All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted a nd no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. k- TIOKT S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to ths Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for tlbe Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application-. R. ANDERSON. Editor. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. NUMEROUS complaints have been received from many places in the provinces, of frauds committed upon small shopkeepers and others, by men who solicit orders for marking ink, cigarettes, cement for mending china, & c. These swindlers demand a deposit when booking an order, and their victims hear no more of them. The samples they leave are worthless. They often represent themselves to be manufacturers or principals, and tempt their victims by the offer of an agency. Among the names used by them are SNELL, ROBERTS, BENJAMIN, DUNLOP. BUTT, ELLIS, COLLINS, BARBER, GUTHRIE, & c., they have many aliases. The address they give is generally in the East End of London. The Police would do well to give publicity to this warning. The GAZETTE of 8th December, 1893, contains a detailed notice of this fraud; and special cases are given in the GAZETTE of 28th May, 1897, No. 51; and of 1th February, 1898, No. 1. ( C. I. D. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— B Division.— For obtaining 10s. by false pretences— JOHM COOPER, age 23, height 5 ft. 11 in., complexion dark, hair brown, eyes hazel, scar below left knee, 3 scars left side of abdomen ; wearing uniform of the Royal Artillery, from which he is a deserter. Native of Holbeach, Lincoln. He represented that he had been wounded in South Africa. Warrant issued. 2.— C Division.— For embezzling £ 6 5s. lid.— EDWARD CHARLES LOCK, age about 32, height 5 ft. 8 in., complexion sallow, blotchy face, hair and long straggling moustache light; dress, black overcoat or fawn coloured mackintosh, striped trousers, lace boots, leather watch guard with gold medal attached. A native of Reading. May seek employment as a tobacconist's assistant. He pretends to make a purchase at a shop, and asks for change, which he picks up and runs off with. Supposed identical with MAN, Case No. 11, 21st September, 1900. Warrant issued. HUNTINGDONSHIRE. 29.— Ramsey ( County).— For stealing £ 45 — HARRY MADDISON, age 30 to 35, height 5 ft. 8 or 9 in., complexion sallow, long face, pock- marked, hairiand slight moustache light, turned- up nose, is fond of billiards and horse racing; wearing light clothes, soft felt hat. A clerk. Absconded 7th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Inspector Griffin, Ramsey.
