THE POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 29, 1900. VOL. XVII., No. 1722. BEGUJLATIOITS. .. A '/. announcemerits for insertion in the POLICE GAZETTE, and all communicatwjis relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and. the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. ( S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent.; andI, if the name of such person is required to be inserted and iw warrant is in force against him, the requisition must, be signed by the chief officer of police, or his immediate de/ uty, of the county, city, or borough, as the case may be. 3. 6. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, awl. as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the. POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor iwtice of the fact, rcferHng to the number of the announcement, for insertion in the. next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Thea must be clearly icritten on one side of the paper only ; they must be in the usual form, ana accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of Vie same will be given on application. R. ANDERSON, Editer. NOTICE. SPECIAL NOTICE. In certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to Bay that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the measurements and finger prints being sufficient for the purpose ; but if a photo- graph is applied for, or if. in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. ( trust monies)— JAMES JOHN CUMMINS, late of S Union Court, Old Broad Street, age 53, height about 5 ft. 8 in., well built, complexion and hair ( turning grey) dark, wears glasses, very high forehead, top of head almost egg shape, walks with short quick step ; well dressed. C. 4.— For failing to report— Supervisee GEORGE GOODCH1LD, Office No. 954- 99, age 36, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey, lost sight of right eye, scar right eye- brow, bridge of nose and forehead, large scrofula scar left of neck and throat. Sentenced at North London Sessions, 3rd December, 1894, to 4i years penal servitude and 3 years police supervision and remanet of former sentence for larceny ( person). Licenced 7th April, 1899. L. AYRSHIRE. 5.— Ayr ( County). — For fraud — HARRY OLIVER, age 36, height 5 ft. 7 in., stout build, hair brown, moustache light; dress, light grey tweed jacket suit, black felt hat. Previously convicted at Warwick, 14th December, 1889, Worcester, 30th June, 1890, Lichfield, 1891, and Leicester, 7th April, 1896, of cattle stealing, false pretences, larceny, and fowl stealing respectively— GEORGE CLARK, age 45, height 5 ft. 8 in., complexion, and hair ( turning grey) dark ; dress, dark tweed jacket suit, felt hat with square crown. Accom- panied by two women, one age about 30, tall, stout build, complexion dark, hair brown ; the other age about 25, short, complexion fresh, hair ( wavy) red, had with her a child age about 6 months. They represent themselves as horse dealers, and on purchasing a horse, pay part of the purchase money, making an appointment to pay the balance, which they fail to do. Warrant issued. BEDFORDSHIRE. 6.— Ampthill ( County)— For embezzlement — GEORGE WOODBRIDGE, age 25 to 30, height 5 ft. 7 or 8 in., complexion pale, hair ( curly), moustache, and eyes dark, small scar on chin ; dress, blue serge suit. A grocer's assistant; sup- posed a native of Brighton. Warrant issued. Information to Deputy Chief Constable James, Ampthill. BERKSHIRE. 7.— Windsor ( Borough).— For shooting at a police constable with intent to do grievous bodily harm — LOUIS RENUNARD ( supposed false), a Frenchman, age about 33, height 5 ft. 6 or 7 in., complexion, hair and moustache ( clipped) dark, eyes grey or blue ; dress, grey and black check overcoat with cape, black morning coat and vest, grey trousers, light cloth cap. Supposed an expert burglar. Warrant issued. Information to Head Constable Carter, Windsor. CHESHIRE. 8.— Liscard ( County).— For obtaining, by false pretences, a brown coat and vest, blue mix- ture trousers, a pair of lace boots, and 10s.— H. MONTAGUE, age 40 to 45, height ."> ft. 6 or 7 in., slight build, hair ( thin in front) brown, speaks with London accent; dress, black coat and vest, dark trousers, hard felt hat, side spring boots. Represented himself aB head attendant at a lunatic asylum. Warrant issued. Information to Supt. McDonald, Liscard. 9.— Chester ( City).— For failing to report Licence - holder FREEMAN NUTT, alias STEELE and GREEN, Office No. 1640- 00, age 68, height 4 ft. 11J in., complexion dark, hair grey, eyes blue, paralysed down left side. DERBYSHIRE. 10 — Derby ( County).— For stealing £ 2, 15th inst.— ALBERT HICKTON, alias HIGTON and HARRY HICKTON, age 34, height 5 ft. II in., complexion fresh, hair black, eyes hazel, scar right side of eye ; dress, black coat, cord trousers and vest. Was employed as captain of a canal boat. Warrant issued. Information to Deputy Chief Constable Airey, Derby. DEVONSHIRE. 11.— Exeter [ County).— For stealing £ 9 10s. THOMAS SMITH, age about 30, height 5 ft. 7 in., complexion fair, freckled, hair light, mous- tache sandy, heart and flag tattooed on one arm ; dress, dark grey suit. May be found on public works. Warrant issued. 12.— Exeter ( County).— For bigamy— JOHN MARTIN, alias WILLIAM WILLIAMS and COUSIN BILL, age about 50, height 5 ft. 4 or 5 in., complexion dark, rather long features, hair and moustache grey, eyes dark ; dress, round dark jacket, corduroy waistcoat, moleskin trousers, dark peak cap with tassel, lace boots. A native of Zeal Monachorum, Devon. Absconded 15th inst.; may be found on public works work- ing as foreman of a gang. Warrant issued. Information to the Deputy Chief Constable of Devon, Exeter. ESSEX. 13.— Braintree ( County).— For stealing, 4th inst., a " Humber" Coventry bicycle, ' 98 pattern, 24 in. frame, brake to front wheel, back mudguard, recently fitted with rat- trap pedals, teeth blunt, long plated pump, bag, bell, and lamp attached— WILLIAM HAYWARD, age about 28, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, moustache brown, eyes deep blue, long sharp nose, several front teeth deficient; dress, brown holland jacket, black trousers, plaid cap, black tie with silver whip and trumpet pin. A painter. Warrant issued. Information to Supt. Terry, Braintree. 14.— Chelmsford ( County).— For stealing, 14th inst., at Broomfield, a silver Geneva watch, No. 113724, maker Pike, London, and a silver Albert chain, curb and shot in centre of each link— A MAN, age 45 to 50, height about 5 ft. 9 in., very red face; dress, mixture suit and cap. A saddler. Carried a brown leather parcel. Had in his possession a number of knives and razors which he offered for sale. Information to the Deputy Chief Constable, Chelmsford. 15.— Maldon ( County).— For obtaining £ 2 10s. by false pretences, 12th inst.— A MAN, giving the name of CAPTAIN WILSON, age about 55, height about 5 ft. 10 in, complexion fresh, full face, hair dark brown, short beard and moustache brown ( turning grey), tattooed on back of one hand ; dress, blue serge suit, blue muffler, blue peak cap, lace boots with square toes. Represented that he was the owner of a vessel lying off Maldon. Warrant issued. Information to Inspector Waterman, Maldon. 16.— Romford ( County).— For housebreak- ing at Havering, 19th inst., and stealing a silver curb pattern Albert chain, seal with 2 stones ( 1 cracked) and heart attached— TWO MEN, 1st, age about 26, height 5 ft. 7 in., complexion, hair and Blight moustache dark ; wearing black morn- ing coat and black felt hat. 2nd, age about 26, height 5 ft. 8 or 9 in., full, red face, hair brown, supposed slight dark moustache ; dress, black morning coat, grey trousers, soft black hat. Both speak with foreign accent and are believed to be Jews. Information to Supt. Creasy, Romford. FLINTSHIRE. 17 Holywell ( County).— For stealing, 14th inst, at Rhyl, a pair of field glasses, black mount- ing— A MAN, age about 25, height 5 ft. 7 or 8 in., slight build, complexion pale, hair sandy, pink patch left side of neck, which he covers with a cotton handkerchief. A tramp. Information to Deputy Chief Constable Hughes, Holywell. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For failing to re- port— Licence- holder MORRIS JACOBS, Office No. 346- 00, age 41, height 5 ft. 2 in., complexion dark, hair dark brown, eyes brown, mole back of left forearm, front right forearm, right elbow, and left cheek, scar left side of neck, 2 scars back of left thumb. Is a Polish Jew, speaks broken English. Sentenced at Swansea, 13th November, 1894, to 7 years penal servitude for carnal know- ledge of a girl under 13. Licenced 5th February last. U. 512. Information to the Head Constable, Cardiff v.). Cardiff ( Borough).— SAMSON WIL- LIAMS, Office No. 840- 00, Case No. 6, 15th inst., direction for arrest cancelled. HAMPSHIRE. 20.- Aldershot ( County).— For stealing ( bailee) £ 75, 8th inst, — GEORGE ALFRED WHIFFEN, age 31, height 5 ft. 5 in., complexion fair, hair light brown, moustache sandy, eyes grey. A quarter- master- sergeant of the Army Service Corps, wearing plain clothes. May be found in company of betting men. Absconded 8th inst. Information to Supt. Hawkins, Aldershot. 21.— Basingstoke ( County).— For stealing, 6th inst, a grey mixture stable suit— GEORGE ALFRED JONES, age 22, height 5 ft. 9* in., slight build, complexion fair, hair light brown, clean shaved, eyes grey, mole right of neck, cut mark right forearm, wearing the stolen suit or blue suit and cap, or black hard hat. A groom ; native of Frimley, Surrey. Warrant issued. Information to Supt. Hale, Basingstoke. 22.— Ringwood ( County).— For obtaining £ 7 by a fictitious cheque, 25th ult.— ROBERT BARRETT, age 33 to 35, height 5 ft. 7 or 8 in., complexion fair, small sharp features, hair light brown, cut mark inside right wrist, 3rd and 4th right fingers deformed, very talkative, is fond of betting; dress, blue serge jacket and vest, light striped trousers, black hard felt hat or blue cap, may be wearing a black ( frock coat) suit. Is using cheques on the Wilts and Dorset Bank, Lymington Branch. Warrant issued. Information to Supt. Payne, Ringwood. 23. — Winchester ( ity).— For embezzling £ 3 5s.— ERNEST ANDREWS, . age 33, height 5 ft. 9J in., complexion pale, hair, moustache, and whiskers dark brown, may be clean shaved, eyes grey, bust of woman on right forearm, peacock on left, is subject to fits; dress, blue serge jacket suit, black cloth cap. Has served in the Hamp- shire Regiment. May seek employment as a carpenter or porter. Absconded 4th inst. Warrant issued. Information to Head Constable Felton, Win- chester. 24.— Portsmouth ( Borough).— For leaving his wife and family chargeable to the Portsea Island Union— ROBERT HENRY GROUT, age 31, height 5 ft. 4 or 5 in., complexion fair, mous- tache light, eyes brown, abscess scar left cheek ; dress, blue serge suit, military shirt and boots. A labourer or cowman. Warrant issued. 25.— Portsmouth ( Borough).— For obtain- ing food, & c, by false pretences — JENNY MORTON, age 50 to 55, height about 4 ft. 10 in., complexion sallow, rather small round face, hair ( frizzed in front) iron grey, several upper front teeth deficient; dress, black corded silk dress, trimmed black chiffon, bodice trimmed blue, covered with black lace on shoulderB, black cape, black jet bonnet trimmed white roses, cream tie, wore a mourning, and small gold ring, set heart. Warrant issued. 26.— PortsmOuth( Borough).— For stealing, 29th ult., a horse, cart and harness ( recovered)— FRED COLLINS, alias BARBER and SIMMONS, age about 30, height 5 ft. 9 or 10 in., complexion florid, clean shaved, walks erect; dress, dark blue or black suit, black felt hat. Supposed identical with F. BARBER, Case No. 15, 8th September last. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 27 — Southampton ( Borough).— For steal- ing £ 7 16s. 5d.— JAMES FRANCIS BAVER- STOCK, age 31, height 5 ft. 8 in., complexion fresh, hair and moustache light brown, eyes blue; dress, light grey suit or uniform of a ship's steward, sometimes wears a brown mixture cycling suit. A barman or steward, previously employed as a cycle repairer; native of Stoke Damerell, Devon. Warrant issued. 28 — Southampton ( Borough).— For em- bezzlement— KENNETH E. LONNQUEST. a Swede, age 30 to 35, height 5 ft, 8$ in., complexion fair, hair and moustache light ; dress ( probably) dark grey suit ( double- breasted vest). A clerk. Absconded 11th ult. HEREFORDSHIRE. 29.— Weobley ( County).— For stealing, 28th April last, a dark blue plaid suit; 1 nickel plated Bilver watch chain, 5 cent, piece attached— JAMES HUGHES, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark sandy, may be clean shaved ; dress, blue slop, cord trousers, dark grey cap, lace boots, may be wearing the stolen suit. A labourer; native of Kings- Pyon. Warrant issued. Information to Supt. Marston, Weobley, or to Sergt. Thomas, Kington. 30. Hereford ( City).— For stealing, 15th inst., 3 rings ( 1 broad plain gold; 1 gold- plated, snake pattern ; 1 old- fashioned, gold, set 12 red stones, glass and hair in centre) ; 3 gold brooches ( 1 oval, white stone in centre; 1 about 1$ in. long. 3 corals in centre ; 1, set 5 white stones ( 1 - missing), cross, heart and anchor attached); 1 red silk or mohair bracelet, stone therein set in gold ; and several bent threepenny pieces GREEN, alias GREEN- VAUGHAN, age 25 to 30, height about 5 ft, 8 in., complexion dark, rather thick lips, impediment in speech, foreign accent: wearing dark suit with narrow white stripe and silk hat. HERTFORDSHIRE. 31.— Hemel Hempstead ( County).— For leaving his wife and children chargeable to the Berkhampstead Union— ALBERT FOSKETT, age 35, height 5 ft. 1 in, slight build, complexion fresh, hair ( bald on top) light brown, heavy mous- tache, eyes blue ; dress, brown jacket and vest, cord trousers, cloth cap. A bricklayer ; native of Great Berkhampstead. Warrant issued. Information to Supt. Frogley, Hemel Hempstead. 32.— Hitchin ( County).— For carnally know- ing a girl under 16, 13th inst., at Stevenage— OWEN GAYLOR PIGGOTT, age 18, height 5 ft. 3 or 4 in., complexion fresh, hair light brown, eyes ( cast in one) blue ; dress, dark suit and cap, wearing a neckerchief. A labourer; native of Stevenage. Has been employed at gas works. Warrant issued. Information to Deputy Chief Constable Rey- nolds, Hitchin. ISLE OF WIGHT. 33. — Ryde ( Borough). — For stealing, 7th inst., a horse, cart, and harness ( recovered)— FREDERICK CHARLES BEALE, alias COL- LINS, BARBER, and SIMMONS, age about 23, height 5 ft. 7$ in., complexion fresh, hair light brown, eyes brown, clean shaved, scar outside right thigh ; dress, greenish brown jacket and vest, blue trousers, straw hat, red, green and blue bow tie, lace boots. Warrant issued. Information to Chief Constable Hinks, Ryde. KENT. 34.— Folkestone ( Borough).— For obtain- ing money by false pretences — HERBERT AUSTIN COLLINGWOOD, alias RICHARD COLLINS, age 33 ( looks older), height about 5 ft. 5 in., wrinkled face, hair ( bald in front) inclined to ginger, clean shaved, small ( weak) eyes dark, abscess scar on one cheek, head inclines to left side, rather high forehead, several front upper teeth missing, sometimes wears blue glasses, short quick step ; dress, blue serge suit, black bow tie, blue cap or black hard felt hat, brown boots with square toes ( rubber soles), carries a congo- wood stick ( crook handle, silver mounted). May seek employment with bill posters ; supposed a native of Maidstone. Stays at common lodging- houses. He represented that a legacy had been left to him and required money to enable him to employ a solicitor. Absconded 7th inst. Warrant issued. 35.— Folk estone ( Borough).— For em- bezzlement— JOSEPH WRIGHT, age about 29, height about 5 ft. 6 in., stout build, complexion pale, fat face, hair and side whiskers dark brown, eyes dark; dress, black jacket, brown cord vest, speckled trousers, white tie, black hard felt hat, brown shoes, drab colour Newmarket coat and brown leggings, A groom or stableman. Warrant issued. Information to Chief Constable Reeve, Folke- stone. M.— Gravesend ( Borough).— For stealing, 16th ult., a lady's 18 ct. gold Geneva watch, No. 15285, and along Bmall link gold chain— HENRY ERNEST WHIDDETT, age 21, height 5 ft. 8$ in., complexion sallow, hair dark brown, slight mous- tache. Warrant issued. Information to Chief Constable Thornton, Gravesend. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT 37.— P Division. - For failing to report, Expiree EDWARD PHILLIPS, alias ALBERT SMITH and ALBERT ADAMS, Office No. 714- 99, age 27, height 5 ft. llf- in., complexion fresh, hair dark brown, eyes brown, scar left of forehead, left thmnb, left middle tinger, right forefinger and front of right knee, brown moles right of fore- head, left side of chest, two left of back and base • of right thumb, well dressed. An expert travelling housebreaker and pickpocket. Apprehension also sought at Dublin for housebreaking and in this district for attempted housebreaking. May be found at race meetings. Sentenced at South Lon- don Sessions, loth January, 1896, to 3 years penal servitude ami remanet of former sentence for housebreaking. R. W. 105. Warrant issued. DURHAM. .'! 8.— Durham { City).— For stealing ( bailee) 4th inst., a bicycle, " Durham City Cycle" transfer on ball head, B. K. A. fittings throughout, plunger brake, Warwick tyres, rubber pedals, front fork enamelled over crown, flat handle, Brooks's saddle, Lucas's bell, 24 in. frame, half- pitch chain, gear 74, 3 ritles stamped on all component parts, no mud- guards ; and an 18 ct. gold lever watch, No. 1525, maker R. Thompson, Newcastle - on- Tyne — HYMAN GOLDRING, alias WALTER ISAACS, a Jew, age about 28, height 5 ft. 6 or 7 in., complexion, hair, and slight moustache dark; dress, dark clothing, brown soft felt hat or light cap. Is fond of betting. Has been employed as a jeweller's traveller; stated he came from Leeds. Absconded 4th inst. Warrant issued. Information to Chief Constable Smith, Durham. HERTFORDSHIRE. 93.— Hertford ( County).— 25th inst., at Cole Green, a set of black leather hat ness, brass mounts, nearly new, brown reins ; 1 clipping machine, red handles, 2 teeth missing, maker Clarkson ; 1 chamois leather ; 1 carriage sponge, and 27 fowls various breeds, including a large Minorca cockerel and a white Leghorn hen. Suspicion is attached to TWO MEN— first, age about 25, height 5 ft. 7 or 8 in., complexion fresh, clean shaved. Second, age about 35, height 5 ft. 6 or 7 in., complexion fresh, heavy brown moustache, wearing a dark coat and hard felt hat. Had with them a light spring cart, square body, painted dark green, a piece of tin on off shaft with a name thereon, and a dark brown horse, over at knees, black harness, nickel hames.
