THE FOLIC PUBLISHED BY AUTHORITY, NEW SERIES. FRIDAY, AUGUST 31, 1900. VOL. XVII., No. 1740. REGULATIONS. I All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property icill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward, is offered, the name and. address of some person responsible, for the payment must be given, " ml the exact, conditions must be clearly stated. 5 Portraits of person* whose apprehension is sought for serious offences, and engravings of stolen property will be inserted, at a cost of 15s. per portrait, arul of 7s. 6d. per photo- graph or sketch of a stolen a rticle. Every announcement, if for the apprehension of a person, must, be guaranteed, by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required, to be itiscrted and no warrant, is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Annouiwements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as fa r as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE OAZETTE, invit, on their apprehension or recovery, at once transmit to the Editor iwtice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In. all cases the officer signing the request for the insertion of any annowicement will be wholly responsible for any proceedings which may result from such publication. 11. Announcemerds for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition iwt later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcement's concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same wiU be given on application. E. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( « ) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, lioldingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the. Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Static. [ Insert name and address of the Printer.] SPECIAL NOTICE. THE EDITOR has received complaints with respect to the late delivery of the POLICE GAZETTE, and desires, with a view to trace the person responsible, that all such complaints may in future be accompanied by the wrapper in which the Gazette was forwarded. Warrant issued. 2.— E Division.— For stealing an Imperial Yeomanry cloak H. S. MURRAY, alias JERE- MIAH JAMES MAGUIRE, age 35, height 5 ft, 8 in., complexion fair, hair ( curly) dark brown, eyes dark, gunshot wound in neck, head inclined to one side, lame right leg ; dress, khaki uniform, blue tunic with steel chain shoulder guards, or plain clothes. Warrant issued. 3.— E Division .— For embezzlement— DANIEL HYAMS, age 22, height 5 ft. 6 or 7 in., slightly bow- legged, complexion and hair dark, thin face, false teeth, of Jewish appearance ; dress, supposed light grey suit. A fruiterer ; native of Aldgate, London. Warrant issued. 4.— Y Division.— For obtaining credit by false pretences — ELLEN BIGNALL, alias TOLLEY, MCKENZIE, and WILSON, age 50, height 5 ft. 2 ill., complexion, and hair ( turning grey) dark, eyes grey, left leg artificial; dress, black figured brocade silk skirt and bodice, grey Inverness cape, black bonnet trimmed black feathers and beads, carries a black walking stick with silver band. Represented that she was a large property owner in London and Scotland, had lately inherited various stocks and shares, and produced' bogus documents. Is believed to have left London 1st inst. CITY OF LONDON. 5.— For obtaining credit while an undischarged bankrupt— BEVERLEY BIRD, age 60, height 6 ft. 2 in., well built, broad shoulders, hair and heavy moustache grey. A retired Army captain. Warrant issued. 6.— For obtaining credit by false pretences— DR. MAURICE HENDL, age 40, height 5 ft. 9 in., slight bnild, hair and moustache black, eyes sunken, prominent nose ; dress, dark clothes, silk hat, wears glasses. Of Jewish appearance. Warrant issued. 7.— For stealing a cheque for £ 296 7s. 9d.— CHARLES THOMAS DAWSON, age 22 ( looks younger), height 5 ft. 6 in., complexion and slight moustache dark; dress, dark clothes, straw hat. Of J ewish appearance. 8.— For embezzlement— HORATIO SYDNEY DAVIS, age 24, height 5 ft. 5 or 6 in., complexion fair, thin face, hair light, clean shaved, delicate appearance ; dress, black alpaca jacket and straw hat. Warrant issued. 10.- Maidenhead ( County).— For stealing, 27th ult., a Geneva gun- metal keyless watch, No. 3694, bevel glass, white dial, second hand, gilt ornaments round figures— A YOUTH, age 16 or 17, height 5 ft. 3 in., complexion fresh, round features, hair brown ; dress, dark grey suit, black hard felt hat. Supposed a native of Hackney. Information to Deputy Chief Constable Dorrell, Maidenhead. BRECONSHIRE. 11.— Crickhowell [ County).— For stealing a brown purse, 1 gold ring, and about £ 8— TWO MEN, 1st, age 30 to 35, height 5 ft. 8 to 10 in., rather slight build, complexion, hair, and heavy moustache dark ; dress, dark monkey jacket, white cord or moleskin trousers, tied below knees, light plaid cap, white neckerchief. 2nd, age 30 to 35, height 5 ft. 6 to 8 in., stout build, complexion fresh, hair brown, moustache sandy ; dress, light brown jacket, brown cord trousers, dark cap and neckerchief. CARNARVONSHIRE. 12.— Carnarvon ( County).— For stealing a gold bracelet, set diamonds and sapphires alter- nately ; 1 gold brooch ; 1 old revolver ; 1 white silk handkerchief; and a number of schoolmaster's certificates granted to R. CHESHIRE. 13. — Altrincham { County). — For ware- housebreaking and stealing money— WILLIAM SMITH, age 22, height 5 ft. 7 or 8 in., rather stout build, complexion fair, face bloated, hair very light brown, slight moustache light, eyes grey; dress, black coat and vest, cord trousers, black hard felt hat. A joiner; native of Altrincham Warrant issued. Information to Supt. Okell, Altrincham. 1 i — Macclesfield { County).— For steal- ing, 6th inst., a mare ( recovered) — ROBERT MARFLEET, age 21, height 5 ft. 6f in., com- plexion fresh, hair light brown, eyes grey, scar back of right forearm, palm left hand, and left 1st finger, mole on both arms ; dress, brown coat and vest, black and white plaid trousers ( tight fitting), cap, square toed boots. A native of Dresden, Staffs. See portrait, Case No. 40, 27th nit. Warrant issued. Information to Supt. Downes, Macclesfield. 15.— Chester ( City).— For stealing, 8th inst., a bicycle ( recovered) — JACK WENTWORTH, age 27, height 5 ft. ( i in., complexion dark, sharp features, burn or abscess scar on left side neck; dress, old brown coat, brown check knickers, dark stockings, wore a gold signet ring. He left at an hotel, 8th inst., a safety bicycle, dropped handle bars, cork handles with white tips ( ends missing), B. S. A. fittings, odd tyres ( front Scott's Standard), rat- trap pedals, toe clips, " Gurlime, established 1883 " on front bar. 16 — Chester ( City). — For stealing 30s., 7th inst.— WILLIAM CAMERON REYNOLDS, age 17, height 5 ft. 8 in., slight build, hair light brown ; dress, 2 coats ( 1 brown, 1 blue), dark cord trousers, blue peak cap, heavy lace bootB. A farmer labourer ; native of Swinton. Information to the Chief Constable, Town Hall, Chester. CUMBERLAND. 17. — Appleby { County).— For stealing a bicycle ( recovered)— SIDNEY L. COOK, alias MONTROSE and LEWIS, age about 30, height 5 ft. 10 in., slight build, complexion sallow, hair and slight moustache dark, wears spectacles, supposed slight impediment in speech; dress, blue serge suit, grey check cap with bicycle badge, or light straw hat, kid shoes. Identical with MAN, Case No. 11, 10th inst. Warrant issued. 18.— Appleby { County).— For obtaining £ 5 by a worthless cheque— HARRY TOMMS, age 35 to 40, height 5 ft. 10 or 11 in., complexion swarthy, sunburnt, hair ( turning grey) dark brown, large nose slightly bent and appears to have been broken ; dress, brown tweed Norfolk suit, grey stockings, cycling shoes, straw hat with red, white and bine band. Is believed to have in his possession cheques on the Bank of Liverpool, Nos. 4885 to 90 and 4893- 6. Warrant issued. Information to Supt. Smith, Appleby. 19.— Carlisle ( County).— For stealing, 9th inst., a pneumatic safety road racer bicycle, " Excelsior" thereon, black enamelled, 28 in. wheels, flat handle bar, old pattern Dunlop 1J in. tyres, back tyre rubber worn all round on" left side, 25 in. frame, pneumatic brake on back wheel, rat- trap pedals, gear about 65, Lycett saddle, oval springs, Lucas inflator, rubber clips, plated lamp — A MAN, age about 30, height 5 ft. 7 in., slight build, complexion fale, round face, slight mous- tache dark, good teeth, speaks with Cumberland accent; dress, black morning coat, grey trousers, cap. Warrant issued. Information to Supt. Graham, Carlisle. DERBYSHIRE. 20.— Alfreton ( County).— For embezzling £ 2 15s. Kid — JOHN PURCELL, age 25, height 5 ft. 5 or 0 in., complexion pale, hair light, eyes blue; dress, navy blue suit ( double- breasted square- cut jacket), light cap, brown boots, appear- ance of a groom. Native of Somercotes, Derby- shire. Has been employed as a bread cart man. May endeavour to enlist. Warrant issued. Information to Supt. Eyte, Alfreton. DORSETSHIRE. 21.— Poole ( County).— For falsification of accounts, between 1st and 16th inst., at Parkstone WILLIAM BOSWARTH BARNETT, late sub- postmaster, age li ( looks older), height 5 ft. 1( 1 in., complexion fresh, hair, beard, and whiskers ( cut close) grey, moustache ( turning grey) dark, eyes blue ; dress, dark grey suit, white tie, cloth cap, had with him 2 or 3 hand bags. Supposed a native of Bristol. Absconded 17th inst. Warrant issued. Information to Deputy Chief Constable Hains, Poole. DURHAM. 22.— Darlington ( County).— For stealing, 2nd inst., a " Court Royal" safety bicycle, makers Lloyd, Court & Co., 24 in. frame, black enamelled and gold lined, 1898 Dunlop tyres, Westwood rims, drop handle bar, cork handles with black tips, block chain, fitted for mudguards, dent in back stay about 4 in. from bottom bracket— A MAN, giving the names of LEWIS and COOK, age about 30, height 5 ft. 10 in., complexion sallow, hair and slight moustache dark, wore spectacles, and appeared to have a slight impediment in his speech ; dress, dark navy blue jacket suit, grey check cap, patent leather shoes, wore a strap on right wrist, carried a small black hand bag, and has with him a new grey tweed cycling suit. Represented that he was a cycle dealer. Is wanted elsewhere for similar offences. Warrant issued. Information to Supt. Davison, Darlington. ESSEX. 23.— Grays ( County).-— For embezzlement— HENRY TOTT, age 18, height about 5 ft. 4 in., slight build, complexion fair, hair light, slight moustache; dress, blue serge suit. Has been employed as a furniture salesman. Warrant issued. Information to Supt. Jordan, Grays. 24.— Maldon ( County).— For stealing ( bailee) 16th inst., a " New Beeston " bicycle, back tyre Woodstock pattern, front tyre Dunlop ( re- covered with Palmer pattern ribbed tread), front forks much curved, slightly dropped handle bars, no brake or mudguards— A MAN, who gave the name of WARRINGTON, age about 22, height about 5 ft. 6 in., complexion fair, hair dark; dress, dark suit, white straw hat. Warrant issued. Information to Inspector Waterman, Maldon. FLINTSHIRE. 25.— Mold ( County).— For absconding from St. David's Reformatory School — CHARLES QUINN, age IS, height 5 ft. 10 in., complexion sallow, face blotched, hair brown, eyes grey, slightly knock- kneed ; dress, blue serge jumper and pants, check shirt, white flannel singlet with blue jean edging round neck, lace boots. Is a good B flat clarionet player.— HUGO ERNEST JONES, age 18, height 5 ft. 6 or 7 in., stout build, complexion fresh, red cheeks, hair dark brown, eyes blue ; dress, blue serge jumper and pants, check shirt, white flannel singlet, buckled boots. Is a good E flat clarionet player. Both natives of London. Information to Supt. Davies, Mold. GLAMORGANSHIRE. 26.— Cardiff ( Borough). — For stealing a watch ( recovered) — JOHN BROOKS, age 22, height 5 ft. 7 in., complexion pale, pimples on face, hair ( frizzed) dark, slight moustache brown, hard lump back of left ear, bandage on right thumb ; dress, blue serge jacket suit, straw hat, patent leather boots. A barber ; native of Birmingham. Absconded 18th inst. Warrant issued. Not to be arrested out of the United Kingdom. 27.— Cardiff ( Borough).— For rape— WIL- LIAM COLES, age 37, height 5 ft. 4 in., com- plexion ruddy, thin face, hair and slight moustache brown, large red nose, shambling gait, weak knees, drawling accent; dress, dark grey tweed jacket and vest, old dark trousers, pale blue tie, cap, lace boots. A tramway signaller ; native of Hereford. Absconded 27th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 28.— Alton ( County).— For an offence under Section 4 of the Criminal Law Amendment Act 1885— JAMES HOARE, age 17, height 5 ft. 3 in., complexion pale, hair light brown, eyes grey ; dress, dark blue suit, white peak cap, heavy lace boots. A tramping labourer; frequents common lodging- houses; native of Portsmouth. Ab- sconded 2lBt inst. Warrant issued. Information to Supt. James, Alton. £ 2 REWARD. 29.— IWinchester ( City). — For deserting his wife and children, leaving them chargeable to the common fund of the New Winchester Union — GEORGE SIMS, age 30, height 5 ft. 8 or 9 in., complexion fair, hair and eyes dark brown, mole inside right upper and forearm, strawberry birth- mark inside left forearm; dress, usually grey frock coat, grey vest, black trousers, black hard felt hat. A tailor ; native of Winchester. Warrant issued. The above reward will be paid by Mr. George Read, relieving officer of the New Winchester „ Poor Law Union, for such information as will * lead to the arrest of Sims. Information to Head Constable Felton, Win- chester. 30.— Portsmouth ( Borough). — For steal- ing £ 17— THOMAS SMITH, C. S. O., No. M 11341, age 43, height 5 ft. 7£ in., complexion fresh, hair and eyes brown, 2 scars over left eyebrow, 2 over navel; dress, blue jacket and trousers, white straw hat with black band, brown boots. Known as " Country Tommy," and his photograph appears in Illustrated Circular, No. 51, figure 10. Smith was concerned in above larceny with a man now in custody, age about 25, height 5 ft. 4 or 5 in., complexion fair, hair light; dress, dark bluish grey suit, white straw hat, black band, side spring boots. Both are race followers. 31 .- Portsmouth ( Borough).— For obtain- ing money by false pretences— F. R. GREEN, age about 33, height 5 ft. li in., slight build, com- plexion fair, hair light tinged with grey, clean shaved, long nose, sharp features, speaks quickly, plausible manner; dress, light tweed suit, straw hat with red and blue band, or plaid cap. He advertises in local papers for managers to licenced premises, obtains a deposit, and decamps. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE, 32.— Ledbury ( County).— For stealing, 14th ult., at Colwall, a small metal Geneva watch. No. 12119, steel chain attached— HENRY RUSSELL, age 17, height 5 ft. 2 in., complexion dark, hair black, eyes hazel, cast in right eye; dress, black jacket, grey tweed vest, brown cord trousers, grey cap, strong lace boots. A tramping labourer ; native of Birmingham. Information to Supt. Phillips, Ledbury. 33.— Ross ( County).— For housebreaking, 14th inst., at Llancloudy, and stealing a blue pilot cloth jacket, lined blue plaid ; 1 dark grey vest; 3 cotton shirts ; 3 pairs new grey woollen stock- ings ; 1 pair new boots, nailed; 1 rush basket, grey webbing round handles— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) dark, rough beard round chin, moustache dark, sore eyes ; dress, dirty drab slop, cord trousers, grey cap or hat. A tramp. ."> 4.— Ross ( County).— For failing to appear to a summons for assault— ARTHUR BRIGGS, age 50, height 5 ft. 7 in., complexion fresh, hair ( turning grey) dark, moustache light, eyes blue ; dress, black morning coat, blue vest, dark trousers, lace boots, black hard felt hat, a tramping tailor— BRIDGET BRIGGS, age 32, height 5 ft. 3 or 1 in., complexion fresh, hair brown, eyes hazel ; dress, brown cape, red blouse, black shirt, black sailor hat. Accompanied by their 2 children ( a girl, age 5, and a boy, age 2|). Warrant issued. Information to Supt. Jordan, Ross. HERTFORDSHIRE. •!").— Hertford ( County). — For obtaining money by false pretences, 23rd April last— F. THOMAS, age about 60, height 5 ft. 8 or 9 in., complexion fresh, hair ( short) nearly white, of good appearance and address. Warrant issued. Information to Supt. Shore, Hertford. 36.— St. Albans ( County).— For failing to surrender to his bail, 25th inst., charged with stealing a pcny, cart and harness — JOHN EDWARDS, age 49, height 5 ft. 7£ in., complexion dark, hair dark grey, stubby beard, eyes grey, nose has been broken and inclines to the right, flags of all nations, female and bracelet tattooed right arm, flower, pot, and bracelet left arm. A labourer. May seek employment with threshing machines or at farms. Warrant issued. Information to Inspector Hassell, County Police Office, St. Albans. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT 37.— P Division. For embezzling, between 13th November, 1899, and 5th January last, £ 2,000, anil forging and uttering a draft for £ 1,200— ROBERT SCOTT YOUNG, age 40, height 5 ft. 6 in., complexion, hair and eyes dark, long features, eyes sunken, clean shaved ; dress when last seen, blue serge . jacket suit, white straw hat. A bank manager. Absconded Oth inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CAMBRIDGESHIRE. .' 58.— Cambridge ( Borough).— For stealing £ 170— JAMES E. BERKELEY, age 45, height 5. ft. 6 or 7 ill., slight light moustache ( turning grey), Roman nose, long face, wears false teeth, haB a habit o" dropping one side of_ lower jaw when talking ; dress, dark jacket suit with light stripe, black bowler hat or cap. A tourist agent. Represented himself as a member of the Institute of Civil Engineers. Had in his possession £ 150 in Scotch and Irish notes ( varying in value from £ 1 to £ 10 each). Addicted to drink. Stated he was a native of Glasgow. Warrant issued. Information to the Chief Constable, Cambridge. STAFFORDSHIRE.
