In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted, at a cost of 15s. per portrait, and of 7s. Gd. per photo- graph or sketch of a stolen article. Ercnf announcement, if for the apprehension of a parson, must be guaranteed by the signature of an officer of not less rank than Superintendent : </ » < 1. if the name of such person is required to be inserted and no warrant is in force against h im. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. w 8. Announcements of all persons to be apprehended or of stolen property bear a number, tmd, as far as practicable, they are alpha bet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE V'IAZETTE. must, on their a)) prehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition iwt later than Saturday morning. They must be clearly icritten on one side of the paper only ; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the no. ice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Robotham, Newbury. 7.— Reading ( Borough).— For stealing £ 5 bv a trick on 27th ult.— HUBERT RUTLAND BRANDRAM, alias EDWARD BELLOW, age 45 to 50, height 5 ft. 7 or 8 in., complexion fresh, full round face, hair light brown ( bald on top), long light moustache ; dress, black frock coat and vest, grey tweed trousers, light check cap, some- times wears hard hat ; of good address and smart appearance. He takes respectable lodgings, and advertises for a business manager to assist him in his dramatic recitals, & c., and for a smart lad to act as companion, cashier, or pianist— from whom he generally manages to secure a sum of money. CHESHIRE. 8.— Egremont ( County).— For stealing, 9th inst.. at West Kirby, 1 gold keyless Geneva watch, open face ; maker, Russell, Liverpool; 1 gold graduated Albert with silver match box attached, a black Russia leather purse containing a first- class railway ticket from Liverpool to West Kirby, and £ 3 10s.— A MAN, giving the name of JAMES ROBERTSON, age about 50, height 5 ft. 8 or 9 in., complexion ruddy, hair ( cut short, turning grey) brown, large Roman nose ; dress, black morning coat, dark trousers, black tie, stand- up collar, long fawn colour overcoat. Information to Supt. Oldham, Hazel Grove, Stockport. DENBIGHSHIRE. I". Denbigh ( County).— For embezzling £ 2 10s. 8d., and other sums — ROBERT E. HUGHES, a surveyor, age 24 to 26, height 5 ft. 7 or 8 in., slight build, hair light brown, mous- tache brown, sharp thin features, smartly dressed; usually wears tanned leggings, also heavy gold ring on left third finger. Supposed a native of Sheffield. May be found at unions or hospitals. Warrant issued. 12.- Bakewell ( County).- for obtaining money by false pretences on 3rd and 10th June, 1899— SAMUEL J. HOWARD, age 52, height 0 ft. 1 in., complexion fresh, hair ( turning grey) brown, eyes grey, of good address ; dress, black jacket and vest, grey trousers, brown felt hat. A photographer's canvasser. Warrant issued. Information to Supt. Savory, Bakewell. DORSETSHIRE. 13.- Poole County). — For burglary, 30th ult,, and stealing jewellery, concerned with MEN. Case No. 41, 12th inst.— A MAN, age about 27, height 5 ft. 3 or 4 in., rather thin face, long light moustache, long prominent nose ; wearing blue Melton overcoat with velvet collar, black bowler hat, trousers frayed at bottoms. He is believed to have in his possession 50 22 ct. wedding rings, marked " H. A- S."; 6 ladies'diamond rings, half hoop pattern : and a lady's small antique gold gem watch, rubies and pearls all round. Warrant issued. Information to Deputy Chief Constable Hains, Poole. Warrant issued. Information to Supt, Allen, Brentwood. 15.- Epping ( County).— For obtaining, 20th ult., 4 gold rings by a fictitious cheque, No. £ 41849, on the London Provident Bank, 51, . Moor- gate Street, City.— G. MEEARS, age 40 to 45, height 5 ft, 6 or 7 in., hair, and beard ( pointed) dark brown; wearing dark blue overcoat and black hard felt hat. He called at a jeweller's and selected rings to half the amount of the cheque, which he left with the shopkeeper requesting that the change be forwarded to an address that he would notify him in a day or so. Silver, Gosport. 19.- Winchester ( City).— Escaped from custody of Prison Authorities, 8th inst,, while en route to Bournemouth to take her trial at the Quarter Sessions, charged with stealing jewellery from lodgings— MARY FRASER, alios FOSTER THORNTON, THOMPSON, SMITH and FRANCIS, age 32, height 5 ft. 2 in., stout build complexion sallow, oval face, hair brown eyes hazel, scar on forehead, 2 moles left cheek'( near ear), 1 on back of head, 3 on right forearm • dreBS navy blue jacket costume, rows of blue braid on jacket, cardinal divided skirt, greyish mackintosh black fancy straw close fitting hat, brown and blue silk trimming, low shoes, carried a muff. She takes first- class lodgings for herself and sister, and after going upstairs, leaves the house on the pretence of going to meet lier sister, who is coming with the lugga. e. TAYLOR supposed false), age about 40, height 5 ft. 6 in., complexion dark, hair ( cut short and turning grey dark, clean shaved, eyes blue, wart on left cheek ; dress, navy blue serge jacket suit, black bowler hat, lace boots, the appearance of a servant. Speaks French fluently. Stated he was an engineer. He takes private lodgings, and borrows money from trades- men on the pretence that he has not received his remittance from London. Traced to his possession and supposed stolen, a lady's gold Geneva watch. No. 26790, " E. M." on back ; an old- fashioned gold Albert chain, round gold mounted seal, cornelian and blood stones therein attached. Warrant issued. ISLE OF WIGHT. 22.— Newport ( County).— For forging and uttering 2 bills of exchange, 1 for £ 80 and 1 for £ 125, on 19th September and 5th October, 1899— CALVERT VARTY, jun., age 28 to 30, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair and moustache dark, fleshy growth behind one ear: dress, usually dark clothes, double- breasted jacket, black hard felt hat. A joiner ; native of l-' ifeshire. Absconded 17th or 18th ult. May endeavour to go abroad. Warrant issued. Information to the Chief Constable, City Police, Glasgow. LANCASHIRE. 26. — Chorley ( County). — For stealing a purse and £ 22, 10th inst,, at Leyland— MARY GOULDING, age 20, height 5 ft. 5 or 6 in., stout build, complexion pale, hair dark brown, thick- lips ; dress, black dress, black cape trimmed velvet, black straw hat and veil. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Cumming, Bootle. FRIDAY, JANUARY 19, 1900. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT 29.— Criminal Investigation De- partment.— The special attention of Police is directed to the undermentioned notorious shop- breakers, who reside in the Metropolitan Police District, and who are known to visit provincial towns for the purpose of committing jewel robberies. Their mode of operation in breaking into jewellers' shops, which have iron revolving shutters with bolts at the bottom, is to raise the shutters slightly by means of a chisel or jemmy, then insert an iron hook so constructed as to catch the bolt, which is thus withdrawn, and an entrance effected in a very short space of time. After committing an offence of this description, these criminals usually proceed to a railway station some distance from the scene of their operations, and return to London by an early train, carrying the stolen property in a portmanteau.
