Particulars concerning persons u- hose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken uvon thru, bo another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, i. In all rases where a reward is offered, the ' name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer af not less rank than Superintendent ; and. if the name of such person is • required to be inserted and no warrant is in force against him. the requisition must be signed by the duet officer of police, or his immediate deputy, of the county, city, or borough, as the case ma y be. A TIOWS. 7. Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen properly bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents < r stolen property to le insert el in the POLICE GAZETTE, mm> f. on their apprehension, or recovery, at once transmit to the Editor notice of the fact, referring to the number of the ami'Jvnrement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any ann nencement trill U wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received n.< t later linn, iwon on Wednesday, and for the Tuesday edition not later than Saturday mur/ tiwi. They must be clearly written on one side of the paper only ; they must be in the usual form, an I accompanied by a covering letter. 12. All payments must be in. advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post- Office. 13. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is Bo brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kindj to complete the inquiries asked for. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— M Division.— For obtaining a 9 ct. gold watch, No. 150499and 1276, " N/ K " scratched inside case, and a 9 ct. Albert, by fraud— GEORGE HINCKLEY, age 50 to 55, height 5 ft. 10 or 11 in., complexion fresh, long face, hair ( turning grey) brown, long moustache, eyes hazel ; dress, blue cloth suit, P. & 0. cap. He called at a pawn- broker's and represented himself to be a Victoria Cross man, obtained the above articles by leaving a counterfeit Victoria Cross, and stated he would call and pay the amount as soon as he had drawn his pension. Warrant issued. 2.— M Division.— For stealing £ 44 8s.— THOMAS JENKINSON, age 25, height 5 ft. 8 or 9 in., complexion fair, hair light, eyes grey ; dress, black morning coat and vest, light mixture trousers, black hard felt hat. A clerk ; native of Westminster. 3.— V Division.— for deserting his family — WILLIAM ELLIOTT, age 29, height 5 ft. 10 in., complexion pale, hair dark ; dress, old dark clothes. A native of Felmersham. He was discharged from Nor- thampton Prison, 17th inst., after serving 4 months imprisonment for fraudulent enlistment. Warrant issued. " Alldays" stamped on brake shoe— HERBERT GILL, age about 26, height 5 ft. 9 or 10 in., com- plexion fresh, rather long moustache light, wearing a tweed suit. Is a good musician, and pianoforte tuner ; may seek employment at music halls or theatres. BUCKINGHAMSHIRE. 1" — High Wycombe ( Borough). — For larceny from the dressing room of a football club, on 17th inst,— A MAN, age 20 to 22, height 5 ft. 6 or 7 in., rather slight build, complexion fresh, hair dark, clean shaved, eyes hazel ; dress, blue serge suit, dark cap and muffler, lace boots with broad toes. He gave the names of BARNES and WHITE, and stated he was a professional football player, also that he had recently been discharged from the Berkshire Militia. Warrant issued. Information to Head Constable Sparling, High Wycombe. CAMBRIDGESHIRE. H.— Cambridge ( Borough).— For obtain- ing money by worthless cheques ( 3 charges)— P. WYATT, age ."> 0 to 55, height 5 ft. 8 or 9 in., very corpulent, weighs 16 or 1 7 stones, hair grey, cast in right eye; dress, dark jacket suit and overcoat, brown boots, black flat top felt hat or black and white check cap— 0. WYATT, age 30 to 35, height 5 ft. 7 or 8 in., slight build, com- plexion dark, hair and moustache dark brown, undershot jaw, teeth very prcminent, lioman nose; dress, dark suit, brown overcoat with velvet collar, black felt hat or brown and white plaid cap, both wear a massive gold watch chain and gold watch. They represented themselves as dealers in antique furniture, and visited public houses where they obtained the confidence of the landlords, and on the 10th secured cash to the amount of £ 16 15s. and left, shewing, as their excuse for leaving, a telegram requesting them to return to London at once to attend a large auction sale of antiquities. Two of the cheques are on the London and County Bank ( Newington Branch), signed " J. H. Hatton," payable to " P. Wyatt, Esquire," and the other on the Bank of New South Wales ( Charters Towers, London Agents). Warrant issued. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. Warrant issued. 16.— Liscard ( County). -- For Iarcenv — RICHARD WILLIAM LEWIS, age 24 or' 25, height 5 ft. 6 or 7 in., complexion fresh, hair and slight moustache light brown, eyes grey, two fingers of one hand missing at 2nd joint; dress, black overcoat, jacket, and double- breasted vest, dark grey trousers, blue and white striped front, black and white scarf. A native of Manchester. Warrant issued. 17.— Liscard ( County).— For obtaining a bicycle by false pretences— ARTHUR HURST, age 23, height about 5 ft, 7 in., slight build, complexion sallow, hair light brown, eyes grey ; dress, grey tweed suit, fawn colour covert coat, cap. DERBYSHIRE. 19— Chesterfield ( Borough).— For non- appearance to a summons for perjury— PATRICK KELLY, age 22, height 5 ft, ( i in., complexion pale, hair light brown, eyes blue, thick lips, large mouth, coal marks on forehead, high cheek bones. DEVONSHIRE. 20.— Exeter ( County). — For larceny and failing to report— Licence- holder HENRY LEE, alias THOMAS LEWIS, and GEORGE PEARCE, Office No. 2588- 00, age 67, height 5 ft. 1 in., com- plexion sallow, hair grey ( bald\ eyes grey, ruptured right side, scars right side neck, left thumb, and right forefinger. A watchmaker; native of Shepton Mallett. Sentenced at Gloucester Assizes, 12th February, 1895, to 5 years penal servitude for larceny. Liberated 26th September last, on 2nd licence, which expires 17th January next. V. 27. Information to the Chief Constable, County Police, Exeter. 2\.— Devonport ( Borough).— For leaving his wife and children chargeable to the Devon- port Union— SAMUEL LOVIS WILLIAMS, age 44, height 5 ft, 4 or 5 in., stout build, complexion fair, hair ( turning grey) dark brown, side whiskers. A labourer ; native of Newton Abbott. Absconded in August, 1899. Photograph may be seen on application. Warrant issued. Information to Head Constable Matters, Devon- port. DURHAM. 22.— Durham ( City).— For embezzling £ 6, 6th ult.— EDGAR VICTOR BLONDEAU, age about 28, height 5 ft. 9 or 10 in., complexion fresh, hair ( inclined to curl) black, clean shaved or slight dark moustache, eyes grey ; dress, black jacket and vest, dark trousers, polo collar, narrow black tie, black felt hat, A native of Paris; speaks good English and Italian. A sewing- machine salesman. Absconded 6th ult. Had with him a black retriever dog. Stated he was going to London. Warrant issued. Information to Chief Constable Smith, City Police, Durham. ESSEX. 23.— Colchester ( County).— For obtaining £ 5 13s. 5Jd. and a quantity of meat by a worth- less cheque, at Clacton- on- Sea— J. WYATT, age about 55, height 5 ft, 9 or 10 in., complexion fresh, hair and moustache dark, turning grey, wears glasses when reading; dress, grey and black mixture suit, black overcoat, brown boots, hard felt hat, sometimes wears a check cap, carried a brown leather portmanteau.— PERCY age 36, height 5 ft, 5 or 6 in., slight build, com- plexion sallow, hair and moustache dark, receding chin ; dress, black diagonal suit, black felt hat, " Hope, London," inside, brown boots, sometimes wears a brown overcoat with grey plaid lining, carried a brown portmanteau. Is well known at race meetings. Warrant issued. Information to Supt. Ackers, Colchester, or to Inspector Lennon, Clacton- on- Sea. FORFARSHIRE. 24.— Dundee ( City).— For obtaining £ 50 by a forged cheque, 29th September, 1900— ALEX- ANDER RAMSAY, age 36, height 6 ft,, com- plexion rnddy, hair ( bald on top), and moustache reddish brown, eyes blue, limps ; dress, dark grey tweed three- quarter overcoat, bluish grey jacket and vest, tweed trousers greyish herring- bone stripe and narrow black stripe alternately), black felt hat, blue corded silk tie, lace boots. A native of Dundee ; has been employed as a potato mer- chant's agent. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 25.— Bristol( City)— For stealing £ 19 17s. 5d. — ERNEST CHARLES MOHUN, age 39, height 5 ft. 6 or 7 in., complexion sallow, hair, moustache, and pointed beard dark ; dress, blue serge lounge suit, dark grey three- quarter overcoat, silk facings, black bowler hat. A commission agent; native of Ipswich. Is well known at Southampton, Cardiff, Bath, and London. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 26.— Aldershot ( County).— For stealingthe property described in Case No. 81, 23rd inst. ( recovered) — ROBERT BOOM, age about .'! 0, height 5 ft. 8 or 9 in., slight build, complexion fresh, rather long face, clean shaved, Roman nose, one tooth missing and one projecting in upper jaw; dress, black jacket, white breeches, jack boots with yellow tops, straw hat. A coachman ; native of Norwich. Has served in the 4th Hussars. Information to Supt. Hawkins, Aldershot. 27.— Bournemouth ( County).— For ob- taining several dresses and other articles by false pretences, 4th ult.— MRS. J. BLOTT, age 32 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair dark, with fringe, eyes supposed grey, well educated. She left here about the end of October, accompanied by A MAN, age about 35, height about 5 ft. 9 in., slight build, complexion fresh, hair light, thick bushy moustache ; dress, blue serge suit, black bowler hat. Warrant issued. Information to Supt. Foster, Bournemouth. 28 — Portsmouth ( Borough).— For steal- ing, 9th inst., £ 85, including 13 Bank of England notes, Portsmouth branch, Nos. 34581 to 34593, dated 21st October. 1899— FREDERICK AUGUS TUS, alias CLAUDE HAMILTON, age 35, height 5 ft. 4J in., complexion fresh, hair ( bald on top) and eyes brown, rose tattooed on right fore- arm ; dress, light dust coat, dark trousers, black and white check cap. A colour- sergeant of the 2nd Battalion Royal Southern Reserve Regiment, from which he is now a deserter. Absconded 9th inst. with his son, age 8 or 9. May endeavour to leave the country. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 29.— Bishops Stortford ( County).— For obtaining money by false pretences, about 19th inst.— MRS. WILLIAMS, age 311 to 35, height 5 ft. 5 or 6 in., complexion fresh, hair light, flat nose, front teeth missing; wearing a red dress. She travels the country accompanied by a man who hawks games, & c., at public houses. Warrant issued. Information to Supt. Foster, Bishops Stortford. 30. - Bishops Stortford ( County). — MARK MATHEWS, Case No. 16, 9th inst. Warrant cancelled. 31.— Ware ( County). — For obtaining money by false pretences — JAMES MORRIS, alias JAMES THOMPSON, age 48, height 5 ft. 3 § in., complexion fresh, hair ( bald on top), moustache and side whiskers sandy, eyes blue, scar back of ' left hand and centre of forehead, birthmark back of neck, mole on chest, hairy mole on breast; dress, dark clothes, hard felt hat. He collects alms by means of a book, which purports to bear the names of the principal residents of the neighbourhood. Warrant issued. Information to Supt. Duke, Ware. KENT. 32.— Sandgate ( County).— For forging and uttering a cheque for £ 12 10s. 0d.— GEORGE SYLVESTER, age 35, height 5 ft. 8£ in., com- plexion dark, hair dark brown, eyes ( sunken) hazel, small scar left cheek, hook nose, forehead and chin prominent, slightly bow- legged, walks badly; dress, dark square- cut suit, brown New- market coat, skull cap. A native of Gainsborough, Lincoln. Is a deserter from the 7th Dragoon Guards. Warrant issued. Information to Supt. Hollands, Sandgate. 33.- West Malling ( County). — BOGIE SARGENT, Case No. 28, 28th September last. Not to be arrested. / Warrant cancelled. J LANCASHIRE. 34.— Liverpool ( City).— For failing to re- port— Licence- holder PATRICK BEATTY, Office No. 2866- 00, age 27, height 5 ft, 8 in., complexion fresh, hair brown, eyes grey, bust of man with " Slavin" on breast, scar inner angle each eye- brow7, nude figure of woman outer right forearm, and scar right back of neck. Sentenced at Chester Assizes, 25th July, 1898, to 3 years penal servitude for robbery with violence. Licenced 27th ult. Y. 262. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 35.— Lincoln ( City).— For obtaining £ 3 10s. 3d. by a worthless cheque on Barclay & Co., Man- ningtree. on 10th inst.— A MAN, giving the name of C. FENTON, of Colchester and Manningtree, age 30 to 35, height 5 ft. 8 or 9 in., broad set, com- plexion dark ; dress, dark overcoat and trousers, greyish tweed cap, carried a small black hand bag. Warrant issued. Information to Chief Constable Mansell, Lin- coln. MONTGOMERYSHIRE. 36.— Llanidloes ( County).— For obtaining food, lodging, and money by false pretenceB, between 31st ult. and 6th inst.— W. M. JONES, age 32, height 5 ft. 8 in., slight build, complexion, hair, and moustache, dark ; eyes dark brown ; dress, black coat and vest, dark trousers with light stripes, soft felt hat; carried a brown leather hand- bag and a silver- mounted cherry- wood walking - stick. Supposed native of Dinas, Mawddwy, Merionethshire. He represented him- self as an agent for the New Zealand Emigration Company. Gives lectures on New Zealand, stat- ing he is a member of the New Zealand No. 1 Contingent at the seat of war. Warrant issued. ">| in., complexion fresh, hair light brown, eyes blue, large abscess scar right side of neck, scar outside right and inside left knee, 2 scars outBide left knee, brown mole left of chest and inside right forearm, scar left of back, point of left elbow, between 1st and 2nd joints of left thumb, and back of 1st joint left 4th finger, right ankle enlarged ; dress, black suit, light cloth cap, usually wears a light dust coat. Has been con- victed at Knutsford, Chester and Stafford. Last sentenced at Stafford Assizes, 10th December, 1891, to 7 years penal servitude for burglary. Warrant issued. Information to Supt. Gilbride, Stoke- upon- Trent. WARWICKSHIRE. 101— Birmingham City)).— Vor obtaining £ 89 7s. 6d. by false pretences — WILLIAM RICHARD DAVIS, age 32 to 35, height 5 ft. 4 or 5 in., slight build, complexion sallow, sharp features, long thin nose, hair light brown, slight moustache light, walks quickly ; dress, black frock coat, open vest, light grey trousers, silk hat, lace boots. A stockbroker. Warrant issued. Information to Chief Constable Rafter, Bir- mingham. PERSONS IN CUSTODY. CUMBERLAND. 103.— Carlisle ( County). — Committed for trial at next Quarter Sessions for stealing a horse — JOHN GARSIDE, age 27, height 5 ft. 4 in., complexion fair, oval face, hair ( bald on top) and moustache brown, front teeth upper jaw deficient, scar bridge of nose and down right side, slightly lame left leg owing to fracture ; dress, brown coat and vest, grey tweed trousers, grey cap, lace boots ( all old). An engineer ; native of Highgate, London. States he has lately travelled the country with showmen. Supposed previously convicted. Information to Supt. Graham, Carlisle.
