Particulars as to stolen property will be li7wici. se inserted in one the article in question to be thereby identified. 4. In all cases where a reward is offered, the / Mine and address of some person responsible for the payment must he given, and the enact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be inserted at a cost of 15s. per portrait, and of 7s. 6d. per photo- graph or sltetch of a stolen article. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person w required to be inserted and no warrant is in force against him, the requisition must be. signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended, or of stolen property bear a number, and; as fur us practicable, they are alphabet ically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the ICditor notice of the. fact, referring to the number of the announcement, for i/ isertion in the next issue. 10. In ull cases the officer signing the request for the insert ion of any announcement will b » wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Satu/ rday morning. They m ust be clearly written on one side of the paper only ; they must be in the. usual form. and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment, and the charges far the insertion of the same will be given on application. R. ANDERSON, Editor. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( 4) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. ( 32 and 33 Vic., cap. 21, sec. 2.) 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdingout any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to theconditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( « ) and ( « ).- Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. The following specimens of bills are inserted for guidance :— £ 5 REWARD. THE OLD AGE PENSION AND RELIEF SOCIETY, of 16. Great James Street, Bloomsbury, W. C., has been the subject of numerous inquiries and some complaints. It is carried on by a man named S. S. SECCOMBE, who is well known in connection with former schemes of a r/ t"/ s/- pliilan- thropic character. He is nominally the secretary, and one H. B. Winglield is his principal traveller. The scheme is not worthy of confidence, but as Seccombe has a Committee, and various necessitous persons receive relief from him regularly, his proceedings afford no ground for Police action. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— A Division• For embezzling £ 50— HENRY DE VERE, age 50, height 6 ft, com- plexion sallow, hair and moustache dark brown ( turning grey), eyes brown : dress, dark overcoat, brown tweed jacket suit, black hard felt hat, low shoes. A tailor ; supposed a native of London. Is a pensioner of the Royal Lancaster Regiment. Warrant issued. 2.— K Division. - For incurring a debt of £ 25, on 9th November last, by false pretences— C. TUCKER, alias GRANT, age 30, height oft. 5 in., complexion sallow, round face, hair light, clean shaved, eyes grey, good teeth ; dress, drab paddock coat, riding breeches and gaiters, drab cloth cap. He advertises horses for sale, obtains the money, and generally has the horse returned as worthless, when he absconds with the horse and money. Is accompanied by his wife, age 26, height 5 ft. 5 in., dark, and a child age about 9 months. Warrant issued. 3.— L Division•— For feloniously receiving a mare and cart ( cart recovered). See Case No. 1, loth ult.— THOMAS LEIGH, age 25, height 5 ft. 9 in., complexion fair, hair light, clean shaved, eyes grey ; supposed wearing dark overcoat, brown jacket and vest, dark grey tweed trousers, cap, lace boots. A dealer. May have the mare and a coster's barrow in his possession. 4.— p Division. - For embezzlement— JOHN SWINDON, age 32, height 5 ft. I> in., complexion fresh, full face, hair light brown, eyes brown ; dress, grey speckled jacket and vest, grey tweed trousers, cloth cap, lace boots. A baker. Warrant issued. 5.— w Division•— For Stealing, 25th ult., a lady's gold ring, set 3 pearls and 0 diamonds, and £ 14 10s.— FREDERICK COPPING, age 21, height 5 ft. 8 or 9 in., complexion fair, hair brown, slight light moustache, eyes blue. A carpenter ; native of Brixton. Is a private of the Royal Marines ; wearing regimental clothing. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. CITY OF LONDON. 6.— For obtaining meat bv a worthless cheque on 19th ult.— SAMUEL FAUST, a Russian Jew, age 50, height 5 ft. 9 in., very stout build, com- plexion fair, hair ( turning grey) dark, clean shaved, eyes grey ; dress, dark suit, tweed cap. A butcher; late of Union Street, E. Warrant issued. Not to be ariested out of the United Kingdom. Information to Supt. McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 7.— Ayr { Burgh). — For embezzling £ 62 lis. 2d. between 2nd May, 1898, and 5th ult. — WILLIAM BROWN, age 28, height 5 ft. 8 or 9 in., slight build, complexion fresh, sharp features, hair brown, slight moustache light, scar below left eye ; dress, when last seen, greenish grey tweed suit, grey tweed cap, light lace boots, new brown waterproof coat, carried a brown Gladstone bag. A native of Galston. Was em- ployed as manager of the Kilmarnock Equitable Co- operative Society. Absconded 5th ult. May endeavour to leave the country. Warrant issued. Sen- tenced at Reading Sessions, 29th January, 1894, for stealing boots, to 5 years penal servitude and remanet of former sentence of 20 years penal servitude, which expires 26th November, 1903. I in., complexion fresh, hair and eyes brown, squints in right eye ; wear- ing new suit and cap. A native of i ronfield.— JOHN GORRELL, age 18, height 5 ft. 7J in., com- plexion fresh, hair brown, eyes grey, scar right forefinger; dress, dark suit and cap. A wire roller; native of Norton. Both have been pre- viously convicted. May be found at common lodging- houses. Warrant issued. 15.— Eckington { County).— For obtaining money by false pretences, 2nd Nov., at Creswell— G. RAIL, age about 40, height 5 ft. 2 or 3 in., stout build, moustache dark brown, cast in one eye ; dress, grey mixture overcoat, dark trousers, cap. He represents himself as a traveller, and calls on small shopkeepers for orders for fireworks, sweets, chocolate, & c., and obtains money by promising to forward a show- case. Warrant issued. B." in gold letters ; 1 white silk waistbelt, with fancy gold buckle, 2 in. by lj in.; a cardboard box with photograph of a lady on lid, containing some antique jewellery; 1 Abyssinian gold double- case keyless watch, No. 5482582 engine- turned case; 1 do. double Albert curb pattern, silver match- box with boar's tusk with a pig on top of lid attached ; 1 18 ct. gold signet ring, set bloodstone, square and compass cut therein ; 1 lady's old gold dress ring, set turquoise; 1 do., chased shield on top, shank cracked on inside ; 1 gold gilt brooch, made of 3 naval buttons; 1 gold brooch, containing hair, surrounded with pearls ( 1 missing); 1 round silver brooch, with raised flowers, 1 flower broken ; 1 silver anchor brooch ; 1 gold brooch ; 1 silver do., graduated horseshoes; 1 narrow silver bangle, chased ; 1 plain silver dessert spoon ; 1 silver tea spoon, monogram " C. ISLE OF WIGHT. 20.— Newport ( Country).— For obtaining £ 20 by false pretences, 8th Nov.— ARTHUR HIBBERD, age about 30, height about 5 ft. 10 in., complexion fresh, hair dark brown, eyes ( deep set) blue; dress, morning suit, A butler ; carried a black bag and some paper parcels. Absconded 2nd ult., accompanied by a woman, age 28, small build, hair black, complexion and eyes dark ; had with her a brown tin clothes- box and a hat- box. May endeavour to leave the country. KENT. 21.— Chatham ( County).— For deserting their wives and families. 2nd October last— JOHN ALDERSLEY, age 63. height 5 ft. 8 in., stout build, complexion pale, hair grey, beard and moustache brown, eyes hazel, scar left side of face; dress, grey tweed jacket and vest, cord trousers, brown soft felt hat, heavy nailed boot*. A pensioner of the Royal Artillery.— ALBERT GILBERT, age 29, height 5 ft. 5 or 6 in., com- plexion fresh, hair and moustache light brown, eyes blue; dress, dark jacket and vest, cord trousers, dark cap, heavy nailed boots. Bolton ( County).— For embezzlement at Belmont, between 27tli Nov. and 4th ult.— GEORGE McNAIR, age 35, height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers, and moustache brown, eyes light blue ; dress, fawn coloured suit, black tie, dark brown cap with reel stripe, lace boots. A farm bailiff; native of Milngavie, Stirlingshire. May be found in company of farmers or cattle dealers. Warrant issued. Information to Supt. Leeming, Bolton. 26. Old Trafford ( County . For failing to report— Licence- holder HENRY RICHARDS, alias CHARLES HENRY WALKER, ROBERTS, JORDAN, JONES, and EDWARDS, Office No. 1776- 99, age 30, height 5 ft. 1 in., complexion sallow, hair black, eyes brown, scar outer angle ' left eye, left middle finger, red mole right of chest, 2 blue dots left forearm. A grocer ; native of York. Sentenced at Knutsford Quarter Sessions, 6th January, 1897, to 3 years penal servitude for larceny. WILFORD and WILLIAM J. RUSSELL, Office No. 3849- 99, age 44, height 5 ft, 2J in., complexion fresh, hair light brown, eyes blue ; a bookbinder; sailor on cask with glass in right hand above right wrist, girl skipping above right wrist. Sentenced at Stafford Sessions 15th October, 1895, to 3 years penal servitude for obtaining goods by false pretences. Liberated ( on second licence, which expires 26th February next) on 23rd ult. V. 296. Information to the Chief Constable, Borough Police, Lancaster. NORFOLK. 31.— Docking [ County).— For embezzlement — FREDERICK BEST, age about 60, height 5 ft. 9 or 10 in., complexion fresh, hair, moustache, and side whiskers grey, eyes dark brown, usually wears glasses, of smart appearance ; dress, dark tweed suit, Alpine hat, sometimes wears a fur cap. Was employed as caretaker at Hunstanton County Club. Stated he was a native of London. Left Hunstanton 3rd ult,, accompanied by his wife, age about 35. , Warrant issued. Information to Supt. Baldwin, Docking. 32.- Norwich ( City).— For failing to sur- render to his bail at Norwich City Quarter Sessions, 10th October last, charged with fraud JOHN SAUNDERS, age 21, height 5 ft. 3 in., complexion fresh, hair brown, slight moustache light brown, eyes grey, man's head, 3 fishes, and indistinct tattoo marks on left arm, 3 dots back of left hand, ring 4th left finger, scar on forehead and right elbow, 6 mole spots right arm. A french polisher; native of High Wycombe. Frequents low public- houses. Warrant issued. Information to Chief Constable Winch, Norwich. FRIDAY, JANUARY 26, 1900.
