All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in, one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby idejitified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and. engravings of stolen property will be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. i*. Even/ announcement, if for the apprehension of a person, must, be guaranteed by the signature of a n officer of not less rank than Superintendent; and, if the name cf such person is requ ired to be inserted and no warrant is in force against him, the requisition must be signed by the ch ief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes pa rticulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at. once transmit to the Editor jwtice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be fonoarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, a/ nd the charges for the insertion of the same will be given on application. R. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularitj' in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property- has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect, And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICES. TANQUEREY'S FREE PORTRAIT SWINDLE ( Paris), about which warnings have appeared in these columns, is still finding victims in this country. A few individuals, here and there, have satisfactory dealings with him ( though in no case is the portrait executed until it has been paid for), and they become decoys to draw other persons into his net. See POLICE GAZETTE of 28th October and 18th November, 1898, and see especially the British Ambassador's letter, set out in POLICE GAZETTE of 2nd June, 18911. " THE HYPOLITE COMPANY." — This business, which was made the subject of so many complaints, has now been brought to an end by the arrest of the man who carried it on, upon County Court Commitment, The premises, 77 Trundley's Road, Deptford, are closed. ( See POLICE GAZETTE of 5th May, 1899). A native of Elengill, Westmorland. Absconded 12th inst. Warrant issued. 2.- 0 Division. — For stealing £ 28— ALFRED BOULTER, age 36, height 5 ft. 6 or 7 in., complexion fair, hair, moustache and close cut beard brown; dress, dark blue suit, slate coloured soft hat. A clerk ; native of Landport, Portsmouth. Warrant issued. Not to be arrested out of the United Kingdom. 3.— B Division•— For stealing 2 strings of large round pearls, slightly graduated from centre ( 1st, containing 64 ; 2nd, 68 pearls), gold and platinum open work oblong clasp, 8 diamonds in each, made to unscrew, can be used as a brooch; 3 large diamonds ( 1 about 2£ cts., 2 about 2 cts.), set in gold, fitted with screws, Brazilian stones ; 1 gold chain bracelet, curb pattern, fitted with sockets to screw 3 diamonds therein ; 2 gold safety pin brooches ( 1 fitted with socket in centre for diamond; Other with small diamond sus- pended in front); 1 gold oblong brooch, set large pearl in centre, 5 smaller pearls each side ; 1 lady's gold dress ring, set large sapphire iu centre surrounded by small diamonds ; 1 gold scarf pin, set large round pearl, and 4 small diamonds around edge— JOHN BELLAMY, age 26, height 5 ft. 6 in., complexion, and hair ( inclined to curl) dark, e3" es grey, rose, shamrock and thistle, heart with " J. B." in centre, anchor, cross, pansy, and a woman walking tight rope tattooed on left forearm, bracelet left wrist, ring on left middle finger, cut scar left side neck and throat ; dress, dark jacket suit, black hard hat. I.- G Division. — For forging and uttering a cheque for £ 24, 4th inst,— JOHN WILLIAM EDWARDS, alias LESLIE FARRANT, age 28, height 5 ft, 5 in., complexion pale, hair and mous- tache very light, eyes ( sunken) grey ; dress, blue serge suit, blue spotted tie, black hard felt hat, patent leather boots. Represents himself as a lieutenant of the Lancashire Artillery Militia, and occasionally woars the uniform. Warrant issued. 5.— L Division. For stealing 2 cheques ( 1 for £ 2 lis. on Parr's Bank, Streatham Branch, payable to G. Cockerell & Co., crossed ; the other for £ 1) ; and £ 33 10s. — ERNEST ALBERT SADLER, age 22, height 6 ft. 1 in., complexion pale, hair dark, slight moustache, eyes blue, large burn scar right side of face, arm and side ; dress, grey morning coat and vest, dark tweed trousers, or blue serge suit, straw hat. A clerk ; native of Brixton, Loudon. Frequents billiard rooms and cricket matches. Warrant issued. Not to be arrested out of the United Kingdom. 6.— V Division.— For stealing jewellery and clothing— MARTHA EVANS, a Welsh woman, age 28, height 5 ft. 4 in., complexion pale, thin features, hair light brown, eyes blue, several front teeth missing. A domestic servant. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For embezzlement — ARTHUR PERRY, age 28, height about 5 ft. 9 in., complexion fresh, hair and eyes dark, clean shaved, right hand deformed; dress, when last seen, light tweed jacket and trousers, brown vest with red check, black and white check cap, brown boots. Late of Plaistow. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CHESHIRE. H.— Altrincham ( County).— For obtaining 30s. by false pretences— ARTHUR ROBERTS, alias " GEORGE," age about 40, height 5 ft. ( J or 7 in., complexion sallow, hair ( bald on top) turn- ing grey, clean shaved, large mole one side of face near nose, Welsh accent, very talkative, walks very erect; dress, brown jacket, light vest, corduroy trousers ( much worn), black and white neckerchief, light cap with 2 peaks, new lace boots. ( if in., complexion fresh, hair light brown, eyes grey, scar back of right forearm, palm of left hand, and left forefinger, mole on both arms : dress, dark plaid coat and vest, with velvet collars, white bone buttons, light trousers with blue stripes, dark plaid peak cap, brown boots. Appearance of a horse dealer ; native of Dresden, Staffs. See portrait, Case No. 10, 27th July last. Information to the Chief Constable of Cheshire, Chester. DEVONSHIRE. 10.— Exeter ( City).— For stealing, 12th inst., a brown leather purse, containing £ 13— — SCHNEPP, a Belgian, age about 35, height about 5 ft. 6 in., very stout build, complexion fair, full round face, hair brown, rather full eyes; dress, brown coat and vest, dark trousers, bow tie, black bowler hat, brown lace boots. A ladies' tailor. He left Exeter for London 12th inst. Warrant issued. Information to the Chief Constable, City Police, Exeter. ESSEX. 11.— Chelmsford ( County).— For abscond- ing from Essex Industrial School at Chelmsford, 11th inst.— THOMAS STARES, age 15, height 4 ft. 74 in., complexion pale, hair and eyes brown. — HERBERT TAYLOR, age 14, height 4 ft. 24 in., hair dark, eyes brownish grey, several small scars lower part of face. Both wearing plain grey suits. Information to the Deputy Chief Constable, Chelmsford. 12.— Latchingdon ( County).— For house- breaking, 12th inst., at Purleigh, and stealing a lady's silver Geneva watch, No. 10787 ; 1 silver chain ; 2 money boxes ; 1 brown leather purse— A MAN, age about 30, slight build, complexion fair, thin face, hair light, slight moustache ; dress, dark suit, hard felt hat. Halsey, Latchingdon. 13.— Romford ( County).— For stealing, 31st ult., at Harold Wood, a gold watch and chain ( recovered) and a lady's old silver watch, nearly smooth back, plain white face, outer case repaired in two places near joint, short piece of black chain attached— T. H. WALSH, age about 30, height 5 ft. 7 or 8 in., complexion fresh, thin face, hair forbwn, clean shaved, one arm tattooed, of military appearance; dress, light tweed cycling jacket, black and white striped trousers, fastened at bottoms, light cap or white straw hat, sometimes wears blue glasses. Had in his possession an army discharge certificate. Stated he had been wounded in South Africa ; was riding a safety bicycle. Warrant issued. Information to Supt. Creasy, Romford. 14.— Saffron Walden ( County). — For wilful damage to a cell at Saffron Walden Work- house— THOMAS ORDISH, age 49, height 5 ft. 5 in., complexion fresh, hair, whiskers and mous- tache light brown, nose inclined to turn upwards; dress, dark coat, brown cord trousers, cap. A painter. Warrant issued. 15. — Saffron Walden ( County). — On commitment warrant for non- payment of £ 1 3s. fine and costs, imposed for using indecent language— GEORGE SHEPHERD, age 25, height 5 ft. 5J in., hair brown, eyes hazel. A labourer or fish hawker. IB. — Saffron Walden ( County) — For stealing £ 2 Is. 6d.— HARRY TATUM, age 26, height 5 ft. 5£ in., complexion fair, hair and slight moustache light, eyes blue, wooden right leg; dress, light fawn coloured suit, light cap. A shoe maker ; native of Long Melford, Suffolk. Warrant issued. Information to Supt. Pryke, Saffron Walden. 17.— Colchester ( Borough).— For stealing a bicycle ( recovered)— WILLIAM WILSON, alias WILKIN, age about 30, height 5 ft. 10 in., com- plexion fresh, hair dark brown, 2 front teeth deficient in upper jaw ; dress, dark brown suit, hard felt hat, of military appearance. Stated he was a painter and a native of Surrey. Warrant issued. Information to Chief Constable Coombs, Col- chester. GLAMORGANSHIRE. li.— Cardiff ( Borough).— For stealing, 9th July last, a suit of clothes ( recovered)— ELIZA- BETH MOURANT, alias HOMAN, ALDER- MAN, and NORMAN, age 35, height 5 ft. 2 in., slight build, complexion fair, hair light, bow- legged, takes long strides, mole left side of mouth ; dress, blue spotted blouse, black skirt, white straw hat with black band and a bunch of buttercups, wearing paste diamond earrings. A tailoress, native of Jersey. May be found at common lodging houses, Salvation Army homes, or seeking work at laundries Warrant issued Information to Head Constable McKenzie Cardiff. 11)— Neath ( Borough).— For embezzlement, 8th inst. THOMAS HENRY JONES, age 20, height 5 ft. 2 or 3 in., slight build, complexion sallow, hair ( curly) black, blue mark on chin, Welsh accent, apparently dull of comprehension ; wearing black coat and vest, black cap, wore a signet ring. A haulier. May endeavour to join a travelling theatrical company. Warrant issued. Information to Chief Constable Kilpatrick, Neath. GLOUCESTERSHIRE. 20.— Coleford ( County). — For stealing ( bailee) 7th ult., a gold Albert, link pattern EDWARD JOHNSON, age about 60, height 5 ft. 11J in., complexion fresh, hair and moustache grey, eyes blue, walks erect with short quick steps, London accent; dress, blue serge suit and cap, had with him a silk hat and black frock coat suit ( all new). A travelling clock and watch maker; supposed a native of Plymouth. Absconded 8th ult. Warrant issued. Information to Supt. Ford, Coleford. 21. Stroud ( County).— For stealing ( by trick) a light grey suit and a pair of dark striped trousers BURTON, alias A. WILSON, age 30 to 35, height 5 ft. 8 or 9 in., complexion fresh, hair and slight moustache light, eyes blue, cut scar centre of lower lip ; wearing the stolen suit, dark cycling cap, boots. Warrant issued. Information to Supt. Harrison, Stroud. 22.— Bristol ( City).— For embezzlement— CHARLES F. WARLAN'D, alias ARTHUR CHARLTON RIGBY, age 30, height about 5 ft. 6 in., hair dark brown, clean shaved, left leg shorter than right. A newspaper correspondent. Absconded 19th July last. Warrant issued. Information to the Chief Constable, Bristol. Warrant issued. The above reward will be paid by Mr. T. W. Kemp, Inspector of Poor, Haddington, to any person giving such information as will lead to the arrest of Rae. Directions for arrest cancelled. 25.— Southampton ( Borough).— For em- bezzling £ 73 10s.— JAMES SAMPSON, age 38, height about 5 ft. 6 in., complexion fair, hair light, moustache and beard inclined to sandy, may now be clean shaved, prominent eyes, bad teeth, is addicted to drink ; dress, grey jacket suit, occasionally wears a long grey overcoat. A corn merchant's traveller. May be found in company of betting men. Warrant issued. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 26.— Hereford ( City).— For stealing a pair of blankets, 2 counterpanes, and £ 4 — WILLIAM WATKINS, age 36, height 5 ft, 9 or 10 in., broad shoulders, stout build, complexion pale, hair light brown, small light moustache ( clipped) and side whiskers, eyes light blue, good teeth, mole left side of nose, walks and speaks quickly, suffers from eczema on face, fond of billiards and cards; dress, brown mixture suit, soft white hat with black band, also had with him a dark grey mixture Norfolk jacket and knickers, plaid stockings, and brown shoes. Has served in the constabulary. Is accompanied by A WOMAN, age 35, height, 5 ft. 5 or 6 in., complexion- pale, round face, hair dark ; dress, black clothes, or navy blue costume. May endeavour to leave the country. Warrant issued. Information to Chief Constable Richardson, Hereford. HERTFORDSHIRE. 27.— St. Albans ( City). — For larceny— MARY CLARKE, age 39, height 5 ft., complexion fresh, hair brown, eyes blue, rather high cheek bones ; dress, black skirt, black laced bodice, yellow lining, black or black and white straw hat. A native of Aylesbury. Had with her a girl age 11, and a boy age 7. Warrant issued. 28. St. Albans ( City).— For deserting their families— ALFRED HILL, age 47, height 5 ft. 9 in., complexion fresh, hair ( turning grey) and eyes dark, moustache brown, mole on forehead, rings tattooed on fingers. A labourer ; native of London Colnev, near St. Albans. — HENRY WALTER SKINNER, alias INKY, age 48, height. 5 ft. 5 in., complexion dark, rather thin face, high * cheek bones, hair and moustache black, eyes ( slight cast) dark brown, addicted to drink. A bricklayer. Warrants issued. A reward of £ 1 Is. will be paid by the Guardians of the St. Albans Poor Law Union to any person giving such information as will lead to the apprehension of either of the above. Canterbury ( County).— For stealing, 3rd inst., at Chatham, a silver English lever watch, " An improved lever," in black letters on face, silver curb chain, with sovereign purse attached ; and a silk umbrella, with ebony handle and silver knob— HENRY WILLIAMS, age 34, height 5 ft. 6 in., complexion fresh, hair ( bald on top) dark brown ; dress, black jacket and tionsers, yellow and black tie, white shirt (" P. Wall" in ink on front). Is a good musician. Has been invalided from the 21st Lancers. Warrant issued. Information to Supt. Styles, Tonbridge. 34.— Canterbury ( City).— For stealing 2 bicycles, 1st, a gentleman's " Campion," nearly new, " Campion " transfer down front tube, flat handle bar, felt grips, front brake, no mudguards, black enamelled, usual parts plated, 4 in. roller chain. geared to 72, brown leather saddle, and pouch containing 2 spanners, black enamelled lamp, small, plated bell, and small plated pedals. 2nd, a lady's " Club Swift," Dunlop tyre to hind wheel, wide handle bar, cork grips, gold lined, rather scratched, 3 spiral spring saddle, brown leather tool bag, small plated bell and lamp, " Swift Club " transfer on head, and " E. J. Philpott, 42, High Street, Canterbury," on front tube— JOSEPH FAW- CETT, age 26, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes blue, blind left eye. Is accompanied by a woman ( supposed his wife), age about 26, height 5 ft. 3 or 4 in., complexion fresh, hair brown ; dress, white sailor straw hat, grey bodice and skirt, and small white woollen shawl. Stated he was an agent in advance for a theatrical company ; 2nd, age about 31, height 5 ft. 9 or 10 in., complexion swarthy, hair dark brown, moustache dark ; dress, dark mixture suit, black felt hat. They stayed at a Temperance Hotel from 25th ult. and were visited by a man age about 20, height 5 ft. 10 or 11 in., slight build, hair and slight moustache dark ; dress, dark blue jacket suit, dark overcoat, check cap. Stated he had come from London and was in the furnishing trade, and also by A WOMAN, age about 28, height 5 ft. 4 in., complexion fair, hair light, wears prominent upper false teeth; dress, white skirt and blouse, black waist band, white boots, wore a number of gold rings and a gold bangle.
