POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 28, 1900. VOL. XVII., No. 1774. REGUL 1. All announcements for insertion in the POLICE GAZETTE, and all comnmnieations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and, the exact conditions must, be clearly stated. 5. Portraits of persons whose apprehension is . sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement.. if for the apprehension of a person, must, be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is requ ired to he inserted and no warrant is in force against h im, the requ isition must be signed by the chief officer of police, or his immediate deputy, of the cOunty, city, or borough, as the ease may be. ATION S . 7. Announcements concerning stolen property must be guaranteed by an officer of rwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by count ies. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the anmuncemcnt, for insertion in the next issue. 10. In all cases the officer signing the request for the insertim of any anmmneeimnt will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received ? u) t later than noon on Wednesday, and for the Tuesday edition not. later than Saturday morning. They must be clearly written on one side of the papa' only ; they must, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. R. September 21st, 1900.) SPECIAL NOTICE. FUGITIVE OFFENDERS, v A case has come under the notice of the Editor, in which a person whose apprehension was Bought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. SPECIAL NOTICE. DR. HAMILTON SEYMOUR, of Anerley Road, S. E., is the cause of many complaints. He issues a paper called The Aye at long and in- definite intervals; and people who pay him for advertising their wares naturally suspect fraud, when months elapse before the paper appears. But there is no legal fraud, and complainants should be told that their only remedy is to take proceedings in the County Court. ( C. I. D. 105697). APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— A Division. — For obtaining £ 3 by false pretences, 23rd October last— ERNEST H. WILLIAMS, age 26, height 5 ft. 10 or 11 in., complexion sallow, hair dark brown ; dress, light grey tweed suit, dark tweed mackintosh, black bowler hat, patent leather boots. A native of Chippenham, Wilts. Warrant issued. 2.— K Division.— For embezzling £ 2 16s., 5th June last— WILLIAM REYNOLDS, age 39 ( looks older), height 5 ft. 5 in., complexion dark, hair dark brown, eyes brown; suffers from asthma. A baker, has been employed as a painter and draper's carman. See Case No. 112, 22nd June last. BERKSHIRE. 7.— Reading { Borough). — For embezzle- ment— THOMAS IVERMEE, age 28, height 5 ft. 5 in., complexion sallow, hair light, eyes brown. A butcher ; may seek employment at omnibus or livery yards. Infoimation to Capt. Henderson, Chief Con- stable, Reading. CARDIGANSHIRE. 8.— Aberystwyth { County).— For desert- ing his wife, leaving her chargeable to the Tregaron Union— DAVID OWEN, age 60, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, whiskers and moustache sandy, eyes blue, impediment in speech, right arm amputated above elbow, anchor left arm, ring 4th finger left hand. A native of Wolverhampton. Warrant issued. Information to Supt. Phillips, Aberystwyth. £ 2 REWARD. 9.— Llandyssul ( County).— For deserting his wife and family, leaving them chargeable to the Aberayron Union-— LEWIS JONES, age 34, height 5 ft. in., complexion dark, hair black, eyes brown, tattooed on both arms and right wrist; dress, dark clothes and sailor cap. A master mariner ; native of Aberayron. Warrant issued. The above reward will be paid by the Guardians of the Aberayron Union for such information as will lead to the arrest of Jones. CARNARVONSHIRE. 10.— Conway ( County).— For leaving their wives and families chargeable to the Conway Union— ELIAS WILLIAMS, alias FAWR, age 45, height 5 ft. 10 in., complexion Ballow, hair, moustache, and side whiskers ( turning grey) dark, eyes dark brown ; dress, blue jacket and vest, cord trousers. A native of Glancon way, Denbigh. Has been previously convicted. May be accompanied by a girl.— HENRY JONES, age 34, height 5 ft. 8 in., slight build, complexion fresh, hair dark, moustache ( curled at ends) brown, eyes blue, " H. J." tattooed on left forearm, " Allen " on right forearm, walks erect; dress, blue jacket, brown cord vest, cord trousers, sailor's cap with glazed peak. A native of Yard Malthraeth, Anglesey. Has served in the Army. Warrant issued. 13.— Liscard ( County).— For stealing, 13th inst., a " New Howe" pneumatic safety bicycle, head lock damaged and part of same on head lug broken off, Clincher B tyres ( back tyre patched outside), flat handle bars, cork grips, rat- trap pedals, slightly bent, brake attached — W. H. HOWARD, age about 32, height 5 ft. 7 or 8 in., complexion fair ; dress, light covert coat, light trousers, black hard felt hat. Warrant issued. Information to Supt. McDonald, Liscard. CUMBERLAND. 14.— Workington ( County).- - For leaving his wife chargeable to the Cockermoutli Union THOMAS DOYLE, age about 40, height 5 ft. 3 in., complexion pale, hair, heavy moustache, and eyes brown. A blast furnaceman. Warrant issued. Information to Supt. Hope, Workington. DERBYSHIRE. 15.— Chesterfield ( Borough).— For non- appearance to a summons for perjury— PATRICK KELLY, age 22, height 5 ft. 6 in., complexion pale, hair light brown, eyes blue, thick lips, large mouth, coal marks on forehead, high cheek bones. A collier. Warrant issued. Information to the Acting Chief Constable, Chesterfield. DEVONSHIRE. 16.— Exeter ( County).— For obtaining £ 8 by a worthless cheque, and fraudulently obtaining food at Exmouth, between 25th and 31st October last— EDWARD AUGUSTUS BISHOP, ago about 30, height 5 ft. 3 or 4 in., complexion fair, hair light, rather heavy moustache sandy ; dress, dark coat, blue and white striped vest, dark trousers, hard felt hat, wearing a gold chain with locket, photograph of lady on one side, " My wife" written in ink on other. He presents cards with " E. Bishop, Pianoforte Maker and Importer, Willesden Lane, N. W.," thereon, stays at hotels, and calls at music shops. Was accompanied by A MAN, age 22, height 5 ft. 1 or 2 in., complexion dark, round features, hair ( inclined to curly) and slight moustache dark. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. DORSETSHIRE. 17.- Blandford ( County). — For stealing £ 1 Os. 6d., 10th inst,, at Winterborne, Zelston— JOHN SHORE or SHAW, age 19, height 5 ft. 5 in., complexion fair, rather red face, hair auburn, eyes brown, teeth discoloured, pointed or crossed in front; dress, reddish brown coat, blue trousers, cloth cap. A groom or hotel boots. Absconded 10th inst. Warrant issued. Information to Supt. Elford, Blandford. 18.- Weymouth ( Borough). — For leaving his two children chargeable to the common fund of the Weymoutti Union— CHARLES SMITH, age about 40, height about 5 ft. 7 in., complexion dark, hair dark brown, moustache dark, eyes ( supposed) hazel, turns hiB toes slightly inwards when walking. A painter. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 19.— Chelmsford ( County).— l-' or obtaining money bv false pretences— MRS. WALKER, alias WATSON, age about 40, height 5 ft. 3 or 4 in., stout build, complexion sallow, pock- marked, hair ( thin and parted in centre) light, Scotch accent; dress, light blouse, dark skirt and jacket, black sailor hat, dark veil. Supposed a native of Kil- marnock. She obtained money by stating that her husband was captain of a ship, and that she expected some money from shipping agents in London. IB wanted elsewhere. Warrant issued. Information to Deputy Chief Constable Somer- set, Chelmsford. 20.— Harwich ( County).— On commitment warrant in default of paying £ 10 13s. 6d., fine and costs for an offence under Importation of Dogs Act — FRANK KAME KICHI, a Japanese conjurer ; has been travelling with a troupe styled " The Andos Oriental Troupe." Information to Inspector Amos, Harwich. 21.- Thorpe- le- Soken ( County).— For stealing £ 14 4B. at Frinton ; a lady's old silver lever watch, silver dial, gold hands and figures, No. 9083, " A 93" scratched inside case, silver Albert with tassel at end attached — HARRY SNELLING, age about 30, height 5 ft. 8 in., com- plexion fresh, hair dark brown, slight moustache light, eyes blue, one leg has been broken, pimples near nose and mouth, very deaf; dress, black jacket and vest, dark striped trousers, blue cap. A tramping brickmaker ; native of Woolpit, Suffolk. Warrant issued. Information to Inspector Jones, Thorpe- le- Soken. FORFARSHIRE. 22.— Dundee ' City).— For obtaining £ 50 by a forged cheque, 29th September, 1900— ALEX- ANDER RAMSAY, age 36, height 6 ft., com- plexion ruddy, hair ( bald on top), and moustache reddish brown, eyes blue, limps ; dress, dark grey tweed three- quarter overcoat, bluish grey jacket and vest, tweed trousers ( greyish herring- bone stripe and narrow black stripe alternately), black felt hat, blue corded silk tie, lace boots. A native of Dundee ; has been employed as a potato mer- chant's agent. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 23.— Dursley ( County).— For stealing, 11th inst., a dark blue beaver overcoat, new velvet collar ; 1 dark brown plaid mixture jacket, nearly new : 1 do. coat— ARTHUR MORRIS ( supposed false), age 20 to 25, height 5 ft. 4 or 5 in., com- plexion fair, hair brown, clean shaved, small mouth ; dress, dark blue cloth suit, dark blue muffler, cap, light lace boots. A groom. Warrant issued. Information to Supt. Biggs, Dursley. 24.— Gloucester ( County).— For Btealing £ 7 14s.— HENRY ALLEN ( supposed false), age 21, height 5 ft. 6 in., complexion fresh, hair ( short) light, eyes blue, H. A., ship, and sword or gun left arm, scar left side of neck ; dress, dark jacket and vest, light grey cap with ornamental top, old military boots. States he is a native of Cardiff. Has in his possession several discharges from ships. May endeavour to leave the country. Warrant issued. Information to Deputy Chief Constable Phil- pott, Gloucester. HAMPSHIRE. 25.- Winchester ( City).— For failing to report — Licence- holder CHARLES GEORGE HOLMES, alias JOHN EATON and C. G. WHITE, Office No. 3237- 00, age 56, height 5 ft. 8 in., complexion dark, hair brown, eyes blue, sailor on tub and anchor on back, man and woman and two boats on front left forearm, G. HOFMES on back, ship and 3 birds on front of right fore- arm, half necklace and 2 crosses front of chest, left palm deformed. Sentenced at Winchester Assizes, 7th February, 1898, to 3 years penal ser- vitude and remanet of former sentence, which expires 7th November, 1901, for fraud. Licenced 1st inst. V. Y. 300. Information to the Head Constable, City Police, Winchester. 26.— Southampton ( Borough). — For bigamy — JAMES WEST, alias ADOLPHUS TARDIF, age 34, height 5 ft. 54 in., complexion fresh, hair brown, eyes blue. A printer; native of Guernsey. Left Southampton 3rd ult., accom- panied by a woman. Warrant issued. 27.— Southampton ( Borough).— For shop- breauing— Supervisee JOHN HARRISON, alias JOHN HOBBS, and GEORGE CARTER, Office No. 2490- 97, age 36, height 5 ft. 7 in., complexion fresh, hair dark brown ( turning grey), eyes blue, scar both forearms, right of neck, and left cheek, dot right forearm. Sentenced at Leicester 7th January, 1891, to 5 years penal servitude and 5 years police supervision for warehousebreaking. R. 2. See Cases No. 25 and 67, 16th ult. HEREFORDSHIRE. 28.— Hereford City).— For obtaining money by false pretences — FREDERICK GEORGE WILLS, alias FRANK WALLACE and CHARLES ANDERSON, Office No. 2962- 98, age 25, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, 2 scars right of forehead, each temple, and back of right hand, upper front teeth much decayed, centre tooth missing ; dress, navy blue or black suit and overcoat, blue striped muffler. See Case No. 35, 20th October, 1899. Warrant issued. 29.— Hereford ( City).— For stealing £ 7— CHARLES JONES ( supposed false), age about 28, height 5 ft. 9 or 10 in., complexion, hair and moustache dark, Welsh accent; dress, brown mixture suit, red tie, black bowler hat, lace boots. Information to the Chief Constable, City Police, Hereford. HERTFORDSHIRE. iO.— Hemel Hempstead ( County).— For obtaining money by false pretences— CYRIL B. CUTLER, age 32, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, had 2 hempen halters tied around waist. Supposed identical with CYRIL CUTLER, Case No. 1, 16th ult. Warrant issued.
