W. 2. Particulars concerning persona whose apprehension is sought will be inserted. in one issue of the POLICE ( I AZETTE, if they are su fficient to enable action to be talien upon them by another force. 3. Particulars as to stolen properly will be likewise inserted in one isiuc, if sufficient to enable the article in question to be thereby idenJiJied. 4. In all cases where a reward is offered, the name and address of some - person responsible for the payment must be given, and the evict condit ions must be clearly stated. 6. Portraits of persjvs irl/ ose apprehension is sought for serious offences, and engravings of stolen property, icill be inserted, at a cos! of I per portrait, ami of Is. 6d. per photo- graph or sketch of a stolen article. t. Every announcement, if for the apprehension of a person, must be guarajitecd by the signature of an officer of not less rank than Superintendent; and, if the name of such, person is required to be inserted anil no warrant is in force against, him, the requisition must, be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Anrwuncemeids concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE RIAZETTE. must, „ n their apprehension or recovery, at, once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than iwon on Wednesday, and for the Tuesday edition not later than Saturday morning. Thrj • must, be clearly written on one side of th e paper only ; they must be in the usual form, a nd accompanied, by a covering letter. 12. All payments must, be in advance, cither at the office, New Scotland Yard, bij Postal Order, or by Post Office Order, payable at Parliament Stent Post Office. 13. Announcements concerning property lost, or persons missing can only he accepted on paymerd, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discover) of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Print- id hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners. on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( G) The amount of the reward. ( J) The conditions on which it is payable. ( r) The name and address of the person by whom it will be paid. (</) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the conditions ( a) to ( rf), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( « ). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. SPECIAL NOTICE- THE business of MAY GARLAND & CO., warned against in the POLICE GAZETTE of 20th May, 1898, is now carried on in the name of " BENNETT BROS." at the same address, 15 Mortimer Street, London, W. Their advertise- ment for " 5000 persons wanted to wear and advertise their speciality watch," is framed to suggest that the article will be sent in return for two postage stamps. Warrant issued. 2.— K Division.— For embezzling . till lis., 16th August last — ARTHUR HOWE, age 33, height 5 ft. 9 or 111 in., complexion fair, hair dark brown, moustache auburn, eyes bine, of good appearance. Warrant issued. 3.— T Division.— For stealing £ 50 10s.— JOHN BROOKS, age 22, height 5 ft. 6 or 7 in., complexion, hair, and slight moustache dark, eyes hazel, prominent features, of Jewish appearance ; dress, blue reefer jacket, dark trousers, midship- man's cap. DUMFRIESSHIRE. 13.— Dumfries { County).— For stealing a light brown tweed coachman's waterproof over- coat, 2 back vents with button thereon, neck button missing, and a pair of short brown leather leggings, button in front— GEORGE GRACIE or GRASSIE, alias McCALLUM, age about 23, height 5 ft. 4 or 5 in., complexion fresh, hair light, eyes blue, very near- sighted, and has at times a peculiar rolling of the eyes, twitching of eyelids, and slight shaking of the head ; dress, brown tweed jacket suit, dark tweed cap, brown canvas shoes with leather straps. Is a good draughtsman ; may seek employment at engineer- ing works. Is known at Bury St. Edmund's, St. Albans, and Buckingham. Information to Supt. Harrington, Witham. GLAMORGANSHIRE. 18.— Cardiff { Borough).— For failing to report Licence- Holder JOHN SULLIVAN, Office No. 2173- 0}, age 41, height 5 ft. 9 in., complexion fresh, hair brown, eyes light hazel, J., dot, and brown mark right forearm, scar left eyebrow, large hairy birthmark right hip. Sentenced at Central Criminal Court on 10th September, 1894, to 7 years penal servitude for robbery. Licenced 8th August last. S. U. 210. Warrant issued. 211.— Swansea { Borough).— For obtaining food, lodgings, boots, and money by false pre- tences— JACOB CALDER, a man of colour, age 24, height 5 ft, ti or 7 in., strong build, hair ( curly) black, large flat feet, speaks good English, is fond of talking about pugilists; dress, dark jacket, pepper and salt colour trousers, black and white plaid cap. Warrant issued. Information to Captain Colquhoun, Chief Con- stable, Swansea. GLOUCESTERSHIRE. 21.— Bristol { City).— For stealing a lady's silver Geneva watch, No. 50048 ; 1 silver Geneva watch ; 1 lady's 9 ct. gold Albert, very fine links ; and about £ 1 SIDNEY SMITH ( supposed false), age about 24, height 5 ft. 8 in. complexion fresh, long thin face, prominent nose, hair brown, slight moustache light, cut scar right side lower lip ; dress, dark blue coat and vest, dark striped Irousers, navy blue muffler, check cap. Is believed to be a travelling thief and card sharper. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 22 - Alton { County).— For obtaining £ 3 10s. by false pretences, 2nd inst.— WILLIAMS, age about 42, height about 5 ft. 8 in., complexion fair, hair dark brown, eyes blue ; dress, dark tweed clothing. Appearance of a hawker. He solicits orders for potatoes, & c., obtains payment for same, and absconds. Supposed identical with MAN, Case No. 9, 31st December, 1897. Warrant issued. James, Alton. 23.— Portsmouth { Borough).— For stealing, 3rd inst., a silver lever watch, double case, demi- hunter, glass missing, silver cable pattern chain ( bar missing) attached ; 1 oxydised watch, open face ; and a silver spear brooch— A MAN, who gave the name of WILKINS, age about 40, height 5 ft. 8 in., complexion sallow, hair ( nearly bald in front) dark; dress, dark coat and vest, light trousers, black tie. peak cap, wore a gold double Albert, cable pattern. He took lodgings, stating he was mate on a vessel lying in port, decamped the following morning. Information to the Chief Constable, Town Hall, Portsmouth. HERTFORDSHIRE. 24.— Bishops Stortford { County). - For stealing 3 suits of clothes MARK MATHEWS, age 39, height 5 ft. 4 or 5 in., stout build, com- plexion fresh, hair and slight moustache dark, powder from gunshot in eyes ; may be wearing navy blue suit and red tie. A gardener ; native of Bishop Stortford. Absconded, 19th inst., with a woman, age 28 to 30, height about 5 ft. 3 in., rather stout. Warrant issued. Information to Supt. ROBERTS, alias HAMER and ROBERT MARFLEET, age 21, height 5 ft. 6J in., complexion fresh, hair light brown, clean shaved, eyes grey, scar back of right forearm, palm of left hand, and left first finger, moles on both arms; dress, grey jacket and trousers, light fancy vest, dark cap, light dust coat, brown boots blacked over. Is identical with Robert Marfleet, Case No. 40, 6th July last ( with portrait), and Cases 11, 24th August; 5, 14th ult.; 37, 5th inst,; and 57, 19th inst. Warrant issued. KENT. 28.— Canterbury { County).— For mis- appropriating the sum of £ 315— ALBERT ROW- DEN WEATHERLEY, age about 50, height 5 ft, 7 or 8 in., complexion fresh, hair dark brown, eyes hazel, usually wears a grey suit. A native of Whitstable. May endeavour to leave the country. Warrant issued. Information to Supt. For stealing ( bailee) a watch WILLIAM ROBERT CHAP- MAN, age about 34, height 5 ft. 0 or 7 in., slight build, complexion sallow, hair and moustache dark brown, eyes ( rather weak) dark, slight im- pediment in speech ; dress, blue serge jacket and vest, light tweed trousers and cap; is fond of horse racing A watch and clock repairer. Absconded 8th inst. Supposed accompanied by his wife, age about 34, complexion fair, and two children. Warrant issued. Information to Chief Constable Reeve, Folke- stone. 32.— Tunbridge Wells ( Borough).— For embezzlement and fraud— WILLIAM C. BOX- SHALL, age 21, height 5 ft. 10 in., slight build, complexion pale, hair dark brown, slight mous- tache dark ( may be wearing a heavy brown false moustache), eyes hazel; dress, usually black frock coat, tweed trousers, black hard felt hat, An auctioneer's clerk. Will probably endeavour to leave the country. Warrant issued. Information to Chief Constable Prior, Tunbridge Wells. LANCASHIRE. 33 Southport { County).— For obtaining various sums of money by false pretences, 29th ult.— JAMES F. CLUNE, age about 30, height 0 ft. H in., slight build, complexion sallow, hair dark brown, eyes brown, heavy eyebrows meet, cut mark between eyes, slouching gait, speaks with slight American accent. A mechanic ; has been employed by the National Telephone Com- pany for the past 0 months. Absconded 30th ult. May endeavour to leave the country. Warrant issued. Information to Chief Constable Elliott, South- port. 3-/.— Liverpool ( City).— For failing to report — Licence- holder WILLIAM JAMES COOPER, alias JOHN DOUGLAS, JOHN GOODWIN, GEORGE WATSON, JAMES MCDONALD, and JAMES MURPHY, age 31, height 5 ft. 6* in., complexion fresh, hair dark brown, eyes blue, one upper front tooth deficient. Sentenced at Dublin Commission, 8th June, 1898, to 5 years penal servitude ( afterwards reduced to 3 years penal servitude) for false pretences. Released from H. M. Prison, Mountjoy, 22nd September last. D. 85. Information to the Head Constable, Detective Department, Liverpool. 35.— Oldham { Borough). — For failing to report — Licence holder EDWARD BRIGGS, Office No. 2062- 00, age 33, height 5 ft, 4± in., complexion sallow, hair dark brown, eyes blue, scar left cheek and left eyebrow, two scars front left forefinger, a French polisher; native of Huddersfield. Sentenced at Manchester Assizes, 18th April, 1898, to 3 years penal servitude for possessing coining implements. Licenced 30th July last. Y. 16( 1. Warrant issued. 37.— Rochdale { Borough).— For larceny MARY GRADY, alias GRALEY, age 41, height 5 ft. 2j in., complexion sallow, hair and eyes brown : dress, brown skirt, old black satin bodice, brown and white plaid shawl. Leicester ( County)— For stealing, 23rd ult., at Scraptoft, a mare ( recovered)— ROBERT MARFLEET, J. HAMER, age about 21, height 5 ft. 7 in., complexion fresh, hair light brown, eyes grey, scar back of right forearm, palm of left hand, and left forefinger, mole on both arms; dress, light jacket and trousers, light check vest with yellow stripes, dark tie, light cap, light lace boots.
