THE POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 24, 1900. VOL. XVII., No. 1738. REGUL, ATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2- Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be fallen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name, and address of some person responsible for the payment must be gicen, and the e- ract conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15.?. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. i*. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the- name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the cownty, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of iwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, us far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor iwtice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any aniwunccmcnt will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted o% payment, ami the charges for the insertion of the same wiU be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case lias come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. COOK, alias MONTROSE and LEWIS, age about 30, height 5 ft. 10 in., slight build, complexion sallow, hair and slight moustache dark, wears spectacles, supposed slight impediment in speech; dress, blue serge suit, grey check cap with bicycle badge, or light straw hat, kid shoes. Identical with MAN, Case No. 11, 10th inst. Warrant issued. 16.— Appleby ( County).— For obtaining £ 5 by a worthless cheque— HARRY TOMMS, age 35 to 40, height 5 ft. 10 or 11 in., complexion swarthy, sunburnt, hair ( turning grey) dark brown, large nose slightly bent and appears to have been broken ; dress, brown tweed Norfolk suit, grey stockings, cycling shoes, straw hat with red, white and blue band. Is believed to have in his possession cheques on the Bank of Liverpool, Nos 4885 to 90 and 4893- 6. Warrant issued. Information to Supt. Smith, Appleby. 17 — Carlisle ( County).— For stealing, 9th inst., a pneumatic safety road racer bicycle, " Excelsior" thereon, black enamelled, 28 in. wheels, flat handle bar, old pattern Dunlop I J- in. tyres, back tyre rubber worn all round on left side, 25 in. frame, pneumatic brake on back wheel, rat- trap pedals, gear about 65, Lycett saddle, oval springs, Lucas inflator, rubber clips, plated lamp — A MAN, age about 30, height 5 ft. 7 in., slight build, complexion [ ale, round face, slight mous- tache dark, good teeth, speaks with Cumberland accent; dress, black morning coat, grey trousers, cap. DENBIGHSHIRE. 18.— Wrexham ( County).— For failing to report — Licence- holder JAMES RYAN, alias PATRICK EGAN and SAMUEL JONES, Office No. 2037- 00, age 47, height 5 ft. 6J in., complexion fresh, hair light brown, eyes grey, scars right back of head, left side forehead, right side neck, 2 back, 1 front and 1 outside left forearm, front left little and back of forefinger, point right elbow, and front right, forearm, back right little finger, right leg deformed ( been broken). A labourer ; native of Wrexham. Sentenced at Chester Quarter Sessions, 22nd October, 1896, to 5 years penal servitude for burglary and larceny. Licenced 31st ult. M. W. 19. DURHAM. 19— Darlington ( County).— For stealing, 2nd inst., a " Court Royal" safety bicycle, makers Lloyd, Court & Co., 24 in. frame, black enamelled and gold lined, 1898 Dunlop tyres, Westwood rims, drop handle bar, cork handles with black tips, block chain, fitted for mudguards, dent in back stay about 4 in from bottom bracket— A MAN, giving the names of LEWIS and COOK, age about 30, height 5 ft. 10 in., complexion sallow, hair and slight moustache dark, wore spectacles, and appeared to have a slight impediment in his speech ; dress, dark navy blue jacket suit, grey check cap, patent leather shoes, wore a strap on right wrist, carried a small black hand bag, and has with him a new grey tweed cycling suit. HAMPSHIRE. 21.— Winchester ( City).— For failing to report — Licence Holder EDWARD JAMES HOLE, Office No. 1866- 99, age 42, height 5 ft. 4 in., complexion fresh, hair light brown, eyes dark grey, mole outer corner left eye and b* ck neck, scar bridge of nose, mole inside and outside forearms, scar back right thumb, left big toe joint enlarged, scar left thumb and left first finger. Sentenced at Winchester Assizes 25th June, 1896, to 5 years penal servitude for fraud. Licenced 24th June, 1899. Q. Phillips, Ledbury. 26.— Ross ( County). — For housebreaking, 14th inst, at Llancloudy, and stealing a blue pilot cloth jacket, lined blue plaid ; 1 dark grey vest; 3 cotton shirts ; 3 pairs new grey woollen stock- ings ; 1 pair new boots, nailed ; 1 rush basket, grey webbing round handles— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) dark, rough beard round chin, moustache dark, sore eyes ; dress, dirty drab slop, cord trousers, grey cap or hat. A tramp. Information to Supt. Jordan, Ross. HERTFORDSHIRE. 27.— Hertford ( County). — For obtaining money by false pretences, 23rd April last— F. THOMAS, age about 60, height 5 ft, 8 or 9 in.] complexion fresh, hair ( short) nearly white, of good appearance and address. Warrant issued. Information to Supt. Shore, Hertford. ISLE OF WIGHT. 28.— Newport ( County).— For stealing at Cowes, 0th inst., 1 black leather jewel case, about 12 in. by 9 in. by 4 in., brass handle on top, con- taining several black jet articles ; 2 silver cable bracelets; 2 bangles ( 1 chased, and initials " A. J. J." thereon); 3 lady's gold rings, ( 1 " Mizpah" thereon; 1 single diamond ; 1 hoop," ruby in centre); several very old pennies ; 1 lady's gold half hunter watch, initials " R. B." on back : 1 large hair brush, silver back, initials " Ay. By." thereon ; an old dragon 5s. piece made into brooch ; 2 lion Is. pieces ( 1 made into brooch) ; bunch of silver trinkets on chain— A WOMAN, who gave the name of MISS WARD, age about 30, height about 5 ft., complexion pale, hair reddish brown ; dress, white straw hat ( black band), black corded silk blouse, black alpaca skirt, mackintosh cape, small muslin tie with lace round, of good address and appearance. Is identical with Mary Fraser, Case No. 7, 10th inst. Warrant issued. Information to Supt. Ayres, Quay Street, New- port, I. W. KENT. 29.— Sandwich ( County). — For stealing, between 6th and 8th inst., at Deal, a lady's silver open face watch, No. ( supposed) 11432; 1 silver Albert, with tassel and compass attached — JAMES EVANS, age 35 to 38, height 5 ft. 7 or 8 in., complexion fresh, hair ginger, eyes ( sup- posed) grey, red blotchy face, woman tattooed on one arm. Is a deserter from the 6th Royal Fusiliers. Supposed a native of Camden Town, London. Warrant issued. Information to Supt. Chaney, Sandwich. 30,— Dover [ Borough.).— For obtaining money by worthless cheques on the Capital and Counties Bank— WILLIAM TRACEY BRINCKWORTH, age about 45, height 5 ft. 9 or 10 in., complexion fresh, hair and pointed moustache dark, stoops slightly, swaggering gait, wears pince- nez ; dress, blue serge jacket and trousers, buff colour vest, black hard felt hat. He represents himself as a traveller and land agent, also states that he has been engaged with a band, and has been wounded in South Africa. Warrant issued. Information to Head Constable Sanders, Dover. ' M.— Gravesend ( Borough).— For stealing £ 156, 11th inst.— THOMAS BAMFORD, age 65, height 5 ft. 9 in., slight build, complexion ruddy, prominent nose, hair ( bald in front) and thick moustache grey, eyes weak and continually blink- ing, occasionally wears glasses, sullen expression, back of head prominent, broad forehead, pointed chin, large square topped ears, large mouth, irregular teeth, loug hands, prominent wrist bones, thumbs and ends of fingers thick, drawling accent : dress, when last seen, black morning coat, grey vest and trousers, wore a masonic pin ; usually carries a black bag. Warrant issued. Information to Chief Constable Thornton, Gravesend. LANCASHIRE. 32.— Chorley ( County).— For stealing 30s., 8th inst., at Much Hoole— ELLEN ANN MUL- HOLLAND, age 16. height 5 ft. 3 or 4 in., slight build, complexion fresh, hair light brown ; dress, blue skirt, black and white plaid shawl, carpet slippers. A domestic servant; native of Preston. 33.— Chorley ( County).— For stealing 25s., 5th inst,— A MAN, age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( cut short), moua- > tache, and slight imperial, brown ; dress, brown jacket and vest, light plaid trousers, light cap. Represented that he was employed by the railway company to put new levers in the signal boxes. Information to Acting Supt. Williams, Chorley. 34.— Liverpool ( City).— For failing to report — Supervisee WILLIAM HENRY LAVINGTON, alias ALGERNON CAMPBELL, EDWARD GLOVER and TURNER, Office No. 1357- 97, age 50, height 5 ft. 7j in., complexion pale, hair ( bald on top) sandy, eyes grey, scar cut outside left thumb, scar left side, burn scar back right forearm, boil scar front of chest. Sentenced at Belfast Sessions, 27th October, 1897, to 12, 12 and 12 months hard labour ( concurrent), and 2 years police supervision for false pretences ( 3 charges).
