THE POLICE NEW SERIES. FRIDAY, NOVEMBER 9, 1900. VOL. XVII., No. 1760. REGULATIONS. 1. All announccmn. t* for insertion in the POLICE GAZETTE, and all communicathms relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars conn- ruing persons whose apprehension is sought will be, inserted in one issue of the, POLICE GAZETTE, if they arc sufficient to enable action to be tahen nvon them by another force. : i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a, reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. *'• Portraits of persons whose apprehension is sought for serious offences, and, engravings of . stolen property will be inserted at a cost of 15,?. per portrait, ' mid of 7s. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required to be inserted and no warrant is in force against him. the requisition must, be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, ( is the case may be. 7. Anmmncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the. next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday mornina. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. 1?. ANDERSON, Editor. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, c. g. :— Stealing £ 1,00( 1 from bank : stealing pair of boots from shop door : stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. S in., complexion fresh, hair black, eyes brown ; dress, blue serge suit. Warrant issued. 2.— N Division.— For obtaining £ 5 12s. ( id. by a worthless cheque on the Union Bank, Argyle Street, Regent Street Branch— SIDNEY BEAVIS, age 21, height 5 ft. 7 in., complexion dark, hair dark brown ; dress, brown check suit, horseshoe pattern buttons, may be wearing a cap to match. Warrant issued. 3.— V Division.— For forging and utter- ing a Post Office withdrawal notice for £ 30, and stealing £ 50 — HARRY WILLIAMS, alias PERCY STEPHENS, age 10, height 5 ft. li or 7 in., complexion and hair dark, eyes hazel, low fore- head, flat nose, large month ( mole at right corner), thick upper lip, lisps, flat- flooted. turns his feet outwards, swinging gait; dress, black jacket and vest, mixture trousers, black hard felt hat, brown shoes, carried a brown leather bag. A boot- maker's apprentice; native of Anerley. May endeavour to leave the country. Warrant issued. i.— Y Division.— For stealing, 2nd inst., a black mare, 13 hands, saddle marked, long mane, short tail, in good condition— A MAN, age about 10, short, stout build, complexion, hair and short beard dark, wearing a black coat and cap. BEDFORDSHIRE. 5.— Bedford ( Borough).— For stealing, 23rd ult., a horse and carl, and a quantity of drapery ( recovered)— ARTHUR ALLEN, alias FOSTER, age 25 to 30, height 5 ft. 7 or 8 in., square build, complexion fair, long face, pointed chin, square wide forehead, slight moustache light, 2 scars top of head ; dress, navy blue jacket, dark trousers, fancy vest, check cap, lace boots. BERKSHIRE. li.— Abingdon ( County). — For stealing, 5th inst., a cow ( recovered)— A MAN, age about 25, height 5 ft. 4 in., complexion pale ; wearing a black coat. Warrant issued. Holding, Abingdon. 7.— Wokingham ( County).— For leaving their wives and families chargeable to the Wok- ingham Union— ALBERT BARNS, age 30, height 5 ft. 2 in., complexion fresh, hair light brown ( clean shaved), eyes blue ( lost sight of right), right second finger injured ; dress, dark pilot jacket, moleskin vest and trousers, dark peak cap, heavy boots. A navvy ; native of Easthamp6tead ; may- be found on public works.— HENRY GILES, age about 40, height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, eyes blue, may be wear- ing whiskers and moustache; dress, usually- pilot coat, cord trousers and vest, soft billycock hat. A native of Hurst; may be found at public works or on a farm. — WILLIAM CHARLES LEWINGDON, age 34, height 5 ft. ( jj in , com- plexion fresh, hair brown, eyes light grey, right arm tattooed. Late of Shinficld ; is a reservist of the Royal Scots Fusiliers. Warrants issued. A reward of £ 1 will be paid by the Guardians of the Wokingham Union for such information as will lead to the arrest, and also £ 1 for the arrest, in each case. Information to Supt. S.— Slough ( County). — For leaving his wife and children chargeable to the Eton Union — HARRY WILLIAM COX, age about 40, height about 6 ft., slight build, complexion pale, small features, hair, whiskers and moustache light brown, wears glasses, walks erect; sometimes wears a dark cycling suit. For failing to report— Licence- holder JOSEPH MOLE, Office No. 1775- 99, age 5li, height 5 ft. 7jf in., complexion sallow, hair grey, eyes blue ( blind right), scar right eyebrow and centre of forehead, moles between shoulder blades. DUMFRIESSHIRE. 12.— Dumfries [ County).— For stealing a light brown tweed coachman's waterproof over- coat, 2 back vents with button thereon, neck button missing, and a pair of short brown leather leggings, button in front— GEORGE GRACIE or GRASSIE, alias McCALLUM, age about 23, height 5 ft. 4 or 5 in., complexion fresh, hair light, eyes blue, very near- sighted, and has at times a peculiar rolling of the eyes, twitching of eyelids, and slight shaking of the head ; dress, brown tweed jacket suit, dark tweed cap, brown canvas shoes with leather straps. Sentenced at Gloucester Quarter Sessions, 28th June, 1899, to 3 months imprison- ment and 2 years Police supervision for larceny. Other convictions for shopbreaking, sacrilege, and burglary. Hi— Bishops Stortford [ County).- For stealing 3 suits of clothes-- MARK MATHEWS, age 39, height 5 ft. 4 or 5 in., stout build, com- plexion fresh, hair and slight moustache dark, powder from gunshot in eyes ; may be wearing navy blue suit and red tie. A gardener ; native of Bishops Stortford. Absconded, 19th ult., with a w oman, age 28 to 30, height about 5 ft. 3 in., rather stout. Warrant issued. Information to Supt. Foster, Bishops Stortford. ISLE OF WIGHT. 17 — Newport [ County). For stealing, 17th ult.. at Sandown, a lady's very old gold English lever watch, plain back. No. 16331, maker, " Dobell, Canterbury. Kent"; 1 old long thin gold neck chain, and 303.— FRANZ BRICKNER, a German waiter, age 18, height about 5 ft., complexion fair, hair light, one front upper tooth decayed, speaks broken English ; dress, black overcoat, light brown suit, brown plaid cap, brown boots blacked over. KENT. 18. — Dover [ Borough). — For obtaining 14s. !) d. by false pretences, 20th ult.— RICHARD WILSON, alias FRED SAW, height 5 ft. 4 in., complexion fresh, hair ginger, clean shaved, flesh wound left hand and wears a glove with fingers cut off; dress, black coat, cardigan jacket with velvet collar, cord trousers, black cap, heavy nailed boots with toe caps. LANARKSHIRE. 19.— Glasgow [ City).— For embezzling £ 72 10s.— ALEXANDER ORR. age 30, height 5 ft. 11 in., complexion florid, red nose, hair dark brown, heavy moustache light brown ; dress, blue serge jacket suit., dark serge overcoat, black felt hat, carried a light brown hand bag. A bank teller ; native of Glasgow. Absconded 31st ult. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 20.- Southport [ County).— For obtaining various sums of money by false pretences, 29th Sept.— JAMES F. CLUNE, age about 36, height 6 ft. If in., slight build, complexion sallow, hair dark brown, eyes brown, heavy eyebrows meet, cut mark between eyes, slouching gait, speaks with slight American accent. A mechanic ; has been employed by the National Telephone Com- pany for the past 6 months. Absconded 30th September. May endeavour to leave the country. Warrant issued. NORTHAMPTONSHIRE. 21.— Peterborough [ City).- - For desert- ing his wife and family — ALFRED ETHAN MARRIOTT, age 28, height 5 ft. 7 or 8 in., com- plexion fair, hair light brown, eyes light blue, large scar on one arm. OXFORDSHIRE. > 1— Caversham { County).— For stealing, ltith ult.. at Peppard, a copper furnace ( recovered — WILLIAM SUMMERS ( supposed false-, age about 24, height 5 ft. 3 or 4 in., complexion fresh, hair ( inclined to curl) and slight moustache sandy, eyes blue or grey; dress, black overcoat, dirty suit, old black and white check cap. Appearance of a low horse dealer. When last seen was driving a brown pony, aged, 12 or 13 hands, in poor condition, a small green colour spring cart, " Wm. Summers, Littlemore, Oxford," on a piece of paper attached. Warrant issued. Information to Inspector Ayres, Caversham, near Reading. ROXBURGHSHIRE. 24.— Hawick ( Burgh).— For embezzling £ 38 18s. Oid. — JAMES REID, an accountant or law clerk, age 25, height 5 ft. 7A in., well built, square shoulders, hair ( worn long, and inclined to curl) dark, clean shaved, eyes grey, usually dressed in dark or grey clothes. A native of Hawick. Is a violin player, and may seek employment at a music hall. Absconded about the middle of September last. Warrant issued. Not to be arrested out of the United Kingdom. OPSHIRE. 25.— Church Stretton [ County).— For assault on police, 11th Sept., at Bishop's Castle— SAMUEL HOME, age 30, height 5 ft. 9 or 10 in., slight build, complexion fair, hair dark brown, slight moustache sandy, rather deaf ; dress, grey tweed suit, dark hard hat. May seek employ- ment at docks or on public works as a labourer. Warrant issued. Information to Supt. Barnett, Church Stretton. 26.— Whitchurch [ County).— For deserting his family WILLIAM alias SAMUEL JAR- MAN, age 55, height 5 ft. 2 in., complexion fresh, full face, hair, moustache, and full beard grey, eyes blue ; dress, blue serge jacket and vest, grey trousers, blue peak cap. A native of London. — WILLIAM HENRY HIGGINS, age 14i, height 4 ft. 4 in., complexion fresh, hair light brown, eyes dark blue ; dress, brown sailor jacket, check trousers, blue socks, lace boots. A native of Congleton, Cheshire. May be found on canal boats. A reward of 10s. will be paid by the Master of the above school for such information as will lead to the arrest of either of the above. Is fond of singing in public houses, two of the songs being " Tom Bowling " and " The Little Nipper"; dress, dark blue suit, dark grey cap, blue muffler with white spots, old lace boots. Warrant issued. 29.- Burton- on- Trent ( County). — For stealing, lst inst., 1 silver watch, Swiss make ; 1 silver Albert, with 2 silver medals ( 1 with anchor in centre and " B. B." at sides; the other, gold centre, " Won by W. Smith " on back), attached ; 1 gold heart shape scarf pin ; 1 curb pattern brass Albert, imitation spade ace guinea and 2 foreign coins attached ; 1 silver mounted aanber cigarette holder— ALFRED JACKSON, age about 22, height 5 ft. 6 in., complexion fair, hair light, eyes grey, long features, burn marks on chin, looks downwards when speaking; dress, dark suit, large silk neckerchief, light lace boots; wore, on right little finger, a ring set with a blue stone. Hicklin, Burton- on- Trenti 30.— Longton [ County).— Absconded from Werrington Industrial School, 25th ult.— ERNEST CLARKE, age 10. height 4 ft. 3s in., complexion pale, hair brown, eyes grey, scar under nose ; wearing blue cloth sailor jacket, black stockings, lace boots. A native of Hanley. A reward of 5s. will be paid by the Superin- tendent of the above School to any person giving such information as will lead to the arrest of Clarke. Information to Supt. Bakewell, Longton. 31.— Stoke - on - Trent [ County).— For stealing, 22nd nit., two bricklayers' trowels, full size, " X" on handle of one, and other tools ( recovered) — THOMAS TURNER ( supposed false), age about 36, height 5 ft. 5 in., stout build, complexion fresh, hair dark brown, moustache sandy, round red face ; dress, dark jacket and vest, white moleskin trousers, lace boots. Warrant issued. Information to Supt. Gilbride, Stoke- on- Trent. SUFFOLK ( East). 32.— Lowestoft [ County).— For leaving his wife chargeable to the Mutford and Lothingland Union— EDWARD or EDWIN KENNEDY, age 34, height 5 ft. 5 in., complexion fresh, hair dark, slight moustache light, eyes hazel, large scar on right thumb ; dress, old black diagonal jacket and vest, striped trousers, dark brown soft felt hat, heavy lace boots. A bricklayer; native of Lowestoft. Warrant issued. A reward of £ 1 will be paid by the Guardians of the above Union to any person giving such information as will lead to the arrest of Kennedy, and £ 1 for the arrest. Information to Supt. Shipp, Lowestoft. 33.— Ipswich [ Borough). — For stealing ( bailee) 20th ult., a small bay pony, hog mane, tail cut short, about 8 years, slightly broken- winded ; a low cart, painted brown, back board screwed up; a set of black leather, silver- plated harness: and a box and 2 hampers— ALBERT CARRINGTON, age 38, height 5 ft. 11 in., com- plexion fresh, hair ( inclined to curl) dark brown. WILLIAMSON, 48 ( looks older), height 5 ft. 5 in., complexion dark, hair nearly white, moustache grey, eyes brown, broad jagged scar inside right forearm, small mole between shoulders and on right shoulder- blade, both feet recently scalded ; dress, old black diagonal coat, plaid vest, blue serge trousers, blue cap and neckerchief, old brown shoes. Supposed known at Swansea. May be accompanied by A WOMAN, age 26, height 5 ft, ti or 7 in., complexion fair, hair dark brown, eyes ( full) dark blue ; dress, black dress, sable cape, light straw hat. Warrant issued. Information to the Chief Constable, Hastings. age about 30, height 5 ft. 10 or 11 in., complexion fair, hair and eyes brown, wearing light brown overcoat, soft felt hat. SUFFOLK ( West). 39.- Mildenhall ( County). — For leaving his wife and children chargeable to the Milden- hall Union— WILLIAM INGLE, age 29, height j ft. II in., complexion fresh, long thin face, rather high cheek bones, clean shaved, eyes blue; dress, dark suit. A labourer ; native of Milden- hall. May seek employment on public works. Warrant issued. Information to Supt, Heigham, Mildenhall. SURREY. 36.— Farnham ( County).— For the abduction on 13th ult., of Annie Simon, age 17 ( see portrait) — CHARLES CARTER, age 45, height 5 ft, 4 in., stout build, complexion fair, hair, side whiskers, and moustache light brown, eyes brown, supposed wearing blue twill suit. A carpenter ; native of Battersea, London. Warrant issued. Information to Supt. Simmonds, Farnham.
