POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 24, 1901. VOL. XVIII., No. 1816 KEGTJL 1. AU announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons ivhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at u cost of 15.!. per portrait, and of 7s. 6d. ' per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ra than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, i. / as far as practicable, they are alphabetically arranged by counties, 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, fur insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition lwt later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotlaiul Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcement* concerning property lost or persons missing can only be acee/ ited on payment, and the charges for the insertion of the same will he given on application. B. ANDERSON. Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such nottces, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol propertv or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibite 1. with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) i he amount of the reward. ( 4) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) ihc name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation lo jroperty stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the oflender being brought to trial, or without enquiry. Attention is particularly- directed to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- iwlitan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). Warrant issued. 2.— c Division.— For obtaining £ 125 by false pretences, 18th inst.—. JOHN WILSON, age 35, height 5 ft. 7 in., stout build, complexion fair, round features, hair brown, moustache light; dress, dark jacket suit, black hard felt hat.— GEORGE LEDWITH BALLS, age 18, height 5 ft. 10 in., complexion fair, long thin face, hair light, clean shaved, eyes hazel, thick lips, scars on right knee, moles on face and back of neck; dress, black mourning jacket suit, black hard felt hat with black band. Has served in the 7th Dragoon Guards. A native of Walthamstow. Warrant issued. 3.— L Division.— For embezzlement — THOMAS RICHARD TERENCE MAURICE, age 40, height 5 ft. 8 in., complexion fresh, hair black, long moustache light, eyes brown, usually wears gold framed pince- nez; wearing a black frock coat, silk hat. Is well known at the London Sailing Club, Burnham- on- Crouch. Warrant issued. 4.— N Division.— For obtaining money by false pretences — Licence- holder ARTHUR BOWEN, alias ARTHUR EVANS, Office No. 275- 01, age 34, height 5 ft. 7^ in., complexion fresh, hair brown, eyes grey, scar left thumb, left elbow, front left forefinger, right fore and middle fingers, mole right side of neck; dress, navy blue jacket suit, fawn colour soft felt hat. Accompanied by a woman, and a child, age about 13 years. Native of Newcastle Emlyn, Carmarthenshire. Sentenced at Carnarvon Quarter Sessions, 20th October, 1898, to 3 years penal servitude for fraud. ANTRIM. 5.— Belfast City).— For stealing £ 17, the monies of His Majesty's Postmaster General— WILLIAM HOLMES, age 54, height 5 ft. 11 in., rough red face, long prominent nose, hair ( cut short) and slight moustache grey, large hands and body, thin legs, flat feet, slightly round shoulders, wearing a loose blue serge overcoat, straw hat. Was employed as doorkeeper at the Belfast Post Office. Warrant issued. Information to District Inspector Morrell, Royal Irish Constabulary, Belfast. BANFFSHIRE. 6.— Banff { County).— GILBERT MILLER, Case No. 5,11th August, 1899, not now wanted. BER WICKS HIRE. 7.— Duns { County).— For rape— DAVID BLACK HALL, age 26, height 5 ft. 8 or 9 in., slight build, complexion swarthy, hair and slight moustache dark, only 2 front teeth in upper ! jaw, black wart about the size of a pea on right temple, walks erect, of smart appearance; dress, dark jacket and vest, brown and grey striped trousers, dark cap, light shoes. A labourer; native of Gateshead. Has been tramping the country and obtaining employment at farms, public works, & c. Warrant issued. Not to be arrested out of the United Kingdom. BRECONSHIRE-, 8.— Crickhowell { County). — For obtain^ ing by falsa pretences a silver watch ( recovered), — SMITH, age 45 to 50, height 5 feet 4 or 5 in., slight build, complexion pale, thin features, hair inclined to sandy, slight moustache light, eyes supposed brown, of haggard appear- ance ; dress, dark } coat and vest, dark grey trousers, black bow tie, black hard felt hat, flat top, carried an old black bag, and a walking stick or umbrella. He represents that he is employed by a local watchmaker, obtains watches for repair, and decamps, is believed to be identical with man Case No. 24, 1st March last, and Case No. 32, 26th ult. OA RDIGA NSHIRE. 9.— Aberystwyth { County).— For obtain- ing clothing and money by false pretences— RICHARD MORGAN, age 38, height 5 ft. 4 in. T complexion fair, hair light, eyes blue, cross and two dots tattooed on right arm, cross and three dots left arm; dress, dark grey jacket suit, nearly new, blue or black peak cap. A sailor ; native of Aberystwyth. He belongs to the Royal Naval Reserve, No. 1248 K. Warrant issued. Information to Supt. Phillips, Aberystwyth. English lever watch, No. 54080, gold dial, four- fold gold guard with bar and ring at end, attached ; 1 gold oblong brooch, set 3 or 4 pearls; 1 9 ct. gold curb bracelet, small heart shape lock attached ; 2 white metal watches, Swiss make, " F. Skillern " scratched inside case of one, steel chain with a three penny piece as pendant attached ; 1 brown leather oblong purse, containing 30s.— JOHN ARCHER, alias ADAMS, age 40, height 5 ft. 7J in., com- plexion fresh, hair brown, moustache sandy, eyes grey, mole left side of chest, 3rd and 4th right fingers contracted, 2nd, 3rd, and 4th left fingers deficient ; dress, old grey jacket, light cord trousers, dark cap. A labourer ; native of Ash- bourne, Derbyshire. He obtains employment at farmhouses. Warrant issued. Information to Supt. Downes, County Police, Macclesfield. 12 .— Nantwich ( County). — For stealing ( bailee) lis.— THOMAS HAMPSON, age about 18, height 5 ft. 1 or 2 in., complexion fresh, hair light brown; dress, grey vest, dark trousers, dark peak cap, lace boots; a native of Ashton- under- Lyne. Has been employed at a shooting gallery. Warrant issued. Information to Supt. Meredith, Nantwich. DERBYSHIRE. 13. Eckington ( County).— For stealing, between 4th and 5th inst., at Meersbrook, a green rush bass ; 2 plasterers' trowels ( one nearly new, handle rough underneatli and chipped, other much worn, handle burnt underneath) ; 1 small gauging trowel, rough handle ; 2 12- in. joint rules ; 1 10- in. rule ; 1 large whitewash brush ; 1 tool brush, nearly new ; 1 mitre ; 1 white jacket and apron— JOSEPH JONES, age about 40, height 5 ft. 7 or 8 in., complexion, hair and slight moustache, dark; dress, dark coat and vest, drab colour trousers, dark three- quarter length overcoat, black hard hat, muffler, light lace boots. A plasterer's labourer. Warrant issued. Information to Supt. Talbot, Eckington, near Sheffield. DORSETSHIRE. 14.— Dorchester { County).— For deserting his wife, leaving her chargeable to the Dorchester Union— JAMES HUGH SLADE, age 40, height 5 ft. 7 or 8 in., complexion, hair, and eyes dark, slightly lame ; dress, dark jacket, brown trousers, hard hat. A carpenter and wheelwright; native of Broadwindsor. Warrant issued. Information to Supt. Burden, Dorchester. 15.— Wimborne ( County).— For larceny, 10th inst.— HAROLD VICTOR EBBLEWHITE, age 2G, height 5 ft. 5j in., complexion fair, hair and moustache light brown, eyes grey, dagger right forearm, large scar left shin, well spoken ; dress, black coat and vest, light trousers, black soft felt hat, brown mackintosh. A printer ; sup- posed a native of London. Was discharged from Dorchester prison on 9th inst., having served 14 days imprisonment for stealing a bicycle. Information to Deputy Chief Constable Marsh, Wimborne. 16.— Weymouth ( Borough).— For stealing, 14th or 15th inst., a silver watch, key winding, " Plan Watch " and " J. Cox " on inside of outer case, a silver curb pattern chain attached; and 5s. 6d. — A MAN, who gave the name of LEONARD TOMS, age about 24, height 5 ft. 8 or 9 in., hair light, clean shaved; wearing bandsman's uniform of the Gloucestershire Regiment, sometimes wears a dust coat. Stated he had been wounded in South Africa and that he had just left Netley Hospital. He left behind a field service cap, " No. 5558 " thereon. Absconded 15th inst. Warrant issued. HAMPSHIRE. 18.— Portsmouth ( Borough).— For fraud — PHILLIP MON JOU, age 24, height 5 ft. 7 in., complexion sallow, hair dark brown, clean shaved, may be growing a moustache, eyes ( cast in left) blue ; dress, dark blue coat and vest, supposed lighter colour trousers, red, white and blue tie, light skull cap. Warrant issued. 19.— Portsmouth ( Borough)— For larceny — CHARLES HENRY BALDRY, age 17, height 5 ft. 8 or 9 in., well built, complexion dark, hair and eyes brown ; dress, light plaid double breasted jacket, black vest, brown cord trousers, blue and white neckerchief, check cap, heavy lace boots. A corn- merchant's carman. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. 20.— Heme! Hempstead ( County).— For stealing ( bailee) a bicycle— WILLIAM SMITH, age 33, height 5 ft. 2 in., complexion fresh, hair brown, eyes hazel, wearing dark clothes. An engine driver, travels with round- abouts. Warrant issued. Information to Supt. Frogley, Hemel Hemp- stead. 21.— Watford ( County). — For stealing £ 3 10s., 3rd inst.— HARRY PAGE, age 22, height 5 ft. 3 or 4 in., complexion and hair dark, eyes grey, small mouth ; dress, dark jacket suit, white straw hat, with black band, br: n boots. Had with him a bicycle with plated ri s. Warrant issued. Information to Supt. Wood, Wat O ( 3. 22.— St. Albans ( City).— For bezzlement — WILLIAM EDWARD BARD ION, age 30, height 5 ft. 4J in., complexion fresh, hair dark brown, eyes hazel, feminine voice, scar right elbow, back of right harfd and back of head. Appearance of a stableman. Native of Hastings. Was sentenced to 4 months imprisonment at Watford, 18th September, 1900, for laiceny ( bailee). Warrant issued. ESSEX. 17.— Chelmsford { County).— For stealing, 21st inst., a " Sanspariel" bicycle, 26 in. frame, upturned handle bars, front rim brake, Dunlop tyres, Westwood rims, enamelled, heavy gold lines, 70 gear, | in. pitch roller chain, 4 rubber pedals, No. 21583, Brooks's B 10 saddle— A MAN, age 25, height 5 ft. 6 or 7 in., slight build, com- plexion fresh, round face, hair and slight mous- tache dark ; dress, dark jacket and vest, light trousers, dark cap. Information to the Deputy Chief Constable, Chelmsford. KENT. 23.— Canterbury ( County).— For leaving his children chargeable to the common fund of the Blean Poor Law Union— ALFRED DAWES, age 37 or 38, height 5 ft. 10 in., complexion sallow, thin face, several pock marks thereon, sunken cheeks, hair and eyes dark brown ; dress, black diagonal suit, black hard felt hat with mourning band, usually wears a piece of blue ribbon in his coat. A painter and house decorator. Speaks at gospel meetings. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. LANCASHIRE. 24.— Chorley ( County).— For abduction of a girl age 15— JOHN BURGESS, age about 27, height 5 ft. 2 or 3 in., well built, complexion fresh, hair dark brown, clean shaved, eyes light blue, walks erect; dress, black worsted suit, black and red striped muffler, brown tweed cap, usually wears clogs with narrow toes. A chimney sweep. Warrant issued. Information to Supt. Norris, Chorley. 25. — Liverpool ( City). — For stealing a lady's 3- stone diamond ring ( recovered); and a single stone diamond ring, split shank, weight of diamond 1 - J cts., makers initials " T. P." inside and " 68443" scratched inside— A MAN, who gave the name of E. VODICKA, age about 25, height 5 ft. 5 in., well built, square shoulders, complexion rather pale, hair dark, moustache light, speaks broken English ; dress, square cut navy blue jacket, dark trousers and vest. Information to the Head Constable, Detective Department, Liverpool. 26.— Boo tie ( Borough).— For stealing, be- tween 1st April and 7th inst., a lady's 9 ct. gold neckchain, small links, gold heart shape pendant, with cluster of diamonds one side, attached ; 1 round silver brooch, set two rows of brilliants ; 1 18 et. gold brooch, shape of a true lover's knot; 1 lady's 18 ct. gold ring, set turquoise ( one turquoise a slightly different shade from others) ; a quantity of white and cream coloured Honiton lace ( including a dress front V shape, and a collar), and £ 2 6s. 8d.— ELIZABETH ROBERTS, age 30, height 5 ft., complexion pale, hair red; dress, supposed black jacket, light blue dress, black sailor hat. A domestic servant. Absconded 7th inst. Will probably call at Rescue Homes of the Salvation Army. Information to the Chief Constable, Bootle. 27— Rochdale ( Borough). — For larceny ( servant), 4th inst.— JOHN G. PARROTT, age 46, height 5 ft. 5J in., stout build, complexion ruddy, hair ( short) and slight moustache grey. A fore- man bricksetter; is a member of the Bricksetters' Union. Information to Chief Constable Barry, Rochdale. 28.— Warrington ( Borough).— For'bigamy — WILLIAM BROMLEY, age about 35, height 5 ft. 10 or 11 in., complexion dark, hair ( thin on top) dark brown, turning grey, moustache sandy, large red mark over right eyebrow, blue scar on bridge of nose, of smart appearance. NORTHAMPTONSHIRE. 29.— Wellingborough ( County). — For obtaining food and lodgings by false pretences, 8th and 9th ult,— WALTER JEFFREYS, age about 18, height 5 ft. 7 in., complexion pale, hair and eyes brown ; dress, dark grey tweed ( double- breasted) jacket, white breeches, brown leather leggings, black hard felt hat, may be wearing a light dust coat. A tramping groom. Native of Mascott, near Daventry. Warrant issued. 30. — Wellingborough ( County). — For stealing, 6th inst., a lady's silver Geneva watch, No. 1137451, flowered dial, engraved back, and a 9 ct. gold curb pattern chain— JACK ALLEN, alias HERRING, age about 36, height 5 ft. 3 or 4 in., complexion, hair, thick moustache, and eyes dark, bow legged; dress, dark jacket and vest, light check trousers, blue muffler with white spots, dark cap, carried a leather apron. A tramping blacksmith. Warrant issued. Information to Supt. Alexander, Welling- borough. • SHROPSHIRE. 31— Bridgnorth { County)— For stealing, 12th inst., a pair of steps ( recovered)— THOMAS BROMLEY, age about 45, height about 5 ft. 10 in., red face, hair ( cut short) light brown or sandy ( turn- ing grey), whiskers and moustache about 3 weeks' growth, dark sandy, eyes usually red or bloodshot; dress, dark jacket, dark cardigan do., black vest, brown cord trousers, dark grey cap, lace boots, all old; a native of Shrewsbury, fie obtains employment at farm houses, and stays at common lodging houses. Warrant issued. Information to Supt. Walters, Bridgnorth. STAFFORDSHIRE. 32.— Lichfield ( County). — For obtaining food and lodgings by false pretences, 26th ult.— ERNEST LUDLOW, age about 35, height about 5 ft. 7 in., complexion ruddy, hair and moustache light brown; dress, black morning coat and vest, grey tweed trousers, hard hat, may be wearing a blue serge suit. He represented that he was an architect— K. LUDLOW, age 32, height 5 ft., com- plexion pale, hair dark ; dress, black dress, black rough cloth cape, black and white plaid lining, toque hat, trimmed bright gold colour velvet and violets. Stated she was the wife of above. Warrant issued. Information to Supt. Barrett, Lichfield. 33.— Longton ( County).— For embezzling, 7th inst., £ 55, viz., 5 £ 10 Bank of England ( Bir- mingham) notes, Nos. 67371, 67372, 67373, 67374, 67375. and 1 £ 5 note— JOHN HERBERT CLARK, age 26, height 5 ft. 5 or 6 in., complexion fair, hair light brown, short sighted, wears glasses; dress, dark grey suit, light dust coat, plaid cap, lace boots. A native of Bradford, Yorks. Warrant issued. Information to Supt. Oakden, Longton. Al.— Tettenhall { County).— For stealing, 6th inst., at Heath Town, a blue Melton cloth jacket and vest, usual pockets— JOHN PUGI1, age 20 ( looks older), heights ft. 8 in., rather stout build, complexion dark, pimples on face, hair brown, eyes ( weak) grey, wears glasses when reading, female tattooed on one arm ; dress, black jacket, brown plaid vest, cord trousers, khaki colour cap, strong nail boots. A labourer ; native of Heath Town. Recently discharged from the Shropshire Light Infantry. Warrant issued. 35.— Tettenhall ( County).— For shooting, with intent to do grevious bodily harm, at Ford- houses, 23rd ult.— JOHN KAYK, age 20, height 5 ft. 7f in., slight build, complexion fresh, hair dark brown, eyes grey, prominent nose, dimple on chin, slight scar back of left hand ; wearing black jacket and vest, brown cap ( all old). A labourer ; native of Swindon. Information to Supt. Price, Tettenhall. TUESDAY, JUNE - 209, 1901.
