REGULATION A'l onmuiwements for insertion in the POLICE GAZETTE, and all conmunis- atiotis relating t > I hem. shoull be'addressed to THE EDITOR OF THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted, in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. .... Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all eases where a reward is offered, the / Mine and address of. some person responsible for the payment m ust be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property loill be inserted at a cost of 15s. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. Every announcement, if for the apprehension of a ponton, must be guaranteed by the signature of an officer of not less rank than Superin/ ewlent.; and, if the name of such person is • required to be inserted and. no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as pract icable, they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of amy amnou/ ncement will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later tliam Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must, be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges for the insertion of the same loill be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some times occur in publishing such notices, on account ef their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. (&) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid, ( i( I) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 24, sec. 2.) 2. No expression must be used i n such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingoutany expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to thecon ditions ( a) to ( rf), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give hill and accurate description.] The above reward will be paid by Mr John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— P Division.— Vox fraud— JAMES MACKINTOSH, age 2S, height 0 ft., complexion, hair, long moustache, and eyes dark, military appearance ; dress, blue serge jacket suit, blue neckerchief, P. and 0. cap, lace boots. He repre- sented that he was a deserter from the 93rd High- landers, and required money to enable him to return to his regiment. Warrant issued. 2.— P Division. — For embezzlement— FREDERICK ROOTS, age 26, height 5 ft, 9 in., complexion fair, hair and moustache light, inclined to ginger; dress, plum colour overcoat, black coat, dark grey tweed trousers, and cap ; dark tie, lace boots. A native of Meopham, Kent. Warrant issued. 3.— X Division.— For stealing £ 200— ARTHUR MANSELL, age 35, height 5 ft. 6 in., complexion and hair dark, left eye artificial; wearing a long light overcoat, velvet collar, pearl buttons, black hard felt hat, brown boots. May be found at race meetings in the North of Eng- land. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing £ 90 15s.— HENRY HOLMES, late of 9 Witherington Street, Highbury, N., age 25, height 5 ft, 9 in., complexion fresh, hair and moustache light, prominent frontal bones. BERKSHIRE. 5.— Reading ( Borough).— For stealing, 29th ult., a " Sparkbrook" road racer safety bicycle, Warwick tyres, flat handle bars slightly dropped, lady's saddle, chain wheel left side, " Baker" transfer on head— THOMAS FOSTER, age 22, height 5 ft. 7 or 8 in., slight build, complexion and slight moustache dark; dress, short dark jacket, brown mixture trousers, brown striped silk neckerchief, check cap, cycling badge attached. Recently employed as a grocer's assistant at Theale and Reading. Information to Captain Henderson, Chief Con- stable, Reading. CHESHIRE. 6.— Hazel Grove ( County).— For stealing, 7th inst., at Norbury, a chestnut mare, aged, 15 hands, mark on face, one fore and one hind fetlock white ; a set of black harness, brass fittings ; and a brown or oak coloured dog cart, one oval lamp, the other square— WILLIAM WALKER MEL- LOR, age 26, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes blue ; wearing uniform of the South Wales Borderers Regiment. A native of Manchester. Information to Supt. Oldham, Hazel Grove, Cheshire. 7 — Macclesfield { County).— For larceny — Licence - holder GEORGE ROWSON, alias JOHN THOMPSON and WILLIAM HENSHAW, Office No. 2162- 99, age 61. height 5 ft. 7£ in., complexion fresh, hair grey, eyes blue, scars left eyebrow, 3 left side chest, front right knee and shin, front left shin, brown mole left side back, " G. Rowson," anchor, front left forearm, bracelet front left wrist, gunner back left hand, ring left ring finger, " GUMEB " front left forearm, wreath with " GR " and cross over in centre, bracelet back right forearm, cross pipes back right wrist; dress, cloth cap, cord trousers, sometimes wears breeches and leggings, may be wearing the stolen property, viz., gentleman's grey and green plaid overcoat, strap at back, which buttons in centre, 1 gentle- man's black cloth vest, nearly new. Sentenced at Knutsford Quarter Sessions, 14th October, 1895, to 5 years penal servitude for housebreaking. Licensed 13th July, 1899. Y. K. O. V. 1041. Warrant issued. Information to Supt. DERBYSHIRE. 8 - Chesterfield ( Borough).— Yor steal- ing, 1,3th ult., a bicycle ( recovered)— HARRY GRAHAM, age 25 to 30, height 5 ft. 7 or 8 in., complexion, hair, and moustache dark, left fore- finger missing, walks erect; dress, black jacket and vest, black trousers with fine white stripes, white tie with blue flowers, black and white check cap. A tramping tailor; stated he came from London. Is believed to be a member of the Tailors' Union. Warrant issued. Information to Head Constable Emery, Chester- field. DORSETSHIRE. 8a- Blandford ( County). — For stealing, 31st ult., a silver hunter Geneva watch, No. 6847, double case — JAMES MATTHEWS, alias WILLIAM LANE, age 28 to 30, height 5 ft. 5 or 6 in., complexion fresh, rather full face, hair brown, slight moustache ( curled at ends) light, one front tooth missing, of military appearance ; dress, brown mixture or light check jacket, old dark cord trousers, light cap, lace boots. A baker; supposed on tramp. Warrant issued. 12. — Cardiff ( Borough). — For larceny ( servant)— REGINALD J. CORNFORD, age 30, height 5 ft. in., complexion fresh, hair and moustache ( turned up), brown, oval face, military appearance. A draper's traveller. Absconded 12th ult. 13.— Cardiff ( Borough). — For obtaining money by a forged order, 21st ult.— JOHN JOHNSON, alias JOHANSEN, and WILSON, age 38. height 5 ft. in., complexion swarthy, hair red, moustache sandy, eyes grey, nose broken and bent, " Mary Ann," heart, and anchor tattooed on right arm, scars right buttock and shin ; dress, dark suit, hard felt hat. A seaman ; native of Brisbane. Information to Chief Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 14.— Staple Hill [ County).— For obtaining food and lodgings by false pretences— HENRY WALKER, alias YORKEY, age 4."> lo 50, height 5 ft. 6 in., complexion and hair ( turning grey) dark, 2 lower front teeth missing, bow- legged, Yorkshire accent ; dress, brown coat, vest, and breeches, fawn coloured gaiters, black hat, brown worsted gloves, heavy lace boots, sometimes wears a long dark coat. He calls on farmers and states he is engaged by a firm to purchase horses for them. Is identical with man described in Case No. 45, 16th ult. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 15.— Gosport ( County). - For stealing £ 6 from a till— CLARENCE SMITH, age IX to 20, height 5 ft. X or 9 in., high shoulders, complexion and hail' dark, holds liis head forward when walk- ing ; wearing dark trousers, light cap, old patent leather button boots, supposed long dark overcoat. Information to Supt Silver, Gosport. 16.— Petersfield ( County). — For failing to report — Supervisee GEORGE ERNEST FLETCHER, Office No. 698- 98, age 31, height 5 ft. 8 in., complexion dark, hair black, eyes brown, scar left thumb, left fourth finger, right forearm, back of right hand, right side of fore- head, fourth left finger fractured, drum of left ear diseased, peculiar look about the eyes ; dress, 2 black jackets, brown tweed trousers and vest, brown skull cap. Sentenced at Surrey Sessions, 31st August, 1897, to 6 months hard labour and 3 years police supervision for larceny. 14647. Information to Supt. King, Petersfield. HER TFORDSHIRE. 17.— Bishop Stortford ( County).— For larceny and obtaining lodgings by false pretences — MAGGIE MCDONALD, age 35 to 40, height about 5 ft. 6 in., complexion sallow, hair and eyes black, long hook nose, no upper teeth, speaks with Scotch accent; dress, black jacket and skirt, black sailor hat with silk band, black veil, dark brown neck fur, black Petersham waistband with deep silver plated buckle, small chain attached with small gold or gilt locket containing a portrait of General McDonald. Warrant issued. Information to Supt. Foster, Bishop Stortford. IS.— Watford ( County).— For conspiracy and fraud.— REUBEN SUTTON HAMBLEY, age 20, height 5 ft. 6£ in., complexion, hair, and slight moustache dark ; dress, blue reefer suit, greenish colour overcoat with sack back, blac . satin tie, black hard felt hat with wide brim, brown boots. A native of Hungerford, Berks. Warrant issued. Information to Superintendent Wood, Watford. 19.— St. Albans ( City).— For stealing, 26tb ult., a lady's gold Geneva watch. No. 48109, open face, gold dial, chased back ; 1 long gold plated neck chain ; 1 brown peak cap— A MAN, age about 40, height 5 ft. 6 or 7 in., hair ( bald on crown) and moustache dark brown, cast in one eye, foreign accent, lisps : dress, blue jacket and vest, dark check trousers, brown cap. Stated he was a ship's cook. Left behind a blue peak seaman's cap, with badge on front. Warrant issued. Information to Head Constable Blatch, St. Albans. KENT. 2U.— Tunbridge Wells ( Borough).— For embezzlement— ERNEST DAY. age about 22, height 5 ft. ti in., complexion fair, hair and very slight moustache light, eyes blue, good teeth, dress usually blue serge suit, brown boots. Warrant issued. Information to Chief- Constable Prior, Tun- bridge Wells. LANARKSHIRE. 21— Motherwell ( County).— For stealing, 10th Feb., a silver watch ( recovered): 1 blue rough tweed overcoat, velvet collar, black lining, black and white sleeve lining- HENRY RICHARDS, alias STEPHENSON, STEVENS, ROGERS, and LITTLETON, age 33, height 5 ft. in., stout build, complexion fresh, hair dark brown, mous- tache dark, eyes hazel, short- sighted and wears glasses when reading, back of left hand and 1st, 2nd, and 3rd fingers contracted, dot back of left forearm, upper front teeth missing. Previously convicted at Hull, York, Leeds, Morpeth, Durham, Cardiff, Tain, Glasgow, and Greenock. See portrait case No. 39, 19th August, 1898. Warrant issued. Information to Supt. Moir, Motherwell, N. B. LANCASHIRE. 22.— Leigh( County)— For larceny— GEORGE OGDEN. age 38, height 5 ft. 6 in., stotit build, hair ( bald on top) and moustache brown, eyes grey, sailor tattooed right forearm, anchor left forearm, 2 dots base of left thumb, part of ring 2nd left finger, scar centre of forehead. A slater's labourer. Warrant issued. Information to Supt. Higginbotham, Leigh. 23 - Liverpool ( Citi/).— For embezzling £ 65 14s., 31st ult.— C. J. BROOKS, age about 35, very short, red blotchy face, hair brown, slight moustache light ; dress, black jacket and vest, grey trousers, felt hat. A clerk ; was employed in the tramway service. Warrant issued. Information to the Head Constable, Detective Department, Liverpool. LINCOLNSHIRE. 24.— Alford ( County).— For obtaining 21 geese by false pretences, 15th January last— WALTER BAKER, age 28, height 5 ft. in., complexion fresh, hair brown, slight moustache light, eyes grey, dimple on chin, ruptured left side, 3 dots left forearm : dress when last seen, light covert coat, grey suit and cap. Previously convicted at Lindsey. Is well known to poultry- dealers and betting men at Derby, Newark, and Lincoln. Warrant issued. Information to Supt. Spoft'orth, Alford. MONMOU THSHIRE. 25.— Monmouth ( County).— For fowl steal- ing, 2nd ult. — GEORGE LOCKWOOD, age 41, height 5 ft. 6 in., slightly round shoulders, com- plexion fair, hair and slight moustache light brown, eyes blue ; dress, old brown jacket, cord trousers, hard bowler hat, heavy nailed boots. A native of Monmouth.— THOMAS LOCKWOOD, age 29, height 5 ft. 6J or 7 in., complexion fresh, hair and slight moustache dark brown, slightly bow- legged, turns his toes inwards when walking; dress, light coat and vest, cord trousers, brown cap, heavy nailed boots. The above are brothers, and notorious poachers, and have been previously convicted. Warrant issued. 26.— Monmouth ( County).— For stealing ( bailee), 30th December, 1899, a silver lever watch — HENRY MARTIN, age 30 to 35, height 5 ft. 10 or II in., slightly round shoulders, complexion sallow, hair and moustache dark ; wearing dark grey clothes ( greasy), and dark cap. A watch and clock cleaner. Warrant issued. Information to Supt. Parker, Monmouth. 27.— Tredegar ( County).— For larceny, 18th ult.— WILLIAM WILFORD, alias WRIGHTY, age about 30, height 5 ft. 8 ill., complexion pale, hair and slight moustache light, weak watery eyes; dress, black coat and vest, brown plaid tight- fitting trousers, dark cap, lace boots. Warrant issued. Information to Supt. Allen, Tredegar. 28.— Newport ( Borough). — For stealing 26th ult., at Beaufort, a pony, trap and harness ( recovered)— FREDERICK HENRY COLLINS, alias COGANS and THOMAS, age about 25, height 5 ft. 11^ in., slight build, complexion fresh, freckled face, hair and moustache light sandy, slouching gait; dress, blue serge jacket, grey mixture trousers and vest, light cap, rather heavy boots, sometimes wears a blue pilot keeper's coat, grey cloth jacket, breeches and leggings. A native of Bristol. May seek employment as a timber haulier, drover, or farm servant ( see portrait, Case No. 39, 12th January, 1900). Was last heard of 29th ult., when he was accompanied by a woman, age about 30, complexion pale, hair black, eyes dark, lame ; wearing a three- quarter length brown jacket, white straw sailor hat with dark band. Warrant issued. Information to Chief Constable Sinclair, New- port. NORFOLK. 29.- Pulham Market ( County).— For stealing, 12th ult., at Harleston, a first grade aluminium Humberbicycle, Iightracer, No. 48070B, 26 in. frame, Dunlop tyres, rat- trap pedals, straight handle bar, tool bag and bell attached— ALBERT THOMAS HENRY KNELL, age 28, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache dark, may be clean shaved ; dress, dark blue suit, silk neckerchief, black hard felt hat. A native of Ubberston, Suffolk. May seek employment as a clerk. Warrant issued. Information to Supt. Palmer, Pulham Market. 30.— Kings Lynn ( Borough).— For desert- ing their wives and families— JOHN THOMAS PINNER, age 32, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue, scar left shin, " T. P." tattooed on left arm, birthmark on chest. A native of Kings Lynn. Has worked as a labourer for the National Telephone Co.— JOHN WARD, age 39, height 5 ft. 7 in., slight build, complexion fresh, hair dark brown, eyes blue. A carpenter; native of Tilney St. Laurence.— HENRY WALKER DOCKING, age 31, height 5 ft. 9J in., complexion sallow, hair ( curly"! black, slight side whiskers and moustache, eyes brown, very broad forehead. A painter ; native of Kings Lynn. For deserting his family — EBENEZER O. FORDHAM, age 35, height 5 ft. 8 in., complexion fresh, hair dark brown, whiskers and moustache, eyes blue, of military appearance. A carpenter ; native of Kings Lynn. Warrants issued. A reward of £ 1 will be paid in each case by Mr. R. Coulton, Clerk to the Kings Lynn Guardians, for such information as will lead to the arrest of above. NORTHAMPTONSHIRE. 31.— Northampton ( County).— For steal- ing ( bailee) £ 26 15s. while secretary of the Amalgamated Society of Railway Servants— ARTHUR EDWARD BAINES, age 32, height 5 ft. 9 or 10 in., complexion fresh, hair, side whiskers, and moustache light brown, 1st joint, of left little finger missing. Was employed as a foreman shunter on the L. & N. Western Railway. A native of Seaton, Rutland. Absconded in January last. Warrant issued. Information to Supt. Webster, County Police Office, Northampton. OXFORDSHIRE. 32.— Oxford ( City).— For stealing, 7th inst., a safety bicycle, cushion tyres, small piece of leather inside bell, spokes of one wheel larger than those of the other— A MAN, age about 20, height 5 ft. 7 in., hair light brown, clean shaved ; wearing light clothes and cap, lace boots. Information to Chief Constable Cole, Oxford. PEMBROKESHIRE. 33.— Haverfordwest Castle ( County). — For deserting his wife and family, leaving tbem chargeable to the Pembroke Union— JAMES PHILLIPS, age 43, height about 5 ft. 6 in., com- plexion fair, full round face, hair light brown, eyes blue, large mouth, large cut scar on right forearm. C. — WILLIAM EDWARD BENNETT TURNER, age- about 41, Height 6 ft, 1 in., complexion, hair, heavy moustache, and \ eyes dark, face slightly bloated, walls badly, flat- footed ; dress ( supposed), blue Melton overcoat, black cloth suit, black hard felt hat. A native of Chelsea, London ; lately employed as an inspector of the Royal Society for the Prevention of Cruelty to Animals, 105 Jermyn Street, W. Has served in that capacity at Liverpool, Manchester, Old- ham, and Plymouth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. METROPOLITAN POLICE DISTRICT 35.— E Division. - For stealing pearls to the value of £ 5,000 ( recovered)— CHRISTOPHER BALIAN, age 32 to 35, height 5 ft. G or 7 in., broad shoulders, complexion sallow, hair black, left eye delicient, eyelid closed, right dark brown ; usually wears grey overcoat and black felt hat. A native of Smyrna. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W.
