POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 5, 1901. VOL. XVIII., No. 1802, BBQUI. 1. All announcemetds for inter/ ion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another / oree. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and. the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property uyill be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- qraph or sketch of a stolen article. 6. Every annou neement, if for the apprehension of a person, must be guaranteed hy the signature of an officer of not less rank than Superintendent ; and, if the name of such person is required to he inserted and rut warrant is in force against him, the requ isition must be signed hy the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIOXS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numler. and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to le inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor - notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which, may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form. and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only le accepted on payment, and the charges for the insertion of the same will be given on application. " R. ANDERSON. Editor. NOTICE. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which bad to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is nut to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Warrant issued. 2.— F Division.— For stealing a star shape diamond brooch, 8 points, diamond buds on stalks between points, can be used as a pendant, slide missing ; 1 diamond bar brooch, double scroll on bar, 1 large and 2 small diamonds set diagonally in centre; 1 gold brooch, set blue topaz, sur- rounded by paste stones in silver setting ; 1 do., set 5 opals; 1 do., heart shape, set yellow stone surrounded bj paste stones ; 6 ladies' gold dress rings ( 1 set 5 turquoise ; 1 set 3 large diamonds ; 1 set 5 diamonds; 1 set 3 sapphires and 2 diamonds; 1 set opal, surrounded by small diamonds; 1 set ruby, surrounded by small diamonds) ; 1 lady's gold keeper ring, chased ivy leaves, " In loving memory " engraved inside; 1 long gold neckchain, thickly set with pink topaz, heart shape pendant, set amethyst attached ; 1 imitation pearl necklace, single row, snap fasten- ing, set paste stones ; 1 do., double row ; 1 set of studs, 4 curb links, 2 gold 2 platinum intertwined, patent telescopic spring fastening, American make; 1 gold match box, E. M." in opposite corners; 1 gilt metal pencil case, ring at end, screw action ; 1 silver oval cachou box, about in. long, embossed with flowers, gilt lining; 1 case of safety razors, 7 blades, " Kampfi" engraved on metal handle, " Favorite" in gilt letters on case— RICHARD GRUND, age about 19, height 5 ft. 7 or 8 in., complexion dark sallow, hair ( thin) black, long at back, clean shaved, eyes blue, thin face, stoops; dress, black jacket and vest, dark trousers. Sup- posed a native of Vienna. Warrant issued. 3.— N Division.— For stealing, 22nd ult., by housebreaking, a lady's gold gem ring, set diamond and 2 rubies ( 1 deficient) ; 1 lady's close link gold chain, locket containing photograph of a lady, " W. H." thereon, attached; 1 gold pendant, shape of a dolphin, set 6 red and tur- quoise stones; 2 gold studs, set green and red stone — TWO MEN, lst, age 20 to 25, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair light, clean shaved; wearing light fawn covert coat, greenish shade, hard felt hat, brown shoes, carried a roll of paper. 2nd, age 45, height 5 ft. 5 or 6 in., rather stout build, com- plexion pale, hair and moustache dark ; wearing dark overcoat, hard felt hat, carried a roll of paper and a brown hand bag. 4.— Y Division.— For stealing £ 129 14s. 5£ d., 28th ult.— FRED CHETTLE, age 29, height 5 ft. 4 in., complexion fair, hair, moustache and side whiskers light, eyes dark brown, A. S. C. and F. C. in red and blue ink and heart pierced with arrow on right arm; dress, black overcoat, velvet collar, green and brown check jacket and vest, dark grey striped trousers, black felt hat, lace boots. BERKSHIRE. 6.— Windsor Borough).— For stealing, 22nd ult., a lady's silver card case, about 4 in. square, figure of the Albert Memorial engraved on one side; 1 chamois leather purse, fastens with 2 small steel knobs, containing a small pale pink glass Viennese scent bottle, chased with gilt, and £ 4 Is.— A MAN, age 19 or 20, height 5 ft. 6 or 7 in., complexion florid, hair brown, upper front teeth deficient, walks quickly ; dress, dark grey jacket, trousers and vest of lighter material, black bowler hat, lace boots. Information to Head Constable Carter, Windsor. CARDIGANSHIRE. 7 — Aberystwyth ( County).— For desert- ing his wife and child, leaving them chargeable to the common fund of the Aberystwyth Union— WILLIAM HARFORD EVANS, age 29, height 5 ft. 4 or 5 in., complexion fair, thin nose, hair brown, clean shaved, eyes grey, has in his pos- session several suits of clothes. A groom ; native of Aberystwyth. Absconded 21st December last. Accompanied by a woman, age 19, rather tall, complexion dark. A domestic servant. Warrant issued. 8.— Aberystwyth ( County).— For stealing a basket containing painter's tools ( recovered)— JOHN WILSON, age about 33, height about 5 ft. 6 in., complexion pale, hair ( turning grey) dark brown, moustache light or brown, bridge of nose inclines to right ; dress, brown jacket, dark trousers, black felt hat. A tramping painter. Warrant issued. Information to Supt. Phillips, Aberystwyth. Okell, Altrincham. 10— Dukinfield ( County).— For stealing, Sth ult., a silver English lever watch, No. 398392 — EDWARD BRITTON, age about 50, height 5 ft. 9 or 10 in., complexion fair, thin features, prominent nose, hair ( bald on top and thin at back) light brown, slight moustache, large vein left side of head ; wearing, black overcoat, black hard felt hat, boots with square toes. A native of Manchester. He travels the country selling card- board tickets, as used by jewellers, clothiers, & c., carried a black hand- bag, handle of which is tied with string. Warrant issued. DERBYSHIRE. 11. — Chesterfield ( Borough). — For an indecent assault, 22nd ult. — CHARLES CALLADINE, age 20 to 23, height about 5 ft. 6 in., complexion fresh, hair and slight moustache sandy; dress, dark green tweed suit, brown cap. Hawks pictures; a native of Whittington Moor. Usually stays at public houses. Warrant issued. Information to Chief Constable Kilpatrick, Chesterfield. DEVONSHIRE. 12.— Devonport ( Borough).— For deserting his wife and children, 28th June, 1900, SOLO- MAN CHARLES LEMIN, age 33 or 34, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, hair auburn, heavy moustache ginger, red neck, one little finger deformed, may have a cut scar over one eye. A labourer ; may be found on public works. Is well known on the railway between Plymouth and Penzance. Warrant issued. Photograph may be seen on application. NEWMANN, GUSTAYE, SCHAFFER, SCHAFFESSO, age 40, height 5 ft. 5£ in., com- plexion fresh, hair ( bald on top) brown, eyes grey, abscess scar under left ear, wart under right ear, ruptured right side ; dress, black f overcoat, velvet collar, brown jacket and vest, light check trousers, grey scull cap. ESSEX. — Colchester ( County).- For falsification of time sheets, between 13th November and 14th January last, with intent to defraud— WILLIAM SEALEY, alias SAINSBURY, age 50 to 55, height 5 ft. 9 in., stout build, compelxion florid', hair and moustache ( turning grey) dark, eyes hazel, front upper teeth prominent, walks erect; dress, supposed dark grey serge suit, black square hard felt hat. A builder's foreman ; native of Harwich. Warrant issued. Information to Supt. Ackers, Colchester. 15 — Grays ( County).— For stealing a pneu- matic bicycle, diamond frame, Dunlop- Welch tyres, " No. 57," in blue ink thereon, rat- trap pedals, 80 gear, half drop handle bars, cork handles, white bone tips," N. Z." on each tip— FREDERICK JAMES WALKER BROWN, alias AUSTIN, age about 27, height about 5 ft 9 in., complexion fresh, hair brown, slight moustache, eyes blue ; dress, blue or black serge jacket and vest, tweed trousers and cap, lace boots. IS— Harlow ( County). — On commitment warrant for non- payment of a fine imposed for wilful damage - WALTER WHITNEY alia<* MEN WHITNEY, age about 30, height 5 ft. 4 in' complexion, hair and eyes dark ; dress, black coat' tight fitting cord trousers, black hard felt hat' Travels with a van selling baskets, brushes shoes, & c. Information to Supt. Womack, Epping or Inspector Gibbons, Harlow. 17.— Romford ( County).— For stealing, 1st inst., a blue serge reefer suit, nearly new, " Louis Freeman, 320, High Street, Stratford " on collar of jacket; 1 black check tie with silver stripes; 1 set gold studs, chased ; 1 pair gold cuff links, chased ; and £ 3— A MAN, age about 20, height about 5 ft. 8 in., slight build, hair brown, of good address ; dress, dark clothes, may be wearing the stolen suit. Stated that he came from Birmingham and that he had obtained employment at a brewery. Information to Supt. Creasy, Romford. FORFARSHIRE. 18.— Dundee ( City).— For failing to report — Licence - holder JAMES BARR, alias BROADLEY, No. 819- 98, Scotch Criminal Register, age 64, height 6 ft., complexion fresh, hair dark ( turning grey), heavy eyebrows, T on left forearm, anchor base of left thumb. A native of Greenock. Previously convicted as follows .- 17th March, 1864, theft, Police Court, Greenock, 30 days imprisonment; 28th August, 1869, house- breaking, Glasgow, 2 years; 23rd April, 1872, housebreaking, Glasgow, 10 years penal servitude; 15th November, 1880, housebreaking, Edinburgh, 15 years penal servitude and remanet ( 2 years 82 days); 28th July, 1894, housebreaking, Edin- burgh, 12 months and remanet ( 1,571 days penal servitude); 31st May, 1899, attempted house- breaking, Dundee, 12 months and remanet ( 381 days penal servitude). Liberated from Peterhead Convict Prison, on 13th ult., on licence of 95 days, which expires on 16th June next. Left this city on 19th ult. without reporting, and should have had about £ 4 in his possession. Is amenable to the provisions of Sec. 5 of the Prevention of Crimes Act, 1871, and Sec. 4 of the Penal Servi- tude Act, 1891, and may be dealt with wherever found. His route form is at this office, and will be forwarded on application. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. £ 1 REWARD. 19.— Gloucester ( County).— For abscond- ing from Hardwicke Reformatory School, 17th ult.— ARTHUR HOWELL, age 16, height 4 ft. 8i in., slight build, complexion fresh, hair dark brown, eyes grey, scar left jaw, small mole left arm- pit, two scars right shin, small scars on both knee caps, one upper front tooth missing ; dress, brown cloth coat, brown cord trousers and vest, black bow tie, blue cap. A native of Smethwick. The above reward will be paid by Mr. Thomas Gee, Superintendent of Hardwicke Reformatory, near Gloucester, to any person giving such in- formation as will lead to the arrest of Howell. Information to Deputy Chief Constable Philpott, Gloucester. 20.— Bristol ( City).— For obtaining £ 10 by false pretences, 21st ult. — GEORGE EDWARD EVERETT, alias HUGHES and CAPTAIN WALKER, age 48, height 5 ft. 7 in., complexion sallow, hair grey, clean shaved, slightly bow legged, walks quickly, well dressed. An auctioneer, has lately carried on business as a public and beer house agent in the name of Downing & Co. Was sentenced to 18 months imprisonment at Birmingham, 18th May, 1898, for false pretences. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 21.— Ringwood ( County).— For embezzling £ 3 17s. 10d.— CHARLES PAGE, age 22, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache dark brown ; dress, dark suit, black hard felt hat or cap. A journeyman butcher ; native of South- ampton. Warrant issued. Information to Supt. Payne, Ringwood. 22.— Winchester ( City). — For stealing 2 pairs of blankets and a sheet ( recovered)— JOHN JONES, alias FREDERICK BROWN ( supposed false), age 35 to 40, height 5 ft. 8 in., complexion dark, hair dark brown, heavy mous- ache dark, large scar on face near one eye ; dress, dark jacket and trousers, blue guernsey, black cloth cap with shiny leather peak. Appearance of an engine driver or stoker. 23.— Winchester ( City). — For stealing £ 1 7s. 6d. and I pair of lady's plain shoes, size 4, strap across front, nearly new, " Talent" stamped on bottom— FLORENCE ELLISTON, age about 20, height about 5 ft., complexion and eyes dark, hair very dark brown, back deformed, walks lame, 2 front tee^ h deficient; dress, black dress, black cape with high collar, black straw hat with high crown. Is a good singer. Has stayed at Homes at Worcester, Leamington, Ladywood, and Malvern Link. Warrant issued. Information to Head Constable Felton, Win- chester. HEREFORDSHIRE. 24.— Ross ( County).— For obtaining £ 6 13s 8d. by a worthless cheque, 15th ult.— WILLIAM ROWLEY, age about 45, height 5 ft. 9 or 10 in., stout build, complexion fresh, hair ( bald on top) and moustache light, eyes blue, plausible manner; dress, long black dress coat, black vest, dark trousers, white tie, high silk hat, sometimes wears a dark cap and muffler, light shoes. Supposed a native of Leeds. Has with him an old wooden box, tied with cord, which he leaves at railway stations, sometimes in the name of Steer. Is accompanied by a woman, age about 20, height 5 ft. 5 or 6 in., complexion, hair and eyes, dark; dress, black skirt, trimmed three rows of silk velvet ribbon round bottom, black jacket, black straw hat trimmed black chiffon; and a girl, age about 12, height about 5 ft., complexion fair, hair light; dress, black skirt, black sac coat, black straw hat. Warrant issued. Information to Supt. Jordan, Ross. HERTFORDSHIRE, 25.— Hertford ( County).— For stealing an overcoat ( recovered)— WILLIAM LEE, age 42 to 45, height 5 ft. 9 or 10 in., stout build, slight moustache dark; dress, shabby brown jacket and vest, black trousers, old lace boots, hard felt hat. He calls on clergymen, states he has been a bass singer and that he is in reduced circumstances. Warrant issued. Information to Supt. Shore, Hertford. 26.— Hitch in ( County).— For deserting her child, leaving her chargeable to the common fund of the Royston Union. 1st November last— ALICE SAVILLE, alias MITCHELL, NOTTAGE, or MANN ING, age about 25, height 5 ft. 9 or 10 in., very thick lips. A domestic servant. Warrant issued. Information to Deputy Chief Constable Reynolds, Hitchin. KENT. 27.— Ramsgate ( Borough).— For stealing, 21st ult., a " Premier " bicycle, black enamelled, usual parts plated, 28 in. wheels, Westwood hollow- rims, pneumatic tyres, A. B. flat handle bars, cork handles, rubber pedals, block chain, Premier brake, lamp and bell attached— A MAN, who gave the name of — WESTERN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, slight mous- tache and eyes dark ; dress, dark grey Raglan overcoat, black trousers with white stripes, bowler hat, lace boots. He engaged a room at an hotel, representing that he was a commercial traveller, and that his luggage would follow later, he then called at a cycle agents and asked that the machine be forwarded to the hotel. Warrant issued. 28.— Ramsgate ( Borough).— For stealing, 22nd ult., a Road Racer bicycle, black enamelled, 22 in. frame, pneumatic tyres, half drop handle bars, " Mohawk " transfers on head and top rail, top rail drops about 1 in. towards seat column, very thin oval back stays— STANLEY TREAD- AWAY, age 19, height 5 ft. 6f in., complexion clear, hair brown, eyes grey, faint " S. T." tattooed on right arm, dots left arm ; dress, black jacket and vest, blue trousers, skull cap. Is a deserter from the Thames Division Royal Engineers. Warrant issued. Information to Chief Constable Jones, Rains- gate. LANCASHIRE. 29.—£ iverpo OI ( City).— For embezzling £ 8 15s., 1st February last— WILLIAM RICHARD PARRY, age 23 ( looks younger), height 5 ft. 7 in., slight build, complexion pale, hair ( curly) brown, slight moustache light, eyes blue, consumptive; dress, blue serge suit, black overcoat, slate colour soft felt hat, lace boots. A clerk. Is fond of cycling. May endeavour to leave the country. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. 1 FRIDAY, APRIL 1901 T H E POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. A YRSHIRE. 30.— Mauchline ( County).— For obtaining a tipping cart by fraud, 9th November last— THOMAS E. SPICK, alias CLAY and HOWARD, age 35, height 5 ft. 7 in., complexion fresh, oval face, hair light brown, eyes blue, end of right thumb injured, scars on left elbow and outside right eye. A native of Farndon, Notts. He entered into negotiations with agricultural imple- ment manufacturers for the purchase of certain of their exhibits at an agricultural show, used printed memo forms with " Spick Bros., carting contractors, & c., Grainger Street, Nottingham" thereon, whereby he obtained a tipping cart, which was forwarded to Nottingham, and afterwards sold by auction at Derby market. Is well known in Nottingham and Derbyshire. Has been con- victed of long firm frauds, felony, & c. ^ Warrant issued. v* Information to the Chief Constable of Ayrshire, Ayr. YORKSHIRE ( West Riding). 31.— Doncaster ( County).— For embezzling £ 31 12s. 10d.— HENRY WOOD, age 38, height about 5 ft. 7 in., complexion dark, hair dark brown, eyes brown ; dress, navy blue jacket and vest, grey trousers, hard felt hat, wearing a diamond pin, diamond ring, black enamelled watch, gold watch ( maker Russell, " H. W. L. W." engraved thereon), 1 gold Albert ( link pattern), £ 2 piece as pendant. A native of Stoke- on- Trent. Warrant issued. Not to be arrested out of the United Kingdom. • unormation to Supt. Blake, Doncaster. 32.— Bradford ( City).— For embezzlement — RICHARD A. EBSTEIN, a Russian Pole, age 12, height 5 ft, 10 in., well built, complexion pale, hair ( bald on top) and moustache black, speaks good English. A woollen buyer; is well known in the trade at Manchester. Absconded 29th ult. May endeavonr to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Farndale, Brad- ford.
