All announcements for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed t. 0 THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YA RD, LONDON, S. W. 2. Particulars concerning jtersnis whose apprehension is sought will be inserted in, one issue of the POLICE GAZETTE. if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen proper.' /; will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered. the name and address of some person responsible for the payment must be given, and the cruet conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property ivill be inserted at a cost of 15. v. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Ever u announcement, if for the apprehension of a person, must be guaranteed' by the signature of an officer of not less rank than Super in'en'lent; and, if the name of such person is required to he inserted and no warrant is in force against h im, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. ^ 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stole)/ property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be ' wholly responsible for any proceedings which, may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the u- sual form, aiul accompanied'• by a covering letter. 12. All payments must, be in advance, either at, the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post. Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward hills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding ontany expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Not ices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ((.•). No. 48109, open face, gold dial, chased back ; 1 long gold plated neck chain ; 1 brown peak cap— A MAN, age about 40, height "> ft. 6 or 7 in., hair ( bald on crown) and moustache dark brown, cast in one eye, foreign accent, lisps ; dress, blue jacket and vest, dark check trousers, brown cap. MONMOUTHSHIRE. 36.— Risca ( County).— For stealing a pony, 6th Februarv last ( recovered) — WILLIAM CROOM, alias COMBS and BILLY THE SWEEP, age 32, height 5 ft. 3£ in., complexion dark, hair black, eyes dark brown, nose broken, scar left shoulder, 3 scars back of head, 2 right side of head, addicted to drink. A tramping chimney sweep ; native of Canton, Cardiff. Previously convicted of larceny and attempted rape. Warrant issued. Information to Supt. A horse dealer ; native of Kelso. He sold worthless horses as sound, and upon their being returned resold them and absconded. Previously convicted at Edinburgh and Northallerton. Warrant issued. MONMOUTHSHIRE. 39.— Newport ( Borough). —• For stealing 26th ult., at Beaufort, a pony, trap and harness ( recovered)— FREDERICK HENRY COLLINS, alias COGANS and THOMAS, age about 25, heighto ft. 11+ in., slight build, complexion fresh, freckled face, hair anil moustache light sandy, slouching gait; dress, blue serge jacket, grey mixture trousers and vest, light cap, rather heavy boots, sometimes wears a blue pilot keeper's coat, grey cloth jacket, breeches and leggings. A native of Bristol. May seek employment as a timber haulier, drover, or farm servant ( see portrait, Case No. 39, 12th January, 1900). Was last heard of 29th ult., when he was accompanied by a woman, age about 30, complexion pale, hair black, eyes dark, lame ; wearing a three- quarter length brown jacket, white straw sailor hat with dark band.
