Particulars concerning persons whose apprehension is sought will he inserted it', one issue of the POLICE GAZETTE, if they are sufficient to enable action to he taken, upon them by another force. J. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to he thereby identified. 4. In all cases where a rewur. l is o ffered, the name and address of some person responsible for the payment must be given, and the e. eact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at. a cost of l os. per portrait, and of 7s. & d. per photo- graph or sketch of a stolen article. C Every annou/ we outfit, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name if such person is required to be inserted and. no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annouiwcmcnts concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabet icaliy arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE CRAZETTE, mu.\ t, un their apprehension or recovery, at. once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible, for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Satwrday morning. They must be clearly written on our side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, a/ iul the charges for the insertion of the same will be given on application. E. APPREHENSIONS SOUGHT SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of loth March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photo- graph is applied for, or if, in any rare case, it Bhould be required to complete the identification, the cost will be charged to the Police Force interested. CROWDY, age 20, height 5 ft. 7 or 8 in., complexion ruddy, hair dark brown, large bald patch on back of head, eyes blue, near sighted, hole inside of one wrist, is subject to fits; dress, navy blue double- breasted jacket, dark trousers with fine white stripes, red tie, black hard felt hat. A waiter ; supposed a native of Aberavon. Warrant issued. 4. E Division.— For fraud— W. HULL, age 30, height 5 ft. 0 in., complexion fresh, hair, moustache, and eyes brown ; dress, blue serge suit, black hard felt hat. He offers employment at Capetown, and obtains money for the passage. Warrant issued. 5.— E Division.— For stealing bank notes and jewellery to the value of £ 225— ALBERT KLEEMAN, a Bavarian, age 1 height 5 ft., com- plexion and hair dark, front teeth deficient; dress, dark brown covert coat, black trousers, black hard felt hat, button boots. Warrant issued. I).— F Division.— For obtaining £ 11 10s. by false pretences- SIDNEY HAROLD LICH- TENSTEIN, a German Jew, age about 2G, height 5 ft. 10 in., complexion pale, hair ( curly) black, eyes dark, gold tooth in front of upper jaw, brown mark under left jaw, supposed wearing dark clothes and black hard felt hat. A native of New York. Warrant issued. 7.— F Division.— For forging and uttering 2 cheques for £ 37 0s. 6d.— JOHN M. CRAMB, age 35 to 40, height 5 ft. in., complexion fair, hair and moustache light, eyes blue; wearing, when last seen, light covert coat and brown hard felt hat. Warrant issued. S.— M Division. - For stealing £ 100, 12th inst. — JESSIE CAMERON, alias MARTHA HOLMES and MARY WARD, age 25, height 5 ft. 5 in., stout build, complexion pale, hair light, 2 upper front teeth broken ; dress, black cloth jacket with ( i pearl buttons thereon, black skirt, black sailor hat. Supposed a native of Glasgow. She obtains a situation by a false character, com- mits a larceny, and absconds. 9 - M Division. - For embezzling £ 90 during June last— GEORGE BATCHELLER, age 30, height 5 ft., stout build, complexion fresh ; dress, blue serge suit, hard felt hat. A water- rate collector ; supposed a native of Dover. Is known in Kent. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 10.— For misappropriation of trust money— VINCENT JOSEPH ELDRED, late of Redcliffe Square, Earl's Court, and Queen Victoria Street, age 50, height 5 ft. 9 in., complexion dark, hair and heavy moustache black ( turning grey). A solicitor. Absconded in June, 1899. Warrant issued. 11.— For embezzlement— ARTHUR WRAMP- LIN, late of Lawrence- Road, Upper Edmonton, age 20, height 5 ft. 4 to t> in., complexion dark, blotched face ; dress, dark brown jacket suit, black felt hat or dark cap. A clerk. Warrant issued. 12.— For obtaining credit to the amount of £ 94 lis. lOd. by fraud— RICHARD HARVEY, late of 28 Finsbury Pavement, E. C., age 35, height about 5 ft. 6 in., complexion fair, hair and stubby moustache light, eyes light blue ; wearing when last seen, black frock coat, white straw hat with black band, brown boots, sometimes wears a square top hard felt hat. Has traded as the Hertford Engineering Co., Ltd., Ware, and at Huntingdon. Templer, Audlem," engraved thereon — MAT- THIAS CARTER, alias CHARLES STANLEY, age about 22, height about 5 ft. 6 in., complexion dark, large nose and mouth, hair dark brown, slight moustache dark, eyes hazel; dress, brown jacket and vest, light email check trousers, black hard felt hat, lace boots. A native of London. Has been employed at a farm, on pro- bation from Ware Reformatory School. Is well known at Stratford, Essex, and at Ware. Information to Supt. Nicholls, Launceston, or to Inspector Smallcombe, Camelford. CUMBERLAND. 18.- Whitehaven { County).— For leaving his wife and children chargeable to the White- haven Union— JOHN COWAN, alias McGOW, and JACK McGRATH, age 31, height 5 ft. 5 in., stout build, complexion fresh, hair and moustache light brown, eyes blue, addicted to drink; dress, light jacket and vest, white moleskin trousers, cap, clasped clogs. A colliery blacksmith ; native of Whitehaven. May seek employment as a labourer on public works. Warrant issued. Information to Supt. Kelly, Whitehaven. DERBYSHIRE. V).— Eckington { County).— For obtaining food, lodgings, and money, by false pretences- HENRY GOODWIN, alias GIBBONS, DAY, CLARK, and BIG HARRY, age 66, height 5 ft, 74 in., very stout build, weight 18 to 20 stones, complexion pale, oval face, hair, moustache, and eyes grey, 2 small coal scars left forearm, 1 on right arm and centre of nose, long scar top of head, mole left side of face, nose deformed; dress, brown coat, grey vest and trousers, grey cap. A collier ; native of Notting- ham. He obtains lodgings by representing he is an Army Reservist, and states he has come into a large sum of money through the death of a relative. May represent himself as an innkeeper. Has been previously convicted in Derbyshire, Nottinghamshire, and Yorkshire. Photograph can be seen on application. Warrant issued. Information to Supt. DEVONSHIRE. 20.— Exeter { City).— For stealing, 12th ult., a brown leather purse, containing £ 13— — SCHNEPP, a Belgian, age about 35, height about 5 ft. 6 in., very stout build, complexion fair, full round face, hair brown, rather full eyes; dress, brown coat and vest, dark trousers, bow tie, black bowler hat, brown lace boots. A ladies' tailor. Warrant issued. Information to the Chief Constable, Exeter. DORSETSHIRE. 21 - Blnndford { County).- For rape on a girl under the age of 13— GEORGE SHADDOCK, age 46, height 5 ft. 7 in., complexion fresh, hair dark brown, heavy moustache light, walks badly. A labourer ; native of Tarrant Hinton. Absconded 12th ult. Warrant issued. Information to Supt. Elford, Blandford. 22.- Weymouth { Borough).— For stealing, 6th mat., a 9 ct. keeper ring, surrounded with hearts; 1 do. buckle ring, maiden bail- fern pattern; and 6s— WILLIAM JOHN JONES, age about 27, height 6 ft. 0J in., hair ( curly on forehead) light brown, clean shaved, eyes ( bloodshot) dark, cut scar centre of chin, feet deformed, bruises on legs, walks erect; dress, dark blue or black ( short) coat, brown vest, dark brown trousers with black stripes, light brown cap, nailed boots. May seek employment at collieries. Has served in the Army. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. DURHAM. 23.- Durham ' City).— For obtaining £ 6 10s, by false pretences, 17th ult.— GEORGE HEADE HOPPER, alias GEORGE HOPPER, EDWARD DIXON, and HARRY SULLIVAN, age about 25, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, eyes grey ; dress, light grey jacket suit, black felt hat with broad brim or light check peak cap, turn down collar, light tie. A professional runner or barman. He called at a public house and represented that he kept an hotel at Thornaby- on- Tees, and asked for a telegraph form, which he filled up. Shortly afterwards he received a telegram stating money sent, on the strength of which ha obtained the above sum. Previously convicted at Bishop Auckland, North London Sessions, Dundee, and Glasgow, of fraud and larceny. Scottish Criminal Register No. 253- 00. May be found in the company of betting men. Frequents billiard rooms. Warrant issued. Information to Chief Constable Smith, City Police, Durham. 21 - Sunderland { Borough).— For failing to report— Licence- holder MARTIN WALLACE, Office No. 1819- 00, age 43, height 5 ft. 9 in., com- plexion fresh, hair brown, eyes blue, blue line back of left hand, scar back 1st left finger and thumb, and tip 1st left hnger, mole on small of back, scan front and inner right side, anchor and MW back of right forearm, scar inner angle of right eye, right side of forehead, and palm of right hand, 2 small moles on chest, scar on both knees, and several scars back of neck. A labourer. Sentenced at Durham Sessions, 4th April, 1898, to 3 years penal servitude for shopbreaking at Gateshead. Licenced 5th July last. D. K. Y. I 5. V. N." on sleeve lining, dark trousers, white straw hat, patent leather lace boots. Stated he was a news- paper correspondent and a Baptist minister. 26. Brentwood ( County)— Forembezzling £ 3 15s. GEORGE NORMAN, age 28, height 5 ft. 7 in., complexion dark, hair and moustache black, eyes blue ; dress, brown covert coat, light trousers, brown boots. A butcher. Warrant issued. 27. Brentwood { County). For obtaining goods by false pretences HARRY EDWARDS, age 40, height 5 ft. 34 in., complexion dark, hair and moustache black ; dress, brown ( jacket) suit, hard bowler hat with wide brim, side spring boots. A tramping shoemaker ; native of Northampton. Warrant issued. Information to Supt. Allen, Brentwood. 28.- Saffron Walden ( County). — On commitment warrant for non- payment of £ 1 3s. line and costs, imposed for using indecent language— GEORGE SHEPHERD, age 25, height 5 ft. 54 in., hair brown, eyes hazel. A labourer or fish hawker. 29 - Saffron Walden ( County) — For stealing £ 2 Is. 6d.— HARRY TATUM, age 26, • height 5 ft, 54 in., complexion fair, hair and slight moustache light, eyes blue, wooden right leg; dress, light fawn coloured suit, light cap. A shoe maker ; native of Long Melford, Suffolk. Warrant issued. Information to Supt. Pryke, Saffron Walden. 30.— Witham ( County).— On commitment warrants for neglecting to send his children to school and deserting his wife and family— HENRY WILSON TURNER, age 42, height 5 ft. 1 in., complexion dark, hair and moustache ( tinged with grey) black, eyes dark ; dress, navy blue fine serge coat and vest, black and white trousers, black and white silk tie, brown cap. Is a good draughtsman ; may seek employment at engineer- ing works. Is known at Bury St. Edmund's, St. Albans, and Buckingham. Information to Supt. Harrington, Witham. GLAMORGANSHIRE. 31.— Cardiff ( Borough).— For failing to report Licence- Holder JOHN SULLIVAN, Office No. 2173- 00, age 41, height 5 ft. 9 in., complexion fresh, hair brown, eyes light hazel, J., dot, anu brown mark right forearm, scar left eyebrow, large hairy birthmark right hip. Sentenced at Central Criminal Court on 10th September, 1894, to 7 years penal servitude for robbery. Licenced 8th August last. S. U. 216. Warrant issued. 33.— Swansea ( Borough).- For obtaining money by false pretences— JOSEPH BUTT, alias LEE, age 35 to 40, height about <> ft. 7 in., com- plexion, hair, and moustache ( turning grey) dark ; dress, black morning coat, dark brown trousers, black bowler hat. Warrant issued. 34.— Swansea ( Borough).— For obtaining food, lodgings, boots, and money by false pre- tences— JACOB CALDER, a man of colour, age 24, height 5 ft. 6 or 7 in., strong build, hair ( curly) black, large fiat feet, speaks good English, is fond of talking about pugilists ; dress, dark jacket, pepper and salt colour trousers, black and white plaid cap. GLOUCESTERSHIRE. 35.— Bristol ( City).— For stealing a lady's silver Geneva watch, No. 56648 ; J silver Geneva watch ; 1 lady's 9 ct. gold Albert, very fine links ; and about £ 4 — SIDNEY SMITH ( supposed false), age about 24, height 5 ft. 8 in. complexion fresh, long thin face, prominent nose, hair brown, slight moustache light., cut scar right side lower lip ; dress, dark blue coat and vest, dark striped trousers, navy blue muffler, check cap. Is believed to be a trafelling thief and card sharper. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE. 36.- Alton ( County).— For obtaining £ 3 10s. by false pretences, 2nd inst.— — WILLIAMS, age about 42, height about 5 ft. 8 in., complexion fair, hair dark brown, eyes blue ; dress, dark tweed clothing. Appearance of a hawker. He solicits orders for potatoes, Ac., obtains payment for same, and absconds. Supposed identical with MAN, Case No. 9, 31st December, 1897. Warrant issued. Information to Supt. James, Alton. 37.— Lyndhurst ( County).— For stealing a bicycle ( recovered)— ARTHUR ELVEY, age 21 or 22, height 5 ft. 5 or 6 in., complexion and hair dark, clean shaved; wearing brown Norfolk jacket, white tie, brown cap — FRANCIS J. PERIGRINO, a man of colour, age 30, height 5 ft. 10 in., is well educated. Represents himself to be a preacher. Native of South Africa. Warrant issued. 38.— Lyndhurst ( County).— For obtaining, by false pretences, 17th ult., a horse ( recovered) — H. JACKSON, age 35 to 40, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache dark ; dress, blue serge suit, light brown over- coat, brown soft felt hat. A horse dealer; stated he belonged to London. Warrant issued. Information to Supt. Courtney, Lyndhurst. 39 - Portsmouth ( Borough).— For stealing, 3rd inst,, a silver lever watch, double case, demi- hunter, glass missing, silver cable pattern chain ( bar missing) attached; 1 oxydised watch, open face ; and a silver spear brooch— A MAN, who gave the name of WILKINS, age about 40, height 5 ft. 8 in., complexion sallow, hair ( nearly bald in front) dark; dress, dark coat and vest, light trousers, black tie, peak cap, wore a gold double Albert, cable pattern. He took lodgings, stating he was mate on a vessel lying in port, decamped the following morning. Information to the Chief Constable, Town Hall, Portsmouth. METROPOLITAN POLICE DISTRICT 40.— fl Division.— For stealing 2 strings of large round pearls, slightly graduated from centre ( lst, containing 64 : 2nd, 68 pearls), gold and platinum open work oblong clasp, 8 diamonds in each made to unscrew, can be used as a brooch ; 3 large diamonds ( 1 about 2J cts., 2 about 2 cts.), set in gold, fitted with screws, Brazilian stones ; I gold chain bracelet, curb pattern, fitted with sockets to screw 3 diamonds thefein; 2 gold safety pin brooches ( 1 fitted with socket in centre for diamond ; other with small diamond sus- pended in front) ; 1 gold oblong brooch, set large pearl in centre, 5 smaller pearls each side ; 1 lady's gold dress ring, set large sapphire in centre surrounded by small diamonds ; 1 gold scarf pin, set large round pearl, and 4 small diamonds around edge— JOHN BELLAMY, age 26, height 5 ft. 6 in., complexion and hair ( inclined to curl) dark, eyes grey, rose, shamrock and thistle, heart with " J. B." in centre, anchor, cross, pansy, and a woman walking tight rope tattooed on left forearm, bracelet left wrist, ring on left middle finger, cut scar left side neck and throat, scar inside right wrist; dress, dark jacket suit, black hard hat.
