POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 10, 1900 VOL. XVII., No. 1734. REGULATIOIffS. 1. All announcement for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted, in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talien upon them by another force. 3. Particulars as to stolen property will be liliewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must, be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen a rticle. < 5. Every announcement, if for the apprehension of a person, must, be guaranteed by the signature of an officer of not, less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolenproperty to be inserted in the POLICE CRAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any amwwncement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition iwt later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in tlie usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted OK payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, EdiUr. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take anj- further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Warrant issued. 2.— c Division .— For obtaining money by false pretences— LILY JONES, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue, front tooth deficient in upper jaw, mark on bridge of nose from wearing spectacles; dress, fawn coloured coat, brown skirt, white sailor hat. She represented she was sent from a servants' registry office and required money for her railway fare to Newbury, Berkshire, of which place she is believed to be a native. Warrant issued. MURDER. 3.— N Division,— For the murder of a woman on the banks of the River Lea, near Walthamstow. on 29th ult.— A MAN, age about 26, height S ft. 5 in., complexion and slight moustache dark, thin face, could grow a strong beard; dress, dark blue plaid jacket and vest, lavender coloured trousers, dark cap, wore a coloured silk neckerchief, twisted through the braces. Was accompanied by THREE MEN, ages about 25, height about 5 ft. 4 in., hair short, the appearance of labouring men. They arrived in a dark brown varnished three- seated pleasure boat, in which they had their photographs taken, and afterwards went in the direotion of Lea Bridge and Old Ford. 4.— V Division.— For obtaining £ 25 by false pretences— GEORGE E. L. PARSONSON, age 30, height 5 ft. 5 or 6 in., complexion fair, hair light, eyes blue, front teeth decayed ; dress, dark lounge suit, black hard felt or silk hat. A native of Canterbury. ANGLESEY. 5.— Holyhead { County).— For the wilful neglect of a girl, age 11— JAMES HEALEY, age 32, height 5 ft. 9 in., complexion pale, hair dark brown, eyes grey, scar behind left ear.— ELIZABETH HEALEY, age 30, height 5 ft., complexion fresh, hair brown, eyes grey. They sell watercress, fernB, and flowers. Both addicted to drink. May have the girl with them. Warrant issued. Information to Deputy Chief Constable Jones, Holyhead. S— Menai Bridge { County).— For ob- taining money by worthless cheques— SAMUEL WALTON KAY, late vicar of Butcher's Marston, Warwick, age about 40, height 5 ft. 10 or 11 in., complexion fair, hair light brown ( turning grey), moustache light, eyes blue ( cast in left), wears dark glasses, small hole on chin, lump on head ; dress when last seen, black alpaca jacket, white vest with blue stripes, blue serge trousers, white linen hat. Previously convicted of forgery. Is accompanied by his wife and 3 boys, eldest about 8, and a girl, age about 2J ; the hair of all the children is nearly white. They left for Dublin on 30th ult. BERKSHIRE. 7 — Maidenhead { County).— For obtain- ing £ 6 by a worthless cheque, 28th ult.— MARY FRASER, alias FOSTER, THORNTON, and KATE JACKSON, age 32, height 5 ft. 3 in., com- plexion fair, hair and eyes brown, 3 moles right forearm, 2 left cheek, scar on forehead; dress, blue cloth coat and skirt, white muslin blouse, Tuscan hat with wide brim, trimmed black feathers and chiffon. ( See Case No. 50, 22nd June last, and No. 74, 13th ult.) Warrant issued. 8. - Maidenhead { County).— For stealing, 27th ult., a Geneva gun- metal keyless watch, No. 3694, bevel glass, white dial, second hand, gilt ornaments round figures— A YOUTH, age 16 or 17, height 5 ft. 3 in., complexion fresh, round features, hair brown ; dress, dark grey suit, black hard felt hat. Supposed a native of Hackney. Information to Deputy Chief Constable Dorrell, Maidenhead. BRECONSHIRE. — Crickhowell [ County).— For stealing a brown purse, 1 gold ring, and about £ 8— TWO MEN, 1st, age 30 to 35, height 5 ft. 8 to 10 in., rather slight build, complexion, hair, and heavy moustache dark ; dress, dark monkey jacket, white cord or moleskin trousers, tied below knees, light plaid cap, white neckerchief. 2nd, age 30 to 35, height 5 ft. 6 to 8 in., stout build, complexion fresh, hair brown, moustache sandy ; dress, light brown jacket, brown cord trousers, dark cap and neckerchief. DURHAM. 11.— Darlington ( County).— For stealing, 2nd inst., a " Court Royal" safety bicycle, makers Lloyd, Court & Co., 24 in. frame, black enamelled and gold lined, 1898 Dunlop tyres, Westwood rims, drop handle bar, cork handles with black tips, block chain, fitted for mudguards, dent in back stay about 4 in. from bottom bracket— A MAN, giving the names of LEWIS and COOK, age about 30, height 5 ft. 10 in., complexion sallow, hair and slight moustache dark, wore spectacles, and appeared to have a slight impediment in his speech ; dress, dark navy blue jacket suit, grey check cap, patent leather shoes, wore a strap on right wrist, carried a small black hand bag, and has with him a new grey tweed cycling suit. Represented that he was a cycle dealer. Is wanted elsewhere for similar offences. Warrant issued. Information to Supt. Davison, Darlington. GLAMORGANSHIRE. 12.— Swansea ( Borough).— For obtaining money by false pretences— A MAN, who gave the names of DAVID JONES and DAVID ROTH, age about 25, height 5 ft. 9 or 10 in., complexion fresh, hair and slight moustache light; dress, dark jacket and vest, brown cord trousers ( all old), bowler hat. He called on the wife of a coal merchant, stated that he had sold a portion of a set of harness to her husband, and produced a note purporting to have been written by the latter, instructing her to pay the bearer. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 13.— Bristol ( City).— For failing to appear to his bail at Bristol Assizes, 5th ult., charged with buggery— JABEZ SKINGLE, age 53, height 5 ft. 3A in., stout build, complexion fresh, hair ( turning grey) brown, 3 brown moles on left forearm, Ion left upper arm, 2 boil marks between shoulders, 1 on back of neck. HAMPSHIRE. 14.— Aldershot ( County). — For stealing, 23rd ult., a vest and a silver chain ( recovered)— A MAN, age about 27, height 5 ft, 5 or ti in., hair light brown, clean shaved, slight cut mark on upper lip, heart and arrow tattooed back of left wrist; dress, dark navy blue jacket and trousers, blue guernsey, flag and anchor badges thereon, blue and white cheese cutter cap. Appearance of a sailor. He takes lodgings, commits a larceny, and decamps. Information to Supt. Hawkins, Aldershot. 15.— Gosport ( County).— For embezzlement, 4th inst,— WILLIAM HEWITT, age 42 ( looks younger), height 5 ft. 5 or 6 in., stout build, com- plexion fresh, hair and slight moustache light brown, eyes slightly crossed, thumb and fingers of one hand contracted ; dress, light tweed mix- ture suit, black hard felt hat, black shoes, sup- posed straw hat; a butcher. Silver, Gosport. 16.— Winchester ( City). — For stealing ( bailee) a bicycle ( recovered)— JOHN WILLIAM FORSTER, age about 40, height 5 ft. 7 or S in., stout build, complexion fresh, full face, hair, moustache, and eyes dark, right foot slightly deformed, heel of boot thicker than left, of good address, quiet and reserved in manner; dress, dark grey jacket suit, black and white check straw hat, dark tie, lace boots, wearing adouble gold Albert. A brewer's traveller. Previously served in the King's Royal Rifles. May be accompanied by his wife, and a boy age about 3. Warrant issued. Information to Head Constable Felton, Win- chester. 17 — Southampton ( Borough).— For fail- ing to report— Supervisee DAVID O'HAGAN Office No. 3749- 97, age 41, height 5 ft. 2* in., com- plexion sallow, hair brown, eyes hazel, 2 scars right side of forehead, 1 right eyebrow, 1 left cheek, St. George and Dragon on chest, cross flags, crown, several dots and " D." outside right forearm, sailor dancing with flag in left hand and staff in right hand inside right forearm, dot back right hand and between right thumb and finger, stab scar, anchor, " D. H.," bracelet and flags outside, and sailor with sword in right hand inside ' left forearm, heart and scar back of left hand. Has been convicted at Bristol, Cheltenham, Tewkes- bury. Sentenced at Gloucester, 30th June, 1897, to 0 months hard labour and 5 years police super- vision for larceny, 1893. Information to Chief Constable, Southampton. HERTFORDSHIRE. 18. — Bishops Stortford ( County).— For stealing, 20th ult., a lady's silver Geneva watch, and for obtaining money by false pretences ROBERT JOSEPH RICH, age about 28, height about 5 ft. 7 in., complexion fresh, hair dark brown, slight moustache brown ; dress, dark coat, light striped trousers, plaid cap. A labourer; native of Chelmsford, Essex. Warrant issued. Information to Supt. Foster, Bishops Stortford. ISLE OF ELY. 19.- Chatteris ( County). - For stealing ( bailee) a bicycle( recovered)— THOMAS ANGIER, age 28, height 5 ft. 7 or 8 in., complexion, hair and slight moustache dark, rather full eyes; dress, dark blue serge suit, white straw hat, or brown cap, white tie with dark spots, canvas shoes. A labourer, native of Mepal, Isle of Ely. Warrant issued. Information to Inspector Bunn, Chatteris. LANCASHIRE. 20— Rawtenstall ( County).— For failing to report— Supervisee JOHN DOYLE, alios HOY and HOEY, Office No. 3941- 96, age 55, height 5 ft. 2£ in., complexion fresh, hair grey, eyes light blue, scar front of chin, 4 scars nape of neck, scar back of right wrist and 2nd right finger, 4 blue spots between right thumb and finger, anchor inner right forearm, and stroke outer right forearm. V 30 34192 and V 26 36534, dated Manchester, 5th and 6th January, respectively)— A MAN, age 24 or 25, height 5 ft. 4 or 5 in., slight build, hair dark, slight moustache, wearing dark clothing. Information to Chief Constable Derham, Black- pool. NORTHAMPTONSHIRE. 22 - Wellingborough ( County). For stealing a bicycle ( recovered) — THOMAS ANGIER, age about 28, height 5 ft. 7 or 8 in., complexion dark, hair and slight moustache dark, rather full eyes ; dress, dark blue serge suit, white straw hat with black band, white collar and front, white tie dark spots, brown canvas shoes, a labourer. Native of Mepal, Cambridgeshire. Warrant issued. Information to Supt. Alexander, Wellingboro'. SHROPSHIRE. 23.— Bridgnorth ( County).— For deserting his wife and family, leaving them chargeable to the Bridgnorth Union — WILLIAM ELIAS THOMAS, age 33, height 5 ft. 6| in., complexion fresh, hair and moustache dark, eyes blue ; dress, black morning coat, dark vest, grey trousers, plaid cap. A tailor ; native of Swansea. Warrant issued. Information to Supt. Walters, Bridgnorth. 24.— Oswestry ( County).— For an offence under the Criminal Law Amendment Act, 14th ult.— CORNELIUS LEWIS, age 25, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, moustache ( small) dark ; usually wears sleeved vest, cord trousers, grey cap, strong lace boots. A labourer; native of Woolstone, Salop. May endeavour to enlist. Warrant issued. Information to Supt, Lewis, Oswestry. STAFFORDSHIRE. 25. Longton ( County).— For absconding while on licence from Werrington Industrial School— ALFRED JAMES HORTON, age 15*, height 5 ft. 2 in., complexion fresh, hair light brown, eyes brown, scar on right side of forehead, and under chin ; dress, dark reefer suit, cap, lace boots.— JAMES EGERTON, age 15|, height 5 ft., complexion fresh, hair light brown, eyes grey, left fourth finger injured; dress, blue jacket and cap, grey vest and trousers, lace boots. A reward of 10s. in each case will be paid by Supt. B. Horth, of Werrington Industrial School, for such information as will lead to the arrest of the above. Information to Supt. Bakewell, Longton. SUSSEX ( East). 26.— Brighton { Borough.). — For stealing three " Yost" type writers ( recovered)— C. E. H. COLLICK, age about 35, height about 5 ft. 9 in., slight build, complexion dark, hair dark brown, right foot crippled, walks with a stick ; an agent and canvasser. May be found with racing men. Warrant issued. 27.— Brighton { Borough).— For embezzling £ 2 2s.— HENRY JAMES JACOBS, age about 28, height 5 ft. 10 in., complexion fair, hair light brown, slight light moustache and side whiskers, eyes blue, German accent; is a good linguist, a clerk and traveller. May be accompanied by his wife. Warrant issued. 2S.— Brighton { Borough).— For embezzling £ 3 9s. 9id.— FRANK HILL, age about 32, height about 0 ft. 5 in., slight build, complexion sallow, hair and moustache light, walks badly ; dress, grey jacket and vest, blue serge trousers, white straw hat, white tie. A butcher. Warrant issued. 29.— Brighton { Borough).— For failing to report — Supervisee RICHARD JUPP, alias JAMES JUPP, Office No. 2637- 98; age 34, height 5 ft. 1J in., complexion fresh, hair dark brown, eyes blue, scars right of eyebrow, back of right forearm, front of right little finger, brown moles left cheek, several right forearm, and on outside l ight upper arm, two blue dots on left forearm. Native of London, a labourer. Sentenced at Maidstone ( West Kent Sessions), 18th October, 1894, to 5 years penal servitude and 5 years police supervision for housebreaking. R. U. 291. Warrant issued. Information to Chief Constable Carter, Brighton. 30.— Hastings { Borough). — For deserting his wife and family— ALFRED TURNER, age 30, height about 5 ft. 6 in., complexion fair ; dress, brown mixture suit, black hard felt hat, or cap. WARWICKSHIRE. 31.— Aston Manor ( County).— For obtain- ing food and lodgings by false pretences— — JONES ( supposed false), age 23, height 5 ft. 8 in., complexion, hair and moustache dark, eyes ( large) blue, one upper front tooth deficient, large warts on back of left hand, speaks with Welsh accent; dress, blue grey serge suit, brown soft hat, usually wears large white bow tie with red stripe. States he is employed by wholesale grocers. Warrant issued. Information to Deputy Chief Constable Hannah, Aston Manor. 32.— Warwick ( County). — For bigamy— GEORGE BLACKFORD HEWITT, alias GEORGE NICHOLLS, age 37, height 5 ft. 8 in., complexion fresh, hair brown, moustache light brown, eyes blue, rose on both forearms. A labourer, has served ill the Marines; a native of Sherbourne, near Warwick. Warrant issued. Information to Supt. Ravenhall, Warwick. 33.— Birmingham ( City).— For failing to surrender to his bail, 28th ult., charged with forgery — GEORGE WILLIAM WEBB, age 32, height 6 ft., complexion and slight moustache dark ; wearing black coat and silk hat. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Rafter, Birmingham. WILTSHIRE. £ 1 REWARD. 34.— Chippenham ( County). - For desert- ing his wife and family in July, 1S97, leaving them chargeable to the Calne Union— JACOB MATTHEWS, age 34, height 5 ft. 6 in., complexion fair, hair dark brown, side whiskers and moustache light brown, eyes blue, cut on left knee cap and left big toe, lance marks left cheek. A native of Foxham ; may be found working as a collier. Warrant issued. The above reward will be paid by the Guardians of the Calne Union for such information as will lead to the arrest of Matthews. CORNWALL. £ 10 REWARD 35.- Liskeard ( County).— For stealing, 12th ult., at Callington, a lady's gold lever half- hunter watch, No. 51180; 1 old gold watch, white face ; 1 pair single- stone diamond earrings ; 1 pearl and gold necklace ; 2 do. bracelets ; 1 gold brooch, set rubies and pearls ; 1 do., set lapis- . azuli and pearls ; 1 amethyst brooch, surrounded with pearls ; 1 double heart brooch, set pearls ; 1 gold brooch, set amethyst and moonstones; 1 broad gold necklace : 1 sapphire ( brown) ring ; 1 amethyst ring ; 1 gold locket ; 1 cameo brooch ( head of Medusa with snakes in hair, white on a brown ground, set in gold with filigree pattern) — JOHN THOMAS HOLROYD, age 30, height 5 ft. 4 in., complexion fresh, hair brown, mous- tache light, eyes blue, two upper front teeth missing, " Edith " tattooed on left wrist; dress, dark mixture cloth coat, brown cord vest, light cloth trousers, dark green cap mixed with red, brown canvas shoes, wore a gold ring, set diamond, on left little finger, had in his possession a lady's gold watch, " J. T. Holroyd " and " From Jack to Dolly" engraved on inner case, " 1886 " on outer case. A house painter ; stated he was a native of Huddersfield, and that he returned from America in March last. Warrant issued. The above reward will be paid by Mr. Digby Collins, Newton Ferres House, Callington, for such information as will lead to the apprehension and conviction of Holroyd. Information to Supt. Matthews, Liskeard.
