at Lower Heyford, 1 pair of boots; 1 razor and case; 1 brooch ( recovered) ; 1 small plaid blue Oxford shirt— A MAN, age about 40, height 5 ft. 6 or 7 in., strong build, complexion fresh, full face, prominent nose, hair light sandy, moustache, eyes grey or blue; dress, dark blue cardigan jacket, brown cord trousers, old grey cloth cap. Is known along the Oxford and Birmingham canal, where he usually obtains employment. Information to Inspector Hope, Deddington.
