C Every annou/ we outfit, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name if such person is required to be inserted and. no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annouiwcmcnts concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabet icaliy arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE CRAZETTE, mu.\ t, un their apprehension or recovery, at. once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible, for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Satwrday morning. They must be clearly written on our side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. APPREHENSIONS SOUGHT SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of loth March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose; but if a photo- graph is applied for, or if, in any rare case, it Bhould be required to complete the identification, the cost will be charged to the Police Force interested. A collier ; native of Notting- ham. He obtains lodgings by representing he is an Army Reservist, and states he has come into a large sum of money through the death of a relative. A professional runner or barman. He called at a public house and represented that he kept an hotel at Thornaby- on- Tees, and asked for a telegraph form, which he filled up. Shortly afterwards he received a telegram stating money sent, on the strength of which ha obtained the above sum. Previously convicted at Bishop Auckland, North London Sessions, Dundee, and Glasgow, of fraud and larceny. Scottish Criminal Register No. 253- 00. May be found in the company of betting men.
