Particulars contenting persons whose apprehension is sought mil be inserted m one issue of the POLICE GAZETTE, if tlug are sufficient to enable action to be talten upon them by another force. .... , . . Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable, the article in question to be thereby identified. 4. In all cases where a reward is offered. the name and address of some person responsible for the payment must he given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought, for serious offences, and engravings of stolen property will be inserted at a cost of 15*. per portrait, and of Is. 6d. per photo- graph or sketch of a stolen article. 6. Every announcement, if for the apprehension oj a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person is required to be inserted and no warrant is in force against h int, the requisition must be. signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lets rank than Inspector, or analogous thereto. v 8. Announcements of all persons to be apprehended or of stolen property bear a number, and, as far as practicable, they are alpha, bet icall y arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE *; AZETTK. must. on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion, of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should lie forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not. later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost, or persons missing can only be accepted om payment, and the charges for the insertion of the same will be given on application. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police lias become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation" in Informations and Pawnbrokers'Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— Division• - For embezzlement, IGth ult.— HERBERT HOLMES, age 22, height 5 ft., complexion fair, sharp features, hair and mous- tache sandy, eyes blue, knock- kneed; dress, black jacket and vest, dark mixture trousers, black and white plaid cap. A journeyman baker; native of Chelsea. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 2. — Reading ( County). — For obtaining food and lodgings by false pretences, 13th to 15th ult., at Upton— WILLIAM DAVIS, age about 56, height 5 ft. G in., complexion fresh, hair, whiskers, and moustache grey, chin shaved, eyes blue, 2 lumps left side of head, scar inside left wrist, small abscess scar back of neck and top of right shoulder; dress, old fashion plain black suit, black hard hat, lace boots. A native of Lydbrook, Gloucester. He takes lodgings, representing that he has been engaged by the Government to make a map of the district, and after staying a few days leaves on the pretence of going to the station to meet his companions. Davis, County Police Station, Reading. 3.— Windsor Borough)— On commitment warrant for non- payment of a fine of £ 5 imposed for embezzlement GEORGE PHILPOT, age 24 ( looks older), height 5 ft. 4j in., complexion fresh, hair light brown, clean shaved, eyes hazel, slightly bow- legged, toes turn inwards. CARNARVONSHIRE. 4.— Carnarvon { County).— For abscond- ing with workhouse clothing— DAVID DAVIES, age 55, height 5 ft. 2 in , complexion fair, hair light, eyes blue, clean shaved; dress, pilot cloth coat and vest, brown cord trousers, grey flannel singlet and pants, calico shirt, lace boots, all marked " C Union." A labourer; native of Aberdare. Warrant issued. Information to Supt Rowland, Carnarvon. DERBYSHIRE. 5.— Derby ( County).-^- For stealing, 15th ult., at Long Eaton, a lady's gold Geneva watch, No. 38:) 2, gold dial and hands, black figures, flowered case, dent in centre, and an old- fashioned long gold chain, small links.— WILLIAM JACK- SON, alias WILLIAM SMITH, age about 15, height 5 ft. 2 or 3 in., hair grey, long thin wrinkled face ; dress, old black jacket, corduroy trousers, lace boots. A plasterer's labourer. Warrant issued. Information to Deputy Chief Constable Airey, Derby. Eckington ( County).— For stealing 22nd ult., at Creswell, a watch and chain ( re- covered) ; 1 pair dark brown trousers, slight red squares ; 1 pair lace boots, size 7, nearlv new ; and 13s. lOd.— A MAN, age 21, height 5 ft. 7 in., complexion dark, hair black, slight moustache, eyes ( slight cast in one) and bushy eyebrows dark; dress, black jacket and vest, dark cap, blue neckerchief with white spots, and the stolen trousers and boots. Late cashier of the Cavalry Brigade Canteen. Formerly served in the 4th Hussars. May be found in company of soldiers, cabmen, or betting men. • Warrant issued. Information to Supt. Hawkins, Aldershot. 8.— Portsmouth ( Borough).— For stealing £ 22, 22nd ult., ROYAL WEST, age 15}, height 5 ft. 3 or 4 in., thick set, dress blue reefer coat, black vest, brown plaid trousers, red striped belt, grey military shirt, white tie, lace boots. He was discharged from Heaton Mersey Industrial School about 3 months ago. Is a fair musician and may endeavour to enlist. Information to the Chief Constable, Town Hall, Portsmouth. A reporter. Is in possession of an ambulance first aid certificate, and may endeavour to join a volunteer corps proceeding to South Africa. Warrant issued. OXFORDSHIRE. 17 — Henley- on- Thames ( County).— For stealing a bicycle, 16th December, 1899 ( recovered)— CHARLES KEELEY, age 35, height 5 ft. 7 in., complexion fresh, hair ( bald on top) brown, eyes dark, anchor tattooed on back of right arm ; dress, old snuff- coloured jacket, vest and cap, light blue trousers, dark overcoat with velvet collar. STAFFORDSHIRE. 18.— Newcastle - under - Lyme ( Borough).— For obtaining 6 dozen cotton slnrts by false pretences EDWARD STEPHENSON or STEVENSON, age 30 to 40, height 5 ft. I, or < in., complexion ruddy, hair red, eyes grey ; dress, brown or fawn colour suit. A gipsy ; travels the country with 3 vans and hawks shirts. Is accom- panied by his father. Warrant issued. SURREY. 20.— Guildford \ County).— For stealing £ 60 12th ult., at Stoughton Barracks — THOMAS HAYWARD, age 21 i, height 5 ft. 7 in., com- plexion dark, hair and eyes brown, scar right cheek, mole below left nipple. A hatter and hosier; native of Tipton, near Dudley, Worcestershire. Is fond of reciting at public houses.— THOMAS ANDERTON, age 18}, height 5 ft. 4 in., com- plexion dark, hair brown, eyes greyish hazel, anchor, 2 hearts pierced with arrow, clasped hands, " I. L. R. O." and other marks left forearm, cross flags, " T. A.," shield, 2 arrows, " L. A. H." right forearm, brown stain nape of neck. A native of Stepney, London. A tailor ; supposed a native of Inverness. Absconded 27th ult. Warrant issued. Information to Chief Constable Plumb, East- bourne. 22.— Has tings ( Borough).— For disobedience of a maintenance order— WILLIAM ADAMS, age 23, height 5 ft. 1 in., complexion ( freckled) fair, hair ginger, Blight moustache, eyes blue; dress, black jacket and vest, grey trousers, grey cloth cap. Has served in the Volunteers, and can play a cornet. Warrant issued. 23.— Hastings ( Borough).— For obtaining £ 2 by false pretences— D. W. TOWNE, alias FOWNES, DAWSON, and MADDICK, age 30 to 35. height about 5 ft. 11 in., complexion dark, hair black ; dress, brown check suit, black bowler hat, pigskin leggings. He takes apartments at good hotels, and obtains money by worthless cheques on the Weymouth Branch of the Capital and Counties Bank, using one of the above names. Warrant issued. 24.— Hastings ( Borough). — For stealing, 19th ult., a lady's dark silk umbrella, straight horn handle with gold cap, two gold bands on stick ( indented); 1 green cardboard box ; 1 lady's gold watch, chased back • 1 lady's gold Albert, 8 or 10 in. long, tassel and a half sovereign attached ; 1 lady's gold and blue enamel ring ; 1 do. gold ring, set 4 brilliants with garnet in centre ; 1 gold and cameo bracelet; 1 cameo brooch, gilt rim, glass at back for photograph ; 1 small fancy gilt brooch, set small white stones in centre; 1 long gold brooch, set 2 rows of brilliants, groove on one side, made from tiie clasp of a bracelet— A WOMAN, who gave the name of SCOTT, age 35 to 40, height 5 ft. 3 or 4 in., complexion pale, hair dark brown ; dress, dark blue costume, small round black toque hat. She took apartments at a first- class boarding house, 19th ult., committed the larceny, and decamped. Supposed identical with MARY FRAZER, Case No. 81, 12th ult. Warrant issued. Information to the Chief Constable, Hastings. 25.- Hove ( Borough). — For stealing, 15th ult., a pony, harness, and cart ( recovered)— TWO MEN, lst, age about 38, height 5 ft. 6 or 7 in., complexion and slight moustache dark ; wearing dark blue overcoat and silk hat,; 2nd, age about 30, height 5 ft. 6 in., slight build, slight moustache light; wearing a long grey mackintosh. Both Bpoke with foreign accent. Warrant issued. Information to Major Teevan, Chief Constable. Hove. SUSSEX ( West). 26.— Horsham ( County).— For stealing 3 cheques on the London and County Bank, Horsham Branch, and £ 1 10b.— GEORGE FINCH age about 34, height 5 ft. 1 or 2 in., hair dark brown, slight moustache dark, large mouth, thick lips, pug nose ; dress, dark suit, black hard felt hat. Frequents common lodging- houses. Warrant issued. Information to Supt. Byrne, Horsham. 27.— Worthing ( County). — For stealing several gold and silver watches during November and December— JOHN LEWIS, a Polish Jew, age 28 to 30, height 5 ft. 7 or 8 in., hair and moustache brown. A watchmaker. May be accompanied by his wife and two daughters, age 7 and 9 respectively. Warrant issued. Information to Supt. Bridger, Worthing. WARWICKSHIRE. 28.— Coventry ( City).— For stealing an English lever watch, No. 3557, engine- turned case, gold hands— Expiree GEORGE READER, alias THOMAS and GEORGE JACKSON, and GEORGE CLARKE, Office No. 1183 98, age 65, height 5 ft. 5} in., complexion fresh, hair brown ( turning grey), eyes blue, mole left elbow, on back, and 4 on chest, body pock- pitted, ruptured ; dress, dark clothes, plaid tie, black flat top hard hat. A watchmaker. Has been several times convicted, and last sentenced at Worcester Quarter Sessions, 19th October, 1896, to 18 months imprisonment for stealing watches. Information to the Chief Constable, City Police, Coventry. WILTSHIRE. 29.— Chippenham ( County).— For steal- ing ( bailee), several pieces of tapestry carpets. 17th ult.— A MAN, age about 50, height 5 ft. 7 or 8 in., complexion fresh, hair and long beard brown; tlress, dark clothes, black bowler hat, lace boots : carries a sack bag. He stays at com- mon lodging houses and seeks employment at upholsterers at hassock making. Warrant issued. Information to Supt. Daly, Chippenham. 30.— Warminster ( County).— For leaving his wife and family chargeable to the Warminster Board of Guardians— JOHN PEARCE, age 51, height 5 ft. 3 or 4 in., complexion fresh, hair, beard, and moustache sandy ; dress, slop jacket, dark cord trousers, soft hat. A hurdle maker ; native of Chapmanslade, Westbury. Is known in Hants, Dorset, and Somersetshire. Warrant issued. Information to Supt. Lane, Warminster. WORCESTERSHIRE. 31.— Halesowen ( County).— For stealing 7 fowls ( recovered)— Expiree WILLIAM WAL- TERS, alias BYNG, Office No. 1867- 98, age 46 ( looks older), height 5 ft. 8 in., complexion sallow, hair dark brown ( turning grey), moustache brown ( turning grey), may now be wearing whiskers, eyes dark grey, 2 scars centre of forehead, bridge of nose, back first joint left thumb, and 1 outside back left forefinger ; dress, grey suit, soft round black hat, sometimes wears a cap. Has relatives at Harvington, near Kidderminster, and Romsley, near Halesowen. Sentenced at Worcester Assizes 24th June, 1895, to 4 years penal servitude for maliciously killing a ram. Warrant issued. Chare, Oldbury. 32.— Malvern ( County).— For stealing, 22nd ult., £ 6 13s. 6d.— FRANK BULL, age IS, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, eyes blue, ankles double- jointed ; dress, fawn colour covert coat, green plaid suit, grey cap. May seek employment at stables or engine sheds. Warrant issued. Information to Supt, Harrison, Malvern. FRIDAY, FEBRUARY 2, 1900. 3 YORKSHIRE ( North Riding). 37— Scarborough ( Borough).— For fail- ing to report— Supervisee GEORGE HALLIDGE, or 1IELLIDGE, Office Nos., 3493- 9? and 47( 186, age 47, height 5 ft. 5 in., complexion fresh, hair brown ( turning grey), eyes blue, scar corner right eyebrow, faint blue dot left forearm, mole on back and right shoulder. Sentenced at Preston Sessions 7th January, 1891, to 5 years penal ser- vitude and 7 years police supervision for larceny. Liberated 23rd October, 1894. R 16. Previously convicted at Manchester and Hull. Warrant issued. Information to the Chief Constable, Borough Police, Scarborough. YORKSHIRE ( West Riding). 38.— Barnsley Borough).— For obtaining, by false pretences, 1 18 ct. gold ring, thick plain band, size about " R," set with single diamond ; 1 do., about size " S," set 2 diamonds and opal; 1 do., set 5 diamonds, boat- shape setting— JOSEPH EVANS, alias THOMAS, age about 38, height 5 ft. 6 or 7 in., slight build, long face, hair brown, moustache light brown, eyes ( cast in left) blue. A draper and outfitter. Is an expert billiard player and angler, also a good shot; had with him a quantity of lishing tackle and a gun. Absconded 25th Dec. Warrant issued. Information to Chief Constable Butler, Town Hall, Barnsley. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT 39.— X Division.— Remanded till 3rd inst. for obtaining money bv false pretences— WIL- LIAM COLE, alias MATTHEW JOHN CLARK, age 65, height 5 ft. 8 in., complexion fresh, hair, whiskers, moustache, and eyes brown ( turning grey), ruptured ; dress, dark brown jacket and vest, grey trousers, black overcoat, brown soft hat. A native of London. He takes a small business, and by falsely representing the takings disposes of same for a large sum and absconds. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. DORSETSHIRE. 40.— Beaminster ( County). —- Committed for trial at next Assizes for bigamy at Bridport, June, 1893— GEORGE WELLS, age 53, height 5 ft. 5 § in., complexion fair, hair brown, eyes grey, cut mark right cheek. A moulder ; native of Dorchester. Information to Supt. Brooks, Beaminster.
