All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In. all eases where a reward is ottered, the mine and address of some person responsible for the payment m ust be given, arid the exact conditions must be clearly stated. 5. Portraits of persons > chose apprehension is sought for serious offences, and engravings of stolen property will be inserted, at a cost of t3 » . per portrait, and of Is. Qd. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ami, if the name if such person is required to be inserted and no roarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the count y, city, or borough, as the case may be. 7. Awnouncemciits concerning stolen property must be guaranteed by an officer of iwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabcticaliy arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must., mi their apprehension or recovery, at. once transmit to the Editor notice of the fact, referring to the number of the a nnownccmcnt, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annowncemcnt will be wholly responsible fur any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received iwt later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly Written on one side of tlu: paper only ; they must be in the usual form, ana accompanied by a covering letter. 12. All payments must be in advance, either at the office. SPECIAL NOTICE. THE Metropolitan Police still continue to receive numerous complaints about a dealer in dogs named ASTORIA, of 52 Maida Vale, London, N. W. ( See POLICE GAZETTE, No. 1510, 17th of June. 1898). He now gives the name of L. CLEMENT, and succeeds in obtaining dogs from many persons in the provinces. Unless process can be obtained against him for fraud, the Police cannot assist, and action should be taken in the County Court. ( C. I. D. Corre- spondence, 113155). DERBYSHIRE. 7.— Eckington ( County).— For obtaining food, lodgings, and money, by false pretences— HENRY GOODWIN, alias GIBBONS, DAY, CLARK, and BIG HARRY, age 66, height 5 ft. 7i in., very stout build, weight 18 to 20 stones, complexion pale, oval face, hair, moustache, and eyes grey, 2 small coal scars left forearm, 1 on right arm and centre of nose, long scar top of head, mole left side of face, nose deformed; dress, brown coat, grey vest and trousers, grey cap. A collier ; native of Notting- ham. He obtains lodgings by representing he is an Army Reservist, and states he has come into a large sum of money through the death of a relative. May represent himself as an innkeeper. Has been previously convicted in Derbyshire, Nottinghamshire, and Yorkshire. Photograph can be seen on application. Warrant issued. Information to Supt. DEVONSHIRE. 8.— Exeter ( City).— For stealing, 12th inst., a brown leather purse, containing £ 13— — SCHNEPP, a Belgian, age about 35, height about 5 ft. 6 in., very stout build, complexion fair, full round face, hair brown, rather full eyes; dress, brown coat and vest, dark trousers, bow tie, black bowler hat, brown lace boots. A ladies' tailor. Warrant issued. Information to the Chief Constable, Exeter. DURHAM. 9.— Durham ( City).— For obtaining £ 6 10s. by false pretences, 17th inst.— GEORGE HEADE HOPPER, alias GEORGE HOPPER, EDWARD DIXON, and HARRY SULLIVAN, age about 25, height 5 ft. 7 or 8 in., complexion fair, hair light brown, clean shaved, eyes grey ; dress, light grey jacket suit, black felt hat with broad brim or light check peak cap, turn down collar, light tie. A professional runner or barman. Shortly afterwards he received a telegram stating money sent, on the strength of which he obtained the above sum. Previously convicted at Bishop Auckland, North London Sessions, Dundee, and Glasgow, of fraud and larceny. Scottish Criminal Register No. 253- 00. May be found in the company of betting men. GLOUCESTERSHIRE. 10.— Coleford ( County). — For stealing ( bailee) 7th ult., a gold Albert, link pattern— EDWARD JOHNSON, age about 60, height 5 ft. 11J in., complexion fresh, hair and moustache grey, eyes blue, walks erect with short quick steps, London accent; dress, blue serge suit and cap, had with him a silk hat and black frock coat suit ( all new). A travelling clock and watch maker; supposed a native of Plymouth. Absconded 8th ult. Warrant issued. Information to Supt, Ford, Coleford. 17.— Bristol ( City).— For embezzlement— CHARLES F. WARLAND, alias ARTHUR CHARLTON RIGBY, age 30, height about 5 ft. 6 in., hair dark brown, clean shaved, left leg shorter than right. A newspaper correspondent. Absconded 19th July last. PERIGRINO, a man of colour, age 30. height 5 ft, 10 ill., is well educated. Represents himself to be a preacher. Native of South Africa. A horse dealer ; stated he belonged to London. Warrant issued. Information to Supt, Courtney, Lyndhurst, 21.— Southampton ( Borough).— For em- bezzling £ 73 10s.— JAMES SAMPSON, age 38. height about 5 ft, 6 in., complexion fair, hair light, moustache and beard inclined to sandy, may now be clean shaved, prominent eyes, bad teeth, is addicted to drink ; dress, grey jacket suit, occasionally wears a long grey overcoat. A corn merchant's traveller. May be found in company of betting men. Warrant issued. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 22.— Hereford ( City).— For stealing a pair of blankets, 2 counterpanes, and £ 4 — WILLIAM WATKINS, age 36, height 5 ft. 9 or 10 in., broad shoulders, stout build, complexion pale, hair light brown, small light moustache ( clipped) and side whiskers, eyes light blue, good teeth, mole left side of nose, walks and speaks quickly, suffers from eczema on face, fond of billiards and cards ; dress, brown mixture suit, soft white hat with black band, also had with him a dark grey mixture Norfolk jacket and knickers, plaid stockings, and brown shoes. Has served in the constabulary. Is accompanied by A WOMAN, age 35, height, 5 ft. 5 or 6 in., complexion pale, round face, hair dark; dress, black clothes, or navy blue costume. May endeavour to leave the country. Warrant issued. Information to Chief Constable Richardson, Hereford. HERTFORDSHIRE. 23.— St. Albans ( City). — For larceny— MARY CLARKE, age 39, height 5 ft., complexion fresh, hair brown, eyes blue, rather high cheek bones ; dress, black skirt, black laced bodice, yellow lining, black or black and white straw hat. A native of Aylesbury. Had with her a girl age 11. and a boy age 7. Warrant issued. 24.- Si. Albans ( City).— For deserting their families— ALFRED HILL, age 47, height 5 ft. 9 in., complexion fresh, hair ( turning grey) and eyes dark, moustache brown, mole on forehead, rings tattooed on fingers. A labourer ; native of London Colney, near St. Albans. — HENRY WALTER SKINNER, alias INKY, age 48, height 5 ft. 5 in., complexion dark, rather thin face, high cheek bones, hair and moustache black, eyes ( slight cast) dark brown, addicted to drink. A bricklayer. Warrants issued. A reward of £ 1 Is. will be paid by the Guardians of the St. Albans Poor Law Union to any person giving such information as will lead to the apprehension of either of the above. KENT. 25.— Canterbury ( County).— For stealing, 3rd inst., at Chatham, a silver English lever watch, " An improved lever," in black letters on face, silver curb chain, with sovereign purse attached ; and a silk umbrella, with ebony handle and silver knob— HENRY WILLIAMS, age 34, height 5 ft. 6 in., complexion fresh, hair ( bald on top) dark brown ; dress, black jacket and tiousers, yellow and black tie, white shirt (" P. Wall" in ink on front). Is a good musician. Has been invalided from the 21st Lancers. Warrant issued. Information to Supt. Supposed natives of Bromley- by- Bow. Warrant issued. 29- West Mailing ( County).— Escaped from custody at Yalding, having been arrested for assault on Police— ROBERT PERFECK, alias BOKO, age about 28, height 5 ft. 9 in., complexion, hair and moustache dark, bruised near right eye ; dress, dark shooting coat, supposed dark trousers. A native of Bexley Heath. Warrant issued. Information to Supt. Absconded 18th inst. 31 — Canterbury ( City).— For stealing 2 bicycles, 1st, a gentleman's " Campion," nearly new, " Campion " transfer down front tube, Hat handle bar, felt grips, front brake, no mudguards, black enamelled, usual parts plated, Jin. roller chain, geared to 72, brown leather saddle, and pouch containing 2 spanners, black enamelled lamp, small plated bell, and small plated pedals. 2nd, a lady's " Club Swift," Dunlop tyre to hind wheel, wide handle bar, cork grips, gold lined, rather scratched, 3 spiral spring Baddle, brown leather tool bag, small plated bell and lamp, " Swift Club " transfer on head, and " E. J. Philpott, 42, High Street, Canterbury," on front tube— JOSEPH FAW- CETT, age 26, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes blue, blind left eye. Is accompanied by a woman ( supposed his wife), age about 26, height 5 ft. 3 or 4 in., complexion fresh, hair brown ; dress, white sailor straw hat, grey bodice and skirt, and small white woollen shawl. Si— Folkestone ( Borough)— For obtaining £ 3 10s. by false pretences, 6th inst,— A MAN, age about 40, height about 5 ft. 4 in., square shoulders, complexion ruddy, thin face, clean shaved, large front teeth wide apart; dress, blue serge suit, brass buttons, gold braid on sleeves, shiny peak cap, with flag in front and gold cord. Appearance of an officer of the merchant service. Visits sea- side and provincial towns with two or three others selling skins, furs, & c., and may be accom- panied by a woman, age 30 to 40, complexion fresh, full face ; dress, dark blue serge skirt, pale blue and white striped blouse, white straw sailor hat with black band. Left here 7th inst. with a large oval top black trunk, varnished boards across top, large brown paper parcel containing furs, & c., and a brown Gladstone bag. Warrant issued. Information to Chief Constable Reeve, Folke- stone. 33.— Maidstone ( Borough).— For larceny, 15th inst.— LIONEL SMYTHE, alias SMITH, age 21^, height 5 ft. 5 in., left shoulder higher than right, complexion fresh, hair and eyes brown, slight moustache dark, 2 boil scars on neck, springing gait, stoops slightly. A clerk. Is a deserter from the Royal West Kent Regiment, dressed in uniform. LANCASHIRE. 74.— Liverpool ( City). — Sentenced, 25th inst., to 3 months imprisonment for loitering with intent to commit a felony on 31st ult.— A MAN, giving the name of JOHN WALSH, age 28, height 5 ft. 7 in., complexion pale, hair and moustache almost black, eyes dark brown, has 13 false teeth in upper and 6 in lower jaw, 2 scars front of left forearm, scar right side of chest on collar bone, 2 moles left side of stomach ; is well dressed, smart appearance, and of good address. Walsh ranged himself at a bank counter next to a clerk depositing money, and a confederate en- deavoured to draw the clerk's attention from the deposit. In the prisoner's possession were found three £ 5 Bank of England notes, one dated London, 3rd November, 1899, No. E/ 58 83520, two dated London, 29th May, 1900, Nos. H13 80417 and H13 11856 respectively. He refuses to give any information as to his antecedents. Is identical with Fred Smith, Office No. 418)< 6, described in POLICE GAZETTE, 25th .
