All announcements for insertion in the POLICE GAZETTE, atul all communication* relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases u- hcre a reward is offered, the mime and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated, o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15/. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Kerry announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of net less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the ch ief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. ILTIONS. 7. Antumncenients concerning stolen property must be guaranteed by an officer of not Uss rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or erf stolen property bear a number, etui, as far at practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, muit. on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the annovneement. for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement trill le wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be receired not later than noon on Wednesday, and for the Tuesday edition not letter than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, anil accompanied by a covering letter. 12. All payments must be in advance, either at the office. Announcements concerning property lost or persons missing can only he accepted on payment, and the charges for the insertion of the saw, will be given on application. E. R. HEMIY, Editor. SPECIAL NOTICE. The following is a copy of the oider which governs the circulation, by the Metronolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of i reventing delays which some- times occur in publishing SUCH notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bill*, or other advcitisements, offering a reward for the discovery oi propert or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibite I. with tnc sanction of the Commis- sioners, on the applicatio of p v te 1 ersons. or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( n) i he amount of th e reward. ( b) The conditions oil which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) l he name and address of the printer must appear thereon. 2.— No exiiicssion must be used in such an advertisement, in relation lo jroperty stolen, or ciiminally taken or disposed of, holdina out any expectation that the reward will be paid on its return without, the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( re) to ( d), clause 1, as Police Notices are constantly- being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( re) and ( c). Such notices are not distributed. NOTE.— There arc 190 Stations of the Metro- politan Police Force at which Notices can be posted. Warrant issued. 3.— W Division.— For stealing £ 41 14s. lid.— WILLIAM FKEEMAN, age 19, height 5 ft. 5 in., complexion pale, hair dark brewn, eyes blue, large head ; dress, blue serge suit, white straw hat A native of Denham, Middlesex. Warrant issued. 4— W Division.— For embezzling £ 25 10s. 9d„ 30th ult.— JOHN DOUGLAS DICK, age 28, height 5 ft. 5 in., complexion fresh, hair and moustache auburn, eyes hazel, scar left fore- finger, man and woman's head on shoulders, Maltese cross on chest, & c ; dress, light jacket, dark yest and trousers, white straw hat. A carman ; native of London, Has served in the 2nd Battn. Middlesex Regiment, and recently returned from South Africa. May visit Slough, Isle of Ely, Manchester, and Edinburgh. Warrant issued. A labourer; native of Little Bardfield. Essex. Sentenced at Chelmsford Assizes, 1st February, 1897, to 5 years penal servitude for arson. Licensed 2nd November last. X 19. Information to Supt. GLOUCESTERSHIRE. 9 — Chipping Campden ( County).— For obtaining food by false pretences— WILLIAM BARTLETT, age 38, height 5" ft. 8 in., rather slight build, complexion pale, hair and moustache dark brown, eyes hazel, slight impediment in speech; dress, blue serge jacket suit, blue tie, brown cap, light boots with square toes. A carpenter ; native of Bloxliam, Oxfordshire. Previously convicted at Oxford aud Banbury in October and December, 1900, respectively. Warrant issued. Information to Supt. Jones, Chipping Campden. 10— Chipping Sodbury ( County).— For robbery— A MAN, age 30 to 40, height 5 ft. 2 or 3 in., complexion ruddy, large head, hair dark, moustache dark brown, speaks with north country accent; dress, dark jacket, light plaid trousers, cloth cap. Supposed a labourer; native of Birmingham. Is believed to have served in the Royal Welsh Fusiliers. ( Concerned with Charles Ratcliffe, Case No. 54, 2nd inst.) Information to Supt. CASTLEDON ( supposed false), age about 30, height 5 ft. 9 or 10 in., complexion' dark, full face, hair dark brown, slight moustache and eyes dark; dress, black morning coat and vest, light check cloth trousers, light plaid tie ( mixed colours), white straw hat with black band, lace boots. ARMINE, age 20$, height 5 ft., lOf in., complexion fresh, hair dark brown, eyes grey ; wearing uniform of the Royal Marine Artillery, from which he is a deserter. A clerk ; native of St. George's, Westminster. Warrant issued. Information to the Chief Constable, Portsmouth. 14. — Southampton ( Borough). — For stealing a book containing a number of foreign postage stamps — HENRY SCOREY. age 24, height 5 ft. 11$ in., complexion, hair and eyes dark, several moles on nose, rather pointed chin. HEREFORDSHIRE. 15.— Weobley ( County).— For stealing, 3rd inst., at Sherrington, a lady's small silver Geneva watch, 1 long imitation gold guard and some Jubilee silver coins— HENRY TUDOR, age 22, height 5 ft. 11 in. or 6 ft., complexion, hair and slight moustache dark, woman's head, true love and star back of one hand and wrist; dress, blue plaid suit, light cloth peak cap, military boots. A labourer; native of Eardisland. Has been previously convicted of felony. Information to Supt. Marston, Weobley. HERTFORDSHIRE. 16.— Hatfield ( County).— For deserting his wife and children— STEPHEN RACHER, age 32, height 5 ft. 5 or 6 in., slight build, complexion and hair dark, eyes dark brown, high cheek bones. Connaught Rangers. 20— Chatham ( County). — For deserting their wives and families, leaving them chargeable to the common fund of the Medway Union STEPHEN J. DARLING, age 50, height 5 ft. 6 in., « oinplexion dark, hair dark brown, slight mous- tache, eyes ( sunken) grey, 2 cut scars left forearm, several scars round neck ; dress, black jacket and vest, blue guernsey, fustian trousers. A labourer. Has served in the Leicester Regiment. — ALFRED GARDINER, age 42, height 5 ft, 9 in., complexion fair, hair, beard and moustache black, eyes brown ; dress, shabby dark tweed suit. Sargent, Chatham. 21.— Tonhridge ( County).— For embezzle ment— JOHN GEORGE MARTIN, age about 45, height about 5 ft. 8 in., complexion fresh, hair brown, eyes grey, rather long red nose ; dress, dust coat, light vest, light grey trousers, hard felt hat, lace boots. A native of Southborough, Kent. Warrant issued. Information to Supt. Styles, Tonbridge. 22.— Canterbury ( City).— For stealing, 30th ult., 1 pair of brown leather boots, " 8, C adapted " marked on straps— A MAN, who gave the name of CLAPPERTON, age 30 to 35, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache light; dress, light grey suit, white straw Alpine hat, wearing 2 gold rings, 1 curb, other set dark stone, on 3rd left finger. He takes apartments, calls on tradesmen, selects articles and asks that they may be sent to his lodgings, on receipt of which he decamps. 23. — Canterbury ( City). — For stealing ( bailee) 1st inst, a bicycle ( recovered)— JAMES EDWARD PICKERING, age 22, height 5 ft. 5j in., complexion fresh, hair light brown, eyes grey. A native of Tanworth, near Birmingham. Is a deserter from the 11th Hussars. Information to Chief Constable Farmery, Canterbury. LANCASHIRE. 24.— Chorley ( County).— For stealing, 28th nit., at Much Hoole, a bicycle, the " Alert," black enamelled frame, 88 gear, plain gear wheel " 56 " marked on inside, Westwood rims, Wood ley tyres, B. S. A. hubs, bone handle bars, forward lugs, rat trap pedals, King of the road lamp attached, no brake or mudguards— CHARLES BOYLE, age about 19, height 5 ft. 5 or 6 in., slight build, com- plexion sallow, hair brown, slight moustache light, woman's head tattooed on left arm, 1st and 2nd fingers of right hand deficient ; dress, grey suit, brown peak cap, lace boots. Was employed as an ostler; supposed a native of Preston. Warrant issued. Information to Supt. Norris, Chorley. 25.— Kirk ham ( County).— For obtaining food and lodgings by false pretences, 20th ult, at Fleetwood— A MAN, name supposed CHARLES SIMPSON, age about 40, height 5 ft. 7 in., stout build, complexion fresh, long features, hair dark brown, heavy moustache dark, of smart appearance; dress, blue serge jacket suit, brown tweed cap, brown lace boots, may be wearing a blue dungaree suit. A plumber or fitter. Warrant issued. Information to Supt. Omerod, Kirkham. 26.— Widnes ( County).— For obtaining food and lodgings by false pretences—- GERTIE GREY, age about 23, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, eyes blue; dress, blue costume, 3 white buttons on one breast, 2 on other, black straw hat trimmed black feathers. Warrant issued. Information to Supt. Keighley, Widnes. MIDLOTHIAN. 27.— Edinburgh ( County).— For embezzle- ment— WILLIAM FYFE, age 45 to 50, height about 6 ft., stout build, complexion, hair, heavy moustache and side whiskers dark, may now be wearing a beard, full face; dress, old blue serge jacket suit, blue tie, flat crowned hard felt hat which he usually wears on the back of his head. A brewer's traveller and collector; native of Midlothian. Warrant issued. Not to be arrested out of the United Kingdom. NORTHAMPTONSHIRE. 28.— Northampton ( County).— For horse- stealing, WILLIAM HITCHENS, alias BUTCHER, age about 50, height about 5 ft; 10 in., complexion fresh hair ( turning grey), stubby moustache, and eyes dark; dress, grey suit, large pockets, black hard hat, sometimes wears a long, light colour dust coat, brown leather leggings. Appearance of a horse dealer. Is well known to dragsmen, visits horse fairs. Warrant issued. Information to Supt. Webster, County Police Office, Northampton. 29.— Northampton ( Borough).— For steal- ing, 3rd inst., a lady's old gold ring, set 7 turquoise ; 1 lady's gold keeper, chased, thin and broken ; 1 long gold necklet, small round link pattern, tied in two knots ; 1 long gold neckchain, thin wire link pattern, amethyst heart, and " Baden- Powell" photograph, pendants; 1 silver pencil case, a silver cornet, 1 inch long; 2 Jubilee shillings and 1 lion shilling, mounted with small rings— A MAN, age about 35, height 5 ft. 4 or 5 in., complexion fair, moustache light ; dress, light colour jacket and trousers, light cap. He took lodgings, committed a larceny, and decamped. He left behind 2 large brown leather portmanteaus ( one of which has been identified as stolen from the L. & N. W. Railway Station, Northampton), other with initials " W. H. Y." in large black letters thereon, con- taining paper bag samples, pieces of carpet, and green cloth, 1 small green blind and roller, 1 old brown coat; 1 Oxford shirt, " The Don" inside collar ; 1 pair of merino pants, 1 undershirt. RADNORSHIRE. 30.— Penybont ( County).— For housebreak- ing and stealing a gold watch; 1 pair binocular glasses, covered with brown crocodile leather; and a cheque book, partly used— ARTHUR JAMES EMBREY, age 23, height 5 ft. 4 or 5 in., complexion fair, hair and slight moustache light, eyes grey ; dress, lavender colour cloth coat and vest, light cap, lace boots, or a dark check suit. Warrant issued. Information to the Chief Constable of Radnor- shire, Penybont. SHROPSHIRE. 31 — Osv.' estry ( County).— For absconding with workhouse clothing, 22nd ult. JAMES LEAKE, age about 77, height 5 ft, 8 or 9 in., stout build, complexion fresh, hair and beard grey; dress, dark cord suit, old black hat ( wide brim), small horseshoe ornament on band, new braces, new boots, cut down front, clothing marked " Ellesmere Union." Warrant issued. 32.— Oswestry ( County).— On commitment warrant for non- payment of a fine and costs imposed by magistrate— GEORGE EDWARDS, age 45, height 5 ft. 4$ in., complexion fresh, eyes hazel, figure of a female tattooed on right arm; dress, brown jacket and cap, old cord trousers, strong 1 loots. A tramping labourer. Stated he had served in the Army, and that he was a native of Pershore, Worcestershire. Information to Supt. Lewis, Oswestry. SUSSEX ( East). 3' S.— Hailsham ( County). — For stealing ( bailee), 23rd ult., at Chiddingly, a bicycle ( recovered)— BERTRAM SEABROOK, age 20 ( looks younger), height 5 ft. 3 in., complexion, hair and eyes dark, has a peculiar twitching of eyes; dress, black jacket, dark blue double- breasted vest, dark striped trousers, white straw hat with black band, lace boots. A native of Stoke Newington. Warrant issued. Information to Supt. Willard, Hailsham. 34.— Lewes ( County).— For stealing, 16th nit., a gold watch, No. 303622 ; 3 pairs of ladies' boots ( 1 glacti kid lace, " C 4 A " thereon ; 1 do., patent cap ; 1 do., square toes) — GLADYS ROBERTS, age 26, height 5 ft. 1$ in., complexion, hair and eyes dark; dress, white dress and blouse, sailor hat. Previously convicted at Birmingham and Brighton. Warrant issued. Photograph can be seen on application. Information to Supt. Stevens, Lewes. 35.— Hastings ( Borough). — For stealing, 23rd ult., a lady's half- hunter keyless silver watch, black hands and figures, No. 51706, maker " Jacobs, Foreign Manufacturer, Liverpool," en- graved inside case ; 1 long gold chain, small link pattern, " 9 ct. " stamped on swivel; 1 lady's 18 ct. gold ring, fancy work on top, set small ruby in centre and diamond each side; and 1 green leather purse, snap fastening— A MAN, age about 19, height about 5 ft. 4 in., complexion and hair dark, rather round face, clean shaved ; dress, dark clothes and cap. Information to the Chief Constable, Hastings. SUSSEX ( West). 36.— Petworth ( County).— For housebreak- ing and stealing 1 silver chain with tassel at end, 3 threepenny - pieces attached; 1 small silver brooch, shape of bow and arrow; 1 silver brooch, St. Alban's Abbey engraved thereon; 1 single silver ear- ring, engraved do.; 1 gold toy pistol charm and 1 George III. half- guinea— A MAN, aged 22, height 5 ft. 4 or 5 in., stout build, com- plexion fresh, slight moustache dark ; dress, grey pepper and salt suit, light cloth cap, wearing black leggings, carried a walking- stick.
