I a ' announcements for insertion in the POLTCE GAZETTE, and all communications relating io / hem, should be addressed to THE EDI TOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD. LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought mill be inserted in. one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for r the pay men! must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravim/ s of stolen property will be inserted at a cost of 15*. per portrait, and of 7s. 6d. per photo- graph or sketch of a stolen article. \ *. Every announcement, if for the apprehension of a person, must be guaranteed by the signature v o f an officer of not less rank than Superintendent; awl, if the. naifle of such person is required, to be inserted and tio warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of iwt less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by eou/ ities. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE RTAZETTE. must, on their apprehension or recovery, at once transmit to the Editor, notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any annoimcement toill be wholly responsible for any proceedings which may result from such publication. 11 Amwunccments for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and, for the Tuesday edition not latw than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Ordert or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted OH payment, ami the charges for the insertion of the same will be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( 4) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( r). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Not ires can be posted. He repre- sented himself as a valet and that he had come from Edinburgh en route to Paris to join his master. Warrant issued. 2.— G Division.— For failing to surrender to his bail, 13th inst.. charged with stealing a ton of zinc— GEORGE HENRY RICHARDS, age 48, height 5 ft. 3i in., complexion fresh, hair dark brown, eyes blue, scars left elbow, cheek under left ear, back of right forearm, and palm left hand; dress, reddish grey jacket and veBt, black and white check trousers, brown boots, soft white felt hat. A native of Cambridge. Warrant issued. 3.— N Division. — For stealing £ 2 18s. tid. — JOHN BROWN, age 45, height 5 ft., 7 or 8 in., complexion fair, round fat face, hair light, eyes grey ; dress, cord trousers and vest, blue cloth jacket, blucher boots, blue peak cap. A native of Burnt Mill, Essex. Warrant issued. 4.— N Division. — For obtaining £ 3 by false pretences.— REED, age 20, height 5 ft. 3 or 4 inches, complexion fair, hair light, eyes blue, dress, dark tweed Buit and cap. Native of Bishop's Stortford. Warrant issued. 5.— P Division.— For embezzling £ 2,000 and forging and uttering a draft for £ 1,200— ROBERT SCOTT YOUNG, age 40, height 5 ft. 6 in., complexion, hair and eyes dark, clean shaved ; dress, dark mixture jacket suit, black hard felt hat. A bank manager. Warrant issued. 6.— W Division. — For till larceny at Mitcham— WILLIAM HENRY SMITH, Office No. 1640/ 99, age 21, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, large cut scar back left upper arm. cut scar front left wrist, 2 cut scars outer side first joint left thumb, mole front right upper arm, blue dot back left forearm. Sentenced at Central Criminal Court Kith Decem- ber, 1897, to 18 months hard labour for highway robbery. 18248. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard. S. W. Of Jewish appearance. 9.— For embezzlement— HORATIO SYDNEY DAVIS, age 24, height 5 ft. 5 or 6 in., complexion fair, thin face, hair light, clean shaved, delicate appearance ; dress, black alpaca jacket and straw hat. Menai Bridge { County).— For ob- taining money by worthless cheques— SAMUEL WALTON KAY, late vicar of Butcher's Marston, Warwick, age about 40, height 5 ft. 10 or 11 in., complexion fair, hair light brown ( turning grey), moustache light, eyes blue ( cast in left), wears dark glasses, small hole on chin, lump on head ; dress when last seen, black alpaca jacket, white vest with blue stripes, blue serge trousers, white linen hat. Previously convicted of forgery. Is accompanied by his wife and 3 boys, eldest about 8, and a girl, age about ; the hair of all the children is nearly white. They left for Dublin on 30th ult. THORNTON, and KATE JACKSON, age 32, height 5 ft. 3 in., com plexion fair, hair and eyes brown, 3 moles right forearm, 2 left cheek, Bear on forehead; dress blue cloth coat and skirt, white muslin blouse Tuscan hat with wide brim, trimmed black feathers and chiffon. Warrant issued. 12.— Maidenhead { County).— For stealing. 27th ult., a Geneva gun- metal keyless watch, No. 3694, bevel glass, white dial, second hand, gilt ornaments round figures— A YOUTH, age 16 or 17, height 5 ft. 3 in., complexion fresh, round features, hair brown ; dress, dark grey suit, black hard felt hat. Supposed a native of Hackney. Information to Deputy Chief Constable Dorrell, Maidenhead. BRECONSHIRE. 13.— Crickhowell ( County).— For stealing a brown purse, 1 gold ring, and about £ 8— TWO MEN, 1st, age 30 to 35, height 5 ft. 8 to 10 in., rather slight build, complexion, hair, and heavy moustache dark; dress, dark monkey jacket, white 2 cord or moleskin trousers, tied below knees, light plaid cap, white neckerchief. 2nd, age 30 to 35, height 5 ft. 6 to 8 in., stout build, complexion fresh, hair brown, moustache sandy ; dress, light brown jacket, brown cord trousers, dark cap and neckerchief Appearance of navvies. They left Pandy for Leomiuster on 2nd ilist. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 14.— Cambridge ( Borough).—¥' t stealing £ 170— JAMES E. BERKELEY, age 45, height 5 ft. G or 7 in., slight light moustache ( turning grey), Roman nose, long face, wears false teeth, has a habit of dropping one side of lower jaw wlie4 talking ; dress, dark jacket suit with light stripe, black bowler hat or cap. A tourist agent. Represented himself as a member of the Institute of Civil Engineers. Had in his possession £ 150 in Scotch and Irish notes ( varying in value from £ 1 to £ 10 each). Addicted to drink. Stated he was a native of Glasgow. Warrant issued. Information to the Chief Constable, Cambridge. CHESHIRE. 15. - Macclesfield ( County).— For steal- ing, 6th inst., a mare ( recovered) — ROBERT MARFLEET, age 21, height 5 ft. Gf in., com- plexion fresh, hair light brown, eyes grey, scar back of right forearm, palm left hand, and left 1st finger, mole on both arms ; dress, brown coat and vest, black and white plaid trousers ( tight fitting), cap, square toed boots. A native of Dresden, Staffs. See portrait, Case No. 40, 27th ult. Warrant issued. Information to Supt. Downes, Macclesfield. CUMBERLAND. 16. — Appleby ( County).— For stealing a bicycle ( recovered)— SIDNEY L. COOK, alias MONTROSE and LEWIS, age about 30, height 5 ft. 10 in., slight build, complexion sallow, hair and slight moustache dark, wears spectacles, supposed slight impediment in speech; dress, blue serge suit, grey check cap with bicycle badge, or light straw hat, kid shoes. Identical with MAN, Case No. 11, 10th inst. Warrant issued. 17.— Appleby ( County).— For obtaining £ 5 by a worthless cheque— HARRY TOMMS, age 35 to 40, height 5 ft. 10 or 11 in., complexion swarthy, sunburnt, hair ( turning grey) dark brown, large nose slightly bent and appears to have been broken ; dress, brown tweed Norfolk suit, grey stockings, cycling shoes, straw hat with red, white and blue band. Is believed to have in his possession cheques on the Bank of Liverpool, Nos. 4885 to 90 and 4893- 6. Warrant issued. Information to Supt. Smith, Appleby. DURHAM. 18.— Darlington ( County).- - For stealing, 2nd inst., a " Court Royal " safety bicycle, makers Lloyd, Court & Co.. 21 in. frame", black enamelled and gold lined, 1898 Dunlop tyres, Westwood rims, drop handle bar, cork handles with black tips, block chain, fitted for mudguards, dent in back stay about 4 in. from bottom bracket— A MAN, giving the names of LEWIS and COOK, age about 30, height 5 ft. 10 in., complexion sallow, hair and slight moustache dark, wore spectacles, and appeared to have a slight impediment in his speech ; dress, dark navy blue jacket suit, grey check cap, patent leather shoes, wore a strap oil right wrist, carried a small black hand bag, and has with him a new grey tweed cycling suit. Represented that he was a cycle dealer. Is wanted elsewhere for similar offences. Warrant issued. Information to Supt. Davison, Darlington. GLOUCESTERSHIRE. 19 — Bristol ( City).— For stealing, 9th inst., £ 50— ARTHUR E. LONG, age 28, height 5 ft. 9 in., hair and heavy moustache and eyes ( rather full) dark, front teeth badly decayed, large scar on leg, peculiar walk ; dress, navy blue suit, straw hat, stand- up collar, white tie. Was 3 years at Kimberley, South Africa. Warrant issued. Information to the Chief Constable, Bristol. Sentenced at Winchester Assizes 25th June, 1896, to 5 years penal servitude for fraud. Licenced 24th June, 1899. Q. W. 199. 21— Winchester ( City). — For deserting his wife and children, leaving them chargeable to the common fund of the New Winchester Union — GEORGE SIMS, age 30, height 5 ft. 8 or 9 in., complexion fair, hair and eyes dark brown, mole inside right upper and forearm, strawberry birth- mark inside left forearm ; dress, usually grey frock coat, grey vest, black trousers, black hard felt hat. A tailor ; native of Winchester. Warrant issued. A moulder ; native of Aberdare. Sentenced at Carnarvon Assizes 26th October, 1897, to 3 years penal servi- tude for sacrilege. Licenced 10th April last. T. X. 15. HEREFORDSHIRE, 23.— Ledbury ( County).— For stealing, 14th ult., at Colwall, a small metal Geneva watch, No. 12119, steel chain attached— HENRY RUSSELL, age 17, height 5 ft. 2 in., complexion dark, hair black, eyes hazel, cast in right eye ; dress, black jacket, grey tweed vest, brown cord trousers, grey cap, strong lace boots. A tramping labourer ; native of Birmingham. Information to Snpt. Phillips, Ledbury. HERTFORDSHIRE. 24.— Hertford ( County). — For obtaining money by false pretences, 23rd April last— F. ISLE OF WIGHT. 25.— Newport ( County). — For stealing at Cowes, 9th inst., 1 black leather jewel case, about 12 in. by 9 in. by 4 in., brass handle on top, con- taining several black jet articles ; 2 silver cable bracelets; 2 bangles ( 1 chased, and initials " A. J. J." thereon); 3 lady's gold rings ( 1 " Mizpah" thereon; 1 single diamond ; 1 hoop, ruby ill centre); several very old pennies ; 1 lady's gold half hunter watch, initials " R. B." on back ; 1 large hair brush, silver back, initials " Ay. By." thereon ; an old dragon 5s. piece made into brooch ; 2 lion Is. pieces ( 1 made into brooch) ; bunch of silver trinkets on chain— A WOMAN, who gave the name of MISS WARD, age about 30, height about 5 ft., complexion pale, hair reddish brown ; dress, white straw hat ( black band), black corded silk blouse, black alpaca skirt, mackintosh cape, small muslin tie with lace round, of good address and appearance. Is identical with Mary Fraser, Case No. 7, 10th inst. Warrant issued. Information to Supt. Ayres, Quay Street, New- port, I. W. KENT. 26.— Dover ( Borough).— For obtaining money by worthless cheques on the Capital and Counties Bank— WILLIAM TRACEY BRINCKWORTH, age about 45, height 5 ft. 9 or 10 in., complexion fresh, hair and pointed moustache dark, stoops slightly, swaggering gait, wears pince- nez ; dress, blue serge jacket and trousers, buff colour vest, black hard felt hat. He represents himself as a traveller and land agent, also states that he has been engaged with a band, and has been wounded in South Africa. Warrant issued. LANCASHIRE. 27.— Chorley ( County).— For stealing 30s., 8th inst., at Much Hoole — ELLEN ANN MUL- HOLLAND, age 16. height 5 ft. 3 or 4 in., slight build, complexion fresh, hair light brown ; dress, I blue skirt, black and white plaid shawl, carpet slippers. A domestic servant; native of Preston. 28•— Chorley ( County).— For stealing 25s., 5th inst.— A MAN, age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( cut short), mous- tache, and slight imperial, brown ; dress, brown jacket and vest, light plaid trousers, light cap. Represented that he was employed by the railway company to put new levers in the signal boxes. Information to Acting Supt. Williams, Chorley. 29.— Liverpool ( City). — For failing to report— Licence- holder WILLIAM WILKINSON, alias STANLEY and TAYLOR, Office No. 1992- ' 00, age 41, height 5 ft. 5 in , complexion fresh, hair dark brown, eyes grey, anchor and True Love back, mermaid and heart front left forearm, star back left hand, bracelet right wrist, sailor with flag standing on barrel, woman, W. W., back and sailor front right forearm. Sentenced at Manchester Sessions 19th December, 1892, to 5 years penal servitude for housebreaking, which, with remanet of former sentence, expires 18th December next. H. M. S. 610. ( including 2 £ 10 Bank of England notes, Nos. V 30 34192 and V 26 36534, dated Manchester, 5th and 6th January, respectively)— A MAN, age 24 or 25, height 5 ft. 4 or 5 in., slight build, hair dark, slight moustache, wearing dark clothing. SI.— Holt ( County).— For stealing a black mare pony, about 6 years, 13 hands, one hind foot white ; a square luggage cart, open rails at sides and back, painted dark green ; and silver mounted harness— BENJAMIN IVISON, age 35, height 5 ft. 9 in , complexion fair, hair light brown, eyes grey, scar on forehead ; dress, light suit and mackintosh, grey soft hat with black band or light cap. A native of London. Warrant issued. Information to Inspector Basham, Holt. 32 .— Norwich ( City).— For stealing a bicvcle ( recovered) — WILLIAM HENRY HUGHES. age 20, height 5 ft. 7|- in., complexion fresh, thin face, hair brown, clean shaved, eyes blue, cross, hands, heart and arrow tattooed left arm ; dress, reefer jacket, blue guernsey, blue trousers, black peak cap. Supposed identical with MAN, Case No. 4, 10th inst. Warrant issued. Information to Chief Constable Winch, Nor- wich. NORTHAMPTONSHIRE. 33.— Wellingborough ( Comity). — For failing to surrender to his bail, 10th inst., charged with stealing money— FRANK SHARP, age 16, height 5 ft. 4 in., complexion sallow, hair brown, eyes hazel; dress, dark grey jacket and vest, black baud round sleeve of jacket, dark brown trousers, dark cap, old boots. A butcher; native of Kimbolton, Hunts. May endeavour to enlist. Warrant issued. Information to Supt. Alexander, Wellingboro'. 34 — Peterborough ( City).— For stealing, 13th inst., a silver Geneva watch, makers Kendal and Dent, silver round link chain with small compass attached ; 1 lady's silver Geneva watch, makers Murdocks, Coventry, silver chain with tassel, heart and silver tennis set attached— WILLIAM DAWSON, age 24, height 5 ft. in., complexion fresh, hair and eyes brown, hands and forearms tattooed; dress, dark mixture jacket suit, Army shirt, coloured neckerchief, black cap, lace shoes. Recently discharged from the Army. 35. — Peterborough ( City). — For em- bezzlement and fraud — THOMAS ANDREW ^ CHAMBERS, age 24, height about 5 ft. 6 in., com- plexion fresh, hair light brown, clean shaved, eyes blue or grey, portion of left first finger deficient; dress, black coat and vest, blue grey trousers, black hard felt hat. lace boots, or may be wearing blue serge suit. A stableman ; native of North- amptonshire. May be found at race meetings. Warrant issued.
