Particulars concerning persons whose, apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken noon them bo another . force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in que stum to be thereby identified. 4. In all eases where a reward is offered, the mime and address of some person responsible for the payment m ust be given, and the exact conditions must be clearly stated. 5. Portraits of prrsons whose apprehension is sought for scriaus offences, and engravings of stolen property will be inserted at a cost of 16 » . per portrait, and of Is. 6d. per photo- graph or sluh ' i of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATZONS. <. Announcements concerning stolen properly must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number. and, as far as practicable, they are alphabetically arranged by counties. 9. The force whioh cause* particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any an > um uce me tit will br I wholly responsible for any proceedings which may result from such publication. | 11. Amwuncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday uwrniua. They m ust be clearly written on one side of the paper only ; they must be in the usual form, aril accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order, or by Post. Office Order, payable at Parliament Street Post Office. 13. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIALJfOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informations and Pawnbrokers' Lists of' all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. CARDIGANSHIRE. 8.- Aberystwyth [ County).— For desert- ing his wife, leaving her chargeable to the Tregaron Union— DAVID OWEN, age 0( 1, height 5 ft. 8 or '. I in., complexion fresh, hair light brown, whiskers and moustache sandy, eyes blue, impediment in speech, right arm amputated above elbow, anchor left arm, ring 1th finger left hand. A native of Wolverhampton. Warrant issued. Information to Supt. Phillips, Aberystwyth. £ 2 REWARD. '.'.- Llandyssul { County).- For deserting his wife and family, leaving them chargeable to the Aberayron Union— LEWIS JONES, age 31, height 5 ft. 6£ in., complexion dark, hair black, eyes brown, tattooed on both arms and right wrist; dress, dark clothes and sailor cap. A master mariner ; native of Aberayron. Warrant issued. The above reward will be paid by the Guardians of the Aberayron Union for such information as will lead to the arrest of Jones. Warrant issued. 13.— Liscard ( County).— For stealing, 13th inst., a " New Howe" pneumatic safety bicycle, head lock damaged and part of same on head lug broken off, Clincher B tyres ( back tyre patched outside), flat handle bars, cork grips, rat- trap pedals, slightly bent, brake attached — W. I V Chesterfield { Borough).— For non- appearance to a summons for perjury— PATRICK KELLY, age 22, height 5 ft. 6 in!, complexion pale, hair light brown, eyes blue, thick lips, large mouth, coal marks on forehead, high cheek bones. Weymouth ( Borough).- For leaving his two children chargeable to the common fund of the Weymouth Union CHARLES SMITH, age about 40, height about 5 ft. 7 in., complexion di'rk, hair dark brown, moustache dark, eyes ( supposed) hazel, turns his toes slightly inwards when walking. A painter. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 18.— Chelmsford { County). — For obtaining money bv false pretences— MRS. WALKER, alias WATSON, age about 40, height 5 ft. 3 or 4 in., stout build, complexion sallow, pock- marked, hair ( thin and parted in centre) light, Scotch accent ; dress, light blouse, dark skirt and jacket, black sailor hat, dark veil. Supposed a native of Kil- marnock. She obtained money by stating that her husband was captain of a ship, and that she expected some money from shipping agents in London. Is wanted elsewhere. Warrant issued. Information to Deputy Chief Constable Somer- set, Chelmsford. II'.- Harwich { County).— On commitment warrant in default of paying £ 10 I3s. 6d., fine and costs for an offence under Importation of Dogs Act — FRANK KAME KICHI, a Japanese conjurer ; has been travelling with a troupe styled " The Andos Oriental Troupe." Information to Inspector Amos, Harwich. FORFARSHIRE. 20 — Dundee ( City).— For obtaining £ 5( 1 by a forged cheque, 20th September, 1900— ALEX- ANDER RAMSAY, age 36, height 6 ft., com- plexion ruddy, hair bald on top), and moustache reddish brown, eyes blue, limps ; dress, dark grey tweed ihree- quarter overcoat, bluish grey jacket and vest, tweed trousers greyish herring- bone stripe and narrow black stripe alternately " , black felt hat, blue corded silk tie, lace boots. A native of Dundee ; has been employed as a potato mer- chant's agent. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCES ERSHIRE. 21.— Dursley { County).— For stealing, 11th inst., a dark blue beaver overcoat, new velvet collar ; 1 dark brown plaid mixture jacket, nearly new : 1 do. coat— ARTHUR MORRIS supposed false), age 20 to 25, height 5 ft. 4 or 5 in., com- plexion fair, hair brown, clean shaved, small mouth ; dress, dark blue cloth suit, dark blue muffler, cap, light lace boots. Biggs, Dursley. 22 — Gloucester ( County).— For stealing £ 7 14s.— HENRY ALLEN ( supposed false), age 21, height 5 ft. 6 in., complexion fresh, hair ( short) light, eyes blue, H. A., ship, and sword or gun left arm, scar left side of neck ; dress, dark jacket and vest, light grey cap with ornamental top, old military boots. States he is a native of Cardiff. HOFMES on back, ship and 3 birds on front of right fore- arm, half necklace and 2 crosses front of chest, left palm deformed. Sentenced at Winchester Assizes, 7th February, 1898, to 3 years penal ser- vitude and remanet of former sentence, which expires 7th November, 1901, for fraud. Licenced lst inst. V. Y. 300. HERTFORDSHIRE. 26.— Bishops Stortford [ County).— For obtaining money by false pretences, about 19th ult.— MRS. WILLIAMS, age 3( 1 to .". 5, height 5 ft. 5 or 6 in., complexion fresh, hair light, fiat nose, front teeth missing; wearing a red dress. She travels the country accompanied by a man who hawks games, & e., at public houses. Warrant issued. Information to Supt. Foster, Bishops Stortford. 27.— Hemel Hempstead ( County). For obtaining money by false pretences— CYRIL 11. CUTLER, age 32, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, had 2 hempen halters tied around waist. Supposed identical with CYRIL CUTLER, Case No. 1, 16tli ult. Warrant issued. -' 8.— Hemel Hempstead County).— For fraud— ALFRED B. LAKE, age about 38, height 5 ft. 84 in., stout build, complexion fresh, round face, hair ( long and curly black, clean shaved, eyes hazel : dress, blue serge suit, light fawn colour Trilby hat, or blue jacket and vest, dark mixture trousers, brown leather gaiters, of theatrical appearance. A journalist; has been editor of the liverpool. Courier and Belfast Chronicle. Supposed a native of Warrington. Warrant issued. Information to Supt. Frogley, Ilemel Hempstead. 29.— Hertford ( County). — For obtaining money bv false pretences on or about 29th June last— HORATIO BUCKLAND, alius CANN, age about 34, height ( i ft., complexion and hair dark, eyes grey, pock- marked. A native of Lewisham. He represented himself as an agent in the South Coast district for the sale of Otto gas and oil engines. Is well known at St. Leonards, Hastings, Leicester. Colchester and Yarmouth. See Case No. 27, 27th July last. Warrant issued. Information to Supt. Shore, Hertford. ISLE OF WIGHT. 30.— Newport ( County).— For stealing, 11th inst., at Sandown, a bicycle ( recovered)— WIL- LIAM HARWOOD, age 26, height 5 ft. 8 in., hair and moustache brown, eyes blue, several front upper teeth deficient, of smart appearance; dress, blue serge suit, fawn colour covert coat (" Purkiss, Newport, I. W.," on tab), supposed black hard felt hat, had with him a blue cap. A painter ; native of Surrey. Identical with MAN, Case No. 13, 6th July, and No. 7, 14th September last. Was accompanied by a woman, age 32, height about 5 ft., complexion fair, hair light, eyes blue; dress, black double- breasted jacket ( velvet collar), blue skirt, white sailor hat. Warrant issued. KENT. 31 Canterbury ( County).— For embezzl- ing 6s. 5d„ I7th inst. — FREDERICK SMITH, age 27, height 5 ft. 7 in., complexion fair, stubby moustache light ginger, quick spoken ; dress, blue serge suit, hard felt hat. A journeyman baker. Warrant issued. 32.- Canterbury ( County) — For stealing a dark tweed box cloth shooting coat, " Scanelbury and Cummon, Regent Street, London," on tab, may have " Edward Corbett " thereon ; 1 gold pin, Staffordshire knot shape ; and £ 10 — LION HACNNI, an Italian, age 20, height 5 ft. 9 in., complexion fresh, hair dark, spots on face, speaks broken English; dress, green grey coat, black trousers, felt hat, patent leather button boots. I'd.— CHARLES TURNER, age 60, height 5 ft. 1 in., slight build, complexion pale, hair and long moustache grey, plausible address; dress, brown tweed ulster with cape, dark grey jacket suit, tweed cap, carried a walking stick with dog's- head handle. A painter. Stated he had lived in London 35 years, and had been employed on the stage for about 1 years. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. DENBIGHSHIRE. • M— Denbigh ( County).— For sheep stealing at Ruthin— ANDREW POOLE, age about 50, height 5 ft. 9 or 10 in., complexion ruddy, full round face, hair dark, whiskers and moustache ( inclined to sandy) brown, eyes hazel, lump on head, stoops slightly, slovenly gait; dress, grey tweed suit, black hard felt hat. A farmer ; native of Torhonseinoor, Wigtown. Absconded 1st inst. May endeavour to leave the country. Not to be arrested out of the United Kingdom. Warrant issued. Information to Supt. Jones, Denbigh. HAMPSHIRE. Aldershot [ County).— For stealing the property described in Case No. 81, 23rd ult. ( recovered)— ROBERT BLOOM, age 33, height 5 ft. 7 in., slight build, complexion fresh, rather I I long face, hair brown, clean shaved, eyes blue, Roman nose, one tooth missing and one project- ing in upper jaw; dress, black jacket, white breeches, jack boots with yellow tops, straw hat. A coachman ; native of Norwich. Has served in the 1th Hussars. May be found working at livery stables. Information to Supt. Hawkins, Aldershot. METROPOLITAN POLICE DISTRICT £ 25 REWAED. 104.— K Division.— 29th ult., a silver casket, 9£ in. long, 7J in. wide, 3A in. deep, hall marked " 1683," stands on 4 feet, figures of 2 nude children, vase of flowers between them on front, embossed scroll work and beading all round, lid raised in centre, embossed figures and leaves thereon, " Museum No. 240 of 79 " in oil paint on bottom ; an Augsburg chased silver cup, on stem ornamented with 2 rows of bosses, 3 small scroll brackets at junction of stem with bottom of cup. about 11 in. high, in. in diameter at top, St. Petersburg hall mark 1730, oval lid, figure of a warrior holding shield in one hand and staff in other thereon : 1 silver cup, about 1 in. deep, short stem, hall marked 1683. The above reward will be paid by Mr. F. E. Hilleary, Town Clerk, Borough of West Ham, to any person giving such information as will lead to the apprehension and conviction of the thief or thieves, and the recovery of the property or in proportion thereto, in the condition in which it was taken.
