REGULATIONS. 1 .1 '/ announcements for insertion in the POLICE GAZETTE, and all com muni rations relating t » them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON. S. W. Particulars concerning persons whose apprehension is sought mill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one isiue, if sufficient to enable the article in question to be thereby identified. In all eases where a reward is offered, the name and' address of some jtcrson responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, ami of 7s. 6d. per photo- graph or sketch of a stolen, article. 6. Every announcement., if for the apprehension of a person, must be guaranteed, by the signature of an officer of not less rank than Superintendent; and. if the name of such person is required to be inserted and no ivarrant is in force against him, the requisition must be signed, by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 2. 6. 7. A/ nwuncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, us far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE ciAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the antwwncement, for insertion, in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11 An/ wuncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in, the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning property lost or persons missing can only be accepted\ on payment, and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, - in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, anil the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1. — Criminal Investigation De- partment.— For obtaining credit while an undischarged bankrupt JAMES BAKER, age 40 to 45, height 5 ft. 4 or 5 in., stout build, com- plexion fresh, hair brown, nose has been injured and inclines to one side ; well dressed. Warrant issued. 2.— A Division.— For stealing, 27th ult., a gold watch ( recovered), and a gold long link pattern Albert— CYRIL VORES, age about 23, height about 5 ft. 6 in., complexion fair, hair ( thin on top) flaxen, clean shaved, eyes blue, small fleshy lump on right cheek bone, 2 on lobe of right ear, scar right side of neck, ptominent forehead, swaggering gait ; dress, dark grey morning coat and trousers, blue vest, crape tie with gold bugle pattern pin, silk hat, button boots. A medical student; supposed a native of Great Yarmouth. Warrant issued. 3.— B Division.— For stealing jewellery to the value of £ 20— ANNIE TRAVERS, alias VAN TRAVERS, age 26, height 5 ft. 4 in., com- plexion fair, hair light, eyes blue, upper front teeth deficient, walks badly ; dress, black cloth cape, skirt, and sailor hat with black band, old boots. A domestic servant ; supposed a native of Plymouth. 4.— B Division•— For stealing, 12th inst., £ 7 Is. 6d., and 6 opera tickets — GEORGE MARTIN, age 17, height 5 ft. 2 in., complexion fresh, hair light brown, eyes grey ; dress, blue serge jacket suit, dark cloth cap, lace boots— FREDERICK BURLING, age 15, height 4 ft. 10 in., complexion fresh, hair dark brown, eyes brown ; dress, dark speckled jacket and vest, dark trousers ( split across knees), blue cloth cap, lace boots. Natives of Fulham, London. 5.— K Division•— For attempting to car- nally know a girl age 3, 25th December last— WILLIAM KING, age 27, height 5 ft. 74 in., complexion pale, full face, hair dark ; dress, rough black coat and vest, grey striped trousers, black hard felt hat. A gas stoker. Warrant issued. 6.— K Division.— For stealing ( bailee), 8th inst., a safety bicycle, black enamelled, " Lang- thorn " on transfer on head, B. S. A. fittings, tangent spokes, Westwood rims, Dunlop back tyre with non- slipping cover, Hartford front tyre with single tube air chamber, rat- trap pedals, flat handle bars with forward lug, Bleumel saddle— F. HAR- RISON, age 18, height 5 ft, 6 in., complexion dark, hair dark ' brown ; dress, dark jacket and vest, light tweed trousers, black and white check cap, light bow tie, wore a silver chain and gun- metal watch. Warrant issued. 8.— P Division.— For fraudulent bank- ruptcy — HENRY JOHN OSBORNE, age 50, height 5 ft. 6 in., complexion fair, hair, bushy beard and moustache ( turning grey) brown; dress, grey tweed suit, light brown overcoat, brown bowler hat. Holding, Abingdon. 11.— Newbury ( County).— For cruelty to a horse— THOMAS BREAKSPEAR, age 65, height 5 ft. 6£ in., complexion fair, hair grey, eyes blue, scar on upper lip and left forearm. A native of Newbury. He travels the country dealing in old horBes and collects old iron, visits markets, & c. Is well known in Berkshire, Hampshire, Oxford- shire and Wiltshire. Warrant issued. ( recovered)— A MAN, age about 25, height 5 ft. 9 in., complexion ruddy, hair rather light, eyes ( supposed) grey ; dress, brownish grey jacket and vest, dark cloth trousers, light cap, lace boots. Name believed to be RICHMOND, and known as CAPTAIN. A native of Rochford. Warrant issued. Information to Supt. Womack, Epping, or to Inspector Gibbons, Harlow. GLOUCESTERSHIRE. 17 — Staple Hill ( County).— For the abduc- tion of a girl under the age of 18, on 7th nit.— ALFRED MONTAGUE SIMS, age 25, height about 5 ft. 4 in., complexion fresh, hair dark brown, moustache sandy, eyes brown, one upper front tooth deficient; dress, usually blue serge suit and dark cap. Represented that he was employed on the G. W. Railway. Information to Supt. Hale, Basingstoke. 11' — Bournemouth ( County).— For steal- ing, 8th inst., at Boscombe, a 9 ct. gold chain, round links with cross- bar, hall- marked ; 1 pair gold oblong links, ivy leaf engraved thereon; 1 open- face silver watch, Swiss make, " Arthur Tuck, The Grove, Portland," and a date engraved inside back case ; I 9 ct. gold signet ring, set blood stone— ALBERT GEISLER, a Swiss Ger- man, age about 30, height about 5 ft. t) A in., high cheek bones, flat nOse with rather large nostrils, hair dark brown, moustache light brown; dress, short black jacket and vest, or frock coat with ribbed silk linings, light grey trousers, white straw hat with led and yellow band. A hair- dresser. Carried a black American cloth bag with brown straps. Had in his possession a safety bicycle, Warwick pneumatic tyres, " No. 123" on top of handle bars, white celluloid handles with black tips, rat- trap pedals, patch about li in. long in front tyre. Bournemouth. 20.— Fareham < County).— On commitment warrant, having been sentenced to 2 months imprisonment for cruelty to a horse at Cosham, 11th ult.— JOHN SHERGOLD, age 35, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey, female and wreath tattooed right forearm, tombstone, " In memory of Father" left forearm, scar left temple ; dress, brown suit and cap, blue muffler, lace boots. A rag and bone gatherer; native of Portsmouth. 21— Fareham ( County). — For obtaining tl 4s. by false pretences, at Emsworth, 25th ult. — E. PORTER, alias GEORGE GRAHAM, age 40 [ to 45, height 5 ft. 1( 1 or 11 in., complexion fresh, hair and moustache dark, appearance of a heavy drinker, walks slowly : dress, dark suit, black tie with gold ring, silk hat, lace boots, wore a gold double Albert chain, had with him 3 par- cels ( 2 brown paper, the other covered with black shiny cloth). He calls on small shopkeepers, offers for sale a powder for re- silvering plated goods, and stated he would appoint the person purchasing a quantity, agent for the district; the powder is afterwards found to be worthless. HERTFORDSHIRE. 22.— Watford ( County).— For stealing, 12th inst., a safety bicycle, 26 in. frame," Clipper" tyres, solid rims, rough enamel on back rim, Hat handle bars, cork handles, black tips, " Brookes li 10" Baddle, no brake, rubber pedals, transfer on head, " The Cheylesmore, Cheylesmore Cycle Co., Ltd., Coventry, England," enamelled black ( nearly new) — A MAN, age about 26. height about 5 ft. 7 in , slight build, complexion fair ; dress, black morn- ing coat and vest, light trousers, black hard felt hat. 23.— Watford ( County).— For embezzlement — BEN HOPKINS, age about 35, height 5 ft. 5 or 6 in., moustache dark, scar under right ear ; dress, dark mixture suit ( morning coat), dark cap, some- times wears breeches and brown gaiters. Warrant issued. Information to Supt. Wood, Watford. KENT. £ 1 REWARD. 24.— Ashford ( County).— For leaving his two children chargeable to the West Ashford Union— GEORGE WEBB, age 45 to 50, height 5 ft. 1 in., slight build, complexion fresh, sharp features, hair ( bald on top) light brown, small side whiskers, eyes grey; dress, light brown jacket, check trousers. Hue cap, usually wears a neckerchief. A tailor. Warrant issued. The above reward will be paid by the Guardians of the West Ashford Union to any person giving such information as will lead to the arrest of WEBB. Information to Supt. Bailey, Ashford. 25.- Chatham ( County). — For deserting his wife and family— WILLIAM WATSON, age 58, height 5 ft. 11 in., complexion fresh, hair ( turning grey, bald on top) and moustache dark, beard, sometimes wears side whiskers, eyes grey, nose turned to the right, has been broken, only 1 upper tooth, limps, addicted to drink ; dress, monkey jacket, blue guernsey, cord trousers and vest, navvy's cap with tassel. A labourer. Warrant issued. Information to Supt. Lacy, Chatham. 26.— Darttord County).— For assault, 8th March last— ARTHUR FITCHETT, age 22, height 6 ft. 1 in., slight build, complexion fresh, hair and slight moustache dark, eyes hazel, speaks slowly, broad accent, slightly deaf ; dress when last seen, black morning coat and vest, dark tweed trousers, hard felt hat, light lace boots. An asylum atten- dant. Warrant issued. Information to Supt. Sharp, Dartford. 27.— Sandwich ( County). — For stealing, 12th inst., at Deal, 1 large old- fashioned gold brooch, oblong with raised centre, shape of an egg, encircled with 2 bars, the outer finer than the other, glass back; 1 small silver brooch, bird with wings outstretched ; and £ 1— A WOMAN, giving the name of MRS. McDONALD, age 35 to 40, height about 5 ft. 7 in., complexion fresh, hair dark brown, Roman nose, pointed chin, upper front teeth deficient, speaks with Scotch accent; dress, black dress and jacket, 3 pearl buttons on front of jacket and 2 on back, black straw hat trimmed black chiffon bow in front and side, black silk knot tie fastened with black brooch. See Case No. 27, 27th ult. Warrant issued. Information to Supt. Chaney, Sandwich. LANCASHIRE. £ 1 REWARD. 28. Bolton ( County).— For neglecting to maintain his wife and family, whereby they became chargeable to the Bolton Union— WIL- LIAM BEST, age 35, height 5 ft. 3 or 4 in., complexion sallow, blotched face, hair ( curly) black, eyes grey, wears glasses, 2nd right finger contracted. A pianist, plays at public houses; native of Bolton. Warrant issued. The above reward will be paid by the Guardians of the Bolton Union to any person giving such information as will lead to the arrest of Best. Information to Supt. Leeming, County Police Office, Bolton. 29 — Chorley ( County).— For stealing 8s., between 13th and 14th inst.— A MAN, age about 35, height 5 ft. 8 in., complexion pale, long features, hair light brown, clean shaved, eyes sunken ; dress, black coat and vest, navy blue trousers, red tie, mixture tweed cap. He repre- sented that he had been sent from London as a collector at Chorley Railway Station. Information to Supt. Norris, Chorley. 30.— Leigh ( County).— For embezzling £ 20 — WILLIAM LONGDEN, age 50, height 5 ft. 8 in., stout build, complexion fair, hair and moustache light; dress, light grey tweed suit, black hat, lace boots. A butcher. Warrant issued. Information to Supt. Higginbotham, Leigh. 31.- Widnes ( County).— For failing to re- port— Licence- holder THOMAS HOUGHTON, alias WILLIAM SMITH, Office No. 417- 00, age 30, height 5 ft. 2 in., complexion sallow, hair dark brown, eyes hazel, scars on head, centre forehead, right eyebrow, and right side of chest, several scars inside left forearm, brown mole outside left upper arm. Sentenced at Liverpool 2nd Novem- ber, 1897, to 3 years penal servitude for house- breaking. Licensed 10th February last. X 322. Information to the Superintendent, County Police, Widnes. 32.— Liverpool ( City). — For failing to report — Licence- holder HAROLD CROXTON, alias POWER and POWELL, Office No. 298- 00, age 31, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scar right eyebrow, side of neck, and centre forehead, faint tattoo mark back right hand. Sentenced at Blackburn 21st October, 1897, to 3 years penal servitude for obtaining goods by fraud. Licensed 2nd February last. X. 310. ' 33 — Liverpool ( City).— For failing to re- port— Licence- holder PETER TEDFORD, Office No. 47504, age 33, height 5 ft. 6 in., complexion fair, hair dark brown, eyes brown, slight cast in left eye, scar centre of forehead and over left eye- brow, prominent nose. Sentenced at Liverpool Assizes, 6th November, 1886, to 15 years penal servitude for feloniously wounding. Licenced 14th January, 1895. M 611. 34. Liverpool ( City).— For failing to re- port — Licence- holder JAMES SMITH, alias JAMES ROWLEY and GEORGE BROWN. Office No. 3709- 99, age 3'.', height 5 ft. 6J in., complexion fresh, hair dark brown, eyes brown, scar at back of head, left side of forehead, back of left upper arm, and back of left forefinger. Sentenced at Newark Sessions, 26th October, 1891, to 7 years penal servitude for stealing jewellery and house- breaking. Licenced 14th December, 1899. M. R. 522. 35 — Liverpool ( City).— For failing to re- port Licence holder WILLIAM SMITH, alias RUSHFORTH, Office No. 3088- 98, age 56, height 5 ft. 8J in., hair grey, eyes brown, complexion sallow, slight impediment of speech, scar right eyebrow and mole right of neck. Sentenced at Kendal Sessions, 6th April 1894, to 5 years penal servitude for housebreaking, which with remanet of former sentence expires 25th May, 1901. Licensed 15tli October, 1898. G. N.
